Regarding: Extradition Demand

Excellency,

I am contacting you today to inform you that a Royal Warrant has been issued by a court in the Provisional State of Romandeos, demanding that Mr. Richard Teclos, a man who is in charge of your Creative Weapons Division be extradited to Romandeos to face charges in a case regarding the release of biological weapons on Romandeos.

I regret to inform you that we will not be extraditing Mr. Teclos. Director Teclos is a valuable member of our company. Furthermore, we resent the implication that Pale Rider Arms or Otagia was involved in the tragic outbreak in your nation. Neither Pale Rider Arms or Otagia, nor any of their employees, were involved in the deaths of your citizens.

Daniel groaned, massaging his temples as he leaned over his desk. This little incident was turning into a major clusterfuck far too quickly. His Samurai had already been instructed to bring in Telcos, and should have reported in hours ago. Was it really that hard to find a Director in PRA Headquarters?

His reverie was interrupted by a knock on his door, the sound of metal on wood signifying the presence of a Samurai in full regalia. A small smile crossed the Regent's face as he half stood in anticipation. Thank the Gods, they finally found the bastard...

As the door opened, the smile quickly disappeared. The crimson-garbed Samurai officer was alone, and worse, looked nervous. Samurai never looked nervous... Sighing, Daniel fell back to his chair.

"Report, Major."

The Samurai bowed deeply, brushing a drop of sweat from his forehead before answering.

"My apologies, Regent, but we were unable to locate Director Teclos. He is no longer at Headquarters."

"Well, did you try his home?"

"Yes, Regent. He was not present at his residence either. In fact, my men have screened the entirety of Hera Arcology, and were unable to locate him, even with the help of the Abaci."

"What about the other arcos?"

"Athena and Aphrodite are still conducting searches, but the Abaci predict with 94% certainty that Mr. Teclos is not present, and a 76% chance that he is no longer in the city. Your orders, sir?"

"He chusheng zajiao de zanghuo! I'm protecting a gods damned guilty man, I just know it. And somehow I doubt the Romandeoseans will believe that we can't find the bastard... Keep looking for him. Meanwhile, I have appearances to keep up..."

Minister Jamie Bladen had not expected the reply to his message would be such a prompt refusal. He had known they would likely refuse to hand Teclos over, and he had expected in time the man’s guilt would be outright denied, but not this quickly. He had planned out in advance a rough outline how he would deal with Quetzal’s expected arguments and the intellectual fencing match that would happen between them. Such a prompt attitude made it seem to Bladen something was not right on Quetzal’s end.

Nevertheless, the government official had his instructions, and they were quite plain. This kind of response was completely unacceptable. Romandeos would not be snubbed thus, at least not while Taunja Lockeheart was leading. The people would have justice, if it took a hundred years to get it, and it would not take them that long.

“Tina?” he called his secretary. “Call in Mr. Pickett. We may have a task for him if things keep going like they are for very long. Make sure he is ready.”

“Yes, Minister.” The cute young blonde set about following his directions.

Meanwhile, Bladen picked up his phone and pressed a few keys. It rang a few times, then it was picked up, and Bladen heard an aged and tired voice.

“Jamie?” Taunja Lockeheart was not truly very old, but she certainly sounded like it. “Let me guess, they didn’t accept the demands we sent them?”

“No, Taunja, they did not. It seems they value him too much.”

“Do they now? Well, we’ll see how much they value him before long. Any suggestions?”

“I want to request a face-to-face between Quetzal and an emissary.”

“What?” Lockeheart seemed skeptical. “Why?”

“His refusal was too prompt. I think there’s something he’s hiding from us.”

“He’s hiding Teclos, that’s what he’s doing.”

“No,” Bladen replied. “I mean something else. I have this feeling that some weird thing is happening that Quetzal isn't interested in letting us known about right now."

“You figure maybe a direct talk will figure out what it is?” Lockeheart sounded interested now.

“Maybe,” Bladen said. “Maybe not. All I’m asking is one chance.”

“One chance?” Lockeheart asked.

“Nothing more.” Bladen paused. “If he turns down this request, or if things go bad, and it looks like the diplomats have failed…” He stopped.

“We do it the hard way,” Lockeheart finished, her voice dark, grim.

“He won’t have left us any choice,” Bladen replied.

“Very well,” Lockeheart said. “You have one shot, Jamie. Make it a good one.”

Bladen heard the phone click, and put it down with a sigh. This would be difficult.

Excellency,

I find this refusal to cooperate most distressing. We have reasons to believe that Teclos is likely behind the attack on Romandeosian citizenry. If he is indeed innocent and you give him to us, the court will find him innocent. Should this happen, then Mr. Teclos would be immediately released from custody, and sent back to his nation.

In an effort to reconcile this situation without bloodshed I wish to request a short meeting in Otagia between you and a Mr. Anthony Pickett, a most skillful diplomat.

Mr. Anthony Randolph Pickett held the stacked papers vertical and tapped them upon the large wooden desk where he worked. Once they were straightened, he placed them within his personal briefcase. He clamped the small case shut, and then checked around his office in an effort to make sure he was not forgetting anything.

He was getting ready just in case Regent-Elect Quetzal agreed to meet with him before an international conflict was triggered by this horrible Plague business.

Daniel ground his teeth, looking over the message from Minister Bladen. Damn him, he's making this far more complicated than it's worth. Why can't we just find the idiot, so we can turn him over...

Minister Bladen,

We were unaware of any link between Director Teclos and the unfortunate attack on your nation. Rest assured that we will be launching our own investigation into his involvement, and will share the results of this inquiry once complete. However, until such time as an Otagian court has established a link between Victor Teclos and the Romandeosean outbreak of Generation Disease, we will not extradite a potentially innocent man to be tried in court system, due in part to the unspeakable nature of these accusations. After all, you cannot expect us to believe that your judges and/or juries would be impartial given the circumstances.

As for your request to a meeting with a Romandeosean diplomat, I would be glad to speak with him regarding this case. Such a meeting can be scheduled with my secretary [contact information enclosed].

“Taunja, I have good news. Quetzal has agreed to talk with us.”

Bladen stood by his desk, phone in his hand as he spoke with the Regent. He was relieved it seemed Quetzal was level-headed enough to be reasonable.

“That’s good.” Lockeheart still sounded tired. “Who’re you sending?”

“Tony Pickett.”

“Don’t know him.”

“Don’t worry,” Bladen said. “He’s new, but he’s good.”

“He sure as Hell better be good. We need Teclos, now.”

“I know that, Taunja. I’ll arrange the meeting right away.”

“Excellent. Well, I have some whiny reporters to speak with. Good luck.”

Bladen hung up once Lockeheart cut the connection and got right to work.

Excellency,

It pleases me to know that you are willing to meet with our delegate. I can understand the kind of crime we are talking about here is an incredible heinous one, but, I can assure you it is unreasonable to think that the courts here in Romandeos would put on a show trial, as it is unthinkable to us to give anyone anything less than a just chance at full, legal defense in the courtroom, regardless of what crime they may have committed.

Regarding the meeting, I would like to dispatch Mr. Pickett immediately. If this causes an issue with you in some way, please inform me.

Royal Airlines Flight 203, approaching Otagia

“Mr. Pickett, we are entering Otagian airspace now.”

Looking up from the window on the private airplane, Special Envoy Anthony Pickett was not really shocked. He could already see a glimpse of land out in the distance. If it wasn’t his intended destination, then the pilot was an idiot.

“Very well, sergeant,” he addressed his Navy Infantry NCO escort. “Thank you.”

First Sergeant Furman Chalmers nodded his head and then fell silent once more. The man knew when to keep his mouth shut. Pickett was a nervous man. He had every right to be a little nervous, what with what he was headed into this country to do.

Meanwhile, the pilot got on the radio and called in to the Otagians.

"RA Flight 203, you are cleared to land at Aphrodite Arcology airstrip number two."

Leaning against the limo, Daniel Quetzal watched the Romandeosean aircraft taxi to a halt, taking a sip from his Manhattan. As the diplomat stepped off the plane, Daniel stepped forward, extending his hand to the man.

"Mister Pickett! Welcome to Arbite City! Hope you don't mind the thin air, we're rather high up around here. Would you care to join me in my limo? We've a lot to talk about, and I'd hate to waste your time."

Pickett shook the regent’s outstretched hand briefly and listened as the foreign man spoke his greeting. He nodded when Quetzal had finished.

“Indeed,” he replied. “There are some very important matters we must discuss. My nation is most concerned that it's foul treatment in the past should be avenged."

Following the Otagian leader, Pickett said nothing else until in the limo.

“Regent Quetzal,” he said. “I’m sure you have some idea why I am here.”

The Regent nodded, his smile dropping slightly.

"I assume we're speaking of the unfortunate outbreak of Generation Disease in your nation, and your superiors assertions that Mister Teclos was somehow responsible. I assume you are aware of the fact that over a dozen clients have purchased samples of the disease from Pale Rider Arms? Any one of them could have been behind the outbreak, and have had far better motive than, what, some slanderous comments that your administration made?

"Don't get me wrong, Mister Pickett, I agree that the crimes committed against your nation were unspeakable, and that you crave justice. However, as far as I can see, your evidence against Mister Teclos is rather weak, certainly not enough to warrant extradition."
