History and Background:

Gaia was colonised early on in the great exodus from Earth by a conglomerate of corporations from the East Asian tiger economies and a few Russian IIGs, known as the Ato-Saran Conglomerate, they had a plan to use the Sivo system a base to launch a sector spanning commercial empire.
The system was quickly developed using the massive funds the corporation's boards had alocated for the venture. Gaia itself was filled with glittering cities of geometric glass and steel connected by fast transport links. Used as housing, for the massive workforce that had immigrated from the parent countries that the corporations came from. Surrounding these cities are vast tracts of farmland and extensive research and development complexes.
On the lifeless outer worlds huge industrial complexes were constructed, producing every type of manufactured object imaginable. Workers seeking the plentiful jobs in the Sivo system.
When the conditions on earth worsened the corporations moved competely to the Sivo system and created it as a seperate state among the stars under the banner of the Ato-Saran Federation, a military force was created to patrol and secure the system.

When Earth finally collapsed in the late '40s and the colonies were thrown into disarray, large social disturbances ran through the population on Gaia. The corporations, cut off from a large part of their customer base, began large make work projects and military contracts to keep control of the population. However these quick fix measures could not go on for long and the social disturbances continued.
Certain factions in the military began to gain power and soon made their move.
Seizing power in a coup' de etat they installed a democratic socialist government into power. With new leadership the entire planet was re-invigorated and using the massive manufacturing and research capabilities Ato-Sara quickly launched itself back into space and reached tech level 9 round about the same time the the New Shironis did.
However this wave on enthusiasm could not last and the succesive governments found it increasingly harder to juggle the increasing demands placed upon them, progress gradually ground to a halt.
Until 2300 the Ato-Saran Federation was for all intents and purposes stagnant, it had a huge military (An after effect of the military's role in creating the current government.) and massive manufacturing capabilities but was going nowhere.
However at the turn of the century there is renewed hope that they can move forward.

The Imperial Commonwealth sends a courier ship to the Ato-Saran Federation, carrying with it a proposal concerning the uninhabited Akko system, which both the Federation and Commonwealth border.

Malkyer gets Akko V and its four moons, Akko IV and its three moons, and one moon of Akko VI.

Ato-Sara gets Akko II, Akko I and its three moons, plus two moons of Akko VI, plus Akko VIII and its three moons.

It is hoped that our two nations will be able to come to an agreeable accord concerning our sector of space, especially as so many nations clamor to establish far-flung empires.

The Imperial Commonwealth sends a courier ship to the Ato-Saran Federation, carrying with it a proposal concerning the uninhabited Akko system, which both the Federation and Commonwealth border.



It is hoped that our two nations will be able to come to an agreeable accord concerning our sector of space, especially as so many nations clamor to establish far-flung empires.

OOC: Basically what we discussed via TG.

The Federal Congress discusses the Akko border proposal, after a long session it ends up being backed by the powerful pro military faction.
With a couple of provisions the propsal is returned to the courier and sent back to the Imperial Commenwealth.

The provisions are as such:

1. Each nation agrees to help defend the other's possesions in the Akko system from external imperialism.

2. Pirates and smugglers caught operating in the Akko system will be extradited to their home nation for trial.

The King-Emperor's representatives request the right to establish permanent diplomatic offices on the primary Ato-Saran world, and invite the Federation to do the same on Malkyer.

With the Conclusion of the Akko Accords, the Ato-Saran Federation welcomes an Commonwealth Embassy on Gaia. A suitable space will be set aside in the capital city of Xishen.
The Federation also gratefully accepts the offer of an Embassy on Malkyer.
