President Ray Nagin has also opened tourism and immigration to the Twin-Cities of New Orleans to citizens of all nations of the Earth. As well as inviting citizens from every country to visit the liberal, incredibly free, culturally-rich, huge, city-nation of approximately 16 million inhabitants, President Nagin has also extended invitations to every single nation to establish an embassy in the Twin-Cities of New Orleans.

In his way of saying that the Twin-Cities of New Orleans no longer wanted to be so isolationist, the president also offered to establish shipping trade routes with any nations who were interested. Dear sir,

The Realm has recieved your most kind invitation, and is happy to see that the city of New Orleans, long a city divided between two vast and honorable empires has come to an agreement concerning the administration of this shared city. Since the Realm is on friendly terms with both nations in question, we see no reason not to be friendly with New Orleans either. We officially recognize New Orleans as a sovereign nation state.

With our recognizion of New Orleans as a state, we now have far more autonomy in our dealings with your nation. Therefore, we shall be more than pleased with sending a diplomatic and trade legation to New Orleans to establish a Cottish legation there. Our ambassador will be Mr Knut Vollebekk, a distinguished diplomat with a long history of service with the Foreign Ministry.

We have also looked over your requested imports, and decided that the Realm is capable of supplying several of the items requested on the list. We are refering to the small-arms for the Police force (provided of course that you provide us with an end user agreement, ensuring that the weapons won't be passed on to anyone else), steel, olive and orange trees directly from Israel, silver, and whatever is required of personal protection gear (body armor, helmets, etc). We can also, for a certain fee of course, establish a perfectly safe nuclear power plant in New Orleans, providing you with perfectly clean and safe nuclear energy from the Thorium-powered Pebble Bed nuclear reactors we're offering.

Please specify what kinds of weapons and protective gear you require, and if you accept our offer, the power output required/requested for the nuclear power plant. Our going prices for the metals in question are as follows.

In return, the Realm wishes to import cotton, sugar, some airboats and various pieces of technology. We may also contract the Freeport-McMoRan Gold & Copper Exploration company to survey various possible sites within the Realm for further natural resources.

The President also assures both the Realm of Cotland and the Empire of Layarteb that the military- and police-grade arms and weapons systems being sold to the Twin-Cities of New Orleans will not be intercepted or used by anyone other than the New Orleans Police Department (NOPD), the New Orleans Coastal Patrol (NOCP), the New Orleans Special Tactics, Assault, Interrogation, and Riot Brigade (STAIR), the New Orleans Bureau of Firearms & Narcotics (BFN), and the New Orleans Bureau of Intelligence & Investigation (BII [pronounced "by"]) and that any Civilian-Grade Small Arms will only be sold by BFN-approved Firearm Distribution Centers to law-abiding, licensed citizens of New Orleans. The blame of any crimes committed with these firearms & weapons systems will not be aimed at the Realm of Cotland, but rather any and all parties responsible.
