With a thunderous round of applause, the audience welcomed Prime Minister Eleen Toleda into view. No one knows what she will be saying, although no one expects anything out of the ordinary. In the past, Empire Day speeches by the Prime Minister have always been a reflection of the Government's performance over the past year, to be followed by the Emperor's speech outlining his vision for the upcoming year.

The last 12 months have been an excellent year. Unemployment has dipped to historic lows, and economic growth proved that the State Minister's strategies have finally kick started the economic recovery. Waving confidentally at the cheering audience, the young politician have every reason to look the way she does. While waiting for the crowd to die down, she passed a secret nod at Defence Minister Lexis Saigg.

Finally she began. "My fellow citizens, last year has been an excellent year for the Empire. As you are all no doubt aware, all indicators have shown our great nation to be well on her way to economic recovery.

"I will therefore not dwell on this topic any further."

A murmur, as eveyone looks around to discuss what's going on.

"As Prime Minister of the Empire I am entrusted with the duty of coordinating His Majesty's Government to serve King and Country. It is true that all seems well within our borders, but the truth is, grave dangers faces us everyday. For more than a century we have focused on developing our economy, at the expense of security.

"Yesterday, this Government wakes up to the reality that we do not live in a peaceful world. Several major powers are clearly not content with their borders. The RSFSR recently threatend our Siberian compatriots to accept their annexation. Even as we speak now, large scale military exercises are taking place in South East Asia, threatening vital sea lanes.

"It is therefore with a great sense of apprehension that this Government has prepared, under the supervisions of the Emperor, a blueprint for rearmament." The Prime Minister looks around the shocked faces staring blankly at her. Now that she has finished explaning the necessity for rearmament, the Emperor is ready to speak. "Ladies and gentlemen, the Emperor of Kiwiland."

The dazed crowd clapped weakly as their Sovereign appears with grave, saddened looks. "Citizens of Kiwiland, it is with great sadness that I present to you this Government's Toleda-Saigg Plan..."

[ooc: the MT tech is right, but I'm oocly curious how long phase 1 would take to implement, considering that building one ship for any navy takes a considerable amount of time, especially destroyers. Other than that, the numbers seem fine]

His Imperial Majesty relegates the following message to his counterpart in the Empire of Kiwiland [ooc: my country still calls you "land of the rising sun"]:

In recent comments referred to me recently by your Majesty, it has brought some concern to me, as a friendly neighbor of your realm and likewise a concerned sovereign who does not wish to see conflict stroke the lands of our realm of protection. Whereas we have respected the sovereignty of Ilbeon within our sovereign right, it presents to me a dilemma of personal interests to see statements of an otherwise hostile neighbor indicate threats against friends of the Han Empire. We believe that it is within the sovereign right of Ilbeon to defend itself in any manner necessary to ensure the its own sovereign domain.

In the course of our shared history, we have found the borders to be a profitable domain that has offered economic opportunities little elsewhere offered, and the threats of attack only bring to hurt this possibility of continued economic interests. Furthermore, since the date Ilbeon has ventured forward to acquire these territories residing mostly to the north of our sovereign domain to explore possibilities of habitation there, the Han Emperor has dutifully recognized the mutually agreed frontiers there to be within rightful claims of their domains, as long as they did not trespass into domains of the Yuan Monggols [Mongolia]. Since the consent of these agreements, we have shared the opportunities and thus have an active interest to preserve these historical, cultural, and economic connections that cultivated in the time intervening - therefore, we find it useful and necessary to support the defense of Ilbeon against attacks upon its sovereignty, if only to defend Imperial interests against policies of forced expansionism upon your sovereign domain.

We need no incentive or reparation for our intervention on your behalf. Nonetheless, if your government should request to absolve Imperial intervention on your behalf, please state so. If your government should also request any other assistance in its defense likewise, we shall willingly supply whatever is within our capability to provide.

At close, I submit my Imperial seal as verification that it is my unabridged statement of interest and declaration. If you have any needs, please consult me directly.

OOC: oops, phase 1 is supposed to last 2 years (total cost is twice my anuual budget), forgot to type it in, thanks for the reminder. The ships shouldn't take too long though; most of those ships are being built in about 2 year's time in RL. Since Japan has a decently big ship-building industry, those destoryers ought to become ready in 3-5 years. At least, that's what I thought...

Also, feel free to call my nation land of the rising sun :)

In a time when Great Power expansionism has forced us into full-scale rearmament, it is heart warming to see the Great Han Empire still practising a higher route. For this we are deeply indebted, and when worse comes to worse we will gladly welcome any aid your government is willing to impart to us.

As your Majesty has pointed out, our two nations shares potentially fruitful economic opportunities. It is my firm hope that with closer official ties, trade may be fostered to bring even greater prosperity to our peoples. At the same time, I agree with your Majesty's words that all economic interests will be dependent on stable, lasting peace.

It is for this reason that my government pledges, with your Majesty's consent, to assist the Great Hand Empire against unwarranted attacks in all and any way we can. Reporters lean forward collectively as Defence Minister Lexis Saigg appears to speak before them. Although it has barely months since the rearmament plan's phase 1 began, the Kiwiland Government is ready to commence working on Phase 2.

"Good morning, citizens," Minister Saigg greets the media. "As you all are no doubt aware, Phase 1 of the Toleda-Saigg Plan calls for the establishment of permanent military forces for the the Empire...

"However, this is not adequete to protect us. Even though it is the only measures we could embark upon immediately, we must also acquire far more advanced, potent weaponry if our soldiers are to do their jobs properly...

"For this reason HM Government has decided to announce that Kiwiland is now interested in purchasing equipments from foreign powers, including:

a) Aircraft Supercarriers (Nimitz Class, Ford Class)
b) Next Generation Stealth Fighters (F/A-22)
c) Rocket Artillery (MLRS)
d) Attack Helicopter (AH-64)
e) Sniper Rifles (M82A1)
f) Attack Submarines (Seawolf Class)
g) Carrier-based Fighters (F-14D Super Tomcat, F-35 Lightening II)

"Our Foreign Ministry is hoping to contact the United States of America on the subject of procuring these weapons. However, we welcome anyone who may be able to provide satisfactory substitutes to make their offer."

Your ploys to discuss a mutual defensive pact have been de facto many years now, since our shared history. However, given the rise of uncivilized actions in the West, we have reason to consider accepting your invitation to discuss formally establishing a de jure mutual defense agreement, as a declaration to those countries that view the Orient as prime hunting grounds for their expansionist desires.

Moreover, it is within my sovereign recognition that we could generate a mutual defense agreement that encompasses the role of the Han Empire and Kiwiland as the defenders of the Orient against flagrant expansionist policies, as such including exercising excessive military patrol, infringing the guaranteed sovereignty of such countries, and likewise recognizing our mutually beneficial partnership in taking responsibility for the realm of the Orient. It has been official policy since the Gojong Emperor [circa 1863] to intervene positively on the behalf of those countries not in the way to self-government and project influence to ensure a rightly guided government - with the support of the Empire of Kiwiland, we can mutually assure that Asia becomes a blossoming ground for the world to marvel as the pinnacle of civilization and flock to our seas to learn of its nature and better govern themselves.

If this is mutually pleasing to His Majesty, I will be glad to host discussions in Hanseong [RL Seoul - a midway point between China and Japan...] for a de jure document.

It is not every century that a great power like yours not only renounce the idea of expanding at others' expenses, but proposes steps for actively preventing it. If our nations join hands, all nations of Asia will be safe to exercise their rights of self-determination, free from Western expansionism.

His Imperial Majesty - the Gwangmu Emperor - wishes to inform you that he has sent an invitation to the delegation of the United Arab Socialist Republics, with whom agreements are being settled to form the Gwangju [RL Guangzhou] Cooperation Organization. It has been suggested that our currently planned talks in Hanseong could be the set-up for this new alliance - with its sole purpose and intention of protecting the Orient from Western expansionist crazes. If it would please His Majesty, we could discuss a possible integration of these talks and thereby expand, strengthen, and broaden the reach of our intentions to incorporate the Orient - providing the bulwark of our protections to all of Asia. If so, we would have the two great powers of the Far East, and a great power from the Middle East to found its support and provide ready and easy expansion of its protections to all sizable portions of the Orient.

Please let us know if these proposals are within reason.
