The region of South East Asia had changed since the Heat of Armaggeddon took over. Jungles had been cleared out for farmland, railways had been built, factories constructed, a new harbor was due too be opened in a few days. But beneath the economic success, the campaign of oppression continued. Oh sure, the massive internal security sweeps had stopped and censoring of the media had been lifted a little, but they had been replaced with more under-the-radar type activities.

The man behind all this, a individual whose name was known as Xenocide, has never been seen or heard, except in the speeches by his second-in-command, Marshal Herring. He certainly wasnt in the capital of Hanoi... some people were beginning to think he didnt even exist.

But he did... And he was plotting...

Official Statement from HOA Goverment
"We will be conducting a series of naval exercises using indigeniously designed and built frigates. The exercises will include simulated wargames and live firing exercises, we suggest that merchant shipping avoid the area until the exercises have been finished. We will compensate for any loss in revenue.

This is also a better time then never too mention that this naval exercise will include the test of our first road mobile, medium ranged ballistic missile, which we have named the Long Shot-1. We want to make it clear that the purpose of this missile is two fold:

1. For the defense of our new nation.
2. And, more importantly, the pioneering the nessecary technology too put our own sattelite into orbit.

His Imperial Majesty finds that your previous comments to His Imperial Majesty's emissary are not coherent with your current actions, notably the practice of military exercises, potentially near the vicinity of Imperial domains. In addition, His Imperial Majesty finds it distracting and distressing to hear of reports concerning a missile test from your country. His Imperial Majesty inquires therefore to the nature of these exercises and tests - what country threatens your country now, which warrants this wanton barrage of revolting and reviled revelations of militancy? There is no reason to conduct these exercises, lest your government seeks to compel His Imperial Majesty to intervene in a manner that is not pleasing to him or his advisors.

We warn that the commencement of naval exercises and missile test will lead to a response from our own government, if your do give good reason to these actions in advance of their perpetration. Having received legitimacy from His Imperial Majesty, it is not fitting to test his patience.

The RSFSR will tolerate the naval wargames, but this long shot-1 missile test worries us. If this missile happens to do any damage to us in any way, shape or form, you can expect a few of our own "wargames" being played with you and your men. And trust me, the HOA does not want that.

"While it is unfortunate that missile testing must necessarily come in step before launching a rocket motor in to space, it is exactly that, necessary. The only real difference between a missile and a rocket is that a rocket can reach into space while a missile can not put an object into orbit. As such the EEU sees no reason why this test should not move forward, you may commence these tests and wargames without harassment from my nation's government."

Official Statement from HOA Goverment
"We are puzzled by the hostile reaction from most of the international community, being concerned about exercises taking place well away from the coast and shipping lanes in the Indian Ocean. We are also puzzled by the furor raised by our announcement of the Long Shot-1. A ballistic missile heading away from any country and landing in empty water for the simple purpose of scientific interest and working bugs out should not raise so much alarm. If anyone is hurt, it would be entirely accidental.

We wonder if it woluld be better had we not given forewarning, but it probably would be recieve an even worse reaction. Regardless, the exercise is going forward on schedule. The first frigates will leave harbor tomorrow morning."

The Han Empire strongly encourages actions apart from conducting these exercises, as they are neither non-militant nor passive. If your government has a need to utilize rocketry, you have but to ask and we will be glad to offer you some space on a rocket sometime. But to develop a weapon as this for no apparent reason is beyond His Imperial Majesty's comprehension. You have everything with us - what more do you need?

This will be the last warning - if your government proceeds with these military exercises, the Empire will be forced commit sanctions upon your government until your officials have seen reason again.

His Majesty's Government of Kiwiland wishes to convey our interest in your nation's actions, and ask that all reasonable precaution be taken in regards to possible damages to the any civilian vessels that might unfortunately be in the vicinity, and equally importantly the environment.

The United States will be keeping an eye on these exercises. 3 submarines and a frigate will be dispatched to the area. They will keep reasonable distances for safety reasons and to maintain the integrity of the exercise.
