The construction of the Euro-Africa-tunnel has started

State controlled newspapers and TV-channels are reporting about the giant infrastructure project that will connect the two protectorates Spain and Morocco. The tunnel will be 40 km long, and it will link Cape Malabata in Morocco with Punta Paloma in Spain. The total cost for the project is estimated to be somewhere around €5-8 billion.

It will take about ten years to construct the tunnel - which in fact will be three tunnels, two railway tunnels, and one service tunnel. There will also be a couple of pipelines between Spain and Morocco, but there is no information about their purpose.

Passing through the tunnel will be free for the people in the Commonwealth of Communist Portugal-Spain, but for foreigners there will be a fairly high fee.

Of late the United States has refused many of my nation's fine offers to return surplus American weaponry, which we liberated from imperialist use during our revolution six years ago. Although I am open to any eleventh-hour offer they may make, even if busy parleying with the FPU at Singapore for the moment, I am not an inflexible fool either.
What would your nation say of a simple exchange: we give you six B-52H Stratofortress bombers and what associated munitions we can spare (notably including all our AGM-86C conventional air-launched cruise missiles, useless to our B-1Bs due to START treaty restrictions), and you give us the production rights to your fine Juan Carlos I "BPE" class assault aircraft carriers?
We will pay whatever annual fees you may request in addition, should they be affordable within our defense budget (14% of GDP, or some $3.55B USD; 11% last year but raised to cover modernization and operational costs). Should you also desire to reverse-engineer what we give, more power to you whatever the Americans might say; and too bad for them. It is high time the Americans reckoned with the rise of Socialism in this world again, and a CCPS armed with a strategic air force plus a carrier navy for Wagdog, would force them to do so!

We also want to add that you're not allowed to sell or give away the blueprints or the carriers you build. Every single carrier build by you must be used by the Wagdoggian navy only. When the carriers reach an age of 30 years, you're however allowed to sell them or do whatever you want.

Done and done; your conditions are only fair and, in any case, building carriers on our own account is likely to irritate the Japanese and Americans enough by itself. It seems you and the Rhodesians are the only reasonable arms businessmen in this world of late. We're still trying to license the LAV-25s from Vetaka, and we haven't heard back after they charged more than our entire annual defense budget for those plus Leopard C2 tanks. At this rate we think simply going Rhodesian (Ratels, Olifants and such) again is probably a better idea...
Anyway, I've just ordered the six B52s in question dispatched your way by non-stop flight through neutral airspace over Taiwan and points westward, escorted by fighters and tankers to the maximum range those can fly. The bombers shall have no weapons aboard, these being shipped your way in merchant ships along with all our spare parts for the B52s, and shall be flying civilian routes inasmuch as possible to avoid "encounters" en route with any paranoid nations' air defenses. On the bombers' arrival at Rota AB, we ask only due accommodation for our tired crews, and their return home by civilian flights as soon as convenient for you. Additionally, although we can only send a small quantity of munitions your way by ship, to lower odds of American interception and preserve our own needed stockpile, we will gladly send you some experts to aid in patterning the spare parts we send your way for CCPS production. If you desire to build whole bombers even, we will help where we can but cannot promise too much; the Americans guard their secrets well and we cannot risk war with them more than we already have.
Our thanks go out to you for such prompt consideration, and your generous conditions for the carriers' licensure. Hopefully, we'll be able to do more such business in the future to great mutual profit.
