OOC: As always, this is closed for everyone outside of Earth SYAE.

IC: The countries of Brunei, Cambodia, East Timor, Laos, Malaysia, Singapore, Thailand, and Viet Nam were in turmoil... they had a massive amount of people who were concerned by the unification of China to the North, India to the west, and the Oceanic nations to the South. These nations economies had failed, plunging billions of people into poverty... and poverty breeds conflict.

As the people suffered, they turned to extremist organisations which promised a better future. The most popular one was a mysterious group known to the Western Intellegince Agencies as the Heart of Armaggeddon or HOA. The HOA was gaining huge popularity in South-East Asia, it called for unification of the countries into a new nation. Even more alarming, they had access to large amounts of advanced military equipment.

One day, it finally happened, all wireless and wired communications out of these eight countries went dead for 15 minutes. When they came back online, it was only wireless communications, specifically, Television & Radio signals. They showed rank after rank of T-80U Main Battle Tanks rolling infront of the Vietnam Capitol Building in Hanoi, rank after rank soldiers armed with Ak-74s marched behind the tanks and APCs.

Then the scene switched to inside a normal looking ofice building, a man in a military uniform sat behind a desk.

"Greetings, from the Heart of Armaggeddon. I am Field Marshal Herring, second-in-command of our leader, Xenocide. Today, we proclaim a new nation in South East Asia in the former countries of Brunei, Cambodia, East Timor, Laos, Malaysia, Singapore, Thailand, and Vietnam. For too long have we been oppressed by the greedy hands of communists and capitalists, today we proclaim the new goverment! A state of Martial Law has been declared in the HOA. We will not tolerate dissidents, rebels, and terrorists. For the glory of humanity!"

Then the signal cut out.

OOC: No ones interested?

IC: Overtime, as all communications were restored step-by-step, what had happened became clear. The HOA had launched a revolt using its own private army-armed with advanced Russian weaponry-to quickly overthrow the goverments in the territory it now controlled. Eventually, it was revealed that the leaders of these goverments had been executed. The city of Hanoi had become the new capitol of the HOA.

Immediatly after the HOA came to power, huge internal security sweeps were made too consolidate power. The domestic industries were nationalised, mass arrests were carried out on dissidents. After that came the massive industrial expansion campaigns. Hundreds of factory complexes were put under construction, hundreds of rail lines started, a new harbor facility project was begun in the ex-vietnamese coastline.

The industrialisation, however, could not hide the thing the HOA had turned South-East Asia into: a classic orwellian dictatorship. Individual freedoms were surpressed, unauthorised public and private gatherings were banned, democratic systems abolished, media was censored, a new secret police organisation-called the Federal Gaurd Division or FGD-was formed. But it was too late to do anything, the HOA already held an iron grip on SEA.

Eventually a statement was released:

"We feel it is now safe for us to restore diplomatic relations with the rest of the world. Any nation wishing to establish trade relations or an embassy program may do so. We do not discriminate against ideology."

His Imperial Majesty is alarmed at the radicalism sweeping through its southern neighbor and inquires with whatever authority responsible for it to address these concerns promptly. If the Emperor is not pleased with the way that progress is heading, we may need consider intervention to protect the interests of the Taeguk [Thailand] and Weonnam [Vietnam, Laos, Cambodia] people. If His Imperial Majesty is pleased, we may consider recognizing the authority in place and be on with life.

His first concern holds with the sudden restriction of media coming from the country, and the run of state-sponsored media. Where have the people gone? And the sudden preparation of military installations - why do the governments of Taeguk and Weonnam feel a need to militarize with the protection of the Celestial Empire to guard them? If they require military assistance, the Han Empire can oblige to do whatever is reasonable and necessary to ensure the protection of our neighbors.

Please reply promptly, as His Imperial Majesty is concerned that intervention may be necessary, so please put his mind at ease.

"Although we are quite unsure what you mean by 'where have the people gone', we can explain everything. First off, we do not understand what you mean by our 'militarisation', if you mean our internal security sweeps, those are nessecary in order to ensure the stability of our new goverment.

If you are referring to our industrialisation programs, we would like to point out that the harbor facility we have started on is going to be a commercial port, the railroads are mainly civil projects, while only a very small minority of the factories will recieve the nessecary machinery to manufacture war goods. As a matter of fact, we would like to enquire of the possibility of purchasing the proper machinery from the Han Empire nessecary for the manufacture of electronics and/or other goods and processed resources.

As for the control of the media, it is nessecary to prevent terrorists from undermining our stability, much as it is nessecary to conduct security sweeps too clear out any insurgents for the same reason. We would also like to assure the Han Empire that both of these measures are temporary ones. The security sweeps will probably end within the week, while we can garuntee, barring some unforseen catastrophe, that the media restrictions will be relaxed within two months.

We hope these can allay the fears of His Imperial Majesty and prevent any unnessecary conflict and/or tensions."

His Imperial Majesty is pleased to hear these developments, although he speculates that better methods could have been used to stabilize a country already given sufficient protection from terrorists and other groups of the like. His Imperial Majesty is furthermore pleased to hear that your government has currently invested a great amount in civilian reconstruction and improvements, and will thus have the Empire's support. His fears are thus dispelled, and he wishes to bestow official recognition and the official title upon your leader: "Weitnam Taewang [윁남태왕 (越南太王)]" - as a token of authority and legitimacy to the peoples of Southeast Asia and to the world.
