OOC: I shot off a TG to UES about this, but he never replied. So, yeah... so there is going to be some assumptions made about this.

IC: The national anthem of the Red Tide blared out as the words 'RTNT' flashed across the screen. 'Red Tidean News Television' was the only internationally broadcast channel from Red Tide, usually it wasnt worth watching, since it usually broadcasted propaganda, but this time there was an interesting story.

"Welcome too todays broadcast," The newsanchor began with an unnerving smile, "Todays topics are about the possible scheduling of peace negotiations between Red Tide/Stevid/IH forces and Kanami/TLA forces in the Truce Island region. But first, our latest story."

"Today marks a truly glorious day against terrorism, according to an official statement released by the NKVD, a unidentified operative from the international terrorist organisation called 'INTERPOL' was apprehended trying to enter the nation earlier today. The only information released by the NKVD was that the agent claims he was here to 'investigate' the international black market organisation known as the Red Tide Mafia."

"As of yet, the nationality, name, and ultimate fate of this terrorist has not been released, but it is likely that he will be interrogated and then executed. We will continue to cover this story as it develops. In other news, the cease fire between Kanami, TLA, and Red Tidean forces has held for its third day..."

As far as the Interpol agent being captured, I think it's a good idea, as I TGed you stating so, but I do not know if... now... is the right time. I am supposed to be in the middle of a massive conference for Interpol right now, so I truly doubt that any agent would have been deployed as of yet. You can execute one of my Interpol guys right after the Interpol conference, ok?

"The INTERPOL terrorist we apprhended says he is a one Riley Smith, from the nation of the United Ed States. Mr Smith 'claims' he was coming too 'investigate' the Red Tide Mafia... more likely he was coming to purchase weapons from them in order to carry out terrorist attacks in Red Tide.

We are currently interrogating* Mr Smith. After we have deemed his interrogation finished, he will be executed by electric chair."

The Interpol agent's haggard face was on the top of the newscast as Rika Stoneman, one of Interpol's newly minted agents, was making her way through Edland Heights.

Her arms were loaded to the hilt with bags from many fine boutiques as she passed the Circuit Shack. Global drama played out on a 42 inch plasma TV.

"No." she choked on the words as she dropped her bags. "This can't.... No."

Alexsandr Kolokov paced down the hallways of the conference center. He ran a hand through his sakt and pepper hair and adjusted his tie. This was an important conference, one of the most important ones he'd ever attended. He was once Deputy Director of the Ministry of Foreign Security. In his mid-fifties he'd always worked for the nation, doing his part. His career spanned thirty years of service, beginning in the navy as an Able Seaman, working his way up through the ranks and finally becoming an intelligence analyst for Naval Intelligence. From there he left the navy after a lengthy career and hooked a position in the MFS where he became a section chief in the Intelligence and Decryption Department. Onc ehe distinguished himself there he was offered the position of Deputy Director which he eagerly accepted. Though, now he's too old to go any further, once an ambitious and hungry man he now accepts what he has. This was the final offer he'd accept. He was chosen as the representative to INTERPOL for Kulikovia. This was a great position for himself, though he knew it would be the last stop on his career. He awaited for the conference to resume. There were several high risk international criminals posted and the members discussed several important topics of international security. The news of an INTERPOL agent arrested in Red Tide came as a shock to the committee. Those who were carefully selected to be agents for a new branch of INTERPOL were not supposed to be active yet seeing how the organization was just starting out. It would be time to recall Kulikovia's agent for INTERPOL.

Ashira Konovski jogged through Jonensberg Central Park. It was a large area full of what you'd expect from a park. It was a brisk morning but that never deterred the regular joggers and nature addicts. She wore a gray zipper sweatshirt and blue gyms shorts. The cold didn't bother her, she'd been in worse climates for longer periods of time. After a good run she stopped at a park bench to rest. She sat there, her eyes scanning the scenery around her. An older couple ran past her, going strong. Gee, it must be nice to have a man to stay with you that long After resting and reminicing about her personal life she stood back up and continued her jog. A man jogged past her and nearly ran into a bench as he rubbernecked to get a better look of her behind. She was on a break for a few weeks after a lengthy and dangerous operation abroad. A week ago she was offered a job by Alexsandr Kolokov, a man she'd worked for in the past. The salary and benefits seemed alot more appeasing so she accepted. But for now she was enjoying her time off. She smirked after thinking about the male jogger nearly hitting a bench, it wasn't the first time her looked nearly killed, or in some cases actually helped to kill. But, none of that bothered her. All of a sudden her cell phone rang, a familiar sound, she'd forgotten to leave it in her apartment.
"Hello" she said in a cold, almost irritated tone.
"Ms.Konovski, it's-"
"I've heard your tone far too much. What do you want?" she demanded, cutting off Kolokov.
"Sorry to cut your vacation short but...we need you" he replied, sounding a bit sheepish. Ashira was a strong woman and not meant to be tested.
"What happened?" she asked, more calm this time. She walked over to a tree and scanned her surroundings.
"An INTERPOL agent was arrested in Red Tide. They're going to execute him and the whole thing stinks" Kolokov answered.
"But I thought that division of INTERPOL wasn't operational yet" she was puzzled.
"You're correct, that's why it stinks. I'm here at the conference and this incident may jeopardize the organization if not brought to a conclusion as swiftly as possible. I need you to fly here to the conference, from there we'll see what happens."
"Why not just send me to Red Tide?" she asked.
"It's too hot and there is the possibility of settling this at the negotiation table. Plus, we have no idea exactly what's going on"
"Alright" she sighed "I'll be there by tomorrow" and she hung up. Ashira prided herself in being a patient woman and managed to hide the idea that he wanted to strangle Kolokov.

INTERPOL agent sameal diabolos sat in his hotel room cleaning his weapons after the conference. as he was about to break down one of his pistols he decided to flip on the tv near by. the image that filled the screen cause his eyes to widen. the news of a fellow agent being captured filled the screen leaving sameal speechless. after watching for a few more minutes to get the general idea of the situation sameal holstered his weapons and grabbed his keys heading down stairs. as he enter his truck sameal flipped open his cell phone and dial the number to his office in the Confederate States Of Towering Flames. his second in command answered the phone and after a few minutes of describing the situation sameal informed his second in command to activate the werewolf division and to have them prepare for a possible rescue mission. sameal being no stranger to hostage rescue knew that time was of the essence. as he hung up he dialed the main office of INTERPOL to find out if any actions were being taken to assure the safe return of the fellow agent offer his unit to the agency. back in office of the special werewolf unit member of the unit began to filter in strapping on the all to familiar gear readying them selves for whatever mission their leader had for them as they received the information of the possible mission. the teamed grabbed the rest of their gear and weapons and loaded into the several suburbans waiting outside and head to the nearby airfield to board to await further orders and start the preflight check list so that no minute would be wasted when they received their orders.

In her apartment Ashira gathered what she would need on the trip. The woman learned to pack light because situations would arise where she'd need different clothes, like possing as a secretary for the Kulikovian Ambassador at an international banquet and stealing away to an office to collect information. She was good at disguise and had a plethera of alternate identities and passports. But this time she would so as Ashira Konovski, not one of her other names. She packed her duffle bag, called Kolokov who in turn called in a few favors. A car pulled up to her building and she quickly shuffled into it and a man in a black suit closed the door. The black BMW sped off to Battle Roads Air Base which was a major Kulikovian Air Force base. The guards didn't even stop her car as he drove through the base and towards the flight line with all the hangars. Next to a hangar was a fueled and ready to go private jet, one which appeared to be a corporate jet. A Security Force soldier accompanied her to the jet and she walked up the stairs and into the luxurious exterior. The seats were leather and spacious on the inside. In one of the seats was Kolokov, sipping on a brandy.
"You sure know how to travel first class" she remarked as she made her way to the back and took a seat opposite her boss.
"MFS and INTERPOL combined have quite a large budget. The Chancellor recently signed legislation which would provide more funding for INTERPOL. So, this is one of the few perks" Kolokov answered, bringing the glass to his lips "Want anything to drink?"
"No thanks, I don't drink...it clouds the mind" she replied, looking out the window to see the jet beginning to take off. The only occupants of the plane were Kolokov, Ashira, and the pilot who had top secret clearence.
"An emergency session with the committee isn't going very far. As of now, several other agents have been activated and a few rescue plans are being drafted" Kolokov briefed.
"Rescue plans? Isn't that a little drastic? I mean, sending in special forces to extract the agent sounds a little far fetched"
"It does but so far few other options are avaliable. The agent is scheduled to be executed within the next few days and we must act fast. We will be sending in a delegation of representatives to help hammer out an agreement with the Red Tide." Kolokov took another sip of brandy and set the glass down.
"Where do I come in?" Ashira inquired.
"You'll be possing as an aide to me. I will be one of the delegates who will go on this diplomatic mission. You will do what you can to find out the truth, you know how to do it. It'll be a standard operation. Ample opportunity to use your skills"
"Sounds simple enough" she replied with a smirk and sat back in the seat, crossing her long slender legs.

Jordan smiled, leaning back in his chair, carefully balancing his Manhattan.

"C'mon, it isn't THAT bad. Remember that one in Tir Tairngire, when I managed to sleep with that Ghost's daughter? Man, that was the best vacation ever... Wonder if they'll let me back in?"

David Quetzal felt his lips begin to involuntarily tug themselves into a grin, and turned to the view of the Arbite City skyline to mask his amusement.

"After what you did to their Fence 'o Doom? I doubt it. Remind me again how you got past the paranimals, the minefields, and the sentry guns, not to mention the rabid biker gangs..."

"Trade secret, Davey me boy. Well, that and I think they tagged me with one of them Laes darts, because I honestly can't remember..."

David chuckled, and turned back from the window.

"Fine, fine, I give in. Go ahead and take your little vacation in Red Tide, get your kicks from watching that execution. Of course, I can't have you getting in too much trouble, so I'm sending a platoon of Samurai with you. Can't have you somehow managing to cause a prison break now, can we?"

"C'mon, David, you know that was a freak accident. One in a million, never happen again, one time only event. Couldn't possibly happen twice. No sir. Oh, and, um, I'll just leave the skeleton keys home this time, shall I?"

NKVD Headquarters, Ariga, Red Tide

On the surface, the building looked like just another ugly concrete skyscraper that dotted the cities downtown district. A closer inspection from the ground revealed more. It was surrounded by a reinforced concrete wall topped with razor wire that encircled the building. The only way in was a steel gate, with the guard post actually a concrete bunker with a 30mm Auto cannon sticking out the front. On the top of the building were four WHIRLWIND Anti-Aircraft/Anti-Cruise Missile Emplacements.

On the second story there were sniper nests every three rooms and, at one point on the back of the building, a machine gun nest. Inside the building was mostly offices, but in the basement was where the interrogations and some of the more dangerous prisoners were held. Riley Smith was one of those.

Having been kept in solitary confinement for a few days, he was roughly hauled out of the prison cell he was kept in and hustled into a different empty room. He was forced too sit down in a chair and was strapped in by his wrists, feet, and waist. Then he was left alone.

It was earily quiet for a second or two, then another figure entered the dimly lit room. After his eyes adjusted, Riley saw it was a young woman, she was a pretty one, in any other circurmstances he would have considered her cute, but the unnerving smile she had on her face was anything but.

"Hi there..." She said in an all-too-cheerful voice, "I am your interrogator, G-Man, or Woman if you prefer, 322."

The name 'G-Man' wouldnt mean anything to Riley, but too any Red Tidean citizen, their worst fear was too be taken away by the NKVD and interrogated by the G-Men. She continued:
"Lets begin? Shall we?"

Then she took out a machete and giggled at the look of fear on Riley's fear. A giggle that, under any other circurmstances would draw an 'aawwww', but under these conditions would be horrifying.

A few seconds later, Riley was screaming.

The private plane was on its' way to Red Tide, Ariga. They recieved clearence to land on the air strip. Ashira was in the bathroom preparing herself. She wore a black woman's blazer with black skirt and black shirt. She put on a pair of sleak glasses and did her hair up. Now she looked like a secretary of sorts. The woman was supposed to be an aide to Kolokov and accompany him wherever he went. Intelligence reports tried to bring up skimatics of the compound but were unsuccessful. Kolokov sat in his chair and saw the ground below him as the plane began to descend.
"We're almost there, Ms.Konovski" he called out. She emerged from the bathroom and Kolokov soaked in her figure for a few seconds. She was curvy, attractive, and secretive.
"Snap out of it" she said nonchalantly as she took a seat. The script was rehearsed and both of them knew their part and back story. Ashira wasn't going to hide her name, her file was top secret. She offically didn't even exist which helped alot in her missions, so digging up her past was almost impossible. The pilot radioed the tower and was granted landing. She adjusted her glasses and looked out the window.
"This is a dangerous one" he remarked
"I wouldn't be doing this if I couldn't handle the pressure" she shot back. The plane landed and taxied to a hanger. The steps rolled down and Kolokov emerged, his ''aide'' right behind him. They awaited officals from Red Tide.

Another plane arrived shortly after with the security detail and other officals who would accompany Kolokov and Ashira. Amoung them was Sergi Ulansk, Kolokov's second in command.

Ariga International Airport, Red Tide

The airport that they landed at was located in the outskirts of the city, far away from the dirty factories, ugly concrete skyscrapers, and rundown apartments.

They didnt have too wait long, no later then one minute after the plane touched down did several limo's, with two clearly marked NKVD vans infront and behind the limo's. It pulled too a halt infront of the dignataries and doors swung open.

Then a Beaureaucratic-looking man emerged from one of the limo's, hand extended in greeting too the leader of the negotiations.

"I am Sergei Golovsti," The man said, "I work for the Foreign Ministry. I will be the head negotiation for our team."

After unloading her bags in the hotel room Rika made her way to Interpol's headquarters. Before the secretary could even greet her she burst into the interim Commissioner's office.

"What we we gonna do about this?" she barked out as she threw the Edland Heights Tribune onto his desk. The captured Interpol agent's face was all over the front page.

"Look detective, we're....."

Rika cut him off, "We're what? Where's the briefings, the strike teams, the anything? It's barely been a week and already one of our own is out there, in some tinpot, [bleep]box dictatorship having the [bleep] tortured out of him and we're just sitting here with out thumbs up our asses."

"Hold on Rika," he replied, "look weither we like it or not Red Tide didn't sign the treaty, there's..."

"Bull[bleep]we sent him there!" She screamed back.

The interim commissioner snapped back, "Detective Stoneman that is enough! We're doing everything we can and Kulikovia is sending negotiators to facilitate his release. Now I believe you still have an office to set up and cases to attend to."

"But."

"You are dismissed Detective."

Rika stormed out of the office. She didn't know the agent on the news, but she was Interpol now and that made him family as far as she was concerned. One of her own was going to die painfully and there wasn't a damned thing she could do to stop it, and it was driving her insane.

sameal closed his phone after being told of the negotiations that were to take place. he turn down a side street and headed for the airport. once at the airport sameal boarded the private jet that had brought him to Edland heights. the plane taxied onto the runway and took off head back to sameals homeland. the short flight landed safetly at a almost unknown private military airstrip where sameals team awaited his arrival in the large armored hanger just off the flight line. he exited the plane and headed inside the hangar to brief his men after the briefing he strolled to an old office and changed into his gear. his unit did the final preflight checklists prepare the large unmarked AC-130 for takeoff along with four F-18 fighter jets that would escort them. sameal walked from the hangar and up the back ramp of the large aircraft as the four massive props roared to life. many years of experience told sameal that negotiations didn't always solve the problem they were meant to solve and that the negotiators themselves may even become captives if negotiations went sour. he decided to get his unit in the air knowing that if negotiations failed they wouldnt have long to act. informing the pilots to fly well above normally altitudes and to stay clear of red tides air space until cleared he hit the button to close the back ramp on the massive plan and checked over the impressive weapons systems on board to make sure they were operational as the escorts jet launched and circle over head watching the the large plane takeoff heading towards it destination.

"Will, what did I tell you about smoking in here?!" Yelled the ASW officer.
"I'm just ticked off about this tight space!"
"You two shut up or I'll throw you two in the tubes and use you as marks." Said the captian walking into the bridge. His words shutting up Will and the ASW officer. They were on broad the Virginia class submarine USS Fury. Their mission was to go to the border of Red Tide's waters and stay there as close to the border that they can without entering it. Then they would receive more info and maybe orders.
"So Will what are you doing here any way?" Asked the ASW officer.
"I have no clue. All I heard was Interpol and a guy getting caught in Red Tide."
"What ever..." Murmured the ASW officer not happy with his answer.
"Will make yourself useful and take the conn." Ordered the captain.
"What conn? We're under the ocean!"
"So? Go outside and take the conn."
"Your not kidding....are you?" A evil smirk fell onto every sailor's face in the bridge.
"I think I should leave....bye!" Will said jogging to his room.

Any attempt to infiltrate Red Tidean Airspace would be hell. The Towering Flames would be detected by Red Tidean Over-The-Horizon RADAR thousands of kilometers before they reached airspace. Of course, as long as they stay outside the Red Tidean airspace(which extended 12 miles from the coast), they would be ignored. But if they entered Red Tide Airspace, they would be warned for two miles, targetted for another four, then would have a mass of surface-air missiles shoved up the jet engines.

Their best bet would be too enter from the south(the West and North was controlled by none-INTERPOL members). The Southern part was mountanious terrain, and if they flew low enough, they could avoid being ripped too shreds by Red Tidean Surface-Air Missiles. Unfortuanantly, with the exception of the mining complexes, the railways, and the very edges of the area, the mountainous region of Red Tide was controlled by the Red Tide Mafia who had plenty of Russian SA-11 Surface-Air Missiles and would shoot down none-Red Tidean military aircraft.

Then there was the six Over-The-Horizon(OTH RADARs). There was one in the center, four at each corner of the nation, and one in Ariga. These could track an aircraft anywhere within their range, regardless of altitude and terrain. That meant that fighters could be vectored in on the Towering flames transports, which would be a very bad thing given that Red Tide had tons of MiG-29s, -31s, and Su-27s.

But assuming they got by the RTMs SAMs and the RTRAF(Red Tidean Red Airforce), they would still have too deal with Red Tides Surface-Air Missiles. Beyond the mountains, the terrain was rather flat, with a hill here and there. Intellegince was hard to come by-Red Tide is a notoriously hard nation too infiltrate due to its Hallucogenic Control Technology-but they would have too get by thousands of batteries of MDM-4 Stationary Surface-Air Missile Launchers.

Each MDM-4 battery had ten launchers, a RADAR/LADAR Antennae, and a command console. There were five hundred batteries defending Ariga alone. Then there was the thousands of MDM-6 Mobile Surface-Air Missile Batteries, not too mention enough WHIRLWIND Anti-Aircraft/Anti-Cruise Missile Emplacements to make any low flying aircraft get a certain death. There was also the new MDM-7 Mobile Surface-Air Missile.

A new introduction to the Red Tide AA arsenal, the MDM-7 was a self-guided, RADAR Guided Missile. Primarily ment for taking out massed aircraft and missile spams, the MDM-7 had two warhead types. The rarer type was a three kiliton tactical nuclear warhead. There were only approzimately three dozen warheads and all of them had too have release authority from the Politburo too be used, so they were a none issue.

The other MDM-7 version, of which there were a little over 700 of, carried a Fuel-Air Explosive Warhead. Those didnt need any pre-delegated authority too be launched and, when the warhead detonates, could destroy a aircraft/missile from as far away as 700 meters.

In other words, there was a snowball chance in hell of just five aircraft getting through. Especially when the Red Tidean doctrine of using excessive force came into play.

At sea, Red Tide was surrounded by plenty of a SONAR bouys. A sub would probably be spotted by the SONAR system, but it would be left alone as long as it doesnt enter Red Tide waters.

Intellegince was hard to come by-Red Tide is a notoriously hard nation too infiltrate due to its Hallucogenic Control Technology-but they would have too get by thousands of batteries of MDM-4 Stationary Surface-Air Missile Launchers.

Each MDM-4 battery had ten launchers, a RADAR/LADAR Antennae, and a command console. There were five hundred batteries defending Ariga alone. Then there was the thousands of MDM-6 Mobile Surface-Air Missile Batteries, not too mention enough WHIRLWIND Anti-Aircraft/Anti-Cruise Missile Emplacements to make any low flying aircraft get a certain death. There was also the new MDM-7 Mobile Surface-Air Missile.

A new introduction to the Red Tide AA arsenal, the MDM-7 was a self-guided, RADAR Guided Missile. Primarily ment for taking out massed aircraft and missile spams, the MDM-7 had two warhead types. The rarer type was a three kiliton tactical nuclear warhead. There were only approzimately three dozen warheads and all of them had too have release authority from the Politburo too be used, so they were a none issue.

The other MDM-7 version, of which there were a little over 700 of, carried a Fuel-Air Explosive Warhead. Those didnt need any pre-delegated authority too be launched and, when the warhead detonates, could destroy a aircraft/missile from as far away as 700 meters.

In other words, there was a snowball chance in hell of just five aircraft getting through. Especially when the Red Tidean doctrine of using excessive force came into play.

At sea, Red Tide was surrounded by plenty of a SONAR bouys. A sub would probably be spotted by the SONAR system, but it would be left alone as long as it doesnt enter Red Tide waters.

samel oreder the flight crew to to rise to 30,000 feet well outside of the limits of any surface to air missiles if red tide was going to try and stop him they would have to find another way. the flight crew climbed to the designated altitude keeping a circling pattern well outside the range of red tides radar systems. sameal ordered his men to begin the 30 minute pre-breath period required to remove the nitrogen from their blood in preparation for entering red tide airspace if necessary. the payload crew began to check of their list as they loaded the one L60 40mm Bofors cannon capable of providing close air support for the large aircraft fully able to defend itself against any attacker, the One 25mm GAU-12 Gatling gun with the 25 millimeter high explosive incendiary ammunition which would be able to provide close ground support if needed, along with the one M102 105mm howitzer which is capable of firing 10 rounds per minute to provide close ground support against any armored targets. To maximize accuracy, both large guns also are installed on trainable gun mounts. The AC-130U has a dual-target attack capability that allows it to attack simultaneously two targets located up to a kilometer apart. Its fire control system enables the AC-130U to destroy targets more quickly, expediting air-to-ground mission objectives while decreasing threat exposure time, which enhances aircraft survivability. along with the impressive fire power aboard the AC-130 it also carrie several protective counter measures such as AN/AAQ-24 Directional Infrared Countermeasures (DIRCM)

making the aircraft rather hard to be shot down. sameal had no intentions of starting a war with the red tide nation but wasnt going into a hostile area with assuring the safety of his unit. before sameal strapped on his breather unit to start his pre-breathing routine he radioed for a airtanker and four f-22 raptors to be deployed to his location once there the tanker would refuel the aircrafts and the f22 raptors would stay to provide further air support of the unit. sameal strapped on the prebreather and checked his weapons praying that the negotiators on the ground was as good as everyone said they were.

"Hmm...Take us to 200ft at 5 nots. That should put us under the layer and that slow speed should make us undetectable."
"But sir, if we cross the border they'll know we're here."

The submarine started to dive deep moving at a slow speed, any and all SONAR above the layer would only get a week signal. Which would mean that they would look like a under water current or a large whale.
"Also load the tubes with two harpoons and two Mark 48s."
"Sir, do you mind if I ask why?"
"Red Tide looks at us as terrorist. Which means they might shot and ask questions later."

Kolokov saw the vehicles approach, he took in a deep breathe and moved forward, Ashira behind him. This was dangerous and they were risking alot, especially Ashira. Her main mission was to gain access to the agent, find out his story and go about her own investigation while Kolokov negotiates. Hopefully, a rescue attempt would not be required. Both of them dared not even think about such an alternative. Golovski extended his hand and Kolokov match it with a firm squeeze.
"Greetings Mr.Goloski, I'm Alexsandr Kolokov and this is my aide, Ms.Konovski. I'm glad that Red Tide is open to negotiations and that we can reach a reasonable conclusion to this entire episode" Kolokov said, his voice authoritive but non threatening. Ashira gave a slight nod and examined the Red Tide negotiator. Well, here we go

Goloski smiled and nodded, the man looked like nothing but just another burueacrat from Red Tide, a buisness suit, brown hair, greyish-blue eyes, average height.

"A pleasure too meet you both, the meeting will take place at the foreign ministry. Your security personnel will only be allowed their sidearms and knives, if any."

They got in the little convoy and drove off. They drove onto the special highway that was reserved for the party elite. As they drove, the scenic view gace way too the occassional Dacha, then to two story family houses, then to apartment buildings.

Kolokov, Ashira, and the others entered the vehicles. The view of the city was a bit too scenic, given Red Tide's reputation. They covoy sped down the highway, Kolokov attempting to break the ice with small talk, before getting down to business. Ashira sat there, silently soaking in everything, Golovski's demeanor, the sights, anything that would stick out.
"We'd like to have access to Mr.Smith. Just to check on his condition and get some details from his point of view" Kolokov asked. "My aide, Ms.Konovski is more than willing. That'll free me up to continue negotiations" Ashira nodded and remained silent.

Goloski nodded, and then said, with some unease:

"I will forward your request too the NKVD. They are the ones who says who can and cannot see Mr. Smith."

The convoy turned off the highway, went through another checkpoint at the bottom of the off-ramp, then drove down the center of the street(which was reserved for VIPs). This particular area mostly consisted of hotels and condo's for tourists, as well as the foreign ministry. Most of the places were actually only filled with foreign reporters.

They drove up too the Foreign Ministry. It was, unlike the other ministry HQs, a modern-looking glass office building, situated in between a five-star hotel and a parking garage. The limos pulled into the VIP section of the Foreign Ministry.

As they got out, Goloski said: "I have too phone my superiors about your arrival. Your rooms are in the five star hotel next door. But before I leave you, we should work out the time for our first diplomatic session."

Kolokov saw Goloski off after a farewell and a handshake. The group then went to their hotel rooms, the security team did a quick sweep of the rooms for listening devices which none were found/ Once it was deemed clear, Kolokov entered into his room, Ashira went to her own, and the others were given their rooms. Kolokov took off his blazer and loosenes his tie and began to unpack. After an hour they all met in his room. Ulansk leaned against the wall and Ashira took a seat at the table. Kolokov paced around the room.
"Half of our operation depends on Ms.Konovski being granted admittance to see Mr.Smith. We need to get his side of the story and there's a good chance that he is being tortured" he paused to let it sink in, then directed his attention to her "If you get in, find out as much as you can and-"
"And make a note of anything important. Like the location and any particular things" she interjected, arms crossed.
"Right, Ulansk and myself will head up the negotiations" Ulansk nodded, "If we can't see Smith then we'll have little to negotiate with and have less leverage. The UN may need to get involved but that's drastic."
"An SAO team is drastic, not a bunch of debators and pencil pushers" Ashira remarked.
"True, but we have to keep all options open. I've got one or two back channels and contacts left and we'll ty to get as much leverage as possible" Kolokov said "Now, let's finish this brief up and get some sleep" they continued to talk for some time more then parted ways. Ashira brushed past everyone and left quickly back to her room and solitude. She got a shower and put on a night gown and settled into the bed and watched some TV, but fell asleep soon after.

IC: The next day, at 9:00 AM local, they walked into the lobby of the Foreign Ministry. The first two things they instantly noticed was Golovski, and there were three big portraits arranged in a upside down triangle on the wall of the lobby immediatly opposite the front entrance. The two on the top were bigger then the one on the bottom.

The one on the upper left was of Vladimir Ilyich Ulyanov, better known as Lenin, founder of Communism... which Red Tide subscribed too. The one on the upper right was of Iosif Vissarionovich Dzhugashvili, better known as Joseph Stalin, the founder of the 'sect', if you could call it, of Communism known as Stalinism which Red Tide, once again, the goverment-economic style Red Tide subscribed too.

The one at the bottom was of Premier Katerina Keranisov, the current leader of Red Tide.

The negotiation team entered the building with their game plan set, now all they needed was for it to work. Ashira got a good rest and was ready for what she knew would be a long day. Kolokov greeted Golovski and shook his hand. They chatted for a minute about the portraits and other things. He complimented Red Tide for the nice hotel rooms.
"Now, let's try and reslove this thing wiftly" he finally said "Does my aide have permission to see Mr.Smith?" he asked, Ashira loomed behind him.

Golovski let out a long sigh then proceeded too say:

"No, the NKVD has refused to allow anybody too see him. They have provided details on why he was here... according too him. He says he was here to investigate the Red Tide Mafia. As you may or may not know, the Red Tide Mafia is a major criminal organisation that specialises in drug and arms trade. They used too have major ties with the goverment when Red Tide was ruled by the Corporate Dictatorship."

"After the Politburo took over and nationalised the majority of the economy, they were forced to retreat too their mountain stronghold. We have launched several attempts too root them out. But given their experience with dealing in various civil war zones, they have managed too survive despite heavy losses too themselves."

At the last sentence, a look of bemusement crossed Golovski face, as if he himself didnt believe what the sentence was saying, then the look dissappeared a split second after it appeared.

"Anyways, he claims that he was here too investigate various Red Tide Mafia activities for a possible issue of arrest warrants on its various members. Now that would have been fine with us if it were not for the fact that Red Tide had already classified INTERPOL as a terrorist organisation, and, as he was a member of INTERPOL, him a terrorist."

Kolokov's muscles tightened. Half of their plan had gone out the window in less than a minute. THey had to find a way to get to him. Ashira kept a cool face even though deep down inside she could hardly believe it. They may be hiding something as well as the comment about INTERPOL being considered a terrorist organization. Kolokov thought for a moment, letting the details soak in.
"How do we know that is exactly why he was here?" he asked "Also, why does Red Tide consider INTERPOL a terrosrist organization. It is an international police agency that shares information to other agencies and pursue international criminals. What is terroristic about that?"

A large 747 appeared on Red Tide's radar. Then, a radio message was sent to Red Tide. "Attention Red Tide, attention Red Tide. This is UES transport craft code 09452. Please allow us to enter your airspace and land in Red Tide peacefully. We come on a mission of peace. Aboard are our negotiator team.
Please do not open fire, for it has just been announced on international television that our negotiation mission has been launched. If we are harmed in any way, you will be looked upon by the international community as diplomat killing murderers. We now await for your reply."

The pilot who had made the call turned to his co-pilot. "Ya' think Red Tide'll open fire?" The pilot thought, then said, "no. They want to talk peace. If we land, they might be able to convince the world Interpol is wrong and have it abolished. But if they fire, that'll backfire, and public opinion of them will shoot down. The worst they'd do is ignore us." The co-pilot looked at his instruments. "They better not ignore us for too long though... we only have about an hour's worth of fuel left, and the closest UES carrier is about 4 hours away..."

It was twenty minutes before the next LEO satellite would pass close, but geostationary surveillance soon targeted the area, replacing the detailed picture with lower-resolution, but more static image.

The 747 touched down on Red Tidean soil. The starboard door opened and out walked part of the 747 crew. A meeting group of 14 diplomats and escorts piled out. Eight of the escorts cocked their handguns and the remaining men tested their emergency "help" buttons, signaling the UES and the airplane that something was wrong. The pilot, co-pilot, and remaining 12 man crew stayed on board the craft.
The pilot turned to his crew, "Listen up men. Once the ambassador and his boys leave the airfield, it'll just be you and me. I will ask the Red Tideans for a plane re-fuel, and hopefully they will oblige. If the diplomat group encounters any trouble, we are to take up defensive positions. Everyone has their own G-36 and 9mm handgun. We also have 5 grenade launchers with multiple rounds each, 4 SAW LMG's, 2 G-36 Sharpshooter/Sniper varients, and lots of C4. You know as well as I, the possibility of escape is low if a fight erupts, but, with our weapons, hopefully we can hold them off until help arrives. If this becomes an unpossibility, which it most likely will... well, that's we're the C4 comes in..." his voice ended in a grim tone.

When they got to his room, he told them the mission. Will was the only one in shock. The other sailors knew something like this would happen. They accpted it, Will was not a sailor though. But he knew that one trop was all it takes to get killed under the ocean. In the sub's war room the captain gave his orders
"Arm all 4 tubes with noise makers. Make sure the noise they make gets the whole freaking Red Tide navy trigger happy."

sameal pressed the button on his head set as the support aircraft he asked for closed in on his position. he spoke into the head set sending an encrypted message to the united ed states aircraft on the ground. " this is agent sameal diabolos of the confederate states of towering flames. we are outside of redtide airspace at this time preparing in case a rescue is in order for the current situation. we have a fairly god plan for getting in however due to the in place anti aircraft weapons inside the redtide nation we have no way of extraction. we have several aircraft that could effectively assist in the protection of your aircraft in its current position and would be glad to do so however we would like to request that if our unit must deploy that you be willing to provide extraction for our unit. if this is not possible please notify us so we may make other arrangements." sameal released the head set ending the transmission and contacted the refueling plane directing it to refuel his support fighters and then position its self to refuel the AC-130.

The team rose to their feet adn Golovski departed after an aide told him that another team was on the way. Kolokov walked out of the conference room, it was getting stuffy so he stepped outside for a breathe of fresh air.
"Shit, now we can't get to Smith" he finally said, rubbing his hand over his chin, thinking of what to do. "It's already going to Hell"
"Relax, we'll find a way to get to him" she smiled.
"It's impossible to sneak in there. Those kind of operations takes at least a week to plan and coordinate for breaking into a secure facility like that."
"Depends..." Ashira commented "When the pencil pushers decide it takes a long time but when us grunts do the work we can make miracles" Ashira looked around and adjusted her slim glasses. The security detail consisted of 8 highly trained men. They were members of Special Operations and Actions (SAO) an elite group of highly trained specialists in assasination, demolition, intelligence gathering, surveillence, and counter-terrorism. If Ashira and them had enough time, they could think of something, though it would be a stretch. Until then, they awaited for talks to resume.

It took longer for the UES team's limo convoy too arrive then it did Kulikovia's team. This was due too the surprise factor involved, the limo's pulled up in front of the planes staircase, with the two NKVD vans as escort. Golovski got out of the limo, did the introduction with the UES's head negotiator and told him:

"The security detail will be allowed their sidearms and combat knives, all other equipment will be left on the plane. The diplomats themselves must come unarmed."

As too the refueling question:
"It is standard procedure to refuel a diplomatic aircraft. We do show hospitality too our guests after all."

After that, the limo convoy headed for the foreign ministry along the same route that the Kulikovians had taken. Golovski got the UES people up too speed on what had happened so far.(OOC: In other words, read the posts on the last page)

Then he added:

"I must apologize, your arrival was unexpected so there was no time too book hotel rooms. You will not be able to go too your rooms for another hours as we get all the book work done."

They arrived at the foreign ministry and they went to the negotiation room where the Kulikovians were awaiting.

"Now," Golovski said, "We have two conditions for the release of Mr Smith and the dropping of the classification of INTERPOL as a terrorist organisation by us. The first is that you must drop the cases against Independent Hitman and the Knights Templar. These cases have been brought by a INTERPOL member nations against two none-member nations and have been accepted, which is a severe breach of national sovereignty. FURTHERMORE, there is ample evidence too suggest that these cases are biased. The nation that brought these cases forward, the Republic of Kanami, is at war with the two none-member nations that INTERPOL has issued the cases against. War is a very complicated thing where the laws of nations and the international community become murky."

"Our second condition is that you stop investigating the Red Tide Mafia inside Red Tide. We are perfectly, probably even more, capable of policing our own criminal elements."

Golovski leaned back and awaited the UES's and Kulikovian Negotiation teams respone.

"Frankly, it's impossible for us to do that at this point" she said, her voice firm. "Interpol is an intelligence agency, sharing information so that agencies from other nations can make the arrests. WE don't conduct apprehension missions. It doesn't matter if one nation that is part of INTERPOL posts a warrant out for the arrest for a suspect in a non-member nation. membership just means funding the organization and deploying personnel to assist in our mission. We gather information and in extreme circumstance, conduct other operations."

"Also, there are no INTERPOL prisons or of that sort of business. Now, the cases with Kanami and war, we cannot determine wether there is any bais or not. You would have to speak with representatives from Kanami. be assured though, that we will do whatever we can to discover the valadility of those cases. If they are unjust, then the warrants will be revoked. International criminals know no political boundries. These warrants request that the nation of which they are in, arrest them and turn them in to the nation with the extradition warrant. INTERPOL is not arresting the criminal, we just gather intelligence and keep agencies up to date. We are more than willing to share the files we have on the cases. If there's something you know that we don't then I hope you will extend us the same courtesy" she finished and sat there, eyes concentrated. Kolokov had nothing to add on to that.

"This is Vault-Tec Security Council. We, as a member of Interpol, are against taking cases aimed against nations rather than crimes. However, we'd like to see evidence on why you believe Knights of the Templar and Duchess Shino kidnapping are unacceptable.

According to our current information, the Independent Hitmen case involves a kidnapping of a minor, and a citizen of a sovereign country. This was done without permission from that country, in violation of its sovereignty and citizen rights.

We would call for dropping any of these cases if it is proven to be illegal. As of now, we find that returning kidnapped citizens to their country is an action which only restores the rights."

My apologies for not getting the more detailed posts, but my school's blocking system is kind of irrational. Also, Vault 10, I am going too have to pretend you didnt call. The Red Tidean Foreign Ministry's phone number(which, in fact, is the only ministry number given outside of Red Tide) leads too the information department, which is actually understaffed... due too the lack of people interested in visiting. You asked some good questions though.

"It seems your aide is as good a negotiator as you are." He went on, "It also does not seem compatible with earlier statements made by the UES, who claims that INTERPOL will arrest criminals. " this is agent sameal diabolos of the confederate states of towering flames. we are outside of redtide airspace at this time preparing in case a rescue is in order for the current situation. we have a fairly god plan for getting in however due to the in place anti aircraft weapons inside the redtide nation we have no way of extraction. we have several aircraft that could effectively assist in the protection of your aircraft in its current position and would be glad to do so however we would like to request that if our unit must deploy that you be willing to provide extraction for our unit. if this is not possible please notify us so we may make other arrangements." sameal released the head set ending the transmission and contacted the refueling plane directing it to refuel his support fighters and then position its self to refuel the AC-130.

It took longer for the UES team's limo convoy too arrive then it did Kulikovia's team. This was due too the surprise factor involved, the limo's pulled up in front of the planes staircase, with the two NKVD vans as escort. Golovski got out of the limo, did the introduction with the UES's head negotiator and told him:

"The security detail will be allowed their sidearms and combat knives, all other equipment will be left on the plane. The diplomats themselves must come unarmed."

As too the refueling question:
"It is standard procedure to refuel a diplomatic aircraft. We do show hospitality too our guests after all."

After that, the limo convoy headed for the foreign ministry along the same route that the Kulikovians had taken. Golovski got the UES people up too speed on what had happened so far.(OOC: In other words, read the posts on the last page)

Then he added:

"I must apologize, your arrival was unexpected so there was no time too book hotel rooms. You will not be able to go too your rooms for another hours as we get all the book work done."

They arrived at the foreign ministry and they went to the negotiation room where the Kulikovians were awaiting.

"Now," Golovski said, "We have two conditions for the release of Mr Smith and the dropping of the classification of INTERPOL as a terrorist organisation by us. The first is that you must drop the cases against Independent Hitman and the Knights Templar. These cases have been brought by a INTERPOL member nations against two none-member nations and have been accepted, which is a severe breach of national sovereignty. FURTHERMORE, there is ample evidence too suggest that these cases are biased. The nation that brought these cases forward, the Republic of Kanami, is at war with the two none-member nations that INTERPOL has issued the cases against. War is a very complicated thing where the laws of nations and the international community become murky."

"Our second condition is that you stop investigating the Red Tide Mafia inside Red Tide. We are perfectly, probably even more, capable of policing our own criminal elements."

Golovski leaned back and awaited the UES's and Kulikovian Negotiation teams respone.

The NKVD was considered one of the best internal security agencies in the world, this was equally true of the ELINT department which monitored wireless transmissions both inside and outside the country. There was no way someone could send a wireless communication without a NKVD RADIO listening post picking it up. Tracing who it was coming from was the easy part, decrypting was the hard part.

"Sir, we have detected a RADIO transmission originating from the Ariga International Airport. Diplomatic Aircraft Hangar, sir." An agent said as he read a recently recieved report from a listening post. Encrypted, sir... definantly not one of ours or any of our current foes."

The NKVD Colonel on duty grunted, "Must be one of those two diplomatic aircraft. Both are from INTERPOL member states. Do we know what it says?"

"Negative." The agent replied.

"Very well, get to trying too decrypt it and the encryption process in general." The Colonel said.

"Yes, sir." The Agent saluted smartly and left.

Ministry of Defence HQ, Naval Defensive Operations Department, Ariga.

"Sir," A ensign said to the senior watch officer on duty, which was a Rear Admiral, "We have a positive ID on that submarine we have been tracking. Virginia-class, sir."

"Great," The Admiral growled, "That means it could be virtually anyone. So many people using the Virginia-class now a day. See if you can get a specific ship name and country of origin."

"Also, sir... its come closer too our territorial waters..." The ensign continued.

"Has it entered?" The Admiral asked.

"No, but it has come extremely close too our heaviest concentration of SONAR Bouys." The messenger said.

"That would mean their closest too Ariga... keep an eye on it, send a few PT boats and maybe a corvette or two over it. If it tries anything real funny, like launching missiles or crossing into our waters... sink it. Dismissed."

"Sir." The ensign said, and then left. The Rear Admiral went back too reviewing land based Anti-Ship Missile stocks, the numerous Surface-Surface missile batteries-most of them mobile-controlled by Red Tide was jointly shared inbetween the RTRA and the RTRN. It was the missiles themselves that were sperately owned.

NKVD HQ, Interrogation Room 132, Ariga

This time, Smith struggled, he struggled with all his might. But the torture session yesterday had severely sapped his strength. He was once again tied too the same chair, with the same dried blood still in it, and G-Man 322 was waiting for him.

"Hi there... I heard you put up quite a fuss with my co-workers? Naughty boy... you must be punished." She said sweetly, kissing him on the cheek which she had cut the day before... and then taking out several needles

Against, a few seconds later, he started screaming.

IC: Morrins acted surprised by what the Red Tidean had said about their interrogation techniques, but was honestly expecting him to say those exact words. In the UES, torture was only used to a small degree, and never out and out physical public torture either. But either way, Morrins wasn't surprised.
Morrins stated, "Very well. I will have my people contact your people. Your second demand will infact be met, and we will look forward to the probable release of our man. G'day, gentlemen."

Within an hour, document, pre-written was faxed to Morrins, who immediatly signed it on behalf of the UES. All that needed to be done was the requirement of the Red Tideans' signature, and the document would be forever valid...

" alright men secure your weapons we are heading home . all we can do is pray that the negotiators get the job done i am no longer willing to risk you mens life over this so put your weapons on safe and strap um down we are getting out of here". sameal keyed up his headset and radioed for all of his suport aircraft to set a course back to towering flames. the aircraft made a banking maneuver and turned towards home throttling up to full speed and flew of towards their homeland.

Kolokov and Ulansk stood up from their chairs and began to shuffle out. Ashira lingered for a second or two longer then rose gracefully from her chair and out the door. Things weren't going very far with negotiations and Kolokov felt powerless to do anything.
"You did quite well in there, Ashira" Kolokov commented as he produced a small cigar and lighter from his breast pocket.
Ashira was silent, deep in thought
"We need another plan" Ulansk broke the silence. He'd been taking notes the entire time and was not much of a speaker but was a good hand to have around. Ashira was getting frustrated, they were torturing a man who was investigating a criminal organization, then a theory hit her.
"They sure are touchy when it comes with Smith. He was just investigating the Red Tide Mafia, a very extensive, connected, and brutal organization. If the government didn't want him involved then and reasonable agency with compitent leadership would have just had Smith halt his investigations and show him the door. However, they are physically torturing him and won't allow us access to him. I think there may be a connection between the mafia and the government...a close connection" she endeavored.
"That's a possibility, I wouldn't put it past the authorities here" Kolokov replied as a puff of smoke billowed up into the air.

Ashira's theory was actually closer to the truth then she realized. Although officially the SSRT and the Red Tide Mafia were vehement enemies(the former operated on a command economy and the other operate on anarcho-free market economy), there were some unofficial ties and rules inbetween the nationstate and the crime organisation.

Even though Katerina had expelled the RTM from the majority of the SSRT when taking over, kept them alive in their mountain strongholds for several reasons. The first one was that the cost of completely expunging them would be prohibitive. The second was their low and mid level black market activities with the citizens of Red Tide was one of the things that actually helped the SSRTs economy keep functioning... that and the continous wars that were erupting all over the globe.

The third, and most Machiavellian, reason was that the Red Tide Mafia could be used as a way to continue to gain the SSRT power in the world. Anyways, when the conference reconvened the next morning, Golvoski looked much better.

"The NKVD has authorised one, and only one, of your staffer to visit the Kreblanski Prison Complex. It is approximately 11 kilometers East of here, towards the city center.

If this button is pushed 4 times within a 1 and a half second time period, a signal will be sent to our plane in the Red Tidean airport. They will relay the signal to our fleet outside Red tidean sea space. This signal indicates something has gone wrong, and we must respond with help. We would feel much safer if your aide carried along a help button when he went alone to the prison complex."

OOC: Morrins was supposed to have said that the first chance he got... meaning the first time he and the aide were alone. But if you want to rp it with the obvious whispering...
