The United Socialist States of Wagdog is proud to extend an olive branch to its mother nation, the United States of America. Whatever conflicts our constitution or expansion these past six years since our founding may have caused between our nations, we are willing to put them in the past for the sake of common decency and good faith. Our nations share a common and proud revolutionary tradition, despite our difference in the precise objectives thereof, and we in Wagdog feel the time for solidarity with our fellow freedom fighters has indeed come again.
We wish to open an embassy in Washington DC at your earliest convenience, and in turn authorize you to request whatever facilities and staff you may require, in our capital of Tailville DR on Bougainville Island. We will review your requests of course, but are quite flexible since we know your nation has had past problems with terrorist assaults on its embassies and such; which terrorism we condemn in the strongest terms possible, as unethical and unrepresentative of true revolution. Your arrival is eagerly awaited, and a guard of honor is already being prepared alongside a welcoming committee from the capital's populace.

We shall keep security tight at the embassy because we have recently had threats of assassinations and bombings from extreme right wing terrorist and counterrevolutionary groups. We welcome your diplomats to set up an embassy in downtown Hong Kong, where a building has lay unoccupied for some time.

Article 3: The United States of America and The Dominion of Vetaka promise to provide military, economic, diplomatic and phyisical support to eachother where ever such support is asked for and required.

Article 4: The United States of America and The Dominion of Vetaka promise to mutually respond with total support for any enemy that attacks the homeland of either nation.

Article 5: The United States of America and The Dominion of Vetaka promise to work together to mutually defened the people of both nations from cross-border organized crime and terrorism. This includes mutual intelligence co-operation.

As a diplomat for The Pan Asian Bloc, it is my reponsibility to address your embassy regarding this matter. It has come to our attention that there has been considerable military activity by Japan and the United States in the Pacific Zone in the past few days. The Pan Asian Bloc has many trade partners in the Pacific, and the increasingly fragile state of affairs in this area has the potential to adversely affect the Pan Asian Bloc economically and socially. The Communes Defence Committee has increased the alert status to YELLOW. here is a brief explaination of the coding system:

GREEN: Normal Status. Standard state of military readyness.

YELLOW: Early Alert Status. Increased military patrols, National Guard Mobilized.

ORANGE: Advanced Alert Status. All military mobilized, ICBM bases on high states of alertness and ordered to fuel missiles.

RED: Attack/Defence Status. Attack on nation in progress.

BLACK: Nuclear War Status. Military ordered to shelter in hardened bunkers, use of nuclear weapons authorized.

The Pan Asian Bloc would like the assurance of the United States that the military activity in the Pacific will not harm our nation in any way.

The Federated Pacific Union would like to get the best possible negotiations started with our western cousins in America. We offer an embassy space in the Union administrative capital of Sydney, and should America like, consulates in our other provincial capitals for ease of communication.
In addition, the Union would be happy to accept an embassy in Washington D.C. to further Union-Ameican affairs.

The Federal Pacific Union is looking to upgrade on some rather...aging...formerly Indonesian aerial military equipment. The USA is widely known to be the best source of military equipment, so the Union would like to place an order, if possible.
What we would be looking for:

24 F/A-18C fighter aircraft,
24 A-10B attack aircraft,
12 B-52H bomber aircraft,
12 MH-60 cargo/insertion helicopters,
12 AH-1 attack helicopters


We hope this order is reasonable-with recent buildups of military in the region, we of the Union feel that in order to continue to maintain peace, we must have a suitable militar equipped.

However, instead of our earlier request for 6 more B-1B bombers, which we can only assume was perhaps uncalled for on our part, Wagdog would like to exchange the 6 B-52H Stratofortressess we have for 1 surplus E-3B Sentry AWACS, 2 surplus E-8C JSTARS surveillance aircraft, and 4 surplus S-3B Viking sea control aircraft (with full ASW gear retained, as well as the upgrade's anti-surface capabilities). This strikes us as not only a fairer trade to you, America gaining active bombers in exchange for surplus 'planes miscellany', but also a trade more conducive to Wagdog's military becoming a true "capabilities based" force adequate to the full spectrum of contingencies facing us. For now, we deem one squadron of bombers sufficient; but only if it is of the more modern B-1 type, since operations of ours against countries with a formidable air defense network are still possible in the abstract, and we must remain accordingly prepared.
More to that end, we would also like to begin discussing terms of license for manufacturing the US weapons we use. Your nation stands to make a good deal of money from this, since we are assuredly "market socialists" of the highest caliber and sense. Name your offer for license of:

Very well. We shall simply make other inquiries with more willing parties, then; as is only natural in this business. Once we've licensed the systems we want and produced enough replacements, might you be willing to purchase our American artillery back for yourselves at a discount from its proverbial 'sticker price?' It isn't every day revolutionaries offer to return what they've seized; last time I recall was during the German parts of the Revolution of 1848...
And what of the aircraft? That wasn't a licensing request. Again, we are offering to return powerful offensive aircraft to you in return for only modest reinforcements to our aerial surveillance and antisubmarine capabilities, direct from your massive surplus stocks at Davis Monthan's AMARC. You are getting the better deal assuredly from the return of those lost bombers, since they are worth their weight in spare patrol planes many times over. We will also pay what you ask in addition, as long as it is reasonable considering our payment-in-kind, of course.
