The President met with his Minister of Foreign Affairs, Rudolf Ludwik, in a conference room of Assembly Hall, the meeting place of the National Assembly. "Rudolf, you're sure this is the best policy for us to follow?"
"Victor, I have been pushing for you to take this position ever since the first time you brought up the question, do you really think that I am going to back down now, mere minutes before you go to address the Assembly?"
"I had hoped not, but asking once more couldn't hurt anything. Well, shall we make the walk to the Assembly Room?" The President and Minister walked to Assembly Hall in near silence, right before the President reached his door the Minister exited the hallway and entered the Assembly Room from the rear, so he could watch the President make his address. The President walked out in front of the legislators and took his position at a podium in the front of the room.
"Ladies and Gentlemen of the Assembly, today our nation finds itself in a unique predicament. For too long our Provinces were subjects of different nations, whether our masters were the Romans, Germans, Austro-Hungarians, Russians or Ottoman Turks does not matter, the point is that all our nations have spent most of our long history as conquered peoples to one outside power or another. Today is a new day, our noble nations all saw the benefit unification between our nations, for some nations such as the Czech Republic and Slovakia unification was a return to the old days, for other nations such as Austria and Ukraine it was the end of centuries of being separated by a vast difference physically and culturally.
"No more shall our nations be subject to the whims of a belligerent dictator in Moscow, Berlin or Rome. Never again shall the people of Poland be caught in the middle of two powerful empire bent on her destruction. Ukrainians no longer need fear the Russian overlords who exploited our hard work for their benefit. Never again shall Austrians, Czech, Slovaks or Hungarians face oppression from the Comrade Ivan. Together we fought, shed our blood and tears, and won our independence, bringing a new age of prosperity and glory to the newly formed Eastern European Union. Our seven original nations united to form one nations, our peoples gave up their entire national identity to bring about this change, for their hard work and sacrifices they have been rewarded with peace, safety, and freedom.
"Now we must make another tough choice, what to do with our new found freedoms? Right now as you listen to me outside forces are plotting, not against the EEU, with our might we could repel any attack or make an invasion so costly that a nation would be crippled and too vulnerable to outside attack to make war with the EEU beneficial. The ones who need to worries are our friends in Central and Eastern Europe, nations such as Slovenia, Croatia and Serbia that want nothing more than to live in peace with their neighbors find their sovereignty threatened by foreign powers that wish to exploit these nations for economic gain. We have intelligence reports stating that the Eurasians came so close to invading Montenegro that they had aircraft in the air before canceling the invasion mere hours before the first bombs would have fallen. It is our duty to protect our cultural brothers to the South from further exploitation at the hands of the wealthy, which is why today I stand before you proposing the Ludwik Doctrine on European Affairs.
"Before you is a complete text of the Ludwik Doctrine, however it contains three main points. First, it conveys that all of Central and Eastern Europe is to be considered off limits to conquest and colonization. Second, it enforces Wogowski's policy of Foreign Affairs which states that the EEU will only intervene when the rights of the EEU are threatened. Third, the EEU will consider any attempts at colonization to be a threat to our national security.
"Technically speaking the office of Foreign Affairs and myself have the power to make this doctrine official foreign policy without the help of the National Assembly, but we want to send a clear message to outsiders that meddling in the affairs of the independent Eastern European nations will not be tolerated. I am asking you to adopt the Ludwik Doctrine on European Affairs as law with, take whatever steps are necessary to put it down in the books. If nothing else just give us a vote of confidence on this proposal to show the rest of the world that the EEU as a whole is united in this stand. Thank you and goodnight."
