The destroyer's bow pierced the tropical waves, leaving a small wake in its path. Two Harrier II jets circled around the vessel, seeming to dance together in ærial harmony. Kelsey Birhanu, the Minister for Foreign and Commonwealth Affairs, stood on the command deck, pacing back and forth.

"How much longer until we get there?" she asked brusquely.

"Ten, fifteen minutes," replied the helmsman.

This had better go over well, Birhanu thought. The future of Eurasia could depend on this. And my career.

Admiral Dalton, commanding the vessel, grabbed the 1MC.

"All hands, action stations, action stations. We are approaching Fiji. All hands, report to duty stations. Action stations, action stations," it blared.

"Lieutenant, hail the Fiji port authority," ordered the admiral.

Communiqué to the Fiji Port Authority
This is the HMS Bedford, of the Eurasian Royal Navy, carrying the Eurasian plenipotentiary to the United States-Eurasia conferences. We will be entering port shortly.

"How much longer until we get there?" he asked brusquely.

This had better go over well, Thornton thought. The future of Eurasia could depend on this. And my career.

Admiral Dalton, commanding the vessel, grabbed the 1MC.

"Lieutenant, hail the Fiji port authority," ordered the admiral.


A few patrol boats came up alongside the HMS Bedford and matched it's speed. The port authority responded to their hails "Greetings, we were expecting you. There is a dock all clear for your arrival."

The dock was plain, but immense. Brand new and still having facilities added. Gauthic military squads began flanking the docking where the HMS Bedford would arrive.

The gleaming destroyer glided into the unadorned port, extending its moors, slowing to a halt. Minister Birhanu stood at the top of the boarding ramp, and descended, followed by a small detail of SIS agents. She looked up as the Harrier IIs broke off their patrol and headed back to their aircraft carrier.

A black Land Rover stood waiting, and she climbed in the passenger seat, with the rest of the convoy tearing off in turn, heading towards the site of the conference.

The US carrier battle group Ticonderoga anchored outside of International Waters as US delegate George Cook left in the small helicopter for Fiji.
As the craft approached Fiji airport the pilot radioed in ahead to signal their approach.
Once they had landed George entered the waiting limo and headed off to the conference.

Kelsey stared at her watch. She was ten minutes early, but she had expected the American to be somewhat early as well. The Minister gingerly placed her briefcase on the table, pulled out her orders, and read them.

Ms. Birhanu:

I have full confidence in your ability to negotiate in the best interests of Eurasia. I have granted you full leeway to set terms with my authority, but if necessary, radio contact may be made with London via the HMS Bedford. Remember, we want no more American involvement in Europe.

Ms. Birhanu stifled a laugh.

"Destabilising? Well, that's the way the proverbial cookie crumbles, as it were. It would seem to me that you need us more than we need you. Without us, you have almost no allies in Western Europe. Without us, where are your bases with which you need to launch attacks in the Middle East? This embargo will be lifted, if you meet a few conditions. Namely, I want all American meddling in Europe to cease."

She leaned back in her chair.

The US will supports peaceful voluntarily integration if that is the desire of both people's. However, Eurasia's recent pronouncements and actions tell us that Eurasia is not merely engaged in peaceful integration.

The conference was being held in the massive "demonstration arena" where various corporations and the government tested or displayed goods and technologies, as well as where many conferences on Gauthic's issues had been held.

For now, the massive concrete/steel/polymer reenforced wind tunnel/firing range/control laboratory was set up for another conference.

All areas but the central platform were blocked off. Stadium seating with desks, office chairs, and USB ports for translators and other technical equipment surrounded the platform. Upon the platform was a large, round, red oak table. The Gauthic flag was set at one end where the Gauthic Administrators and Representatives sat. The British Commonwealth of Eurasia had their portion of the table marked by a shiny flag of their own. The United States of America's delegation was set at the other third of the table with their flag, across from the Eurasian delegates.

Representatives from other governments were being seated in the areas set for them around the platform so they could observe. If one had a piece to say, they could, but they are reminded this is a matter between the USA and BCE.

Dreff Torsten was the Gauthic Administrator given charge of this event. Gauthic's Prime, Anthony Malcolm sat beside the Administrator, and had taken a position of mostly observer.

His Imperial Majesty - the Gwangmu Emperor - will be watching the events in the Pacific unfold, although he has no specific interest to send an emissary on his behalf. Nonetheless, he is pleased to see the two sides sitting at a table rather than bickering over points of foreign interference and convenience.

We are still in early stage of dealing with the situation. Cape Verde's soveriengty will not be allowed to usurped. Our government has already called on the Low Confederacy to pull its troops out of Cape Verde. Eurasia is not being singled out."

Laughs. "Agricultural subsidies are the domain of the US Congress. Though we have asked them on repeated occasion to reexamine them. The United States engages in free trade only with nations that respect the soverignty of other nations. The Kyoto Protocol is a nonstarter. The President has already proposed a program to reduce American greenhouse gas emissions that is more viable and more effective than Kyoto, including giving away green technology to third world nations that otherwise would not be able to afford, mandatory recycling, and an increase in the gas tax to make auto owners pay for the damage of the emissions they create every time they drive. By 2020 all gas using vehicles in the US will be banned. Kyoto would end up destroying the US economy and would also violate the our nation's constitution. Therefore we cannot accede to it."

It is more effective to use diplomacy to end aggression against third nations. War should always be the last resort. You're military actions regarding Cape Verde are only inflamming the situation. If you can halt military actions in the Cape Verde area we can have a deal. Our President will soon be making a statement requesting that both your nation and Low Confederacy withdraw forces from Cape Verde and that your governments signing documents recognizing the rightful soverignty of Cape Verde and their right to be free of outside interference. I would put you on notice that we are alarmed at the quickness with which you resorted to war on the issue."

You must understand, their invasion directly threatens our nearby territory, and we fear that if the Confederacy remains unchecked, they will launch direct assaults against the Canary Islands. Before the Iraq invasion of Kuwait in 1990, Iraq owned Bubadayah Island. When they invaded and refused to leave, Kuwait ended up owning Bubadayah Island. Your nation and the Low Confederacy should take that historic reminder for what it's worth. Afterall it would be unfortunate if you lost the Canaries or the Low Confederacy lost Sao Tome Principe."

ooc: In this timeline, Iraq invaded Kuwait in 1961 and took it over completely. That's why it's part of the UASR. So, that's not really a valid analogy, because it never happened.

After the statement by the US Delegate, Dreff Torsten knocked his knuckles on a brass plate that was set before him, producing two soft but distintive and carrying rings of sound throughout the large, concrete and oak conference area.

"Gentlemen, you are both getting very close to threatening each other." He said in a plain, deep, and somewhat gray voice. He glanced between the USA and BCE sides of the table and took in a deep breathe before speaking again, "You both see a problem that you both claim to want to solve, a novel idea might be to work togethor over it." he stated simply, as if it were established fact in his mind. His expression was unchaning this whole time, a blank yet grim glare.

As long as your forces remain in Cape Verde, there can be no agreement on free trade. But we will lift our sanctions against your nation with the exception of the arms embargo."
