The Rhodesian Socialist Union is a powerful communist union of the uppermost Social thinking figures in the Rhodesian Union. Formed in 2008, the nation gathered strength and through active anti-corruption measures has enforced communism on the region. The military is active in exercising and training, and used to control the nation as the leaders see fit.

Three main regions form the RSU - the former South Africa is one, the central region, Mozambique and Tanzania merged into one, formed a satellite region with its own various justice systems, and the former Kenya formed another. Each region has its own sub-divisions and communes, and so is split down further.

Geography

As a central nation on the southern tip of Africa, it is in a prime trading position, and is also the key to Africa. With a long seafront and a flat, bush environment, the tip of Africa is hot and harsh. With many long beaches but with tropical, shark infested oceans, the geographical position of the RSU is key.

The tallest peak is Mount Kilimanjaro, the tallest mountain in Africa, in the former Mozambique. The total land area is 3,476,789 square kilometres, and territorial waters extend 24 km off shore in all directions. The arable lands in the territory is 12.19%, of which 10% is irrigated, and therefore 42,382 square kilometres is farmable.

Political system

The Political System is a strongly communistic affair, with each sub-region of the major regions having a political representative with his/her own staff, with advisors from each of the main services. These separate sub-regions are given targets both politically, economical, industrial and farming targets every year, and are given certain benefits both in terms of pay and budget-wise - the harder you work, the better you are treated.

These sub-regions all report to a representative and his staff at the top of region, who controls major decisions within the region, such as new policies. These regions report to a central government, the RSUPB, the Rhodesian Socialist Union Political Bureau. This Bureau is made up of the head advisors in each branch of government, and the head of government, an Izen DeBerg.

Economic Policy

The economic policy of the new RSU is very radical. In an effort to rid the nation of unemployment and starvation and to boost the national economy, a base of agriculture is being sought. Land being farmed will be dramatically increased to both increase jobs and at the same time food levels, with the revenue produced being exported to nations that cannot produce their own goods.

At the same time, a slightly increased industrial base will be created, with as many products as possible being built in nation and not outsourced. Food will by this point be plentiful, and the industrial base will probably not make the economic base or GDP any stronger, but the nation will be stronger within itself, and less dependent on other nations. With time, the base will be increased to such an extent that exports will be possible.

Dear Head of State Izen DeBeck,

Now that the vessels you so kindly transferred us have arrived, we have a proposal to make. Since the Vetakans have been every bit as unreasonable as the Americans with us regarding military trade, if perhaps more kindly so, we feel complete replacement of our arsenal is in order. We can produce spare parts and munitions for the American weaponry, but no more; and even those wear out with time. Operating the same overall equipment standard as our closest friends and allies only makes sense by contrast. Hence, what say you about Wagdoggie State Armaments Corporation (WSAC) entering into a joint partnership with Denel Industries and other Rhodesian arms companies, perhaps under the name 'Internationalist Military Enterprises (IME)?'
The Rhodesian half could negotiate for any and all production rights, and Wagdog in turn could pay you reasonable annual "Partnership Dues" including licensing fees and military research funding (notably a problem for Denel's more advanced projects). All designs licensed by IME would be fully shared between us; yours being ours and ours likewise yours, while you'd retain exclusive marketing rights of course. The same goes for production capacity, Wagdog being willing to negotiate a proper work-sharing agreement between our nations in this consortium.
For an example of what we could accomplish together, consider this. If you could convince the Third British Empire to sell Internationalist Military Enterprises production rights to all Nimrod and Sea King variants they operate, we could fix the troubled Nimrod AEW.3 variant into a working design as the Nimrod ASaC.5 (Airborne Surveillance and Control Mk.5). All that's needed is to put the Sea King ASaC.7 avionics package into the AEW.3 airframe, two Searchwater radars being installed in fore and aft radome bulbs for full coverage. Given Searchwater's known adaptability, this aircraft can also be considered a makeshift JSTARS system of some appreciable usefulness (it could scan an area equal to two sets of British Isles, one each fore and aft, every ten seconds; with ability to identify ground vehicles as well as sea or air targets); a good bonus which saves on having to acquire separate AWACS and JSTARS airframes.
This example is only one of the possible ways our partnership can empower both of our nations, as well as any others seeking our products that we deem trustworthy. Such as the CCPS for example; whom we hope to include in this pooling venture as soon as possible, since we've already purchased a restricted license to the Juan Carlos I BPE carrier that we don't want to keep from you if we can help it at all, and they have an Aegis frigate design (the Alvaro de Bazan class) that both of us could find most useful. All that is required is some licensing work on your part, money from me (and later the CCPS if they're included) to compensate for this effort, labor shared between us all to manufacture the products, and we'll (literally) be in business. Take your time, but do respond as soon as that permits; the heat in Singapore this August is deadly and even the Grand Hyatt's air conditioning can only do so much. Should you accept, I'll notify the CCPS immediately and see what they think of the idea.

We regret the difficultly you are facing to acquire decent military technology these days. We were lucky to receive various air assets from the Americans long before the Zimbabwe incident, which is still occuring. We do hope the crisis will be a valid testing ground for our latest projects.

We have looked over the ideas you are suggesting, and find the IME a very attractive proposition. It would be ideal for us, as we have often been denied decent funding for our advanced militar concepts in the past (for example, making do with the Cheetah B fighter for 30 years), and with our rising industrial power and growing nation, we feel this would benefit us in ways not just economical.

So yes, we agree to such a proposition, and are kee to demonstrate our intent. Using you example, we have already acquired two Nimrod MRA4 platforms, the first of which we are (SIC: legally...to an extent) analysing to produce our own indigenous version. On top of this, we already are producing various versions of the Israeli production of the Searchwater radar, which was bought from them in 2004. Therefore, we can already begin this, if you so wanted.

We are very pleased to hear you have the CCPS on board the project to an extent, especially as we are desperate to produce a carrier of our own. If you can get them to either join the IME or be a part of it in some way, we would be very excited to work closely with both of you.

As towards our previous exchanges, our Nuclear and Naval engineers have recently arrived in Wagdog, and are urgent to begin work with your Los Angeles Class submarines. We know they are probably at use right now (that would be Fiji, then), but wish to view the plans as quickly as possible. Also despatched have been our Ceremonial Naval Drill Team and Assistant to the Navy, to view the commisioning of our old ships in your navy.

I did reference your crews only in general terms, so you can perhaps just edit my commissioning post to factor them fully into the ceremony, OK? We can also rejigger the date if needed. I honestly forgot about this bit of protocol, no 'moddery intended... Oh well, as they say.
If you feel like it, by all means comment ICly in the thread, perhaps on my transfer to the CCPS of the B52s I needed shipped off?;) You can just cite your "intelligence" on the matter; true that may give the US time to "comment" on the transaction as it were, but too bad for them. The deal's done, and no one's RP'd any interception of the bombers on their way to the buyer yet (I think the opportunity to is also long gone by now anyway), so it's so-far so-good there seeing how time works in TPE.
Oh, you should probably contact Kopparbergs regarding my idea instead, as well as alerting him to my link; if I do it might look like I'm trying to violate the licensure terms for my amphib/carrier before I've even laid the first BPE down.:rolleyes: Definitely not the right impression for me to give to a prospective RP-business partner. My thoughts were that IME would be initially just a Denel/WSAC venture, with the CCPS joining in very soon after launch (like... the next day or such). I can of course help out (ask him to TG me in NationStates proper with the tag "Re: IME/TPE"), but I still think you should make the initial approach, as the senior partner in the concern (hash this out with him too if needed), to avoid any appearance of impropriety on either of our parts.

Splendid, my friend! This 'Internationalist Military Enterprises' venture soon to be born solves most of my problems at a stroke; new systems to prepare my forces should the worst happen with the Japanese or (less likely) the FPU, and much needed jobs for a depressed area of my country. West Papua's average income, despite my best efforts, is still roughly a quarter of the national average; intolerable! Your generosity in helping set up actual industry and honest labor (as opposed to profiteering and pillage) in that area shall do much to rectify this indignity in due time; and already has in the case of my howitzer plant newly opened in Jayapura, where our labor's first fruits should be born by year's end when the first battalion (or equivalent) each of your guns made in Wagdog is complete. Forgive my secrecy as always, but what we discuss is explosive (literally) enough that if Tokyo got their hands on it, I'd be scrambling to defend Guam tomorrow against both the IJN and the USMC in all likelihood...
In any case, Be assured your naval engineers can be flown to Guam at my expense, and are free to examine the eldest of my Los Angeles subs (SSN705) without restriction once the Fijian situation becomes clearer; and certainly free to enjoy themselves there as honored guests until then. Although the Daphnes will serve well to monitor the Japanese at short ranges from Guam, a supportable nuclear boat for us both is imperative if we're to assume our proper naval responsibilities. Might your engineers also be able to help expand the facilities at Apra Harbor (the subs' base and repair yard) into a full shipyard? Port Moresby is too small to accommodate any vessel larger than the Valours and couldn't be expanded in a reasonable period of time as far as my economists say, so for now that leaves my carrier license in limbo. This is only a request, since the Americans left the locals' skills only as developed as needed to support their war machine; and no more.
Bah! First order of business anyway, under the consortium, should be work share and dues. In my mind, although setting up full production facilities for all of our consortium's products should be done in my country, most of the actual work at first should consist of final assembly for parts produced by you (and CCPS for their systems), to either of our forces' accounts. This way, you (both) have some extra production capacity left warmly idle should it be needed in a crisis or for filling a particularly hefty order, I still have a complete logistical and maintenance chain at home should the trade routes between us be cut, and overall costs can be kept as low as possible.
These facilities should be as generic and easily retooled as possible, in as large complexes as the local economies will support for economies-of-scale to be realized. Land systems would be built in Jayapura, where you've already helped us get started with the artillery; Air systems manufactured in Manokwari to provide more jobs for that area and a close supply link to airbases there; Naval systems split between Port Moresby and Apra Harbor shipyards, depending on tonnage for the design produced; and ordnance manufactured all over my country to provide many jobs for generally poor islands, and great logistical redundancy in case of prolonged or intense war on either of our parts.
Dues should, in my mind, mostly consist of a base amount equal to the combined licensing fees of each party's most expensive single systems (Valour FFGs in both our cases I reckon; probably either Principe de Asturias or Juan Carlos I carriers for the CCPS once they're on board) divided by the combined design lifetimes for those systems in years; erring on the long side to take account of probable replacement delays. This would be a discretionary sum for each of us to pool into the IME common account at the new fiscal year, and which would fund whatever research, logistical, administrative or other expenses each member nation cannot cover by itself.
What say you to this? I am flexible as always, dues being payable under the Commerce budget if necessary (for example), but my Defense budget is only $3.5B USD; so dues must be kept low enough to enable decent administrative and operational costs (usually $1.25B USD each) while leaving the rest available at my discretion. This last was vital for operations in Fiji, and I'm sure you understand why I must keep that sort of flexibility for either contingencies or procurements.

I'm sorry, I just amn't overly experienced with advanced Role Playing. I mean, I've had past nations, but foreign relations have never been my strong point.
