Spain changes it's diplomatic ambassador to France from a Conservative to a Republican, making sure to watch and hope to repair some of the problems that have arisen due to the exclusion of Spain in the Jerusilum Summit, and the friction it's caused between the two neighbors.

At the beginning of 1925 a debate rages within the Ministry of Defense and War on whether or not to build a defensive line of forts modeled after the German Seigfried and Gothic lines and, by extension, adopt a strategy more orientated towards the defensive.

Marshall Joseph Joffre (http://upload.wikimedia.org/wikipedia/commons/9/94/Joseph_Joffre.jpg) (Papa Joffre among the soldiers) and his supporters in the French General Staff all come out strongly against the proposal (ooc: no surprise as prominent "defensive" minded officers" were purged by Joffre in 1911). Joffre himself directly enters into the debate by reading a speech written by General Ferdinand Foch at the Ècole Supérieure de Guerre:

"Defensive battles never bring about the destruction of the enemy force; they never allow one to conquer the ground held by the enemy as you cannot push a staunch adversary back by static defense, Sedan proved as much...therefore they are unable to create victory. No strategy can prevail over that which aims at ensuring tactical results, victory by fighting! War can only be won by taking the fight to the enemy and destroying the enemy."

Joffre reminds those listening that the existence of the demilitarized zone would leave Alsace-Lorraine naked before the enemy, that the Germans in any case can simply circumvent the fortifications by going through Belgium and Luxemburg, and that building fortresses along the Belgium/Luxemburg border would not be far too expensive. He goes on to ridicule the very idea of effective fortifications, pointing to the events of the last war.

"Every fortress attacked during the Great War either fell or was neutralized. Warsaw, Vladivostok, Karrs, and the German defensive line in Alsace-Lorraine, all were obliterated by modern weaponry or simply avoided altogether. Heavy weaponry in the last ten years has only become more powerful, more mobile. You build a fortress, no matter how strong, and the enemy will find a way to defeat it. It is the verdict of history; the Chinese Great Wall, Hadrian's Wall, the Franco-Prussian War, the 1st Russo-Japanese War, the Great War, all prove a simple fact, that fixed fortifications are monuments to the stupidity of mankind!"

The combination of Joffre's popularity and Foch's well crafted arguments convince the French Government. The French Military thus continues to focus its military training and planning on offensive operations.

Critics in the French press point out in rebuttal that a German force a quarter of the size of the combined French/Italian/Spanish Army held off that army for months, inflicted severe casualties, and held long enough for reinforcements to arrive. In addition, the German defenses held the front long enough for the Germans to use economy of force and drive the Allies out of the Balkans, save the Turks and hold off the Russians while at the same time the Germans and their Japanese allies nearly won the war at sea.

Joffre, Foch, and their supporters in the French press accuse their detractors of not having a clear perspective of the Great War and its aftermath. The French offensive gave the Russians time to stabilize and solidify their lines (in effect saving them from defeat) and later allowed them to pull troops for offensives in the Middle and Far East. Germany clearly expected its line of fortifications to pose a more significant barrier as it had relatively few troops stationed in the West and consequently struggled to plug the hole the Plan 18 battering ram had created. Had the Russian armies been capable of launching a sustained offensive on the Eastern Front Germany’s position would have become quite perilous.

According to Joffre and Foch, the failure in the Balkans was due to a number of factors, among them a shortage of manpower, supply difficulties, incompetence (General Nivelle, justly sacked), and, most damaging, the inability of the Allied armies to properly coordinate (entirely the fault of the quarrelsome and secretive Greeks).

Allied setbacks during the war at sea resulted simply from an inferiority in both the quantity and quality of their warships. The Japanese sending a massive war fleet into the Atlantic was also unforeseen. As of 1925 the Entente no longer suffers from naval inferiority in Europe (be it quantity or quality) and stands prepared to take the necessary actions that would prevent the Japanese from gaining the footholds required to once again sail a fleet into the Atlantic (should they once again attempt to do so).

The guerilla war brings industrial production to a standstill however, forcing the KMT government to go to wartime spending as it borrows huge amounts of money to keep itself going.

Greatly worried by the number of high interest loans being made to the KMT government by French banks, the Ministries of National Economy, Finance, and Commerce announce that the French State will be assuming all existing French loans to KMT China at the start of 1926 and, as of August 1925, are forbidding French banks from making any further loans to KMT China.

Says Minister of Commerce Paul Painlevé to the French press, "We have no confidence in the KMT's long term viability, much less its future ability to repay its debts."

The Russian diplomat to France furiously bursts into Blum's office and demands that the civil servant responsible for the French telegram to Poland be sacked immediately. He then proceeds to ask why the French government thought it could dictate what Russia would do in the event of war and go so far as to threaten neutral nations with the Russian military.

"Russia will not invade a neutral nation! There are rules of war, rules that Russia has always and will continue to follow! You have jepordaized everything that our administration has worked for! Our attempts to have peace and prosperity with out Eastern European neighbors maye derailed beacuse the honorable French government didn't know when to stop making threats. My government expects a formal apology to both my own nation and our Polish neighbors by the end of the week. Good day sir."


A more calmer and refined version of the above statement is released to the press.

The Hungarian Government publicly denounces the French threat of Russian violence, whether or not intended by the Russians, as nothing more than blackmail in attempt to manipulate the Hungarian government into signing a secret treaty that would allow Russian unhindered access through Hungarian soil.

Copies of the telegrams from the French and Russians are distributed to various national and international media agencies including ones in France and Russia.

The French State and Government deny ever sending such telegrams, ordering such telegrams sent, or being aware such telegrams were ever sent in the first place. The Ambassador's to Poland and Hungary are each recalled and subsequently sacked for overzealousness after it is determined they acted without approval. It also firmly denies Poland was ever threatened. However, the French Foreign Ministry issues a statement saying that the Hungarians are exaggerating the telegrams for their own political purposes and distribute milder copies contradicting the Hungarian ones.

Spain decides to talk about the incident with the French in private. The SPanish diplomat shows that Spain believes this is a ploy by the Central powers to destroy the Entente, and that Spain will refuse to believe such tall tales. After all the Austrians did support Japan, a vehemently evil nation of monkeys (1920's veiwpoint of them, not mine.) and they obviously are trying to weaken the Entente's unity.

Spain itself promises to not let this get out of hand in the media.

The Hungarians laughed, an anonymous person in the Hungarian embassy was heard saying "And the telegrams must be true, because no way could the french fake their own telegrams." in French

Meanwhile the Hungarians counters the Spanish point saying "The Warsaw Pact has no reason to unfairly target the French." continueing on to emphasise the neutrality of Hungary and the Pact as a whole, especially since now that Hungary has finally officially ended it's Alliance with Germany

The French Foreign Ministry, along with the entire French Government, is privately furious at Hungarian dishonesty and dishonor. Negotiations with Hungary by Russia and France were conducted with good faith, it being jointly assumed that the negotiations would remain private. Hungary, by this "stunt," has betrayed France and Russia's trust.

"Tell the Regent that France will never trust or confide in his Government again," an incensed deputy Foreign Minister tells the Hungarian Ambassador. "Not after such blatant dishonesty."
