Riots in Los Angeles (SYAE)

Mobs began looting and setting fires today in the city of Los Angeles after a court ruled that two illegal immigrants who had killed a police officer had to be returned to Mexico without trial.
Judge Lance Ito said that because the suspect was an illegal immigrant, trying him for crimes he committed would be a violation of his constitutional rights.
The state of California has said it will appeal the ruling which the US Justice Department said was "bizaare".

There are groups of people involved in rioting. Those who oppose the ruling and those who demand that illegals be given rights and priveleges over American citizens. The illegals have demanded a change to California law to make it illegal for anyone who doesn't speak spanish to get a job in that state. They are also demanding that only people of hispanic descent be allowed to hold elective office.
Governor Greg Bentham has refused the demands saying "The 14th amendment requires that all people be given equal treatment. And it is my belief that with limited resources, US citizens have to come first. But for them to justify a grisly murder with their propaganda is horrific. The State will appeal this ruling. We are still actively looking for others who took part in the brutal slaying of Los Angeles officer Doug Keifman. "

Officer Keifman was killed during a traffic stop in Downtown Los Angeles. Authorities are still looking for a third suspect, Emmanuel Hortez who is believed to have fled the country to avoid trial for the crime.

Funeral arrangements have set for Sunday.

The situation in Los Angeles has flared up this afternoon after news stations broadcast a video of an illegal immigrant man being seriously beaten by a group of sheriff's deputies. The video shows officers first tasering the man to the ground and then two holding his behind back while the others took turns punching, kicking, and batoning him. The video shows officers using pepper spray to keep the man disoriented.

Civil rights activists complain that the man was unarmed and posed no threat.

Behavioral psychologist Debra Dunmore says that the attack on the immigrant could likely be the result of law enforcement's frustration that two immigrants who were released after killing a cop last week. The judge had ruled that given their illegal status the state has no right to punish them for the murder.

Meantime, the riots have taken a deadly turn as the rioting groups began to attack each other and innocent bystanders.

Buildings are now being set on fire. This has turned into a race war with blacks fighting mexicans fighting whites fighting asians.

The governor California has issued a state of emergency for the Southern California area. Law enforcement from other parts of the state are sending officers to the area to help restore order.

So far 5 people have been killed, two women raped, and $300 million dollars worth of property has been damaged or destroyed.

Adress to the recent rioting issue,

The failure of American Courts to observe American Law is indeed appalling. There will be a place for those who wish to seperate from the Union here in the States of Gauthic.

We are dispatching two transport ships to the californian coast, each with a Bureau of External Affairs Moderator. The Moderators shall begin processing for those who wish to formally seperate from their country, Mexico or America, and come to Gauthic.

The Illegal Immigrant problem comes from an unsecure border in America. America has no idea who is in their country, and allows non-americans to benefit from american tax-payed programs.

Those who feel they can effect change in the government by rioting and looting are mistaken. If you feel you are out of options to change America, then you should simply leave. Violence against your fellow Americans for the mistake of a few authority figures is not the answer.
We consider the riots to in fact be the use of an honorable cause to do something dishonorable. Gauthic shall not be taking convicted criminals to it's shores.

We request Los Angelas police presence at our ships to identify rioters attempting to flee the country through ex-patriating. Thank you.

Signed,
Dreff Torsten, Bureau of External Affairs Administrator

This has just come in, the governor will be making an address regarding the situation in Los Angeles. The situation there is getting worse.
The death toll has climbed upward. Mayor Hornbeck has called on residents to calm down and return to their homes. He has also requested more help from the state and federal government to quell the violence.

South Central is now reported to be totally policeless after rioters and gangmembers started shooting at the police with live rounds. 14 police officers were seriously injured in gun battles with gangs and 2 died when paramedics were blocked by rioters from getting to them in time.

Meantime the White House has informed KRQ news that President Whitmore, in Zaire for a diplomatic conference, has been informed of the situation but had no comment except to express solidarity with California's governor calling on the people of Los Angeles to calm down.

In other news, the United States Justice Department has announced a criminal investigation of the sherriff's deputies who were videotaped beating the defenseless immigrant in downtown yesterday.
"We have launched a civil rights investigation and have subpoenad the Los Angeles Sheriff's departments records on this matter and other matter." said Jim Kokane, spokesman for the Justice Department's Civil Rights Bureau. "The US government takes the violation of people's civil rights very seriously." he said.
The officers involved have been placed on administrative leave pending the outcome of the investigation.
If the sheriff's department culture is found to have encouraged the action of the officers it could lead to a federal take over of all law enforcement agencies in Los Angeles until they got their houses back in order.
If found guilty in a court, the cops also face 30 years in a federal prison.

Greetings US Rep.,

We understand your concerns. We wish to assure you that along with no mention of a military vessel being sent, the transports currently entering American waters are not military.

Each vessel does contain a security force of Gauthic troops with non-lethal weaponry and basic Kevlar-Steel body armor and anti-chem masks. This is for the Expatriot's and Gauthic Official's protections.

Thank you for your concern. Also, thank you for allowing us to move those wishing to relocate from America.

Signed,
Dreff Torsten, Bureau of External Affairs Administrator

OOC: This is for the SYAE earth. I'm not sure if you are part of that. I'd have to check.
BTW, the US territorial waters are 12 nautical miles or 22 km. (http://en.wikipedia.org/wiki/Territorial_waters)

OOC:
Scratch that post then. Didn't know that this was for that. Delete it from your quote.

Governor Bentham began his address:

"The recent situation in Los Angeles is a result of the twisting of our legal system to give murderers a free reign to kill and maim our people. This situation is untolerable. Therefore, I have instructed the state Attorney General to appeal the decision by Judge Lance Ito which gives criminals carte blanche to violent break our laws and harm our people. The decision, if it is allowed to stand, could very well undo the fabric holding our society together and make California one of the worst places to live in the world.
I feel your pain. Afterall, I grew up in Los Angeles and it pains me to see my former neighbors at one another's throats.
Be that as it may. We cannot allow people to take the law into their own hands. Attorney General William Slidel has ordered a state investigation into the ruthless and uncalled for police beating of an innocent immigrant gentlemen who I have learned was actually in this country legally. The actions taken by police in the video appear to be a breach of the public trust. William has also informed me that the state will also be working with the federal government on their own investigation of the matter. Those who take the law into their own hands and violate the rights of American citizens and their guests will be held accountable regardless of what the situation is.
Because of the failure of the Los Angeles Police to restore order in a peaceful manner and their attacks on innocent people, I have come to the conclusion that Los Angeles is not capable of restoring order on their own.
Therefore, I have no choice but to send the national guard into the city to restore order. 80,000 guardsmen will be called up for this special duty. They will be authorized to use nonlethal force to quell the rioting.
It is highly ironic that despite our advanced technology and despite the fact that we are most the diverse and democratic societies in the world, we still can't get along.
The job of the Guard in Los Angeles will be simple:
1. They will relieve the Los Angeles Police Department of its role of patrolling the city. The same applies to the Sheriff's department.
2. They have orders to use all means necessary to protect the lives of innocent Americans.
3. They will work with the fire department to put out the fires.
4. They will use nonlethal means to put an end to the riots.
Finally, I have asked the legislature for $45 billion dollars in economic recovery assistance for the people of Los Angeles and I've just asked President Whitmore's administration for an additional $200 billion in emergency relief funding.
Those who are using this situation to promulgate violence and disregard for the laws of our land will be apprehended and held accountable.
It is my hope that we will be able to restore order to the city soon."

---------------------------------------------------

As you can see, the state now taking action to restore order in Los Angeles by announcing several measures including:
two criminal investigations into a videotaped police beating
economic recovery assistance
and the deployment of 80,000 National Guardsman to the city.
He also said that those who take the law into the own hands to carry out vigilante justice will be held accountable.

KRQ's Doug Smithers in Shasta is reporting that 2nd National Guard Infantry Battalion has just left its installation and is heading south along Interstate 5.
Doug Smithers: "The command here has confirmed that the 2nd Battalion is heading to Los Angeles. They are not, however, carrying live rounds. Instead they are equipped with advanced nonlethal riot control equipment including hoses, rubber bullets, and stink bombs. We have also been told that the 15th armored company has also been told to go to Los Angeles and they are rounding their people up at this moment to get ready to head in. The 15th is headquartered in Long Beach and would likely reach LA before the 2nd does."

The National Guard officially entered Los Angeles today. They began taking up positions and setting up roadblocks and clearing the streets of rioters.
