Kaiser Wilhelm II announced plans to gradually turn over Germany's colonies to self rule and promised that within ten years at least of half of all colonial administrators will be native personal and that until the colonies are liberated, all members of the colonies would be granted citizenship with the same rights and liberties as those living in Germany proper.

Kaiser Wilhelm II also announced the creation of a committee to investigate long standing rumors of abuses by colonial officials and he called on all other nations to create similar committees with the same goals for their colonies.

Greece is told not to interfere with Albania and to go back to the corner and play with itself. Any attempts by Greece to continue its dreams of regaining its lost empire, indeed if one ever existed, at the expense of Germany's allies will not be looked favorably on by Germany.

"Propaganda and Fantasies", declares André Tardieu, the French Foreign Minister. The French press seconds his opinion.

Kaiser Wilhelm II also announced the creation of a committee to investigate long standing rumors of abuses by colonial officials and he called on all other nations to create similar committees with the same goals for their colonies.

The French Ambassador to Germany remarks that the Kaisers intentions are good, but Germany is 17 years behind France (http://forums.jolt.co.uk/showpost.php?p=11777861&postcount=43).

For his part, the 66 year old Socialist Jean Jaurès writes in L'Humanité that his report touched upon the Cameroons and was made available to the German Government "but they just did not care." He also casts doubt on Wilhelm's intention to actually end abuse in the German colonies.

"He describes the most ghastly crimes, the recreation of the Leopoldian System in the Cameroons, the brutal suppression of countless rebellions against the rubber terror, and the extermination of the Hereos, the butchering of 60,000 people!, as rumors, just rumors... It amazes one, the idea that he was not aware of what was happening. He knew; he had to know!"

Jaurès reprints the extermination order issued by Lieutenant General Lothar von Trotha in 1904:

"Within the German boundaries every Herero, whether found with or without a rifle, with or without cattle, shall be shot...
Signed: The Great General of the Mighty Kaiser von Trotha."

Jaurès ends his article questioning whether the German Government can even carry out such reform. "I wonder…can a Government that has slaughtered so many of its own citizens in the streets and imprisoned so many others actually improve the condition of its colonials? The Kaiser's army shot down striking German workers, is he capable of treating the Africans any better?"

in 1925, the Kreigsmarine announces plans to build sufficient submarines to meet its treaty limits, as well as destroyers, motor torpedo boats, minesweepers and light transport ships. Plans are also made to modernize the battleship and cruiser fleet, and convert all naval bases on the North Sea and Baltic coasts into naval yards.

The Ultra Right spokesman, Adolf Hitler, points out in a radio address that surely His Majesty just means those of European descent, as not even the English have granted such rights to their Black African subjects. He goes on at length naturally about German racial supremacy and general European supremacy over the colored races.

Even newspapers in the United States and Britian have little to say to criticize his point (ooc: remember what decade this is after all)

Deciding the Navy needs modernization urgently, and lacks the infrastructure to do so, the budget favors the Navy exclusively this year, but promises are made that next year the Army will get a large chunk. The government is also determined to become as energy independent as possible, and to relieve growing unemployment, public works efforts (Dams) are funded.

Pressure to go to deficit spending and other emergency measures (national effort) beginning in 1926 also develops.

The Army also converts a number of infantry corps to light infantry divisions, and shifts some forces around to the colonies (see Army post). The growing expense of the Army forces a large number of units be made into reservists.

With a large amount of slack in the shipping industry because of reduced demand, and needing the ships in any case, 10 shipping units are bought by the Navy (free purchase) and made into light transport units.

The Third Reich as well as the German people are over joyed that the Bulgarian people, long allies to Germany and its allies in the fight for a peaceful Europe wish to remain allies even as they deal with matters that are understandably closer to home. The Kaiser responded viciously to the rumors, and outrage, that continue to swirl around his seemingly sudden decision to grant women's sufferage. The Kaiser officially stated that it was part of his effort to advance Germany into the modern age and that "those who continue to support denying women the right to vote are not deserving of a vote themselves."

Several sources close to the Imperial Family however informed this newspaper that it was a two part effort not only to court American favor and to prove to other neutral nations of Germany's peaceful intentions but also to reduce the rapid success of the right-wing groups that continue to gather increasing support of the German public. The sources stated that the Kaiser hoped that women voters, which he believes will support more moderate or traditionally minded groups, would help end the rising calls by extremist groups to reduce his powers in the favor of the right-wing lead Reichstag.

In Germany, Nazi thugs begin attacking Jews regularly, as well as Communists and Socialists, and a number are killed. Frequently the local Police will interfere only to keep property damage to a minimum. Street battles occur between the Nazis and Communists on a regular basis, and the police always join in on the Nazi side. Jews are rarely killed, although frequently injured, but Communists and Socialists are frequently killed in the fighting.

Several strikes in the Ruhr are brought to an end as industrialists pay the Nazis to break them up violently, and pay the police to ignore the situation.

Meanwhile, a very secret memo (OOC no one outside of Germany will be aware of this yet) passes around in the halls of the German government. It points out that expelling the Jews would allow the government to seize their assets, and also points out that many of the leaders of the Socialists and Communists are Jews, and therefore dangerous.

In disgust, and concerned, many leading Jewish scientific minds, including Einstein, move to Switzerland or North America to take jobs at universities where their physical safely is less likely to be threatened.

German political observers from both sides of the political condem France's vist as useless so long as its politicans show themselves unwilling to see past unfair generalizations while condeming all Germans for the acts of a minority of German citizens. Several politicians call it "the actions of one who wishes only to appear to be fighting for peace while truely wanting nothing of the sort.

Through Karl Marx-Mordechai, Jewry overcame the problems and difficulties that came with industrialization and the transformation of ownership resulting from the development of the fourth estate, falsifying their justified demands in a way that served Jewry's interests. With his assertion of constant exploitation based on his materialist view of history, Karl Marx created a front that ran through all nations, stamping it with "internationalism" and the Jewish spirit. His doctrine ripped nations apart. Their resistance to outside forces collapsed as parties struggled bitterly with one another. It is surprising that few have noticed that Karl Marx-Mordechai's doctrines were Jewish in nature. He believed that he could take the materialist view of history and the exploitive nature of the Jewish people and apply them to all the other peoples.

The claim of "constant exploitation" removed the parasitic lifestyle of the "chosen people" from the center of attention of other nations as well as of the class claimed by Marxism. But it continued to reign as the leader of speculative finance capital, bound to no territory or national community. It also led the Marxist organization that spanned all boundaries of land and ethnicity, just as "Jahwe" rules over the universe.

The growing wealth of the Jews, along with the increasing influence that their wealth gave them led to a certain loosening of Jewish cohesiveness. Increasing numbers went from the Mosaic to the Christian faith purely to gain further advantages. There was a certain "assimilation," and a "liberal" Jewry also developed that accepted those precepts of Jewish doctrine that were pleasant and comfortable, but rejected those that caused discomfort, without however leaving the Jewish faith. Karl Marx-Mordechai's doctrines were even reflected in the Jewish organization "Paole Zion" among the poor Jews found only in the East who had not accomplished anything.

Zionism resulted from thinking about the position of the Jews within their host peoples and from knowledge of their financial and political power. It was an attempt to balance these facts and combat the spiritually divergent tendencies in Jewry. Its founder Herzl spoke more or less openly in various places in his diaries: "Where it exists, one can no longer abolish the legal equality of the Jews. This is not only because it goes against the modern mind, but also because all Jews, rich and poor, would immediately be forced into revolutionary parties. There is really nothing they can do to us. In the past one took their jewelry from the Jews; can one today take their movable wealth? The impossibility of getting at the Jews has only strengthened and embittered hatred. Anti-Semitism grows daily, even hourly, in the population. It will continue to grow since its causes continue to exist and cannot be eliminated." (Th. Herzl, The Jewish State). "I do not wish to write about the history of the Jews. It is familiar. I must mention only one thing: In our two thousand years in the diaspora, there has been no unified leadership. That is what I think is our primary misfortune." To overcome this "misfortune," Herzl founded political Zionism.

Non-Jewish observers and writers on Zionism, who see political Zionism only as an attempt at "national renewal" rather than an effort to establish a unified Jewish leadership as well as Jewish rule over the world, are therefore incorrect. The confusion of political Zionism with Palestine can be understood only through the Jewish prophecies in which Jewry is assured of control over all the goods of this world. Knowing that the time was near, and would culminate in taking possession of Palestine, Zionism developed the nonsensical notion of an "historic claim" to the "promised land," to which Jews "without any outside pressure" would gradually emigrate.

In the ideology of political Zionism, Palestine fulfilled the role of an indispensable part of prophecy, just as certain rules are the guarantee for success in the magical ceremonies of primitive peoples. Political Zionism never intended Palestine to be the destination of all Jews, but rather it merely wants to make Palestine the center of Jewish world policy. That must naturally be protected by a strong Jewish population. The Zionist publication Jüdische Rundschau wrote: "No one at any time has proposed that all Jews today should emigrate to Palestine." Nah um Sokolow, Weizmann's colleague and current chairman of the Zionist Committee, said it clearly in 1921: "The Jewish people wants to return to Palestine; the Jewish people will have its center in Palestine. Large parts of Jewry will live as a Jewish periphery in the world. They must be cared for; their dignity and their national rights must be assured."

That provides a correction to the idealization of Zionism, which springs from a different race. From a political standpoint, it would be in the interests of the whole world, of all the host peoples, if the Jews now scattered throughout the whole world were to voluntarily emigrate to some habitable territory. If political Zionism were not interested in such a solution to the Jewish Question, it would be in the interests of the host peoples to point it in that positive direction. The only question would be whether Palestine is the proper gathering place, which no one would likely maintain. Palestine is not able to absorb all the Jews in the world, entirely aside from the fact of increasing Arab opposition to Jewish infiltration. The Arabs are, after all, the undisputed owners of the land. But what other territory would be appropriate? And at the instant Palestine ceased to be the goal of Jewish emigration, political Zionism would collapse, since Palestine is seen as a means for the fulfillment of prophecy. Without that, the whole enterprise would lose its point. Jewry itself would make the most passionate and bitter attacks, and before long any undertaking that ignored Palestine would be crippled by Jewry itself. Palestine incorporates for Jewry its special position. Ignoring this would be ethnic suicide for Jewry, since political Zionism also has as a goal maintaining and strengthening Jewry's special situation.
