Congressman Bob Dornan, head of the House Foriegn Affairs Committee, disliked the President's state of the Union proposals. In particular he diagreed with Whitmore's position on global warming. As far as Dornan was concerned, global warming was a myth.
With the increased environmental regulations, he sympathized greatly with the inhabitants of American Samoa, Howard and Jarvis Islands. In fact when it came to the secession referendum for those islands, he had been instrumental in getting the House to vote in favor of recognition. The Marianas had been granted independence 3 years earlier but had also voted to join the new Gauthic state. He had argued that the US taxpayers would save more money by letting go of the islands than they would gain. In fact, under US rule, the islanders paid no taxes.

But now his attention was turned to the Bermuda, the Bahamas, and most importantly Greenland.
The Bahamas were benefiting greatly from their geographic proximity to the US and the US dollar was already in use there and on Bermuda. It would have been of mutual benefit for the people of both nations if the Bahamas became part of the US. If they wanted to become part of the US that is.
Bermuda was a special case though. The proximity of an Eurasian colony to the US mainland was a national security threat. Dornan didn't trust Eurasia and was planning an annexation of Bermuda should the US get into a war with that nation.
As far Greenland, it seemed to have been abandoned by Europe during that continent's realignment. The Greenlanders were now living in frigid 3rd world conditions. America should bring Greenland into the family fold to ensure that it never again became an American colony.

So he sent the Greenlanders and the Bahamans the message that if they wanted to join the United States, the American people would welcome them.
He made sure to include the benefits of American citizenship and tax benefits. In fact, he offered, for the first ten years, their people's would pay zero taxes but still recieve aid and benefits from the US government.

Statement of the Government of the Britannic Commonwealth of Eurasia

The Britannic Commonwealth of Eurasia offers a special deal to the Bahamas. Eurasia is willing to extend the status of Crown Colony to the Bahamas, and provide you with our protection. Furthermore, as a Crown Colony, you would have tariff-free trade with the rest of Eurasia, which could only help your economy. All we ask in return is some limited control over your foreign policy and trade with other nations.

US Proposal to the Bahamas:

The United States noting that the close proximity of our nations, and the fact that the Bahamas are inherently a North American nation rather than a European nation, and the closeness of our people's, offers statehood to the people of the Bahamas.
You would enjoy the protection of the US military as well as the pull that US diplomats can pull in other nations should you get in trouble while on vacation. That is assuming you don't break their laws on purpose.
There would be freedom to come and go between the Bahamas and the rest of the United States.
Further, the people of the Bahamas would enjoy all the rights and priveleges enjoyed by Americans under the US constitution, including the right to elect representatives and Senators and vote for the President of the United States.

To the US secretary of state -

"As a member of the Commonwealth of Nations The Bahamas recognizes Her Majesty as Head of State. The Governor-General is Her Majesty's representative in The Bahamas and constitutes a symbol of the nation's unity. We cannot simply join the US, our loyalties exist with the Commonwealth"

Bermuda's Response..

We thank you all for your offer, as you may know Bermuda is a self-governing overseas territory of the United Kingdom. We find it hard to accept or deny membership. The people of Bermuda are very pleased with the level of autonomy that we already have, but would be willing to accept goodwill and business cooperation. We thankfully accept the help that anybody may offer when we are in a time of need.

===SIC to USA===

His Imperial Majesty, the Gwangmu Emperor, is aware of numerous communications sent to various countries around the world, and is curious therefore is the new American administration is interested in discussing possible arrangements with the Han Empire, and about our mandates and possible agreements concerning worthwhile endeavors. His Imperial Majesty laments not being able to arrive for any meeting with your administrators, but His Majesty will be sending a delegation if your government is willing to entertain the thought.

The US government supports the concept of direct talks between our nation and Daehanjeiguk.

To the people of the Bahamas, if you join the US, you can rest assured that terrorists and tyranny will never set foot on your islands.

To Greenland,

You would be given the same status as the people of Alaska. Your families and way of life would be subsidized by the US government because of your remote location. You would be getting $80,000 a month from the US government for the next ten years.
You would also be eligible for statehood, should you wish to enter the Union as an equal partner with the other states. Wherewith you would be able to send people to vote on your behalf in the US House of Representatives and the US Senate. You would also be able to vote for America's next President and even put up your own candidates.
Your territory would be defended against terrorism and foreign invasion.
You would get VISA free entry into the US and enjoy the same constitutional rights as all other Americans.
In addition to all this, you would enjoy the benefits of being part of one of the strongest and freeest economies on the planet.

Since it appears that your islands have been abandoned and you seem to have no interest in joining the US, the US would like offer recognition of soverign government.

To the government of Greenland:

In light of our recent diplomatic exchange, the friendship between our people's and your island's decision to try to face the world as a soverign state, the United States withdraws its offer of membership and statehood in the Union and instead offers a defensive military alliance and a free trade agreement.

In consideration of our abandonment we would tender to a proposal for a closer relationship but prefer some measure of autonomy. We would be willing to have a commonwealth assosiation without loosing our traditional bonds to the legitimate crown of the bahamas. The Bahamas would be willing to send a representative to the house of representatives or even the senate. We would be willing to open free trade, and have assistance of the US federal government, including use of the US currency. We would like our tax system to remain the same, as our individual judicial and other civil policing rights, including a distinct Bahamian citizenship, and our own Bahamian - British Overseas passports. What are you seeking from the bahamas? Perhaps we can find a working relationship with stronger ties without sacrificing our traditional ties.

All states in the Union have some autonomy to decide their internal affairs. The only places where their autonomy stops in areas of foreign policy, defense, and Constitutional matters. The Bill of Rights has to be protected for all, even at the state and territorial levels.
Should you join the Union as a state you would be entitled to send 2 Senators and at least one Representative to the US Congress to represent your interests and even introduce laws or spending bills to get public money for public works on your islands.
There are a number of commonwealth's in the US. Massachussett's is one and Puerto Rico is another. As a member of the US, the dollar would be phased in as the currency for the Bahama.
You could keep your tax policies and policing policies except where they would violate the Constitution of the United States.
On the area of citizenship, everyone now alive in the Bahama's may keep their citizenship. After your annexation however, all future Bahamians will be US citizens.
As for monarchy, the US Constitution bans monarchs.
Of course you could join as a simple commonwealth territory and retain all the things you have now, with exception of having a monarch.
