OOC: I am attempting to form a NS Interpol. The Interpol HQ, if it is OK, will be in Edland Heights, United Ed States Capital. The Interpol's (International Police) job is to track down any internationally known lawbreakers. Of course, as laws vary depending upon the nation, NSInterpol laws, what classifies a person as a criminal, will be based on RL Interpol laws, based mostly on US and UK laws. All nations are welcomed to join, wether communist or capitalist, liberal or conservative, as long as you are willing to help out with the Interpol System. To join, please send a Interpol Representative to the United Ed States capital. Requirements will be few to join. You must make a Interpol division of police at your home nation, who's sole purpose is to keep up to date and track down international criminals. Also, it would be a good idea to keep a division of NSInterpol Special Forces at your home nation or station them here in the UES even. We may need more than police to get some criminals, hence the Special Forces soldeirs. An example may be a terrorist cell. If a armed group of terrorists are found, Interpol may move in with our Special Forces. However, if your nation finds a foriegn master counterfitter, a seemingly harmless wanted man, but master criminal all the same, you may just want to use your regular police.
Your joining NSInterpol in no way forces you to do anything. You are in no way committed to stay and help out the international community fight off their criminals.

I am hoping NSInterpol will spawn many good rp's, whether about international terrorists or big time pickpockets... so please consider.

A man in his mid-thirties strode hurriedly down the marbled floor of the Desert's largest airport. Tens of thousands of people milled about him, conversing about arrival and depature times, aircraft, flight times, and general miscellania. He had already gone through security, which had proved slightly difficult since his old Helljumper's Identification Card was about to expire in a week. A short phone call to his former base commander had smoothed that over, but had kept him for at least a half-hour. Major General Altan Niles (Ret.) was now late for his flight. The gate was over a quarter a mile away. He quickened his pace and jumped onto the back of a small passenger transport vehicle that was making its way towards the gate. Niles smiled at a startled old woman who was riding on the back seat, and settled in for the ride.

About three minutes later, he hopped back off the cart and jogged towards his gate, and handed his boarding pass to the stewardress. Once inside his first-class cabin on the massive airliner, he put his briefcase down on the floor and hung up his jacket. The flight would be over 22 hours long.

Edland Heights

The Burnsian Air jet touched down in Edland Heights. Soon after, it taxied to the gate and Altan made his way down towards baggage claim. He picked up his bags, and hailed a taxi which transported him to the Interpol HQ. He shoved a fistful of notes into the driver's side window, and strode quickly up the steps, adjusting the lapels of his black silk suit. Walking over to the receptionist, he smiled and said, "Hi, my name's Alton Niles. I'm from TBD for the Interpol thing; where should I be headed?"

Charges: Crimes Against Humanity, Abridgement of Human Rights, Wrongful Prosocution, Wrongful Arrest, Wrongful Execution

International Group known as the Knights of the Templar, are wanted in connection with the execution of a Shinto preist. They are also prime suspects in a kidnaping/murder in Animalpolis. Nations should be forewarned about this unknown group, and their potential activites in all war or peacetime efforts by the Empire of Stevid. THIS GROUP SHOULD BE CONSIDER EXTREMLY Dangerous, be very cautious if you approach them. Men are expected to have training in advanced weapon tactics, and liable for escape from any holding cell.

Interpol Intel has led to some conclusive but still circumstancial evidence about this group. They may go under these banners:

Yellow Notice

Duchess Shino of Aurora Island was taken by force by the military forces of the United States of Independent Hitmen. Because no shots were fired by Shino, and she refused to go with them, INTERPOL considers this an international kidnapping of a minor (Duchess Shino is under 18 years of Age) and International Kidnaping of a Poltical Offical. She is belived to being held within borders of I.H. however Interpol is still unsure of this. If she is on international waters a universal RED NOTICE may be issued for her captors including the President of I.H. who issued the orders to take Shino.

If you have any information leading to the discovery of Duchess Shino, please inform INTERPOL. A $150,000 REWARD is offerd leading to the discovery of further information on Duchess Shino's recovery

The Community, unfortunately, will be unable to officially join Interpol at this time, however we would like to warn against a prolific arms dealer believed to be of Siapian origin. His real name is unknown, however he goes by the name Cassius. He has been involved in smuggling illegal goods, trafficking in weapons and drugs (narcotics, amphetamines and MDMAs), as well as hijacking of cargo. He is specifically wanted for organizing the hijacking of flight 665, a cargo flight from Esmund International Airport carrying stripped gun parts, and for the engineering of the tax shelter and money laundering hub that was Aspen Investments.

We will pay $5 million to the individual or organization that provides information identifying Cassius and an addtional $5 million for information that leads to a succesful capture of this individual.

Interesting and understandable... but I'll try again anyway. As far as the examples like "drug trafficking" is concerned, this is why I adapted NSInterpol law from US and UK laws (i.e., if you are a nation that outlawed a certain religion, and are attempting to use NSInterpol to track a preist from that religion down, just because he worships other than you, we won't honor your warrant).

IC: The receptionist smiled back and chuckled at the man's accent. Then she said, "Hello Mr. Niles. We have a car waiting for you out back." She called over a armed security guard who guided Mr. Niles through a back entrance. They fought through the crowds and finally got to the vehicle. It was a large black van with the letters NBD (National Bureau of Defence) stamped on the sides. Mr. Niles was invited into the passenger seat of the ugly black van, and the vehicle sped off. The driver began to talk to Mr. Niles, "I am sorry for the poor transportation, sir. We had a limo and police escort ready to take you to the new Interpol building downtown, but there was another Allied States Rebel terrorist attack. A bomb exploded and blocked up traffic for hours, including your limo and escort... so I borrowed this NBD van." The van, after a few minutes, pulled into a new looking parking lot beside a large several story building with a large sign out front reading: INTERPOL HEAD-QUARTERS. "Here we are, Mr. Niles."

The message arrived at Interpol's Headquarters by bonded courier bearing the seal of the Republic of Ironwell's Ministry of Justice

TO: Interpol Central Command

The Republic of Ironwell would like to extend our assistance in Interpol's goals of maintaining a safer world and combating crimes that extend across our world's borders. To solidify our commitment we wish to send your one of our finest investigators to aid you, and to maybe even bring some insights on policing back to our country. Detective Constable Rika Stoneman is one of the rising stars in the Ironwell Republican Police's Major Crimes Unit. She comes highly recommended by her superiors and they all seemed to be rather insistent we send her over any other candidate. Naturally this must be due to many of the numerous high profile cases that she's cleared up for the force.

"Please sit down, DC Stoneman." were the the first words Rika heard as she entered Superintendent Waltham's office. The young investigator was a little unsure of what was in store for her this time. All she knew was the boss wanted to talk, and that was never good. What caught her off guard was that for one, he wasn't yelling. And he had company.

"Look, if this is about the Seaside Ripper case, I can explain." she muttered.

"No Rika, why would I want to talk about that." Waltham said, it was very clear to her that the boss was holding back his rage, she oculd see the little vein above his right eye, "You only kicked him off of the Bank of Cania tower on live television. You sure are one of our most passionate investigators. One of Major Crimes' finest."

"Umm, thanks?" this was one the more surreal moments she'd ever had in the office.

The short little man in the funny blue suit finally spoke up, "Detective Constable Rika Stoneman, IRP "A" Division Major Crimes Unit, correct."

"You got it short stuff, so who is this guy" replied Rika as she nodded her head to the boss.

"Why Detective, surely you know who Michael Larsson is."

"Never heard of the guy. No offense, coke bottles." she pointed the last part at the small man.

Waltham burst out in a fit of forced, awkward, uncomfortable laughter. "Oh sir, that Rika, what a kidder she is. Always a bright shining light, definately our finest young little gumshoe. Of course she knows you're the Solicitor General, and that you oversee the force, and set my budget."

"Oh," Larsson chorlted, "More of that famous cop humour. We never had much of that back when I was a prosecutor. Anyways, Detective Stoneman, we've been looking for an officer for a special assignment and your name was at the top of the list."

"You don't say." Rika replied, being more than a little bit delighted at watching her section chief's torment.

"I do," he continued. "We've decided that you're the number one cop we want to send...."

And with that Supt Waltham burst out, "To Interpol! Away from Major Crimes, and the newspapers, and me!"

Rika and Larsson just stood there, stunned beyond recognition.

Rika stepped off the plane after 5 painful hours in coach on Marathon Air, Ironwell's discount carrier.

The Jade Star
22-01-2007, 08:32
The Allied States of the Jade Star are willing to contribute to INTERPOL's valient effort to combat crime world wide, but we are reticent to join due to cultural concerns of certain member states, specifically the Goblin clans, where promotion is generally achieved by filling a dead beings shoes, a practice which has gone on for thousands of years and, indeed, has proven to be modestly successful in keeping the Goblin governments on their toes, those that have any left.
The alliance binding our various nations together strictly prohibits interferance in the internal affairs, whether cultural or legal, of the citizens of our various nations. Of course non-citizens, that is, non-Goblins, may be prosecuted under INTERPOL laws, and no doubt if money is involved the local citizenry will be only too pleased to help track down the perpetrators.
However, if INTERPOL is willing to respect the laws and customs of our member states, then the Republic would be happy to grant its full support to INTERPOL and join as a member state, at which point it would be possible to place at least one company of our upcoming mercenary service at the disposal of INTERPOL to function as a crisis team should the need arise, as well as providing training for other such teams if INTERPOL wishes to establish them.

Subject: Joining

Greetings Sir/Ma'am,

We, as the Grand Duchy of Van Luxemburg, have always been very proud of our law enforcement, and we expect that the Van Luxemburgian Police and other units will assist INTERPOL in every way possible.

We must adress a few problems within our Police Force:

- It is simply not possible for us to create a Special Forces unit to be stationed in our nation, thus we will have it done by other special troops, either military or police.
- Van Luxemburg will only set up a coordinating bureau for Interpol, since it is not viable for us to create a separate division. The bureau will coordinate with the police and INTERPOL, in order to fulfill all tasks set by Interpol and the Police.

We hope that this won't be a problem. Furthermore, we will send a representative as quickly as possible. The person to be sent is yet to be decided upon, but he will be accompanied by his own vehicle and some security personnel.

Official Statement of the Crown Commonwealth of Praetonia

http://img.photobucket.com/albums/v387/Praetonia/PraeflagIII.jpg

His Majesty's Government condemns this attempt by a select few group of states to impose laws determined and imposed arbitarily without democratic mandate over their people and the people of the rest of the world. Interpol agents operating in Praetonia are granted no greater powers than any otheer subject, legal or illegal resident (as applicable) under Statute. Any attempt to arrest a Praetonian Subject under Interpol juristiction anywhere in the world is liable to be met with extremely hotility and may provoke the applicant of military force to return said Subject to the protection of the King's Justice.

In accordance with statue law, any foreign subject or citizen may apply for residency or to become a subject of the Crown Commonwealth. Criminal offences commited under foreign juristictions where comparable offences do not exist under King's Statute are unlikely to prejudice such an application against the applicant. It is His Majesty's hope that this organisation can be brought swiftly to a close such that the rule of law may no longer be sullied by its existance.

Official Clandonian Response

http://img.photobucket.com/albums/v338/madnukedude/clandoniansmallflag.png

The Clandonian government follows similar words of our Praetonian allies. No such organisation can have control on an international level as it would interfere with a nations right to decide their own laws, ultimately their own right to self determination.

Under Clandonian statue law Interpol would be classed a terrorist organisation, if such operations were conducted on Clandonian soil or in areas of Clandonian interest then it could be regarded as an illegal act and a violation of sovereignty against the Clandonian people which would result in the deployment of military forces. The other fact is this could interfere with Clandonian business, Interpol could destroy the free market that operates in Clandonia Prime. In summary Clandonian will not follow this international law, all citizens caught in crimes on Clandonian soil will be treated under the laws of the land.

Ministry of State

While we applaud the desire to bring crime under control that this proposal demonstrates, we must state our belief that such an organization, as described, is untenable. What constitutes a crime varies so widely between nations that no one universal definition can ever be agreed upon. Moreover, many nations (including ours) would view such an organization operating on their national soil as a violation of their sovereignty.

Therefore, we respectfully decline the invitation to join this organization, and require that anyone seeking a criminal national of theirs within Altanar work through the Royal Altanari Police and local law enforcement entities. We also observe that individual nations are more than capable of negotiating extradition agreements between themselves, obviating the need for this organization.

Somethingey like I said before has left this group, but this messge goes to the other members. Do what Somethingey did and leave. Otagia
22-01-2007, 22:55
How can you say what Interpol is in practice when they haven't had any operations yet?

The simple fact that similar organizations have repeatedly been constructed, often with the same signatory nations as this new arrival, leads us to believe that no good can come of this group. Furthermore, the fact that any nation can seemingly post a bounty on the head of any person it wants, by simply labelling a terrorist or criminal. Therefore, we regard this latest incarnation of INTERPOL as nothing more than high priced assassins at best, terrorists at worse.

Thus, we will not tolerate ANY INTERPOL presence in Otagia or it's holdings, and will deal with them as we would members of any other criminal organization. Furthermore, any person on the INTERPOL's hit list for political reasons or for "crimes" not in our legal code may seek asylum at any Otagian embassy, corporate enclave, or other holding.

Gods Bless the Emperor,
Daniel Quetzal
Regent-Elect of Otagia
Mirkana
22-01-2007, 23:36
Had the proposal reached Mirkana a few weeks earlier, it would have been a simple matter for General Remmol to consider the issue, talk it over with his advisors, then make the decision - a process lasting a day at most. However, Remmol was dead, and he had stipulated that while the cabinet - lead by Ambassador-General Yuri Jackson - was in charge until elections, they could not undertake major foreign policy initiatives unless an act of war was committed against Mirkana.

The issue of joining Interpol would take its place among the other issues to be decided by Mirkana's first democratic election in decades - and really, its first honest election in a lifetime.

Chief Admiral Alicia Knowles, one of the two cabinet members in the race, immediately endorsed the idea. Mirkana could bring a lot to Interpol, and it would increase Mirkana's prestige. Finally, a few Mirkanan criminals who had managed to escape justice could finally be caught.

Her leading opponent, Attorney-General Vasily Reddox, did not like it. He was not concerned that Interpol would not honor Mirkanan laws that did not exist elsewhere. They would certainly honor corruption laws, and anyone guilty of gross incompetence, by definition, would not require outside assistance. He feared that Interpol would target Mirkanan citizens, especially war criminals. The Mirkanans preferred to deal with war criminals themselves. He also hinted that Interpol might be too lenient on some crimes.

The third candidate, Colenol John Simons, was lukewarm. Colenol Simons was from the Department of Intelligence, and he was unsure about Interpol.

After a meeting with Ambassador-General Jackson, Simons got clearance to have a team gather information on Interpol. Once collected, the info would be circulated to all Mirkanans, to help them - and especially Colenol Simons - make a decision.

They approached the desk of a woman dressed in a all black and green uniform. "Hello, sir." She handed him a folder. Inside the folder contained the same folder that all international representatives would recieve. The first page read:
WELCOME TO THE CONSTITUTIONAL MONARCHY OF THE UNITED ED STATES. THE UES NATIONAL PARLAIMENT, REPRESENTATIVE COMMUNE, AND EVEN THE PRIME MINISTER AND NATIONAL KING THEMSELVES ARE PROUD OF YOUR EFFORTS HERE ON BEHALF OF THE INTERNATIONAL COMMUNITY. YOUR EFFORTS HERE WILL HELP GENERATIONS TO COME, ENABLING THEM TO LIVE IN A SAFER, MORE FRIENDLY WORLD.

ENCLOSED IN THE ATTACHED PACKET, YOU WILL FIND KEYS TO YOUR NEW TEMPORARY, OR IF YOU LATER WISH, PERMANENT OFFICE IN THE EDLAND HEIGHTS INTERPOL HQ, KEYS TO YOUR APARTMENT/HOTEL AT OUR LUXORIOUS FIVE STAR EDLAND HEIGHTS 24TH STREET GRAND HOTEL, AND EVEN MULTIPLE IDENTIFICATION PAPERS, ENABLING YOU TO ATTEND THE MAIN INTERPOL CEMINAR.

THANK YOU AND ENJOY THE ED STATES,
PRIME MINISTER TRYONI

After you finished reading, the woman behind the desk turned to you and said, "Any questions, sir? I may also tell you that you will have a 24 hour private limo at your call, free of charge of course. I suggest you use this time before the meeting to enjoy the great wealth and history that edland heights has to offer. Perhaps you want to see the 1732 St. Henry's Cathedral? Or maybe the famous General Jershep's Ridge, home to the last battle ever taking place on UES home soil?"

While the idea of such an organization is admirable, in practice, INTERPOL is little better than a group of guns for hire, infringing upon the rights of a nation to enforce law as it's government sees fit.

So? Where's the bad in that?

Thus, Otagia must officially condemn this organization, and forbids INTERPOL forces from operation in Otagian territory. Any actions conducted by this organization in Otagian territory or against Otagian citizens will be met with extreme force.

As our request has been ignored and due to the recent issues, the Republic has withdrawn its membership request and offer of assistance.

Although we no longer wish to join INTERPOL, we must condem the rather extreme stance taken by The Red Tide, considering that, from what we could interpret, INTERPOL would only function within member nations. 'Be free or we'll kill you' is hardly the sort of image a nation should project on the world diplomatic scene.

You go after drug runners, after arms dealers. You go after people fighting against their governments. Who says drugs are bad? What about weaponry? And who decides who is justified in their civil unrest? You? Your nations in this group?

You people are disgusting.

We do? Says who?

I'm amazed at the number of people appearing who know everything about the rules and practices of an organization that doesn't even have a charter yet.

OOC: Despite all the recent controversy, my nation's not going anywhere.

IC:

It was just not Rika's day today. The young investigator had only been in Edland for 20 minutes, and already things were going downhill. The terminal was that special kind of chaos of famillies, businessmen and other weary travellers that one can only find in an international airport.

"Alright, there's a guy out here with my name on a sign." she muttered as she fought her way through the surging crowd.

"Or not." she discovered after a half hour of aimless wandering. "You know, that guy in the green suit." she thought to herself, "Kinda cute. Wonder who he's here for."

Rika tunred her sharp eye to his sign as the man in the green suit started to leave. Detective Rico Stone.

"Hmm must be here for another cop. Well looks like this Interpol thing is, WAIT!"

That when it finally snapped in, Rico Stone sure sounds a lot like Rika Stoneman when you read it aloud. Realizing that they must have gotten her name wrong and her ride had had enough Rika began a mad dash through the airport. Unfortuantely she soon discovered that regardless of one's physique, no one is particularly fast in a crowded airport while being bogged down with a suitcase and a heavy duffel bag.

The INTERPOL logo on the car that was taking it off clinched it, that was defiantely her ride.

"Well, looks like I'm taking a taxi. Oh wait, no, crud."

She slapped herself as she realized three critical facts. She only had Ironwell dollars, she bought a novelty bobblehead at a stop over, and now thanks to this impulse purchase she only had three Ironwell dollars. Just enough to get into the taxi, and that's it.

Left with no other alternative, Rika took the city map buried deep within her luggage, plotted a course and set off on foot for Interpol's headquarters.

"Alright, only 32 blocks to go and then I'm there. Kill me now."

Indeed. Until recently, this may have been the case. However, with the acceptance of a bounty against the president of the USIH for a legitimate military action, our stance appears to have been vindicated. Thus, our previous stance of offering amnesty to those being pursued by INTERPOL and banning all INTERPOL personnel from our territories stands.

WRONG! I do not know where the hell you are going, but what I attempted to state was as follows:
1. The "original" set of laws of the NSInterpol would be based on existing US and UK laws
2. People are more than welcome to offer our own "new" or improved laws, and change them around as much as wanted, as long as the majority of members agree
3. Obviously, only nations participating within the NSInterpol group are affected by these laws. I have no intention of starting WW3, simply because NSInterpol wishes to arrest a criminal in your nation (a nation not part of the NSInterpol) and you refuse to turn him over.
4. If you do not like the idea of NSInterpol, then BUZZ THE FUCK OUT! This is intended to be a interesting rp. It's SOLE PURPOSE is to make fun future rp's about NSInterpol's effort to track down terrorists, drug runners, or any other criminal we as a group wish to go after.

To the government of Red Tide,

We have recieved your message that you are not interested in INTERPOL and do not want this orginization to conduct operations in your country. We have a few questions regarding your stance, however:

1) If a nation that is affiliated with INTERPOL contacts your police force in regards to a criminal of their nation they suspect may be in your nation, will your police force refuse to offer any information or aid?

2) If INTERPOL contacts your police force in regards to a criminal or criminal within your borders, and that person's criminal activities are also illegal in your country, will you refuse to offer any information, or work to remove that person or persons from your country?

3) What definition are you using for the term 'INTERPOL member'? Is every citizen of a nation affiliated with INTERPOL considered a member? Is every police or government agent of a nation affiliated with INTERPOL considered a member? Or, are only those police or government agents that work directly within INTERPOL considered members?

4) In regards to question 3, are you stating that if a person you classify as an agent of INTERPOL is within your nation, you will kill them regardless of circumstance, or will you kill them only if you have cause to believe that they are operating under INTERPOL's orders? IE, if a agent was vacationing in your country, would they also be subject to the death penalty?

Due to a change in circumstances, The Community will be forced to commit aid to the forming of the new Interpol. We will be supplying aid totalling to $100 Billion, as well as the Siapian Intelligence Network Dossier on every known wanted criminal. We will most probably provide more aid in the future when it is possible.

All we ask for is aid in capturing the Arms Dealer Cassius. The bounty for the faction or individual who succesfully identifies and provides information leading to the capture of this individual has been raised to $100 million. Here is a dossier:

Name: Cassius (Real Name Unknown)

Nationality: Originally thought to be Corsican or Hungarian, is now believed by most to be Siapian or Ceyolian

Background: Is probably a former "made man" in the now defunct Romanokovski Family organization who struck out on his own after the fall of his former employers.

Is believed to have organized a hijacking of a plane carrying gun parts, as illegal copies of the guns appeared on the black market. Also known to have run a very lucrative counterfeiting racket, using the now defunct "Aspen Investment Corporation" to launder his funds. Believed to have orchestrated the smuggling of weapons and drugs to numerous countries experiencing uprisings, and most recently was discovered to be operating a covert uranium enrichment facility, from which 25 kilograms of weapons grade uranium was confiscated.

Current Activities: Completely unknown. No photographs of this man exist. Some question his existence. Believed to be operating in Siap or Ceyol, however believed to have contacts overseas.

Danger: All known informants inside his organization are currently dead or missing. All those who have turned against him to testify either escaped custody or are dead. An undisclosed number of members of his organization are currently detained at an undisclosed location in The Community, however they are all suffering severe radiation poisoning (They were recovered from the enrichment facility). Half are not expected to survive through the night. More information will be provided as it becomes available.

"An interesting set of questions... lets get onto answering them.

1. Yes
2. We would hunt that person down ourselves and try him for the laws he has broken in our nation. If he was operating within our own country and was wanted by INTERPOL, then the laws he is breaking in our country is probably worth the death penalty under us for him anyways.
3. We were thinking only those police or government agents that work directly within INTERPOL.
4. We treat terrorists the same here, irrelevant of their intentions. If they work for something we classify as a terrorist organisation*... they die. I believe the English phrase is: Kapeesh?

To all nations wishing to take part in the new Interpol program:
A meeting will take place tommorrow concerning all issues of the formation and stability of the newly formed Interpol. All nations interested may send a diplomat to the U.E.S. capital of Edland Heights at the International Airport. From there, you will be transported to the Interpol building, and attend the meeting. This televised meeting will discuss any issue relating to Interpol. Foreign attendees are more than welcome to ask questions, protest certain ideas (as long as it is done so in a civilized and respectful manner), or anything else they wish. Your representatives may decide what they feel about Interpol after the conference/meeting, and then perhaps Interpol can truly enter the world as what it was meant to be; a organization, committed to fight the world's crime and national threats.

"You know," said the tired investigator, "that under all of the luggage and dirt and sweat, and the admittedly ugly dress uniform my CO made my wear, and the messy hair, I'm a chick, right?"

Normally the receptionist was the sublime figure of poise and calm, even she stumbled at that one. Before she could apoligize Rika told her.

"Tell ya what. Just say the Old Yeller joke was kind afunny and find someone to carry at least one of my bags."

"Oh, right. I'll have someone down and we'll update your profile. I'll see about having your locker moved out of the men's facilities as well."

As the receptionist began fixing Rika's profile two agents came in. They were both winded from what appeared to be an afternoon jog and walked past the desk giving a quick wave as they headed to the shower facilities. As Rika's eyes began tracing the lines on their visible six packs she glanced over to the receptionist.

"Hold that thought." she said with a wry smile.

As Rika's eyes began tracing the lines on their visible six packs she glanced over to the receptionist.

"Hold that thought." she said with a wry smile.

[OOC: WRONG!
You declare that I am "WRONG!" in melodramatic block capitals, but I don't see how you've demonstrated this. In point 1 you openly admit that NSInterpol uses its own set of rules which are not subject to the scrutiny of and do not require the approval of the national parliaments of the countries over which they are enforced.

In point 2 you make this worse by saying that the member states of NSinterpol can only change these laws if the other member states agree, effectively making all the memberstates a part of each others' governments and making it impossible for individual national parliaments to overturn laws their people are subjected to.

In point 3 you say you will not try to enforce NSinterpol's laws on nations outside NSinterpol... but then I never said you would.

Sorry, NS doesn't work like that. "Anti-interpolers", as you call them, are RPers too, and their posts are just as valid as those coming from "pro-interpolers". You cannot ban people from an RP simply because they are saying things you don't like.

As an aside, I have not at any point hurled obsenities at you. I see no reason why I should be subject to this kind of verbal abuse in return. If you swear at me again in an OOC post I will report you.]

This isn't a debate thread. RP's can be closed off, so naturally this can be closed off as well. Yes Anti-Interpolors can express their opinons, but they should only do so to the extent they need, or otherwise start a special Debate New RP. Otherwise they need to shut up because this isn't a general debate thread, this is an RP.

Ironwell
25-01-2007, 20:26
It was early in the morning as Rika lay sprawled out on the ubercomfortable hotel bed. While the first day in Edland Heights has proved to be "teh suck" as her chums in Information Crimes used to say, day 2 was proving to be a day of luxury.

"Ahhhhh," she said while raiding the mini bar, "Thsi is the the life. Good food, great spread, no Superintendent Waltham breathing down my neck and there's even a giant police confrence. While the brass overuse their yap factories I'll get to hobknob and partake of what I know will be an amazing food tray. Government affairs always have the best food. Now, let's get soem early morning shopping done and......."

It was at that time when the phone rang. Now the call didn't seem to matter right away to the plucky young detective. After the 12th ring however, it started to break her concentration as she was mapping all of Edland Heights' premier retail locations. By the 17th ring she had no choice.

She snapped "What is it?" to the poor person on the other end of the line, after a few seconds the concierge recovered and replied.

"Sorry to wake you madam, it is after all a simply ghastly hour of 12 noon to be awake, but I have a gnetleman on the line who wishes to speak with you."

"Probably that bastard Waltham trying to mess up my good day!" she thought.

The concierge continued, "I have a Mr. Stron Gunderson on the line."

Rika dropped her wine glass at that name. Strom Gunderson, the Lion of Coal Harbour, the former Commissioner of the Ironwell Republican Police, the President of the Republice. THAT Strom Gunderson, was on the line.

It took all of her strenth to squeak out a, "Holy [bleep]."

"I'll patch him through, madam."

"Good day Detective Stoneman," the voice on the line was unmistakable, it was Him, "Glad to see you made it to the UES, our Republic is counting on you most of all to mkae sure this thing gets off the ground. You will be our front line in the global fight against orgainized crime. But enough idle chatter, Detective I need you to step up today. Mr. Larsson, my Solicitor General was supposed to have been our official delegate to the Interpol conference but he's not going to make it. You're the only one we have on the ground, I ahte to do this but there's no choice. You'll have to take over and represent Ironwell at the confrence, can you do it?"

Rika stood there, stunned beyond recognition. Without thinking she shot back, "Hell yes. Umm, hell yes, Mr. President."

This is when the panic set in as she realized she just used the phrase "Hell yes" in conversation with the president, a man she had idolized while he was still a hard nosed cop, her hero. Before she could fathom what she had done he spoke.

"Straight shooter, I like that. You'll do just fine Detective Stoneman. Oh, and I saw what you did with the Ripper, good kick."

The President hung up, Rika stammered out, "Thanks, Mr. President.", hung up the phone, contemplated what happened and fainted.

As she woke up and hour later she collected her bearings, tossed on the freshly dry cleaned dress uniform and sound off to the Interpol gathering. She'd do the old man proud, this was her promise to herself.

The Captain approached the podium, then paused to let the national news stations take a couple of pictures of him. He watched as a rushing detective ran past him down by the seats, muttering under breath "Damn that President", several times. At last, the Captain began, "Ladies and gentlemen, I will get straight to the point. If Interpol is to infact become a reality, we will need to recieve intense support from other nations. I hope that one day the Edland Heights Interpol building will be a bussling buisy building, as buisy as any national police headquarters, but even more so here. For the Interpol building will benefit humanity for years to come, and I am sure, there will never be a absence of cases." He chuckled at his joke, and continued, "Anyway, in order to make Interpol a success, we require massive cooperation on the foriegn nation's part. Only you can make Interpol a success, or just as easily contribute to it's destruction. Once Interpol is up and running, the international Interpol community can work together to capture known and dangerous criminals. But even before that, we need a national leader from each nation. We also wish each nation to appoint and vote for a Head Commisioner of Interpol, to serve as the leader of Interpol. Once all of these things have been done, we will be one step closer to achieving a peaceful and harmonious, not to mention safer Earth. Thank you, and may God bless you all." With that, the Captain walked off the stage.

After the Captain finished. The room interrupted in applause. Feeling a sudden urge to take the point Rika shot up. Int the mad rush she dropped the giant dossier the Ironwell embassy had rushed to her, with only a prepared statement in her hands.

"On behalf of the Republic of Ironwell, I Micheal Larsson, Solicitor General. Wait, ummm, I gues now I mean me. Detective Constable, on behalf of a nation of 20 million souls[gulp!], Rika Stoneman do pledge the full support of my nation to the effort to make ours a safer world. With the full weight on my office, well not mine, but the Solicitor General's. [bleep] I'm screwing this up."

The room suddenly fell very quiet.

"Okay, ummm. Anyways? I, [bleep], not me. The Soliciting General. General Sol...[bleep]. We also commit Detective Constable Rika Stoneman, one of our finest investigators, as our representative to Interpol. Sincerely, Micheal Larsson, Solicitor General, Strength in Brotherhood."

She just stood there, in awe after finishing. In barely two days she had flown to a new assignment in a foreign nation. Walked 35 blocks. Talked to her nation's president, a man she admired since she was a little girl, the man who inspired her to become a cop, her John Wayne. Participated in a global policing confrence. OOC: Wow. it's hella cool to see this Interpol thingy taking off. Sounds like a fun RP. Just figgered I'd wanna put in my two cents. I can kinda see NS Interpol being something that's not quite like, but not entirely unlike RL Interpol. In the meat world Interpol just acts kind of like a coordinating body between member states. Passing information, putting out alerts and other really boring things that don't provide a lot of meat for an RP. It isn't until we start looking at fiction where we get Interpol agents trotting the globe and busting bad guys like there's no tomorrow. Like Lupin III, some Jackie Chan movie I really liked where he kicked the crap out of bunch of bozos while making the occasional voyage into slapstick comedy. I'm proposing we take kind of a middle ground approach between RL and what sounds fun. NS Interpol should try and do the things RL Interpol does, but also maintain agents to track down the notorious criminals who keep hopping borders. Arms dealers, drug lords, child exploitation rings, human traffickers, charming cat burglars who are just trying to keep an evil billionaire from controlling our world, all that fun stuff. Interpol should, at least by my reckoning, investigate those crimes that are shared by most member states and stay away from any religious or political crimes.

The Edland Heights Deputy Commisioner, Alexander Carp, who was made fun of by his buddies sitting with him on the stage ever since he started crushing over Rika in front of them, immediatly stood up after her "speech". He ran over to the microphone and interupted all of the whispers of "my heavens, did she just curse several times in a few sentences?", by stating, "And yes mam. The UES certainly thanks you and your nation for all it has done, and will do." He was grinning ear to ear, still not realising that he had jumped up out of his seat to thank Ironwell.
It was a good thing he did however, because everyone was still to shocked after hearing the constant cursing on live international television to say or do anything.
Carp finally snapped out of his love fit, looked around at all of the people staring, turned bright red and backed back onto the stage. Another man approached the mike. "Well... that was... interesting... does anyone else have any questions or comments?"

The man at the podium answered, "yes sir, I am quite glad you asked those questions. As for the first question, any Interpol (or private police in the name of Interpol) member can capture a known criminal. As long as the prisoner is treated humanely, all will go as expected. The criminal will be handed over to the nation that issued the warrant, the prisoner will go through a fair trial, and found guilty or innocent. No matter the outcome of his trial however, once the criminal is turned over, it is expected that any reward money (if there is any offered) will be exchanged to the nation's Interpol that found the convict. The money may also be split between all of the interpol if it was infact a join effort."
"Second, this has been an ongoing discussion in EH HQ. Here is what was decided: There will be standard weapons, but Interpol nations are in no way obligated to use the standard. We just reccommend it. here are the standards, on case you wish to use them:
Standard Assault Rifle: Heckler and Kotch Germany G-36 Kinetic Energy Round Assault Rifle
Standard Sidearm: US version 9mm Pistol
Standard Sub-machine gun: MP-5 (or Israeli version Uzi, but just because I can picture an interpol agent resembling Arnold Swarzzenegar holding an Uzi chasing down an international criminal)
Standard Shotgun: Bernelli M-3 Super Model
[Anything and everything is up to debate]"

"Thirdly, Interpol laws will begin ASAP."

"Anything else?"

OOC: I will answer your third question OOCly.
Nations can submit laws whenever they want about any issue they want. Until then, we can just go by what we vote is ethical, wrong and right.

"yes, do you need information about the representatives of each member?" Will said finally sitting down.
OOCly, that's a great idea.

I will now ask all representatives to fill out a form:
Name:
Nation of employment:
Former Department (what you did before being assigned to interpol, example being detective, your nation's version of an FBI agent, intelligence, what have you):
History (in general):
Breif physical description:
Personal concealed weapons (we know you all carry something for personal protection, so what is it?):
Preferred vehicle (the UES is purchasing any vehicle within reason for all representatives so we don't have to keep paying a bunch of limo guys to drive you around):
Anything else that may be of importance (can you fly a plane?, or maybe you are a computer genius, able to hack into all sorts of computers and software?):

And and OOC question, what's your general plan to do with this character (have them captured and tortured to death by a mofia crime organization, or have them bust lots of bad dudes and get a salutation from the government, or maybe you are just gonna' go with the flow and see what happens?):

Name: Will Garrison
Nation of employment: Somethingey

Former Department (what you did before being assigned to interpol, example being detective, your nation's version of an FBI agent, intelligence, what have you): Head Of All Police Forces In Somethingey

History (in general): At 18 I joined the Somethingey army, at the age of 25 I became the youngest Major General in Somethingey. When I retired I was made head of police.

Breif physical description: Caucasian, tall like 6 feet tall and people tell me I'm very fit for the age of 37.

Personal concealed weapons (we know you all carry something for personal protection, so what is it?): I carry a Beretta 9mm and a combat knife all the time.

Preferred vehicle (the UES is purchasing any vehicle within reason for all representatives so we don't have to keep paying a bunch of limo guys to drive you around): Humvee, I got addicted to this thing ever since I first got a ride on one.

Anything else that may be of importance (can you fly a plane?, or maybe you are a computer genius, able to hack into all sorts of computers and software?): I have been told that I can make top notch strategies, I can fly planes and hijack them. I also know a thing or two about guerilla warfare.

OOC: I don't know yet, but I don't plan on him dying.
Ironwell
27-01-2007, 06:57
Name: Rika Stoneman

Nation of employment: Republic of Ironwell

Former Department: Ironwell Republican Police

History (in general): As a young girl Rika grew up in the mining town of Tin Narrows. A constant scrapper she often found herself taking on the schoolyard bullies and other helpful tasks, it was just right to her. Immediately after high school she joined the IRP to be more like her childhood hero, Strom Gunderson. A bright and passionate officer she cracked a drug smuggling ring while posted at the Skarsny detachment as a general constable. The IRP saw her skills as an investigator and she was promoted to Detective Constable and assigned to the Criminal Investigation Division, and later Major Crimes. Rika may not be the most methodical or studious detective but she makes up for it with a boundless enthusiasm and vigor for the work she does. As many a commanding officer has discovered, her heart is bigger than her brain at times.

Brief physical description: Caucasian with red hair, five feet nine inches in reasonable shape for a woman of 25. She is considered to be quite attractive by most, but if one has the chance to notice her body bears the slight marks of a hard career of fistfights, knife fights and shootouts.

Personal concealed weapons: IRP standard issue Colt Python, four inch barrel and a rubber combat grip. She also carries a switchblade, she took from the first punk who tried to stab her adn would have preferred to not have had to take it out of her forearm after he was cuffed.

Preferred vehicle: If possible she owns a restored 1977 Dodge Monaco that can be shipped over from her home in Republica.

Anything else that may be of importance: As noted earlier, all too often Rika's heart can be bigger than her brain at times, if someone is hurt or in need she has to do something, anything. This can be a source of conflict with each other, and occasionally herself at inopportune moments. She's not a legendary tactician or a great martial artist. Her greatest ability is probably her seemingly endless well of resolve. She will pop Red Bull and wake up pills to analyze data to make a bust. She will take on a 400 pound coked out brute with a broken arm to save a victim, she will do whatever it takes to do the right thing in her mind.

OOC: A little from column A, a little from column B.

She excelled at every portion of the school and upon graduation was sent to the Special Operations Department. [ V10CC ]

Vault 10 Coordination Council, in coordination with Vault-Tec Corporation, has agreed to enter Interpol project and assist in the Vault-Tec controlled facilities. The Interpol also has the right for all actions on the surface, but, due to lack of police, only limited assistance can be provided. We, however, will give very serious discounts on radiation-protecting medicines and gear to all authorized Interpol agents, as we are interested in lowering the criminal situation.

For further assistance, we sign entering the organization. While Vault-Tec has no particularly remarkable representatives, but the Symmetriad has decided to send one of their newest agents to fill in that role. The form goes as follows:

Name: Paul Neumann

Nation of employment: Vault 10; no limitations to abroad work.

Former Department: Symmetriad Special Division; no more data provided.

[ OOC note: Symmetriad is the least known to the general public corporation of Vault 10. It came into public spotlights well after the nuclear war, when the Vaults' reactors asked to be returned for replacement in less than a month. Upon studying them, the engineers were surprised to find a strange eye-like symbol instead of the familiar Westinhouse or Hydropress markings, and, believing the company which produced the reactors got destroyed in the War, verious possibilities of disposal became the highlights of parties' political programs. The most surprise occured when the representatives of what was called The Symmetriad appeared to take back the used reactors exactly on the specified day.
After that, the Symmetriad repeatedly appeared on the energy production market inside the country and abroad, offering expensive, but efficient solutions for the nuclear industry. It stays the most mysterious corporation in Vault 10 and a subject of amazement for conspiracy theorists and practicioners. While other areas where the Symmetriad works are unknown, what is known is that no organization or organized criminal structure has ever gone against that corporation, or at least that no record of them is left. ]

History (in general): Paul Neumann was born at an unknown place at unknown time. As early as he remembers himself, he was training in the Symmetriad Special Division and Aerospace Logistics, like many, and worked in the SSD for two years. No other data about him was ever declassified.
[ OOC note: Race is Symmetriad/Geneforge N.L.C.*, N-Series #172 ].

Brief physical description: Height 1917mm, weight 86.75kg, black hair, two blue eyes, two legs, two arms, two hearts, two balls, two ears, and one of most else, Paul Neumann enjoys an imposing and charismatic appearance, <s>meticulously crafted by our engineers based on male beauty contest results</s> all completely natural.
(Jeff, another insertion of your damn company into an official document and you won't ever get to preview'em, got it? -Nick)

Personal concealed weapons (we know you all carry something for personal protection, so what is it?): Classified.
[ IC secret: A variety of them. Include a 4mm ceramic/polymer gun mounted inside the left arm, something somewhere else in the body, implanted normal and nonconsensual communication devices (GPS, radio, satellite interception), plus selectable non-implanted weapons. ]

Preferred vehicle: As well as most Vault 10 citizens, due to uselessness of cars in the country, Paul received full pilot training. In this case, at expense of the Symmetriad, it was provided by the Aerospace Logistics Corporation, incorporating 12 years of military and civilian training. Graduated 152 in fighters, 140 in civilian, 177 in helicopter courses, largely due to very extensive training. The most preferred vehicles are stealth helicopters and VTOL aircraft, but Paul also knows in theory how to drive cars.
[ OOC note: These marks are adjusted to keep average untrained at 0, average pilot at 100, the best ace at 200. The scores are very good for the 12-year eight million dollar course, better than most working pilots have, but outstanding only for helicopters. Normally everyone in Vault 10 can fly planes at scores 50 to 100 - this is the only way to get around without becoming all shining in gamma. ]

Other details of importance: Paul was trained as an infiltration specialist, with extensive knowledge in quick establishment of personal relationships, legally and illegally operating all kinds of electronic equipment, and entering any buildings. Paul is equipped with the latest generation of implants and modifications, and has received full MPFC certification in "How Not to Be Seen" and "How to remove different parts of the body" courses.

Status confirmation requires power projection capabilities exceeding an average nation and at least one confirmed event of eliminating an opposing company in 24 hours after their lawsuit is filed.

Message to all Interpol members

In recent events the President of Somethingey ordered the country to go to DEFCON 1. Kacy (the President) said she gave that order for two reasons:
1.) Somethingey is helping Royal Code in a war
2.) Somethingey has declared a war on drug & gun smugglers, who have been sneaking illegal items into Somethingey

With these two events Somethingey's armys let alone police force is starting to thin out. Patrick Flynn is the leader of the smugglers. Here is his file:

S.I.A
Somethingey Intelligence Agency
TOP SECERCT: LEVEL 5 ONLY

Patrick Flynn is wanted in Somethingey for: Several crimes including selling of illegal arms, drugs, and entering the border of Somethingey 2 times without a passport.

Information: He is a middle aged Russian, he stands at a 5 feet tall 5 inches. He also only speaks russian and english, he always has at least 7 guards with him. Patrick is believed to no longer be in Somethingey, but be warned he is a old solider that knows how to fight very well for his age.
Reward for the arrest or information that leads to his arrest: 10 billion dollars

Anything else that may be of importance (can you fly a plane?, or maybe you are a computer genius, able to hack into all sorts of computers and software?):Sameal is an expert sniper. his medical training has lended him a unique talent for extricating information in painful ways. sameal is also well trained in flying aircraft.

And and OOC question, what's your general plan to do with this character (have them captured and tortured to death by a mofia crime organization, or have them bust lots of bad dudes and get a salutation from the government, or maybe you are just gonna' go with the flow and see what happens?):go with the flow

Samuel Hartigan has served the Republic with distinction for 30 years in the application of frontline justice. As Commissioner of the Iron Rapids Metropolitan Police he has overseen the safety and security of our nation's largest centre from the street to the echelons of power with pride and integrity. During his career he has overseen multiple initiatives for the betterment of the cause of justice including spearheading measures to increase cooperation between his force and the federal Ironwell Republican police, as well as a citywide camera system that has taken root nationwide. In 1996 he assumed the post of commissioner after an illustrious career in major crimes investigation and rebuilt the IRMP after a devastating corruption scandal that rocked the force to its very foundations.

With the exception of maybe President Gunderson he is our nation's most prolific living lawman, and we feel he would make an outstanding candidate for the post of Commissioner of Interpol.

Name: Annabell Scott

Nation of employment: Aqua Anu

Former Department: Royal Police Force of the Queendom of Aqua Anu

History (in general): Annabell graduated from the academy and was on the streets of Aqua Anu. Of course crime being as rare as it is, it was suprising the ammount that was going on. A rare crime wave. Druggies, murdres, assaults, the list was stock piling. She eventually decided to move onto R-S.W.A.T. One day there was a tense stand off as a mad gunman in Magdaline took the sunday service hostage. Unfortunatley it had to end with a breach from SWAT or a lucky sniper shot. Just as the cheif was preparing to send SWAT in, Annabell convinced him to take a chance on the Sniper Shot The sniper shot was made by Annabell and it was direct hit. The man was shot down, and no hostages were killed. Princess Akoowa awarded her with the Royal Gold Star (Highest Police decoration) But the fact of killing a man was a bit much for her. She nearly left the police force but her older brother convinced her otherwise.

Personal concealed weapons: Standard Police issue Hand gun, Sniper Riffle

Preferred vehicle: Anything will do, but if you have canals a personal boat would be great. But it's probably not that way as it is in Aqua Anu, so any car will be fine

Anything else that may be of importance: As was mentiond She has served on SWAT for some time. She's a good sharp shooter.

Regarding the Green Notice sought in connection with the Knights of the Templar

As of January 31, of the current year, David Conroy, the Prime Minister of Stevid has announced he will not willfully hand over the Knights of the Templar group to interpol or any international tribunal. Thus all Knights can only be captured on International Territory, and can and be subjected to extradiation. It is now requested that Interpol Update the current notice to a RED NOTICE

The Knights Templar will not be handed over to INTERPOL or any memberstates of INTERPOL under any circumstances. We will divulge that there are some Templars on foreign soil but not on any INTERPOL memberstates' soil. If a Templar is seen/found then we emplore you not to make an arrest for you forces own safety. It is widely known that one of these knights are more than a match for some of the best special forces units in the world and one can take down a fair amount of troops on their own- they are the apex of military training and military/religious discipline and will not go down without a fight.

We can promise you that if an attempt to restrain one is made, the people making the arrests will lose at least 75% of their own number which is the average for a Templar resisting a simulated arrest. If an arrest is made than a military prison break must be considered a real possibility.

Thank You

It has been said correctly that RL Interpol won't work. So I believe our version should not introduce own laws, but rather hunt down criminals on behalf of nations, member and not. And we'll just decide if there are laws that are oppressive and don't fit certain things... for reference, which do seriously violate civil rights as they are perceived in NationStates game mechanics.
As for funding, I'll assume there is the Interpol fund, where interested nations devote some of their funding, plus which will collect rewards, and which funds Interpol activities. And network expansion. Currently we've got a good deal of funds from Siam, and I'll try to find a way to put some of them to good use.

So, as of now, we are just a team of best agents from around the world, some personnel from participants' FBI/KGB-like structures, plus have their cooperation. Later, we'll grow. It isn't like RL Interpol, which is based on cooperation of all police rather than a central team of elite agents, but I think our version will be much more entertaining. The blend of character and national roleplay is quite easy to play, and at the same time very involving - it's like the way many good movies are made, both showing the big picture and zooming in to the persons who make it.

[ IC; secret, except for Interpol staff. BTW, the list of agents and their nations would better be consolidated somewhere - reviving NSwiki article seems like a good idea. If no one minds... ]

Greets, all.

So, it seems that the option of using a jousting contest to arrest these new templar knights is lost to us. A great loss, truly, don't you agree?
Yeah, and it seems the action movie way will be a bit risky too. I'm quite familiar with this kind of guys - crazy religious weirdos shooting around at anyone once they suspect something.

Please, all who are doing field work, come tomorrow evening to the temporary Interpol office. If something is wrong, call Vault-Tec, and they'll get an Aerospace Logistics flight for you. My former instructor, Maxim Vissarionov, is going there tomorrow. He'll give the basic training to each of us in the "How to remove different parts of the body" course - it's the way we used to arrest people when I worked in the Symmetriad. I particularly expect Annabelle and other snipers to come, as you'll be really needed. Take along any other agents you work with, especially snipers and doctors - as long as you have a good last-gen medkit, this is a much safer way to get dangerous criminals into custody. Max even once carried a criminal in a suitcase, though he had two Geneforge NLC medics with him who plugged that body in before it bleeded to death.

And, just if you wonder, Max the one who blasted the anti-genetic luddists and turned Geneforge LLC into a No Liability Company (http://ns.goobergunch.net/wiki/index.php/No_Liability_Company), wiping the last religious fanatics out of Vault 10 as they dared to oppose the corporations. So he can teach you much more than just that. As for me, I'm not as much of expert, and had just two years of operations, but the Symmetriad guys have trained me, probably, since I was born - and I'll sure be glad to exchange the experiences.

See you tomorrow,
Paul.

Encrypted Response:

Thank you for your letter, I will be sure to attend.

On other notes:

With the last response from the Stevid Government, it is apparent Interpol needs more secure lines of communication. I ask all of you from here on out to encase in a special Interpol code used by Kanami-Interpol and the Kanami CIA. Also as the UES is the head state of Interpol, I propose they also format a private code. This will make manhunts far easier.

Regarding the Kngiths of the Templa, regardless of the cautions urged by the Stevid Government I belive the Knights should be taken down. Extradation of live capture is now out of the question. Stevid won't prosocute these terrorists, and I can honestly assert that their warnings are all to real. The knights are extremly dangerous, be very careful. But also remember they are like all, mer mortal. Every mortal goes down with something

Peter Gossard

[ 'nother OOC: Modern buildings aren't, strictly speaking, built of concrete. They are either of foamed concrete or concrete filled with ore processing waste. It's considerably lighter and much cheaper, even when reinforced, but not nearly as strong as real concrete, used in bunkers and containments. But, for instance, the building of a nuclear research institution in one of Soviet cities, IIRC Krasnoyarsk-26, has 3 meter thick solid concrete walls to contain whatever could happen there. It looks as a stylish oval building office with perfectly flat walls, and, in the safe side, wall-blended seemingly frameless windows. I know a former student who got his Doctor there; according to him, they even used to sleep between the windows.
Yes, that's what I mean - Vault-Tec surface buildings aren't unlike it, and it is the style I think will fit. Smooth, ultra-modern, but hiding a building stronger than medieval fortresses.
I would do it for free, but I promised to play as corporations... and you know corporations aren't charitable entities; so raw cost is the lowest a corporation can offer. But, however, the corporation will offer more than any other contractor; and, after all, someone must build it, right? ]

[ IC: ]

=== Vault-Tec ===

It came to attention of Vault-Tec Corporation that, as of now, Interpol has no own assets and has to rent office suites. Supporting the goals, we offer to undertake construction of the central Interpol building, as well as facilities worldwide.

Why Vault-Tec? Because we believe that Interpol, with all the danger presented by openly criminal governments, should have the best the world can offer in terms of security and safety. The construction technologies of Vault-Tec are surely not the ones to break the market by low prices, but surviving the massive nuclear bombardment is the real proof of their reliability. Since then, Vault-Tec is responsible for construction of all valuable facilities in Vault 10 lands, measuring many millions of cubic kilometers of thermonuclear-protected deep underground facilities. We are not on the makeshift warehouse market, but, whenever one builds for centuries and millenias, there are no lower costs and no better proven quality - we are the specialists.

Vault-Tec can build a fully integrated, scalable complex for Interpol, containing all that is needed. We are not just about vaults - our surface buildings can be made to look peacefully, but be real fortresses in construction, using bunker-grade reinforced prestressed concrete rather than foamed concrete typical of modern buildings. One can say goodbye to terrorists with our security systems integrated into buildings themselves, aluminium oxynitride glazing, and, even if nothing else helps, our emergency jet elevators can deliver the personnel to the deep bunker in less than a minute. Vault-Tec/Kriegsbahn subway networks connect all cities and facilities in Vault 10, and constructing underground lines in any terrain is just a usual work for us.

Will it all be expensive? Yes, it will cost more than a crumbling warehouse. But our prices are aimed at those who know what they want, and the average of 11,000 caps for square meter of a two mile deep facility, immune to even consequent thermonuclear bombardment, is not that high a price for security of agents valued at billions of dollars and national leaders. The cost of top-protection surface facilities is much lower, at average of 3,000 caps per meter, and our architectural design is reknowned for modern style, not to mention that a truck with explosives or a plane crash mean little to our customers behind meters of dense concrete - Vault-Tec is the contractor for many countries' nuclear reactor containment buildings, which were tested against higher threats, and none of our buildings is built to a lower standard.

Yes, everything has a cost. But, as Interpol is not a for-profit corporation, and as we support the goals, we can make it much more affordable. First, we'll take only the compensation for direct materials and labor costs, which is much cheaper than normally; and, second, we are ready to suspend the payment until Interpol gains additional profit from contracts for criminals. We assure, though, that, though costs are higher than normal "rented office" style buildings, they won't be considerable in the current 120-billion Interpol fund. Furthermore, just serious insurance of such organization as Interpol, considering both irreplaceable personnel and high risk, would cost more than the top-level protection we offer.

Vault-Tec can start construction shortly, and, if there are no serious objections, we'll begin it as soon as UES provides the land and permission to build the facilities.

=== Vault-Tec ===

[ Well, so that we don't end with someone flying in space and someone living in the Middle-Earth. Though I'd say PMT, close past tech, or low fantasy (non-magical) aren't wrong at all, as long as it is a nation at least occasionally playing along with MT ones. Just that an organization can't exist simultaneously in different timelines. ]

We wish to join InterPol. As our justice system is currently struggling to apprehend domestic criminals, however, our heavy assault teams are capable of taking on high level threats.

Pending our admission, we would like to issue warrants and bounties for any member of the New July syndicate. They deal in piracy, terrorism, theft, and trade heavily on the black market. There is a 100,000 USD reward for any low ranking member (DEAD OR ALIVE). A 1,000,000 USD reward for any officer (ALIVE). And a 100,000,000 USD reward for the supreme leader of New July, Hadrian Hilkes Jr. (ALIVE)

We're transferring our personnel next flight. Special equipment will be, as usually, airlifted by Aerospace Logistics, and the orders for initial construction preparations have already been sent.

As of now, we suggest to construct an independently standing complex 2 km from the border of Edland Heights occupied area (to provide room for city expansion), but linked to a central highway. A park around it would be 3x8 km, providing warranted area for additional buildings, green zones, a small independent airport, and for training grounds. We are ready to accept sketches or reference pictures for the official building which will face Edland Heights and represent Interpol to others.

In the park, besides the official buildings, there will be ALC-provided protection systems concealed as normal buildings, providing defense against missile, ground and air attacks. Vault-Tec will keep an office in the complex so it can qualify as Vault-Tec asset under the Global Strategic Missile Defence Project (http://forums.jolt.co.uk/showthread.php?t=509959) treary rules, warranting high degree of protection against missile attacks, provided by a large-scale international project. This will make Interpol safe from rogue states.
The exact coordinates of the underground facility won't be disclosed to anyone; the geologists will work on data without coordinates, and engineers will only receive processed data. Rapid transportation to the facility will be accessible to all Interpol staff which needs to be there, but with measures to ensure security of the complex. Escape routes will be prepared for the personnel in case everything else fails.

In the underground facility, we currently plan to include:
Data analysis and briefing center
Training center, for all agents and field staff
Medical/genetic/biotech center, both for personnel medical servicing and for material identification
Criminological laboratory
General research center
Manufacturing laboratories, to enable small-scale production of custom equipment
Computing center
Coordination/command center
Secure encrypted communications
Storage zones
Fully indepent power, water and air supply system
Personnel quarters, for temporary resting, special occasions, added security
Recreation zones
Special restricted areas
Reserved zones for future expansions
Full cargo/passenger transport system, including escape routes
Emergency system
Automated and crewed defensive systems
Other
(Suggestions accepted)

The cost will be kept as specified, without any for-profit charge, only direct costs of materials and labor required; it won't overload the budget. Additionally, some Lightning Communications dual-purpose satellites will be redirected to pass over the area, to provide security and protection against threats like "godrod" satellites or other emergent space-based warfare, as well as early warning. Lightning Communications worldwide network will also provide data wherever required. This will ensure high awareness and reliable access to worldwide data.

Wow. You're really going all out with this. Fine by me....

IC: Maps and other details are being sent to your headquarters as we speak. Note that Edland Heights is on a three way delta, almost completely surrounded by lakes, rivers, and swampland. If you wish to build on the "island" part of the city (the part mostly surrounded by water), where the swamps have been cleared and there are virtually no natural building obstacles, you are more than welcome. However, space is limited. Also, highways, trolley systems, and air bridges (upper level highways) block some of the perfect building locations, forcing you to split up the complex between the various obsacles. If you choose to build in our reccommended location, the southern lands from the capital city, you will have miles and miles of building space. You will have to face the fact that the land is virtually mass swampland, with loads of forests. It is also far away from most civilization (about an hour drive from the city due to the poor roads which require constant maintenance due to the swampy surroundings). The only good thing other than the abundance of land would be the fact that many small natural harbor like lakes in the area cut across the main rivers, so potentially you could ship your materials in.

Whatever you do choose, we are willing to work.

To all nations whom have donated money to Interpol:
Thank you for your contributions. They will be used to construct the massive Interpol complex and keep it going after construction.

[ OOC: Well, since we decided to build it seriously, it should more than just a set of offices, but rather a base of operations and special training. Some things I'll mention are references to UNATCO, and I guess some events might be resembling, but not the same, with different undertones. However, the construction will so take some time, and we'll RP it to some extent. So let's suppose we're holding a follow-up conference in your country.

For the contractor needed, yes, it is needed, from another country, it isn't just internal. ]

=== Vault-Tec - United Ed States conference ===

Vladimir Andreev, the project head architect, opened the conference.

"Greetings to everyone. So, straight to the point, we have evaluated the site options.
Since the complex is planned to have a lot of underground facilities, it's impractical to have city systems around, since, while depth avoids effects on the surface, moving ground around would be slow. Having some distance also helps security of both, preventing damage to the city in case of terrorist attack.

For transport, the airport should handle communications with other cities and countries better in any case, and a subway also may provide rapid transportation between the complex and the city, without interfering with surface problems. The construction on the southern lands will be the most preferable option, as access to water transport will allow to ship the excavated ground to a better use.

The land can be terraformed later, but it's the part Richard Lambert, the financial director, will explain better."

Richard waited for a few seconds, loosened his tie a bit, and started to speak, rolling his pen in fingers.
- "Well, with some terraforming, creating a well hospitable park from swampy area with some forests isn't hard at all, it was done a lot of times. But I'm afraid we have problems here. You see, Symmetriad and Geneforge NLC are pretty... so to say, not entirely happy with all this, ehr, about Paul, I mean. These improved agents aren't supposed to be heard about, let alone leave. Let alone with three specialists, and we even helped Max escape... "
- "Rich, they don't care about them." - Steven, nuclear engineer, interrupted - "They hire and fire high-tech specialists a hundred per day. And their "sensei" would end up riding the rings anyway. It's just about that fifty-billion modification project."
- "Which would never pay off anyway. What's the profit? That hyped temple slaughter** could be done by ALC bomber for two hundred grand. Even Max didn't pay off, and he was maybe a hundred million for them. How could this project ever pay off?"
- "He was never supposed to." - replied Steven. "They just invest in the research. You know Symmetriad never spends for nothing. And let's get back to the matter."
- "OK, OK, I'm going there. I mean, just.. Ehr, not that. So Geneforge NLC is all crazed about possible latest technology leak, and they are the best bidder for terraforming. And the Symmetriad is all silent. Without them we won't even get the power and data systems in time. There's cheap stuff around the market, but at least the Symmetriad tells when their machinery can break, and we know it breaks only then. I... we... well, we hadn't a single unpredicted failure of a reactor or a control computer in decades, and we always had them all made and installed by Symmetriad, so why have the purchased equipment testing team. They had nothing to do, so there's just one man there now."

Vladimir turned towards Richard.
"So you say we have lost the capacity to test equipment. What is the reason then that nobody was informed the team was dissolved? Yes, all power and data systems are installed by the Symmetriad, but we were supposed to retain independent construction capacities. And now, if they refuse to work on a project, what now?"

Richard looked all doomed. - "No, not dissolved... we just reduced it, it doesn't have to be reported. And we can build it, just that if... ehr, if we put some cheap replacement and it fails... and especially a reactor - and it fails in foreign territory... I mean, even if we find another passively safe design, it has to be tested first, and we need system redesign. And... the installation team is also reduced. I know... just... just that we need to redo it from scratch, and our systems engineering department never was anything like what the Symmetriad has anyway, and many of our best people are now working there. But we can change the plans, right? Just make it simple? Or hire NCR Heavy Industries to do some work?"

"To be precise, NCR reactors use Symmetriad control units, and probably all their systems do so as well." - Steven corrected briefly. - "And they didn't refuse, they just sent their CEO to speak with us".

Noticing the surprise on the faces of two UES representatives, James Griffin, the relations manager, proceeded to explain.
"He's about our specifics. You see, in the Symmetriad CEO, neither general, nor department, have a limited influence on real decisions..."
- "And, specifically, they are all fake. James, we aren't in public, put the things straight." - Steven interrupted.
- "Yes, putting it straight, all their high-titled positions are fake. They just find a popular person - a prized scientist, a top-famed producer or action actor, someone considered a hero, or anyone else in the spotlight. Then that person gets officially appointed at some high position, without having to do anything, gets a secretary, and info is hinted to the press. This way, the press is happy because they can make up investigations and hype about who that person really is, the person is happy because the hype is about him, and the Symmetriad is happy because they get a nice public face which can't be easily contacted, and can be sure these public figures won't leak information, because they aren't told a thing about the company." - James explained.

Steven sighed and changed tone.
- "Enough. What do you really think is going on? Vault-Tec relationship with Symmetriad is not a question of such nothing. They need us more than we need them. Whom do you think they are going to sell with their prices?"
- "Well, they were selling to some nations, and there's ALC. And they may just skip this project..." - Richard tried to argue.
- "No, wrong. They won't go anywhere. I'll tell you what's going on. The Symmetriad knows the agent wasn't loyal enough anyway, and we didn't capture him or something. They are disturbed because it all was within their system. The agent was sent, legally and formally, without approval of the real planners. This means there's a flaw in their system, and they don't tolerate flaws. They just isolated the system for a while."
- "So?"
- "So there will be some head circus" - Steven continued. - "They will fix the system, find who's responsible, fire the cleangenes and send the improved to kiss gas balls. Aerospace Logistics is probably already preparing it. You'll see, wait a few days and they will send some one-way space research mission.
That day we'll call them again. As long as Interpol doesn't touch them, that agent leave is fine. They don't keep disloyal elements within the system, and you have to be really clueless to think Symmetriad can possibly drop a contract because of some emotions".

"Stop it. Fine, we got this sorted out." - commented Vladimir. "Now, what about Geneforge NLC? They don't have many contracts with us."
- "They don't even know what to demand. First they told us to immediately send the agent to them - like if they hadn't sold him from the very beginning. Yesterday they just send a note that if any of their improved is captured or killed, he or his body will be returned to them immediately or proven totally eliminated." - replied James.
- "What does it mean?"
Steven giggled in response. "From what I know of them, and we knew them well when I worked in the Symmetriad, it means that otherwise it will happen accidentally."
- "Do these agents have a self-destruct system?"
- "Not sure. But if they don't, an external one will do. They aren't particularly considerate about collateral damage, but very concerned about not having the agents captured. I bet some offshore company somewhere is already buying weather satellites from another offshore company."
- "It's their business, then. Ours is to build the complex. So, what about terraforming?"

"We had a clear message, I think." - James answered. "But it isn't top priority. Richard, know of any other contractor for that?"
- "We need to seek one. I'll put it on public bid, right?"

=== Temporary Interpol office ===

Paul was walking around, checking every agent who arrived. "Anyone we missed?"
"A few will only arrive tomorrow." - one of the UES representative said.
- "Then we'll have to suspend the meeting. I'll send the invitation to new agents as well."

**He refers to the history of Geneforge becoming a No Liability Company.
Just a few years ago, Geneforge was a mere Limited Liability Company. The NLC status was connected to a scandal, started after a shipment to a New Reno, labeled "bulk preteen slut" (http://uncyclopedia.org/wiki/Preteen_slut), was discovered to originate at Geneforge LLC experimental laboratories. Even the generally immoral public was shocked upon discovering tens of children bred for prostitution and traded like cattle. The resonance made many question whether the way Vault 10 went was the right one, and strengthened the opposition.
The last surviving disciples of religions formed the Temple of Sacred Godly Creation, an organization aimed at banning all genetic research and driving public opinion against corporations involved in it. However, in 4 hours after the lawsuit about promoting child prostitution was received by the court, an unknown Geneforge LLC agent planted RDX inside the supports of the Temple, and then shot the few people who managed to crawl outside. Soon the court was informed that neither the address of the TSGC was valid any longer, nor any of their staff were alive, and so the lawsuit was dismissed. Proving in this way their unconventional warfare capability to be no less effective than tanks and armies, Geneforge was declared a No Liability Company.

Later, the shipment was proven not to contain any true humans at all, just XB-412, which was a genetically modified human-based creature lacking functional brain, but capable of always staying with visible biological age of 10-14 years. The bodies were designed to be disassembled to organ replacements for New Reno bordellos prostitutes, to extend their service life and satisfy demand for child prostitution using efficient, skilled and consensual workers, rather than risking getting some hollow-pointed presents from a concerned citizen***.
Furthermore, XB-412 turned out to be unsanctioned by the company, secretly developed by one of their less ethical researchers, used for his own pleasure and sold to mafia groups for serious profits. Despite that, Geneforge - now NLC - publicly apologized for the incident. The creator was transplanted XB-412 himself and shipped to a New Reno bordello to work. The experiment was halted and never restarted.

=== Vault-Tec - United Ed States conference ===

=== Temporary Interpol office ===

Paul was walking around, checking every agent who arrived. "Anyone we missed?"
"A few will only arrive tomorrow." - one of the UES representative said.
- "Then we'll have to suspend the meeting. I'll send the invitation to new agents as well."

Special Note to Interpol Nations:

It has come to the attention of our Government that an Interpol Agent has been captured in RedTide2. As we are still in a state of war (With a ceasefire inacted) It's probably best I avoid RedTide contact untill final negotiations come. I don't know what the negotiations to retrive the agent will cover, but I can assure you a few things:

RedTide will bring up our calling for the bounty of the Knights of the Templar
Regarding Duchess Shino
Accusing Kanami of planting agents in their nation (which we haven't)

And otherthings I'm sure I have not coverd. If you have any questions or concrnes regarding Kanami-Interpol's Warrents, you are more than welcome to contact me in Kanami via, phone, or come to me in Kanami. At this time I can not travel outside of Kanami for safety reasons, and I certianly can't be caught dead in RedTide untill we are ready to come back to the negotiating tabel.

Yours In Partnership,

Prime Minister of Kanami

=== Vault-Tec ===
To all Interpol members

The constant noise of landing and taking off heavy airlifters made the main construction area an annoying place without a headset. Paul drove the tracked pickup along the river, filled with tugboats pulling barges with ground or equipment, until he reached the builders' camp, conveniently set somewhat aside. Most agents were expected to arrive at the airstrip today, setting in the camp as well.

Inside the camp it was much quieter, and Paul finally felt relaxed in the unfamiliarly warm climate. He entered one of the makeshift container buildings, planning to rest for a while.
Soon, though, he was disturbed again by sound of shooting - and not just pistols - someone seemed to be firing machineguns, clearly intending to ruin the nice day for him. Paul stood up and went outside towards the noise.

At the far side of the camp, the agents had set up a shooting range, practicing with the new R1 rifles (http://z13.invisionfree.com/The_NS_Draftroom/index.php?showtopic=3400&view=findpost&p=1156532) BoS supplied recently. As he came closer, Max recognized him, waving everyone to stop shooting.
- "Is it what you wanted the meeting for?"
- "No. Paul, I've told you, not everyone here is as good with rifles."
- "Why would they? We are not soldiers."
- "Just decided to see how good a sniper everyone is. And they'll have a lot to teach you and me as well, believe me. Let's just start the preliminary meeting."
- "So what?"
- "Just let's see what other agents have to ask or tell." - Max turned his head, addressing it to everyone.

At the makeshift range Rika was blasting away target after target with the spiffy new R1 rifle. After nearly kicking down the boss' door over the Red Tide incident she had to do something, and so she played with big guns for a bit.

As the last shell casing hit the dirt she looked over to the other agents.

Will was walking down the range. He was still ticked off about the tight space in the sub, the one he got off only a few minutes ago. He looked at the gun. He had no clue on how to use it. He could have ask for help, but his pride stopped him. He took the rifle and he took aim at the target. He had no clue what to do or at least untill he started to try the gun out. Some people laughed at him after he missed his first 5...err 10 shots, but if you looked closely at his target each shot got closer and closer to the center. This kept happening untill every shot he fired hit dead center. Happy about learning how to use a new weapon without any help. He got up and asked where he could get some chow.
"So how is the rifle?" Asked a random person.
"..." Will said nothing, to hunger and tired to answer.
"Hello?"
"What?"
"How was the rifle?"
"What rifle?"
"The R1 rifle. The one you were just shooting."
"Its ok, but..."
"But what?"
"It is tough to learn how to use it."
"Didn't you read the manual?"
"What manual?"
"The one next to the rifle." Will cursed himself and walked away from the person in hopes of finding food and a bed. It was a long day and even that was an understatement.

"Max, my damn ears are all ringing, and these plugs don't help!" - Paul pulled off his instructor's headset and shouted right by his side. - "You've told we have subsonic ammo and silencers! Where are they?"

One of the agents pointed to a wooden crate with large letters "63-SSR: Subsonic rounds, 8x63, Depleted Uranium, 40-round box, 50pcs", close to the crate with accessories. Paul took some silencers out of their elaborate packaging, grabbed a belt with heavy magazines, and almost pushed them to everyone with a rifle.

Peter was sitting at the grass at the moment, reading the manual. He returned to read it after each few shots, tried to aim well, and actually did better than Paul with single rounds, but his accuracy wasn't as good as Rika's. When Paul reached him, they exchanged a few words quietly, and returned to her together, as she has already changed the magazine and was working on the unconventional silencer mount. Peter took the rifle for a moment, finished silencer installation and returned it.

"So, Rika, what about really trying blindfolded?"

[OOC: Peter also switched it to full-auto at maximum rate of fire. And the subsonic uranium bullet already kicks back like a 12 gauge shotgun.]

sameal walked down the range still dressed in his battle gear having just got off the plane from the possible rescue mission. he pulled out a pack of smokes lit one up taking a drag stopping next to one of the rifles picking it up looking it over he grabbed a magazine and loaded. taking a step forward he took another drag and raised the rifle pointing it down range he took one shot sending a round down range the bullet piercing dead center of the target. he lowered the weapon and took another drag as he switched rifle over to automatic and raised it once more squeezing th trigger unloading the rest of the clip the round all piercing the center of the target. being as big as sameal was the recoil didnt effect him. he grinned as he put the weapon down and finished his smoke. " not a bad gun if i do say so." tired from the flight sameal walked over to a nearby tree and laid down propping his head up against the trunk and slide his hat down over his eyes watching the other fire the new rifle the sound of the weapons almost soothing to him after his many years in combat.

Will who have yet to find food, something to drink, or even a place to sleep was now walking down the same gun range he was before.
"Don't tell me I'm lost." He whimpered. He started to get bored and walked over to a tree. Bored as bored can get, he started to stab the tree with his knife. A man who was resting there stared at Will.
"Sorry..." Will said walking away. The man just went back to what ever he was doing before. Will now had no idea what to do, bored, hunger, thirsty, and tired. This was truly not his day, when was it ever? He thought of the answer quickly.
"Never." He went to a spot at the range, took out his 9mm and open fired at a target. Now this was his type of gun. He had to get a new target after each magazine because there would be nothing left of it when he reloaded. His aim was beyond precise. He didn't waste one bullet. He aimed at certain spots on the target and when he was done the target would fall a part. He smiled.
"This day is finally going good for me." His stomach grumbled and he cursed very loudly that any one within ear shot and was not firing a gun would hear him.
"Not my day."He said and cursed again.

Mitchell Wayne, the official UES NBD executive, sent to oversee construction picked up a R1 and fired it. "Crap, man. This thing is crazy. But it will never replace the all purpose G36ES." He called over his armed escort, took the personal defence weapon version the guard was carrying, and blasted away at the nearest tree. "Ha ha! That is true power!"

Seeing Paul's invitation to her little challenge, Rika took the loaded R1 and walked up to him, snatching his tie.

"Hope you don't mind if I borrow this?"

After tying it around her eyes, she shouldered the rifle.

One magazine later, every target was still intact.

"Hey Paul, how'd I do?"

He looked over at the range, "You winged the pregnant lady."

"Well, I never said anything about hittin' stuff.' she shot back with a mischievous grin.

"Now let's see how I do it" - Paul reloaded the rifle, crouched behind one of the crates, tied the blindfold and let Rica check it.

Silenced, rifles now only roared slightly, and he took off the headset. Paul listened to the sound of stray bullets hitting metal targets in his sector, and fired short bursts at each. When he didn't hit, Paul repeated the burst. Then he aimed between two targets, and emptied his magazine there, one of the bullets hitting the last target.

"It's done this way" - he commented, as all five of the targets he aimed at were shot, even though using up all the rounds. - "Just use the sound a real target makes."

The Grand Dunchy of Heimerslande wishes to join INTERPOL. Heimerslande is a small nation but is a member of a coalition of other such states. We specialise in espionage, covert operations and rapid response situations, providing protection for our coalition.

We would like to offer the services of one of our most advanced agents, Daniel Oversmann (his details are shown below). We will also offer the services of the Heimerslande Assault and Covert operations squad (or HACK). This unit is famous throughout the region for their speed and skill in rapid assault situations and other such covert/semi-covert missions. They are a highly mobile, airborne or amphibious unit and, as a result, can be deployed very quickly into war zones.

Name: Daniel Oversmann
Nation of employment: Heimerslande
Former Department (what you did before being assigned to interpol, example being detective, your nation's version of an FBI agent, intelligence, what have you): HACK; covert operations
History (in general):Aged 21, he graduated from one of Heimerslande's top military acadmies with honours. He then joined the HACK and aquitted himself very well, soon moving into covert ops. Now aged 26 he is famed for his cool head in combat situations and his skill in unarmed combat. He is one of our most capable and dependable agents.
Brief physical description: 6 foot 2, light brown hair (cut short), blue eyes, muscular build
Personal concealed weapons (we know you all carry something for personal protection, so what is it?): Not required due to his prowess in unarmed combat, although often carries a small sidearm as a precaution. Knife concealed in footwear, though mostly used in survival situations.
Preferred vehicle (the UES is purchasing any vehicle within reason for all representatives so we don't have to keep paying a bunch of limo guys to drive you around):no preferences, often uses HACK transport
Anything else that may be of importance (can you fly a plane?, or maybe you are a computer genius, able to hack into all sorts of computers and software?): Accomplished helicopter pilot; fluent in many World languages, including Mandarin, Japanese, Arabic and Russian.

And and OOC question, what's your general plan to do with this character (have them captured and tortured to death by a mofia crime organization, or have them bust lots of bad dudes and get a salutation from the government, or maybe you are just gonna' go with the flow and see what happens?): go with the flow

OOC: Heimerslande is a small nation, but it is only one of my nations and is backed by several non-RP nations of mine and so has far more military and financial clout than it would seem at first glance.

sameal watched as the man stabbing the tree walked over and drew his weapon firing at the target. seeing the targets shredded one by one impressed sameal. he stood up and reached into his gear bag pulling out a MRE pouch and headed over to where will stood tossing it on the crate. " if you shoot like that on an empty stomach id hate to see how you shoot on a full stomach." sameal reached unsnapped the holsters under his arms and pulled the two automatic dessert eagles out from them. with one in each hand he aimed at the two targets down range and empty the clips into them each round flying through the target dead center. he released the empty clips and reloaded the guns placing them back into the holsters. " good to know if we ever end up in a fire fight theres someone else here that knows how to use a gun." he snapped the holsters shut and looked at will "that MRE might not be a steak but it will put some food in your stomach."

Will then got up, took out his 9mm and fired at a target. The target like the rest fell apart, but it only took half of the magazine this time.
"Also, where did you learn to use two guns like that?" Will send putting the half empty gun in his holster.

" in my nation all men must serve in our military i was recruited when i was 16. i spent 20 years in the service almost of them in command of an elite special forces unit. after several years in constant combat it just became sort of a second nature to fire both weapons. it did take awhile to get good at it though you just have work on your arms and remember to breath. the only really hard part was being able to do it with such a large caliber". sameal reached and drew the Steyr SPP 9mm from the thigh holster and cocked it. "you learn many thing when your life depends on it" taking a look down range then looking back to will samael raised the SPP and with out looking fired of a full clip in an automatic burst tearing the target to shreds. he lowered the gun reloaded it and offered it to will "give it a shot".

"Ok." Will said taking the gun. He did a once over of the weapon. Will took aim and fired. About 3/4 of the bullets missed. Will thought that he did better then his try with the R1. Will laughed a little.
"I'm only good with hand guns and knives. I was a Special Op soldier. I mostly did on the field battle plans, but I get the chance to shoot someone and/or stab them with this every blue moon." Will said taking out a Somethingey combat knife. The knife was made to kill right away, but it look more like a torture weapon then a one hit kill.

"Nice shooting." Rika said to Paul as he removed the blindfold.

"These new guns are nothing short of spiffy. But nothing compared to the classics."

She drew the Colt Python from her holster. The black revolver was weatherbeaten and scratched and scuffed. But at the same time it showed signs of devout maintenance.

"No complicated ammo."

BANG!

"Never jam on you."

BANG!

"Works in the worst conditions, even after you've used it as an improvised weapon."

BANG!

"Nothing compares to it, ya know?"

"Loves you like your mother if you treat it well.

She cleared the casings and popped in a fresh load. The armourer wasn't stocking .357 cartridges it seemed. She had to make a trip to the Ironwell Embassy to steal spares from the Phoenix Guard members guarding the site.

"Rika."

"Yes Paul."

"Except your what?"

"I think I've said too much. Let's just shoot some things, and forget what I said."

And with that she went back to the targets.

[ OOC: So Rika is on the gunslinger side too? Looks like we don't have many snipers... Paul is also not a dedicated one, just a careful type.

Just in case, R1 was never intended as agent's weapon - it's a multipurpose rifle for spec ops. Durable, accurate, fast-firing, but hitting with recoil and requiring elaborate personalized fine-tuning. May be useful for more conventional forces, like just Interpol units. These rifles were brought here just because they are new, and Aerospace Logistics, handling the transportation, wanted someone good to try them out (well, and, more OOC, because handling of an assault rifle shows well who one is).

Well, so, do we have any snipers? Maybe Daniel, as he was in spec ops?

BTW, for the nation issue: It's OK to use one nation's stats instead of another's, but generally it is "one player - one stats" - they aren't cumulative. Just in case as well. ]

Paul checked his earplug.
"Freaky thing. But too noisy. Good for dirty work."
As they walked, a few branches fell off a tree ten yards away.
Paul showed his gun. It was a pistol with a wide, but thin barrel, looking unremarkable with its gray paint, more fitting for an airsoft gun. He pointed it towards a tree ahead and pulled the trigger. The only sounds were bullet hitting the wood, and a rod falling out of the barrel.
Paul picked it up. It was a lightweight telescoped tube, coated with some polymer, and bloated in the middle due to the pressure of gases inside.
"Quiet, and no bulky silencers. Everything contained in the brass."
He threw the bloated tube back on the ground and stomped on it, making a popping sound.

"Makes the cleaner's job easier." - he explained, not specifying what exactly he refers to.

Dan Oversmann looked out of the plane window, but started as the sunlight reflected off the wing, blinding him momentarily. The fresh, clean air seemed in such contrast to the crowded streets and heavy, humid air of his latest mission. In a way it unsettled him. Dan lived for his job, he just loved it so much. "I'll probably die for it as well, some day!", he had joked to his mates in his special ops squad before leaving. The hum of the aircraft engines reverberated around the cabin, reminding Dan why he so much preferred helicopters. The gentle thudding rhythm as their blades beat the air. Dan had been working in 'copters since he joined HACK and right the way through his spec ops career so far. Jumping out of them, flying them, crashing them and being rescued in them; every war he had fought in, he had been in a 'copter at some point.

The INTERPOL rendezvous gradually became visible through the shimmering haze, reminding Dan that he should be alert, not day-dreaming. From what he had seen so far, he reckoned they were approaching the Edland Heights in the UES and so he assumed that the HQ was somewhere nearby.

Dan threw the door open as the plane was slowing down, jumping clear before it had stopped moving. He looked around at the reception; nothing fancy, just what was needed - Dan was impressed. A man dressed in a suit approached him, offering his hand to shake. He shook his hand warmly and climbed into the back of the SUV. He would just relax and allow himself to be driven to the HQ - he had travelled a long way and was very tired. As Dan settled into his seat, he thought to himself, "Maybe this INTERPOL thing isn't going to be too bad after all."

OOC: Though Dan has had some sniper training and has done some sniper missions, it was only minimal. He specialises in unarmed combat, including hand-to-hand knife work.

OOC 2: Kanami, are you in TG contact with Osteia?? You've probably already noticed Hart's and Santiago's whereabouts through reading the Forums, but if you havnt if have some info you might like....

Arcantya believes that the best way to solve any large-scale problem is with a truly collaborative approach. Having read the goal of the NS Interpol, we wish to join the increasing number of nations working with you.

We have sanctioned a representative of our federal police force to fly on a government plane to the United Ed States upon your approval of our application. A police escort may be needed from the Edland Heights international airport to the Interpol HQ.

Back at home, we have increased our crime capacity recently so we are promoting some officers to International Officers, who are licensed to carry a lethal weapon on their body at all times. This will start off with a group of 50 officers at first, but should hopefully grow within the coming months to a group over 250-strong. Their main goal is to find any wanted criminals that have been reported to the Interpol in the chance that they hide in Arcantya. Most will be located at airports and docks at this time.

Thank you for your time, and as we said, the only way to solve international crime is with a collaborative approach like this.

I looked at the thread, and it seems like a good enough cause :) .
With Interpol's consent, Interpol will enter Iraquia under flags of peace. Interpol's goals shall be the following:
1. Provide transport to refugees
2. Provide humanitarian aid (food, medical needs, et cetera) to those in need
3. Interpol will NOT attack Iraquian military forces UNLESS opened fire upon by Iraquia first (a thorough possibility)

Of course, I encourage discussion over this matter (wether it be the goals, rules of engagement, or what have you), but, I wish to take a "interest vote". Everyone please respond with one of the following, best reflectiong your nations' thoughts:
I, (insert name), vote for Interpol humanitarian missions in Iraquia, and will support these missions

Interpol isn't humanitarian aid, we agree, so don't approve this specific idea. IRCO seems better for the purpose.

We have another suggestion.
Interpol will:
- Provide security for the refugees aboard the ships and aircraft.
- Assist in internal security for IRCO operations.
- Coordinate the organization of local police force after the occupation.

We are concerned that the local government can send agents. This would be otherwise held by corporate security, but Interpol fits the purpose better.
Internal security for IRCO means that defense against the local military will be held by military forces. Interpol will only prevent crime during IRCO operations.

That sounds like a good plan.

I, Heimerslande, agree that Interpol is an international police force not a humanitarian agency. However, we support the ideas put forward by Vault 10 in principal. Regretably, Heimerslande will not send any troops or agents to participate in this operation.

I know full well that Interpol is not a humaintarian aid program, I just found it stupid to go in, protect the people, but then let them die due to starvation and lack of medicine. I will have to go with the majority though, therefore:
Willing Interpol member nations will enter Iraquia under flags of peace. Their sole purpose will be as stated by Vault 10. However, the UES is going in to help "finish the job". Not only will the UES enter Iraquia with Interpol, but also as a peace keeper nation. The UES will abide by Interpol laws of engagement, but also provide humainitarian aid, in the name of the UES and Iraquia's well being, not Interpol.
So you have several options, Interpol nations.
1)Have nothing to do with Iraquia
2)Enter Iraquia with Interpol to provide security to Iraquian natives, ONLY
3)Enter Iraquia with Interpol to provide security to Iraquian natives, and aside from Interpolian duties, help the UES deliver humanitarian supplies (medical equip., food, shelter, what ever is neccessary and essential to human life)

I belive if the leaders or other people are commiting serious Crimes Interpol should get involved there, but all humanitarian works should be handled by the IRCO

[ OOC: Yes, that's right. It's not that it's wrong to enter with humanitarian aid as well, just that it wouldn't be part of Interpol.

Also: it's Iragia, not Iraqia. Whether this was intentional, people call it Iragia...]

Aerospace Logistics is already operating in Iragia, in both roles, and will transfer forces under Interpol joint command as soon as civilians rescue operation starts.
