Domingo Perez relaxed in his bedroom, drinking some cold tea. Currently he was in his mountain retreat west of Copiapo. Ever since the assassination attempt on his life, most of his business was quiet. The CASBA were still investigating, but only little evidence has been found so far. Whoever it was planned well ahead of time of how to cover-up the evidence. It could've been Communists, Socialists, anarchists, one of the few monarchists, foreign agents, or traitors in his own party. Too many possbilities and too few facts to shed light on whom. He wouldn't have been surprised if some other country sent the sniper to kill him. He knew too well that the Federal Republic of America and one of the Middle Eastern states didn't like him too well. "Well they can go kiss my ass for all I care." he said to himself.
Ever since the assassination attempt, he quietly moved to his retreat, the Roble Casa. It was called that because some parts of the property were build with actual oak tree wood. Built in 1928, it was his birthday present from Miguel Amarillio, the Party Secretary, who had some contacts in the construction business. He picked a perfect spot too. It was by itself on the mountain slope, with a view of the other mountains and small villages off in the distance. A giant elevator was built into the slope so he could go up without falling off a dangerous curve or be target by another sniper. Oh people knew this was the Imperial Protector's personal home, but even if they tried, they wouldn't be able to get up there with ease. They first had to go through iron bar gates at the bottom of the slope where sat a guard post, composed of 5 PG rifleman. Then the elevator could only be operated by 5 keys which was split between Perez, Amarillo, Ortega, Rameríz, and the Imperial Führer-PG. Then if the sniper made it that far, then he had to deal with 10 more PG guards before ever getting close to Perez himself. That seemed enough to the leader of Patagonia.
There was a knock on his door. Curious as to who, he yelled "Come!" then Perez relaxed. It was General Agustín Pedro Justo, the Chief of the Army. Justo was a interesting character and a personal friend to Perez. Justo was a former director of a Military Academy in Buenos Aires during the Great War and volunteerd for the Central Powers in 1916, fighting on the Western Front. When the war ended, he returned to Patagonia and resumed his military career. Even as early as 1920, Justo began calling for a right-wing revolution to save the country from communists, and from the weak monarchy. He was even more fascist in sense than Perez was! He killed 20 royal guards during a riot in 1923, and was arrested, but released in 1924. Even with the abdication of the monarchy, Justo was still unsatisified and began to form a miltia army in the Andes. That miltia allied with Perez's Blue Shirts and they helped each other in the coup in 1925. As a reward for his services, Justo was first the Chief Inspector of the Cavarly, and then in 1933, Chief of the Army. He was the one who suggested the formation of a Air Force and assisted in the formation of the CASBA, even though he didn't run it. Every single time Justo needed to conduct business with Perez, the man had a abundance of ideas.
"Feeling fine, Domingo?" Justo was one of the few people that were allowed to call Perez by his first name, with damn good reason.
Perez gave a nod "Better than yesterday, that meeting I had with those cathloic priests drove me to the point that I was about to fall asleep. They were asking for a government grant for construction of a new church near Arica. I am a Christian man, but I'm not that religious!" Another gulp of his tea and he was refreshed.
A chuckle arose from General Justo "I know the feeling, but my wife insists on me coming to these events at her church. If you had a wife, you would understand." Again Perez gave a nod. Since he was too busy in politics, he never had time to look around for a wife. He was 41 and still young enough to go after a wife and have a son. Well, he might start dating one of his secretarys one of these days.
"So what can I do for General?"
"Its not a matter of what you can do for me Domingo, its a matter of what I can do for you." Justo stressed that last word to a point where Perez was suddenly invaded by curiousity. With a wave of his hand, he allowed Justo to continue. "Thank you...as you may well know, there are currently wars being fought in West Africa, Czechslovakia, the Middle East, and in the Balkans. It may be a matter of time before our northern neighbors might try to invest their armies to a invasion of Patagonia. We need a larger military force and more better equipment to fight this threat than with the toy army we have." Perez couldn't help, but to agree. The army was still at its limits placed by King Abdallah III and hasn't grown much since. Justo was right, with the mere 7 infantry divisions and 2 Cavarly divisions they have, Patagonia will be a walkover.
"What do you propose General?" Perez asked.
"My plan is made up of 5 parts. Part 1, we need to increase our army size from our current level to 1.4 million at least. This might take 3 or 4 years, but it'll be worth it. We need to introduce a draft where every single man between the ages of 20 to 45 must enlist in the army for at least 2 years and if we add benefiets, they might want to stay in longer. Part 2, we form 40 divisions by 1939, long with a new airforce, and a expanded navy. Part 3, we design new weapons for our troops and design new airplanes for our air arm. Part 4, we establish new military academies and that expands the officer corps. Part 5, we must get into the tank business. Already nations around the world have light tanks and tankettes. We have nothing like that at all and we do have a decent motor industry to support tank development. Thats the proposal. Any questions?" Justo putted his hands behind his back like he was at parade rest.
"Yes, a few. How much money will this cost, will this drain industry manpower, and how are we going to expand the Navy and Airforce? I remember Ramírez asking for a firm to make a wing here from Ansuria and we are still waiting for a response from them."
"For your first question, this might need a reduction of funding for the police and national housing projects. But of course....the Brown Shirts, and the PG are basically the police nowadays and we don't have that many unemployed like we did years ago. For the second question, this shouldn't because this draft excludes factory workers and there is a department in the PG I recall that regulates the manpower. This will be done to make sure not every single person joins a factory to escape military service. For your third question, your Industralization plan allows us to build bigger ships since port facilities are being built from the plan. We also have a recently established aircraft firm that may help us. I believe the name was Aviali. I already have a fighter design ready for them if they cooperate."
Perez's eyebrows went up in astonishment. "Glad to share it with me?".
"Of course Domingo." He went into the main lobby and came back to Perez's bedroom with a board that had papers on it that had the airplane design. With swiftness, Justo pulled out a small metal pointer. "This design is called the FP-35 Fighter. It should have one 680hp (507kW) 12-cylinder inverted-Vee engine. The dimensions: wingspan is 9.10m; length is 9.30m; height is 3.85m. Armament is 2 7.92mm fixed foward-firing machineguns in the sides of the foward fuselage. Bombload should be 60kg worth of explosives."
"Impressive. Alright Justo, you have my approval and make it quick damnit. America and Canland could catch us asleep and we might not have enough time to react." It wasn't a request, it was an order, and his tone made the point.
"Thank you very much Domingo. Victory!"
Perez responded in kind "Victory!" With that, General Justo left the estate and began his journey back to Buenos Aires. Domingo Perez returned once more to his tea and began reading a novel that was suggested by Alexandria, his personal secretary. Justo is just too damn brilliant I must say, Perez thought, He probably would've been president of Patagonia if I wasn't around. Oh well, another of those "what-if" fantasies. He quietly returned to his drink and his novel.

Three days later, the first peace-time military draft was introduced in Patagonia. Amazingly, it never had any protest from the population, whether that was because of patriotism or because of the Blue Shirts. Also, plans began on the buildup of the Army and Navy a day later. The aircraft company , Aviali, recieved Justo's airplane design. Already, 12 prototypes were being built.
On a small patch of land in southern Patagonia, there was a facility being built. This was to become the Magellan Motor Works, a test facility for future tank development.
