RE: The Embassy Grounds

To Whom It May Concern:

The Director of Foreign Affairs, in coordination with the Director of Internal Affairs, the Director of Buildings and Grounds, and myself has deemed it necessary to open our borders to other nations. Therefore, we have cleared an expanse of land in our nation in order to erect Embassy Buildings for those that apply and that we approve. Some rules shall be set up for application:

1) You shall give (through telegram or through posting on this forum) the following:
- Nation Name
- Your Name (IC, of course)
- The number of staff you would like to bring with you (see rule 2)
- The type of protective troops you would like (see rule 3)
- The number of protective troops you would like (see rule 4)
- The number of vehicles you would like (see rule 5)
- The level of association you would like (see rule 6)
- The number of weapons you would like to bring with you (see rule 7)

2) Staff members are essential to the functioning of any embassy. Staff shall be capped at 10 per nation, not including the ambassador, the ambassador's family, or protective troops.

3) Protective troops are allowed to be furnished by either the Qazocian State Security Office (Foreign Diplomat Protection Division), or by the country the embassy is for. Mercenaries are not permitted.

4) The number of protective troops shall be capped at 20 if they are QSSO troops; 10 if they are the nation's own protective troops.

5) Vehicles are limited to 1 car for every 4 staff members, plus 2 cars for the ambassador and his family. Alternative forms of transport (e.g. helicopters, airplanes) shall be provided by Qazoc, although a runway and helipad for emergency evacuations shall be made available. A military truck may also be brought in the event of the protective troops being non-QSSO forces.

6) The levels of association that can be requested are: Neutral, Acquainted, Business Allies, Social Allies, or Full Allies.

Neutral: no alliance declared, no forseeable alliance
Acquainted: no alliance declared, friendly terms, alliance forseeable
Business Allies: allied economically, but not for warlike situations
Social Allies: allied for war/defense, but not for economics
Full Allies: allied both economically and for wars

7) The maximum number of weapons permitted shall be 1 for each protective troop, 1 for the ambassador, and an emergency cache of 5 weapons. Replacement weapons may be sent as needed.

8) If any nation is found to conflict with any of these rules, any of the policies of the Incorporated States of Qazoc, or with the Incorporated States of Qazoc, or any of her allies, the QSSO, at the orders of the Director-General or the Director of Foreign Affairs, may dismiss any nation from the Embassy Grounds, with or without notice, and have them escorted to their own nation.

Do not be afraid of my nation's youth, I shall be a good ally, and I am an experienced NS member.

Dear Mr. Albert,

I have decided to accept your request for a place on our Embassy Grounds. I do have a couple of things to address, however. Firstly, I know that this was not listed before, but I will have to limit the number of weapons you bring to 16 SA 80s (per rule 7). Also, I can permit you to submit plans for your Embassy Building, and constant oversight over its construction, but I must insist that the building itself be built by Qazocian workers, and of Qazocian materials (as per Joint Resolution 1039-07 of the Ministry of Buildings and Grounds and the Ministry of Standards). I hope you find this acceptable, and I am delighted to know that you are interested in working with our humble nation.

I know that this was not addressed before, but I will have to limit the number of M16s you bring to the Embassy to 16, per rule 7 (for all of our securities). I am absolutely delighted that you have decided to have an Embassy on our nation's grounds, and though I know you do not want more than a Neutral standing with our nation as of now, I am sure you will find it pleasing to increase that at your earliest convenience.

Approximately 0300, Atryau City

"Your coffee, sir."

A young Secret Policeman, uniformed in such a way that he wasn't so secret, stood holding a tray with brutal looking black coffee at the door. The reply for the red eyed bereaucrat of age forty-five was a deep bassy tone, which could be deciphered as a thankyou if you had the time. The young one set down the tray.

As the Policeman turned to leave, the man-with-the-red-eyes added "And make me another....Jamaican Blue beans this time."

"We're out, sir."
"African red?"
"That was finished yesterday, sir."
"Anything resembling coffee at all?"
"Nope."
"Damnation!" he roared, throwing a paperweight dolphin at the Policeman who scooted out the door rather than face a tired, angry Prime Minister.

As the sifted through piles of paper, he considered how he should maybe go out for once. He came to a form, signed by the Diplomatic minister, suggesting they open an embassy in Qazoc. He formed a plan. A letter was sent out some hours later, hand-typed by the PM himself.

The nation of Qazoc.

I have heard of your open invitation for embassies in your country. As a fellow young nation with past experience, we would find it fitting to set up an embassy and form a closer bond between our two nations.

He graduated first in his class in Ambassadorial Studies at the Director-General University of Qazoc, and I'm sure you will find him satisfactory.

The various equipment will be transported in after the Embassy is constructed, and flown in to the nearest airport by An-70. We also request to place a Ka-60 helicopter constantly at either an airbase or heliport in nation. It is armed only with a GPMG.

As for your invitation to dinner at your winter residence, our dear leader will almost certainly agree, and get back to you on the arrangement.
