Temporal Accord adopted to Council Law (FT Open)

In reaction to several precedents and activities that the Sphere Alliance has observed through it's various forms and advisories, as well as through intelligence gathering activities, the Sphere Alliance Council decided to adopt the Temporal Accords, the guidelines that state the governance of the temporal space-time continuum in reference to the safe guarding of the current stable timeline era, as Sphere Alliance formal law.
The Sphere Alliance Temporal Accordance (http://www.freewebs.com/gaianknight/temporalaccord.htm), while not a hardfast rule to cause wars if situations arise, is more meant to act as a beacon where responsible nations realize the consequences of meddling with the current space-time continuum era could be catastrophic.
Even attempting any good can be just as terrible. While the Sphere cannot enforce other nation's attitudes in the matter, in any way, it is hoped that some form of agreement that protects the best interests of all current nations, no matter what affiliation or standing, can be created through this measure. No darkly enthused star nation would be any better off than any enlightened realm in this matter in such a consequence. In fact such meddeling is even dishonorable in nature, since it attacks an enemy in a way that has no defense measure normally.
In the end, the Sphere simply 'copy-pasted' the entire document into the Sphere protective archives, as the measure of adoption. However further discussion of the matter from other nations learning of this measure is most welcome at any time. The better discussed the law, the more effective it can be in formal agreements.
In the end, it is hoped none of this will ever need be confronted anyway. However someone has to take formal notice as a responsible civilization should. This is our reasoning and our measure.
Such was all commented on openly as the new NAIS sub-advisory of the Temporal Defense Advisory was activated. To be honest though, sounding good didn't really do much good in the end. The Sphere admittedly didn't have measures to enact anything as yet.

To the right, honorable beings of the Gaian Ascendancy,
I was recently made aware of your new mandate and, after considerable digging, as the information was not easily available to us, I was able to find information about you, the Sphere Alliance, Indra, the Balance, Temporal Defense Advisory, and etc, and proceeded to present this information to Masters at the Dawn Tower as well as the full text of this Accordance. They then created an advisory panel for Grand Council as well as our Triumvirate, and have since provided us with guidance in regards to this issue.
First off, let me express my own pleasure in seeing powerful groups, such as yours, come together to provide direction and leadership in regards to such an important issue. If as much forethought and discretion was displayed in regards to all such dangerous knowledge, the universe would truly be a better place.
However, the Masters found the Temporal Accordance to be inadequate to the needs of Kesshite for a number of reasons. The primary one being that is conflicts, oft times radically, with their understanding of the nature of time and the philosophy of "temporal manipulation." The secondary reason being that they found its language to contain a high amount of internal bias. For instance, the description of linear time as the "normal" time flow that "everyone" is aware of suggests the author is aware of that there are beings which do not naturally perceive time as being linear in nature, or that a linear perception of time is just that, an individuals *perception*. Also, the term "space/time continuum," for whatever reason, defines itself by the inclusion of humanity. The Masters, some of whom are not human, wondered why the author felt the need to include what appears to suggest a level of racial superiority.
Lastly, the Masters were concurred with what they read as an emphasis on the military uses of understanding time and what they inferred as a threat against any group which did not kowtow to the original author's political unit. Of especial interest is the demand that groups studying time must "monitor that all Unrealized Realities do not pose a threat to the PT. Any indication of dangerous UR that may intersect with the PT, the nation will need to contact the TRCIP if they are unaware." A suggestion that, given the document's previous definitions, they found both irrational and abhorrent.
As such, while Kesshite applauds the desire to provide guidelines to those interested in the study and manipulation of time, we are saddened that those guidelines are less about the effects of those studies on the individual and society, but more a hostile and biased demand of ridged adherence to one group's perception of time.

It all as mentioned, to your Masters, was a 'copy-paste' proceedure to create the first version. Revisions can be made over the coming spans of time.. (pun included..) to better fit our own views on the matter. Again this is a first guideline on the matter, not a last, everything evolves eventually.
Hence the call for further discussions.
And yes, we are not all knowing on what other races, civilizations, or whatever else could exist beyond normal ken of understanding. If the context of different races via ethical disdain was sounded in the document, it was not of serious intent. Many of our own Confederacy citizens are not human either (or even humanoid or basic recognition as such. We have to know better ourselves. We'll save specifics of discussion for another topic to prevent further misunderstandings.)
As for enforcement, few nations actually can really do such about rouge attempts, or in many cases, never will know if anything ever occurs. Who knows what reality we are ever truly existing in, in the end. Such lies with philosiphers, writers and the institutionalized, the last of the three we have actually none of despite our mutual populations.
Again the attempt is recognition of a matter that greatly concerns us. Yes self-preservation is a part, what respecting nation wouldn't consider such outright. However the intent further is to impress this for the other nations to cross consider as well.
In the end, we're simply trying to do the best as possible in an arena we sorely need more understanding in. Forgive if any inferences were misinterpreted.
Eventually however, if forced, we 'do' see the possibility of enforcement to protect the mutual current timeline interests, when and if assets and understanding become advanced enough, alongside our own conventional assets and capabilities. This is our viewpoint anyway, one that is no necessarily others, of which we cannot help, nor will try to adjust.
I think we mentioned we are not perfect, if so redone here anyways. =^^=

((OC- I simply copy-pasted the original document from NSwiki to become part of my law. I'll eventually revamp it, since I was more focused on redoing my entire history page on my nation site for the last few days.
Not sure how I'll proceed for technology advancement along these lines yet. Unlike Kormanthor, my nation hasn't formally done anything IC wise yet other than yank the chain on Washu's wanting to develop such technology. A recent fleet purchase from Huntear would have had a temporal vessel a part, but that part of the purchase was nixed in favor for a database and trading off of more conventional concerns.
In the end, it just felt proper a time to attempt stuff like this. =^^= ))
