The Brachs were astonished at the recently arrival of Shenzou's exploration team as the brought back the 4 strange artifacts from newly discovered star system 98.2345.987 their term for the planet we know as earth.
The Brachs were used to finding artifacts from dead civilizations. But these new artifacts were claimed to come from a civilization that was still in existence. Shenzou brought photos and videos of the primitive mammalians from his visit to the system.
These and the Shenzou teams' testimony sparked an academic/political debate among the leading Brach experts who had long assumed that Brach's were the only intelligent species left in the universe.
There were different proposed responses among the high ranking Brachs:
1. Those led by Sanchou wanted to exchange in trade with the system and establish businesses and commercial colonies there.
2. The group led by Xangoo wanted to turn the primitives into slaves or domestic servants.
3. Counciliarian Voodoo wanted to wipe out the primitives and take over their planet's resources.
4. Some proposed diplomatic exchanges.
All the above involved taking advantage of the natives of star system 98.2345.987
Another group that had the ear of the Supreme Chancellor of all the Brach's proposed designating the system as an ecological or anthropological reserve. That meant that no official contacts would be established and non scientific Brach's must stay clear of the system. It also meant no military vessels would be allowed near the system.
In one version of this idea, no Brach's would be allowed to go the system for any reason and all contact with the mammals would be illegal under punishment of death.
In the other version, scientists (primatoligists, anthropologists, and ecologists) would be allowed to visit the system to study its primitive civilization and its inhabitants.
These proposals were being vigorously debated by the great Grand Council of all the Brachs.
In the first order of business, 98.2345.987 was agreed to fall under the jurisdiction of the Vchequei tribe. As such they were responsible for deciding policy for the system. They favored an ecological preserve approach that would allow the mammals to develop free from interference. Intervention would be strictly limited to what was necessary to prevent them from becoming extinct, whether that destruction was natural or self induced, this group of Brach's didn't want the natives of 98.2345.987 becoming extinct. They were of too much scientific value.
