OOC: This is something I originally planned to do, but never got around to; time-wise, this would be occurring not long after the Errikan colonization of Africa, so a good time ago. Post reactions, responses, whatever, just know that this is not going to evolve into some sort of major international incident, as my nation in its current state is already past this point (thus little difference can be made without weirding up my timeline) and my time on the computer lately has been scant (to say the least).

Errikan territorial expansion had never been directed at control of more peoples; it had always been nothing more than an expansion of the Errikan nation-state. More land and resources for the Errikan people.
The conquest of Arterus had fit in with this well: the local population was rarely large or dense, and was largely either wiped out or deported to Youlando or the Gwazarrian sanctuary. Admittedly, their had been exceptions; thousands of ethnic Arterusians had converted to Christianity and joined Errikan society, but these were exceptions who largely remained in Arterus.
From the beginning, the conquest of what is now known as Errikan Africa was different. Though even more brutal than the campaigns in Arterus, the Errikan conquest and subsequent subjugation of the territory left millions of natives, most still adhering to their own largely unmolested cultures, perfectly alive and not in Youlando (though many were sent). Due to the slow migration rate of temperate loving Errikans to the largely tropical region, the colonial government, coming to resemble nothing like any other Errikan government, had to resort in some areas to extensive semi-forced labor of natives and importation of millions of Rachkldite laborers. Seeing the poor conditions and limited economic opportunity of their own region, many ethnic Africans saw what seemed a ripe opportunity in the possibility of migration to Errikland itself: unoppressive government and extensive economic opportunity was a boat ride away.
The wave of African migration came quite suddenly; ethnic Africans arrived in droves, their numbers quickly climbing to nearly four million and showing no signs of slowing.
To the average Errikan citizen, this was an outrage: was it not the point of the colonies to provide living room for the Errikan people, not to take in people that would take up Errikan livingspace? Now the colonized Africans were colonizing Errikland!
Popular will demanded that something be done, and the senate obliged.

The final votes were tallied today, and the decision went just as predicted; the regulation was passed overwhelmingly, with almost no opposition.
“This is a big win for the Errikan people as a whole,” said NR Senate Majority leader, Senator Thachman, “Now the flow of colonial riff-raff, the largest source of crime and the most impoverished group, will be strictly controlled while full Errikan citizens will be free to move throughout the Empire, as they always have.
Almost-sole opponent Senator Morey, PD Senate Minority leader had this to say: “This is clearly just another swipe at the People’s Democratic party; everyone knows that the poor immigrants vote overwhelmingly for us, but the National Republicans will stop at nothing to hold on to their power!”
The Emperor says he will sign the provision, which will give it full authority immediately.
