OOC: Short background: T.O.R.R.A.N.S. is actually seven seperate nations bound by an economic treaty known as the treaty of Torrans. The names are: Terra, Ori, Rosna, Rland, Ango, Nopis, and Solep.

IC:

The T.O.R.R.A.N.S. Treaty Building located on the island of Terra:

A small semi-circle room, known as the Minister Room was holding one of many T.O.R.R.A.N.S. Treaty sessions. This one was far important than any before...

A tall man rose and said, "Order is now in session. I am the honorable Prime Minister Brian Togo, official keeper of the T.O.R.R.A.N.S. treaty. The first order of business is KEEP 4115: Slavery in the Nation Rosna. Would the Minister from Terra please present the KEEP

The Minister rose, "Yes, my name is Jon Gottor. I present this case on two primary levels. First, that slavery of whites in Rosna is morally wrong and should be opposed on all treaty levels..."

"Wait, explain to me why this is an issue this meeting," asked Togo.

"Ah, that was my second point. Slavery is very much an economical issue. It is labor at is tinest level. All other nations involved in the treaty do not take part in such things. Its puts us all at a disadvantage. I move to..."

"Wait," said Togo, would the Minister from Rosna, Polak Nebus, have anything to say."

"Very little, this is social issue and thus not the business of this meeting or the treaty. I move to remove this on that grounds."

Togo looked down at his notes and said, "Wrong, I rule that this not just a social issue, but an economic issue as well. We shall vote unless any other member has something to say...anyone...no...fine. Let us take a vote on abolishing slavery in Rosna."

After one hour:

"The vote stands now at:"

Terra: Yes
Ori: Yes
Rosna: No
Rland: No
Ango: Yes
Nopis: Yes
Solep: Yes

"The vote stands that the treaty of T.O.R.R.A.N.S. rules that slavery can no longer exist in Rosna. I rule this must be enacted in one year from tomorrow. We will meet again next week."

-----

The following day, both nations of Rosna and Rland leave the T.O.R.R.A.N.S. treaty sighting misuse of power. Over the next month all nations put militaries on high alert and remaining members of the treaty draft invasion plans.

-----

This message was sent out to all nations:

[b]"We, the nations of Rosna and Rland, request military and economic aid from any willing nation. We fear our nation will fall prey to attack soon by our former allies. Please sent any help! We wil forever be debted to you."[b]

Cabinet Chambers, Republic of Ironwell

The cabinet had assembled together in deep in the Chambers of Cabinet in the capitol building in the city of Republica. A large screen with news clips of the deteriorating situation in Torrans was playing before the assembled ministers.

At the central podium was Assistant Commissioner Davan Wells, Director of the Ironwell Republican Police's Security Service.

"As we can see here the TORRANS treaty is in the rockiest state it's ever been. Our analysis as well as the media feeds indicate massive military buildups around the breakaway states of Rosna and Rland. Their governments have been requesting aid from the international community and their pleas are falling on deaf ears so far. I think we might have a golden opportunity to further assert ourselves on the global scene and."

"Mr. Wells, sorry to cut you off," said Foreign Minister Roberta Frost, "but as I recall the breakaway states left over failing to support a resolution abolishing slavery. Are you suggesting that our Republic should enter into the business of supporting slavery?"

The chamber erupted into commotion until a knowing nod from The President brought the ruckus to a manageable level. Wells continued on.

"With all due respect Minister, things are not as simple as the nightly broadcasts on PINA make it. My information indicates the breakaway states may be feeling resented and ignored by the others. As well, they do have resource deposits that you will find listed on chart 2.7 of the proposal I've submitted."

"Well, as long as we're getting a resource deal for telling the world we're propping up merchants of human misery." Minister Frost quipped in a bluntly sarcastic tone.

The chamber erupted again in furious debate until once again The President calmed the fray, he addressed the young intelligence director.

'Commissioner Wells, you have submitted a very intelligent and well written proposal. I'd expect no less from the Director of the Security Service. But the fact of the matter is, the current situation would amount to political suicide if we were to get involved at this time."

Minister Frost began to exhibit a wry smile, it didn't last for very long.

"Openly," The President continued, "Commissioner Wells, the government of Ironwell will remain officially neutral on this matter. However, I think it would be in our best interests to pursue the matter. If the cabinet agrees, I will authorize a covert operation to Rosna and Rland for the purposes of intelligence gathering and light guerilla warfare if deemed necessary."

Justice Minister Anthony Raballo stood up, "Mr, Wells has always had the full support of I and Commisioner Ironside."

Minister of Defence Strom Wulfgaard was next, "3 Pathfinder Company is already on alert with an offer of assistance to another nation. They've been rather slow to respond back to us. I could have the Defence Staff redirect their priorities and prep 1 Company for the other matter."

At that time the support seemed to shift, The President could feel it as could Wells.

"Then the matter is settled, the Security Service will make inroads with the local governments and 3 Pathfinder Company will back them up is the situation demands."

Somewhere in Rosna

It was late in the evening as the junior minister in Rosna's government hurriedly made his way home. He stopped at the flower shop only to find it closed. If he hurried he could still try another store, as he ran back to the car he felt the press of cold steel on his neck.

"Just take the money, I...."

The lady in red cut him off, "Deputy Minister, I'm not here for you wallet, or the tacky car. Rosna's not alone, and you may have friends you never knew you had. Take this envelope, inside is my offer and a cellular phone number. It's prepaid, and under a false identity. If I don't hear from you, or your govenrment in three days we'll consider it off."

"How can I trust you?" he asked.

"In the world of cloaks and daggers there is no trust, only alliances of necessity."

After a quick silence she was gone, he turned around to no avail. The only trace of her presence was the white envelope and a brief reflection of a woman in a red dress in the windshield. On the ground was a single red rose.
