Dear Secretary Chamberlain,
Recently, I was approached by one of our scientists in Section K (Advanced Defense Research) of ONI. He and his laboratory partner have discovered an organism that could drastically change, or in the very least, powerfully supplement the composure of our special operations forces. As you are aware, our arsenal of special forces soldiers currently includes the Marines' Orbital Drop Shock Troopers and the Navy's NavSpecWar Groups. Doctor Rammstein's recent discovery could easily add a third component to the special operations community, one with much greater, more powerful capabilities than any Falcaunian military forces before it.
While working on an entirely seperate civillian research project at the New Hage Institute of Microbiology, Rammstein discovered a new organism. He named these organisims midichlorians. Midichlorians are minute organisms that live inside of all cells, insofar as the Doctor's research indicates, organisms that are involved in the process of symbiostasis with all other living things. The exact details are, as of yet, unclear, but suffice to say that life cannot survive without them.
Even more remarkable is that these organisms compose a collective intelligence and consciousness, linking them to a force. In fact, this same force was theorized in a document that you may have read, published by the Falcaun University of Physics. It is, in essence, an energy field that is created by and penetrates all things, binding the universe together.
As I have mentioned, midichlorians are found in almost all living beings, including humans. Human beings with a higher concentration of midichlorians are more in touch with this force, whereas humans with a lesser concentration are not quite so in touch with it. Hypothetically, the power of the force is only limited by the universe itself and possibilities for persons with extremely high midichlorian concentration are almost limitless. They include powers that we thought fantasy and mythical, such as psychokenesis, telepathy, enhanced physical and metaphysical perception, some form of prescience, improved athletic ability, longevity, and the ability to bend the will of others.
It is clear that many of these abilities could be used to enhance the military strength of our planet and secure our freedom. As such, I suggest that you authorize the Office of Naval Intelligence to organize a new project to locate persons with high concentrations of these midichlorians, study them, and, whenever possible, integrate them into a new special operations unit specifically for persons who are highly sensitive to this force.
