I am Matthew Anderson the Minister of Foreign Relations for the Ironcian government and I would like to invite you all to discuss the possibility of embassy exchange programmes.

We believe it to be in the best interests of not just our own nation, but all nations to open up the many different avenues of communication. We never know what the future holds for us but with friends and allies and a means of international communication and trade the world can only become a safer place.

If your nation would like an embassy exchange with Ironcia then please don’t hesitate to contact me.

I will now detail the exchange of embassies agreement we would like you to accept if we are to exchange embassies.

Exchange of Embassies Agreement.

Article 1. Diplomatic Immunity;

1. The government of Ironcia request that the ambassador of our nation (Ironcia) be granted immunity to prosecution by the host (your) nation’s laws.
2. That security personnel deployed for the protection of the Ironcian Embassy, in the host (your) nation, and for the protection of the Ironcian Ambassador be granted immunity to prosecution by your nation’s laws.
3. That all employees of our Embassy should they be indigenous to your nation or deployed by the Ironcian government shall not be detained by the host (your) nation’s police, intelligence or security forces without prior agreement from the Ironcian government.
4. Personnel deployed to the host (your) nation shall not be subject to the host (your) nation’s taxes, but the indigenous populace employed by the Ironcian Embassy shall.

Article 2. Embassy Building;

1. The Ironcian Embassy building/compound and the grounds on which it stands to its legal boundaries, shall be considered sovereign territory of Ironcia, and therefore subject to Ironcian laws not the host (your) nations laws.
2. The Ironcian Embassy building/compound may be altered to meet Ironcian standards for the protection of deployed personnel from possible attack. These alterations may include wall, floor, door and window reinforcement/replacement.
3. The Ambassador’s residence and the grounds on which it stands to its legal boundaries, where applicable, will be considered an extension of the Ironcian embassy.
4. The Ironcian Ambassador’s residence may be altered to meet Ironcian standards for the protection of deployed personnel from possible attack. These alterations may include wall, floor, door and window
5. Your nation’s police, intelligence or security forces may not enter the Ironcian embassy in an official capacity without the express and prior agreement or request of the Ironcian government.

Article 3. Deployed Personnel

1 The Ironcian Ambassador shall have a support staff of four advisors, a policy advisor, a military advisor, a political advisor, and a legal advisor.
2 Each advisor may have a staff of up to, but not necessarily, fifteen personnel including secretaries, personal assistants, and administration staff.
3 The Ambassador shall have a minimum of, but not limited to, two secretaries and/or personal assistants.
4 The Ironcian Embassy may have an Ironcian security force deployed to its ground dependant on the host (your) nation’s security situation.
5 Deployed Ironcian security forces may include, Diplomatic Protection Unit (DPU) personnel, Army Infantry units, Army Aviation personnel (including ground crew), Naval Infantry (Marine) units, Naval Aviation personnel (including ground crew), Air-Force Infantry units, Air-Force Aviation personnel (including ground crew).
6 The Ironcian Ambassador, dependant on the host (your) nation’s security situation, shall have a minimum of, but not limited to, two personal bodyguards independent of the embassies security force.

Article 4. Vehicles;

1. The Ironcian Embassy in your nation may operate several modified road vehicles and or aircraft
2. The term modified referrers to the use of armour re-enforcement and/or engine performance improvement components and the inclusion of several secure communication devices.
3. Armour Re-enforcement may include re-enforced body, roof, door and hood panels, bullet resistant glass, blast cage, roll cage, but not limited to the aforementioned body modifications.
4. Engine Performance Improvement Components may included all parts of the vehicles engine, gearbox, exhaust, transmission, brakes and suspension systems, but not limited to the aforementioned modifications and not confined to the engine only.
5. Vehicles assigned to the Ironcian Embassy in your nation shall be considered as an extension of the Ironcian embassy and thus can not be stop, searched or seized by your nation’s police, intelligence or security forces.

Article 5. Communications

1. The Ironcian Embassy may use many forms of communications and the government expects that these shall not be intercepted or interfered with in any form.
2. The Ironcian Embassy may implement several intercept detection devices to ensure communication security; these may include electronic detection/scanning devices and the use of false or phantom communication networks.
3. Communications type’s include but are not limited to;

1. Telephone,
2. Internet,
3. Radio,
4. Satellite,
5. Courier,
6. Diplomatic pouches.


This is the standard contract form and shall be modified according to the host nation’s particular circumstances, and an agreement on the terms would be necessary for an Embassy exchange to take place.
Of course if you don’t stipulate any terms for your nations Embassy we shall assume that you require the same conditions that we have requested.

We are pleased to read of our embassy building being prepared, and we have readied our initial staff accordingly. Do note that some of them are of non- or demi-human extraction, so racial background is specified for each employee where applicable; as is party affiliation, all so their personal needs may be met adequately and their political credentials known to you in good faith.
For example, Vampires on our staff will require access to blood rations which are to be supplied via our consular medical aircraft and stored on the embassy grounds under fully refrigerated and sterile conditions, and Were-personnel on staff shall be required to check into an on-site protective confinement room in the embassy during the full moon period. Each of these advisors may have a staff of 15 as per the agreement; the Colonel's staff having Lieutenant Colonel Michael Ariona (Vampire) of the Red Army Air Force as her executive officer, a Major, a Sergeant Major, and 12 enlisted staff of varying grades; and the Captain's staff likewise having Lieutenant Colonel Shags Razefield (Werewolf) of the Red Banner Marine Corps as his executive officer, a Major, a Master Chief Petty Officer, and 12 enlisted staff.

Requested Diplomatic Protection Unit: 1 Infantry Series of 50 personnel from the Wagdoggie Red Banner Marine Corps (1 Series HQ Section (10) under a Master Gunnery Sergeant; 2 Platoon HQ Squads (10 total) each under a Gunnery Sergeant; 3 Section HQ Squads (15 total) each under a Staff Sergeant; and 3 Squads each under a Sergeant (15 total)).
This unit shall be raised especially for embassy defense, at half of normal Infantry Series strength, and armed only with light weapons (pistols, submachine guns, shotguns, carbines, assault rifles, and sniper rifles) as a gesture of good faith.
As to why so large a force, we do not wish diplomatic incidents to occur on the ground you have so kindly ceded to us through simple inattention in security, after all. If this modest detachment should somehow seem excessive, we may of course negotiate a smaller unit; but the Series is the standard sub-officer command in our ground forces, and we try to commit personnel on a Series basis wherever possible, for understandable reasons of unit integrity and morale.

Requested Vehicles: After further study, we shall require the following to operate an embassy in your country effectively at present: 10 unarmed ARO-240 personnel jeeps for DPU troop transport, 5 unarmed ARO-240 ambulances for general medical work, 5 armored limousines for staff transport, 1 Ilyushin Il-62 Camber Passenger Jet, 1 An-72 Coaler Medical Evacuation Transport, and 3 IAR-316B Alouette unarmed light utility helicopters. These may be stored either on embassy or on a reserved consular airstrip at the nearest airport, as appropriate.

The staff list you provided in your earlier message has been approved for diplomatic immunity to prosecution, however in the event of an embassy employee deliberately and wilfully breaking the laws of Ironcia outside of conceded grounds then that employee shall be returned to your nation, with documentation of their transgression in the expectance of your nation proceeding with prosecution.

The vehicles you have mentioned in your previous message has been cleared for use in the role of diplomatic transport vehicles and thus have been added to the police register of diplomatic transport vehicles. With the exception of any vehicles which may be described as military transports or military vehicles (such as tanks, APC’s, IFV’s, unmanned drones, and attack aircraft) as diplomatic and military functions are different aspects of the same function.

If you have the will to establish a military base, perhaps we should discus that option further.
