I must say it's a pretty novel Thread.
From the Kanami Government
It has come to our attention your nation has put out a call of open armes for immigrants. We must commend your efforts, and hope you are one of many safe harbors for thoes in the world. Kanami has a proposition for you, would you be willing to take a bulk of refugees from islands that have fallen to enemy states? These island states are not nations by international level and the people are facing dangers if they should stay. Increasing crimes against them are being committed and they need a safe haven. They are pretty primative, not accustomed to the modern world, but they are human non the less.
They were under our previous protection but we have failed, and now we are trying to put them back into our protection to turn them to soverign states. But our enemies must be defeated first.
Will you allow them to escape the horror of war?

To the Honorable Elenore Romney, Prime Minister of Kanami,
It was a pleasure to receive your correspondence and I am happy to report that Kesshite will welcome these refuges with open arms. However, we are still a small nation and may not be able to provide for all of these newcomers. If you could please inform us of the number of refuges, their preferred environment, their demographics, and any information you deem pertinent.
Also, if you desire, we would be happy to provide housing for any workers or dignitaries of your own noble nation, should you desire to observe the refugees and assure yourself of their good health and treatment.
Lastly, will these refuges desire permanent settlement or is it possible they will desire to travel back to their homeland?

Kanami will leave the quota up to you, when ever we have a massive influx of refugees coming to our country, we do like to take many but with the need of limitations, we try to get them some place else that will welcome them. You may accept as many as you desire and Kanami will move on to find more of them homes in our fellow allies, and others willing to take them.
Many of these islanders aren't familiar with the modern world. None have had electiricty or even basic telecommunications. Thus we advise slowly adapting them to the modern world. It's best to set them in warm enviroments that don't have extreem cold. As for their desires to leave or stay, when the time comes that decision will be left to them.
It would be gladly appreciated to make sure our visiting dignataries, to ensure the safety and welfare of these people is upheld, are allowed to reside in your nation as digniated. We do expect diplomatic immunity but be assured any crime will be dealt with accordingly. But you shouldn't have to worry.
Later we will discuss exchangement of embassies.
