The British government informs the Spanish that while Britain has no excess ships for sale at this time, Britain would be more than willing to allow Spain to contract British shipyards to construct ships for the Spanish navy (in other words, Spain pays for the ships which are built in British shipyards).

Britain 1916-1920

PM Gladstone and the Liberal Imperialists govern Britain much like they have the past several decades. Peace and prosperity keep the British Empire powerful and extensive.

In the Caribbean and parts of the Pacific, new infrastructure is completed and plans for industrialization begin. Investors begin to eye potential markets in Jamaica and mines in Guyana. New Caledonia, due to its large population, large resource centers and location (in between New Zealand and Australia) also provide a potential exploit-worthy area.

In India, heavy investment continues, especially in the coastal cities of Bombay and Calcutta, despite lingering Indian resentment. While many Indians remain loyal to King and Country, Gandhi and his followers gain substantial following.

In Africa, the Cape-Cairo finishes after many long years of construction. Connected with the Trans-Indies Railroad, now anyone, with enough money, can travel from the Cape of Good Hope to the Straits of Molucca on a single train. While the economic effect are only beginning to make themselves clear, the immediate strategic benefits are huge. Egypt, becoming even more a hub of trans-continental movement, is readied for its Dominionhood. The Colonial Office makes plans and announces Dominionhood for Egypt on January 1, 1921, although it is made very clear that the Suez Canal will remain in British control for the forseeable future.

The Navy, struggling with recuitment, breathes a sigh of relief when the Washington Naval Treaty succeeds. Britain, keeping its close ties with America, is able to retain supremacy without struggling to make ends meet. The Air Corps, however, takes a boost as air technology becomes more prevalent and Air Wings become more common. Tanks, a new phenomenon, also are tested, and a brigade is kept in service, although merely for speculation at this point.

Despite the successes, the 1920 General Elections are not kind to the Liberal Imperialists. Blamed for either not being harsh enough or being too harsh following the Armistar Massacre, Liberals take a hit in Colonial Affairs, while many criticize their percieved close ties with Germany and Austria. On the Home front, many see the fact that there were few strikes in Britain, as a good sign, but not good enough. The Labour Party gains a few seats, as well as the Conservatives. However, when all things are said and done, the Conservatives come out with an outright majority. Many percieve that the long reign of the Liberals perhaps needs a break, and that perhaps the Conservatives should be given a chance to try their hand. In 1920, Andrew Bonar Law becomes Prime Minister and prepares to lead his nation and party into the Roarin' Twenties.

South African Politicians continue to push for a timetable for the eventual independence of the Union of South Africa. Secretly, the South Africans inform the British Government that if they require the leasing of some territory (I.E. Walvis Bay), or if they require that all citizens are ensured equal rights in order to shorten the amount of time until Independence, such measures would be implemented.

The Royal Navy looks over the situation and realizes that the Washington Naval Treaty might not be as great as orginally thought.

The RN has superiority in home waters, but only if it concentrates the bulk of the battle fleet there. This leaves little to spare for the Mediterranean or Far East. The First Sea Lord and other Navy leaders begin quietly recommending an entente with France (partnership in the Med) and the Americans (partnership in the Pacific)

Work on improved hydrophones and a new project, called ASDIC is underway to deal with submarines, and plans are made to place float planes on battleships and cruisers for scouting purposes are moved forward.

(ASDIC is SONAR, but don't expect to see that before 1936 at the earliest, same with RADAR)

This newest Entente Cordiale outlines the shared interests of the two respective nations, including joint naval reviews and a comprehensive policy of non-interference in the respective spheres of influence in the Middle East. In addition, a partnership is announced in which the two powers pledge to support one another's interests in the Mediterranean and in Africa, and Britain has offered to assist in the modernization of the French Navy once the current depression begins to alleviate and more funds become available.

In addition, Britain has pledged to defend French India and French merchantmen in the Indian Ocean from attack during times of war, and France has promised to come to the aid of Britain in the event of a colonial war in Africa, provided there is no conflict with pre-existing French treaties.

-In the event of Britain being attacked by Japan, Russia will come to Britain’s aid.

-In the event of a war between Russia and Japan, Britain will cut off its trade with Japan and pressure other nations to do so.

-Britain and Russia once again confirm that they will not interfere in each other’s sphere of influence.

This is, of course, not a treaty but merely a gentleman's agreement between two nations.

On a slightly unrelated note, the representatives also ask about how the British would feel were Imperial China to extend it’s rule to the south, especially seeing as the KMT is very nearly bankrupt and falling apart.

Due to the economic situation, as well as added on top of other reasons, the National Party has gained considerable support in the Union of South Africa. If this continues, then the NP will issue a vote of no-confidence and the South African Party will loose power, which will lead to radical republicanism taking hold in South Africa and a move towards Germany, a country that many NP leaders served under during the Great War.

In order to counter this, we propose that a timeline for South African independence be put forward. Due to the current economic situation, South Africa does not contribute as much to the Empire's economy as it used to. If it is required that we pass certain laws (eg. universal suffrage, loaning of installations to the crown), then we shall do so. We would prefer that the date of independence be no later than the years 1930 or 1931.

Russia denies the French allegations vehemently, noting that the Russian government, not France, is responsible for Russia's foriegn policy. Russia has always maintained the stance that neutral nations be allowed to remain neutral and would never send its troops across a neutral nation's soil without permission.

Russian diplomats ask the Polish government if they will allow the recent years of good faith and relations to drop by the wayside because of a French telegram that the Russian government was not even aware of.

The Russian diplomat to Russia furiously bursts into Blum's office and demands that the civil servant responsible for the French telegram to Poland be sacked immediately. He then proceeds to ask why the French government thought it could dictate what Russia would do in the event of war and go so far as to threaten neutral nations with the Russian military.

"Russia will not invade a neutral nation! There are rules of war, rules that Russia has always and will continue to follow! You have jepordaized everything that our administration has worked for! Our attempts to have peace and prosperity with out Eastern European neighbors maye derailed beacuse the honorable French government didn't know when to stop making threats. My government expects a formal apology to both my own nation and our Polish neighbors by the end of the week. Good day sir."

In light of the Conservative take-over in Canada following the downfall of the King Administration, all Canadian grants to the Royal Navy or to any other branch of the British Armed Services have been frozen indefinantly. In such times of economic hardship, it is simply too much to ask of the Canadian people to provide for such programs when their own pockets are empty, along with that of Ottawa's.

However, the Dominion wishes to stress to His Majesty's Goverment that as loyal members of the Empire, they shall continue to do whatever's deemed neccessary for the continued well-being of His Majesty's splendid realm and, upon the passing of this economic crisis, would be more than willing to negotiate the resumption of such grants to the British Armed Services.

Although many in the British government and press decry the French telegram as "warmongering and aggressive," His Majesty's Government waits to hear the Russian response before taking an official stance. Great Britain currently guarantees the independence and neutrality of Poland, but does not wish to involve itself further in Eastern Europe, and indeed, cannot, what with current economic conditions and other pressing problems both at home and in the Empire.

In short, Britain issues a brief re-declaration of its support for Poland, and a condemnation of the French Foreign Ministry. It is sardonically suggested by one British minister that perhaps France should listen to its allies, rather than speaking for them.

The South African government is informed that His Majesty's Government would be willing to discuss independence, dependent on certain terms being met, to come once the world economy begins to improve.

The French State and Government deny ever sending such telegrams, ordering such telegrams sent, or being aware such telegrams were ever sent in the first place. The Ambassador's to Poland and Hungary are each recalled and subsequently sacked for overzealousness after it is determined they acted without approval. However, the French Foreign Ministry issues a statement saying that the Hungarians are exaggerating the telegrams for their own political purposes and distribute milder copies contradicting the Hungarian ones. It also firmly denies Poland was ever threatened. The French Foreign Ministry apologizes for its ambassadors.
