International Trade Commission [ITC]

The International Trade Commission was founded in June of 2006 under the sponsorship of TATO. Construction went to work immediately and on December 24, 2006 the brand new, state of the art facility was unveiled in Cape Town, South Africa. Located along the pristine waterfront of Cape Town this new facility cost an amazing sum of 39 billion dollars. The unveiling of the new facility went under the radar however this is because operations have not yet begun. A division of the Bank of Saint Lazare, the Commission on Internal Trade, will be the organizations primary coordinators with TATO representatives close by.

The objectives of the Commission are to keep official and organized records of the trade agreements between nations, keep track of the general market and prices around the world on objects such as oil, keep official and organized records of trade routes, and classify and document the world’s resources.

With the Commission on International Trade and its employees now comfortably in place the official Grand Opening, in which the complex would be open to business and tours, was announced. Already delegates from numerous countries were en route, with many more announcing their participation. Security measures were already in place and were being increased with the due arrival of the world’s leaders.

The city itself was also preparing to host the delegates. Artists, dancers, musicians, magicians, and shows of all nature were prepping themselves, more so then usual, to host the leaders of the World. The city underwent a massive cleaning project to add the finishing touches. To top things off the weather was predicated to be more then perfect with clear skies and a gentle African sea breeze.

Djimon Hounsou, a 36 year old economist and financial guru, was appointed by the Cabinet just days after the announcement of the International Trade Commission. He would be the Layartebian representative to the ITC as it would be dubbed and he was more than happy to accept the post, especially since it included a massive pay raise as well as, amongst other things, a major stepping point in his career. He had only received his Ph.D. in economics just 3 years prior and was an adjunct professor at the Washington City University. As the representative to the ITC, he was going to be an integral part of the Empire in its future.

He was not a native born Layartebian but he had become a naturalized citizen in 1999, after living in the Empire for 10 years. He was born in Benin and emigrated with his family to the Empire in 1989, after civil war in his area of Benin threatened to kill him and his entire village. From a wealth family, he had completed high school and when he came to the Empire, at the age of 18, he entered college and completed his masters degree in just 5 years. He spent 10 years on his doctorate thereafter and now, at 36, a citizen of the Empire, he was a powerful man and more then just an intelligent man. When it came to finances, he was a genius. He had never met the Empire prior to his appointment to the job but the Minister of Education knew him well. Both of them were very close and the Minister recommended him when the position needed filling. The Cabinet agreed to meet with him and he stood in front of the Emperor, a nervous but confident man, just two weeks ago.

The Emperor smiled as he entered the room. Dressed sharply in a business suit, Djimon eminated every bit of intelligence that he had. "Have a seat Mr. Hounsou." The Emperor offered him a chair at the conference table, the Cabinet all around. "I am glad that you agreed to meet us here, today. I am sure that you know why you are here." He nodded.

"I do sir and it is an honor to be here." His English was accented but flawless.

"That makes me happy. In light of that, let me explain some things here. The ITC is a new body and the Empire is one of the world's foremost powers of trade in the world and we would like to keep it that way. We have more than enough minerals and resources at home here and we import a good amount of it from our various Free Trade Agreements but we could do better, definitely better. Now. I am more than aware of your qualifications. I have read your works and I, personally, have no questions to ask. My Cabinet has nothing to ask. What we want to hear is why you think you would be good for the ITC." It was an unusual style that threw Djimon initially but not for long. He knew exactly how to answer and he stood up, representing a classic style of respect to addressing a superior.

"Sir. I have studied economics more than I have studied my own personal life. I know the inner workings of our economy and I have, on more than several occassions, predicted both negative and positive moves by this government. Overall, I think that we have made more than enough positive moves but there are negatives. For instance, if we continue along our current path, our exports will not be as much as our imports and we will have a problem. Our surplus will become a deficit if we are losing money from trade." He began to walk around the room. "The ITC is our place to shine. Our Free Trade Agreements, our embassy programs, they are all plentiful and there could be more. I have no doubt that we agree here." Everyone nodded. "Precisely. I am not here to tell the Cabinet what or how to run the country and I wouldn't dare disrespect anyone here but I would like to be part of that decision input team. At the ITC we will have a better grasp of what other states around us possess, what they are exporting, what they are importing, and how they feel about international trade. We could be looking at dozens of gateways thus unexplored and it takes someone with knowledge to open those gateways. If we send someone who doesn't know about economics or finance or who is unqualified to comment and study such then we are looking at an inept person in a position of immense power and opportunity.

"If we do that we are failing the Empire, its 1.26 billion people. We will be failing the world. Sir. Ministers. I respectfully implore you to allow me to be our representative to the ITC. It's obvious that I am qualified for the job, I don't have to reiterate that. It is also obvious that, in this position, no one else is qualified and no one else could be as capable as I. Thank you." He sat back down and a certain silence fell over the room. His presentation was delivered with precision and confidence and he never once took his eyes off the Ministers and never once did he studder or skip a beat.

The Emperor looked around the room and stood up again. "Mr. Hounsou could you please wait outside while we discuss our decision. If you would like anything don't hesitate to ask my secretary."

"Sir." He stood up and departed the room. He was called back in ten minutes and stood there, again, at the other end of the conference table. "Sir."

"Mr. Hounsou. It is my decision and the decision of the Cabinet that we appoint you to the position of ITC representative. With this positions comes both great power and great responsibility. Now I must ask you with confidence. Do you feel that you are ready to undertake this position?"

"I am sir. I would be honored."

"Very well. Our meeting today is concluded but I invite you to stay around after the Cabinet departs. I would like to speak to both you and the Minister of Education in private. Ladies and gentlemen. We will meet again tomorrow at 10:00 hours." The Cabinet departed and left the Emperor alone with Mr. Hounsou and the Minister of Education. "Mr. Hounsou. Would you like a cigar?"

"Yes sir."

"They're from Cuba. The finest blend. I have them specially made and they are one of a kind. I have offered similar products to foreign dignitaries but none are as quite as good as these are. Please, take one." He lit the cigar for Mr. Hounsou and lit his own. "Please join us on the balcony." From there, they walked onto the balcony and stood, facing the city. "You know Mr. Hounsou your manner and presentation are quite impressive. I am pleased with our decision here today."

"Sir. I am glad I could surpass your other candidates."

"Well." The Emperor chuckled. "We had no one else in mind."

"Sir?"

"The Minister of Education spoke so confidently of your capabilties that we had little doubt in your abilities. However, I am here to ask you for something above and beyond. Something much different. I've read your history and studied your files. I am pleased that you served with us after your collegiate tenure."

"Well sir. It was an honor to serve the Empire, which has given me so much." He had been in the army and fought in Guyana and Suriname with honor and distinction between 1989 and 1991.

"I am glad to hear that and I must ask you of something rather unconventional."

"Sir."

"At the ITC you are going to witness corruption and you are going to be subjected to bribery. Naturally you are to resist. The Empire is not a corrupt state. However, my unconventional request is something else, seomething different, something, for lack of a better word, sinister."

"Sir. I do not understand."

"The ITC is going to be flooded with foreign agents. Spies. We are going to have our own and we are going to be monitoring what happens through signals intelligence. I am sure you are aware of this."

"I imagined we would."

"Very well. What I must ask of you is not to be brought into the spy business. I must ask that you remain true, honest, and loyal to my service above any others."

"Sir I don't understand."

"There are elements within this government, elements that are plotting something and I can say, with confidence, that they are not pleased with the course of the Empire. They want the Republic and its corruption to return. I cannot allow that at all. I do not know names nor specifics but this wave of domestic terrorism is linked. This is information you must never divulge Mr. Hounsou. So now do you understand?"

"I do sir. You can count on me."

"Thank you."

(("Foodstuff" seems like a very broad catagory. Corn isn't going to be sold as the same price as pork or truffles. Even beef can range from as little as $5 per pound to $500 per pound.)

As predicted the weather was beautiful. The sun emanated a gentle glow while the sea breeze kept the temperature in check at around 75 degrees Fahrenheit. It was a harmonious partnership that kept people coming back to the port city. It was early still not yet noon. The city was moving along at a relaxing pace, the hustle and bustle dimmed as the work day kicked in. It was tranquil sight, the occasional jogger, a day trader taking a breather from his or her break neck profession, a dull blow of a ship’s horn as it neared port. Jackro had planned his meeting at this time with meticulous intention. Cape Town was arguably his favorite city in the States, he frequented it often. After so many years a person becomes highly familiar with a city, starts calling it theirs, and goes to great lengths to uphold its name…defending it from those whose experiences left much more to be desired. He had fallen in love with a small café perched on a hill overlooking a private marina. It was quiet, nestled in tight against a hard rocky ledge. Though he often told friends, relatives, and complete strangers the best places to dine in Cape Town he never mentioned Café du Chevalier.

The meeting was about to begin, he could see Edith Apollinariya, secretary of Commerce, walking quickly to his table. He was out of this chair to greet her and they exchanged pleasantries before sitting down.

Abiola had already order Edith a drink, the Café’s specialty which was delightfully good. She smiled and took a sip, her eyes lighting up at the rich taste. Jackro let out a small laugh, maybe to strong for her. He closed his laptop and cupped his hands together overtop of it.

“You’re on point for this one…how are you holding up?” He asked. It was a rather informal question but this meeting wasn’t designed to be formal. Abiola, under request from Baruti, wanted to make sure Edith could handle such a large operation. She was young for her position, 34 but well suited. She held a Ph.D in economics and had been studying in Windhoek, the countries premier university, World Politics. She was a native of Mozambique; however her parents emigrated from Russia during its prolonged period of turmoil. Her intelligence and hard work landed her in Windhoek and its university. From there she began to work for the government at age 29. Living in Africa all her life she was able to learn English, and a number of ingenious African languages. Living with two Russian parents however kept her Russian top notch.

There was no hesitation, “Couldn’t be better, everyone is due to arrive tomorrow.”

“Yes, everything is set for their arrival. I saw to that personally. Have you spoken to liaison from Saint Lazare?”

“Yes, I’ve been in contact with him for some time now. As we give them the tour he will be alongside to discuss the capabilities and benefits of the Commission. He will also be riding shotgun during meeting to help answer any questions.”

“Excellent, the Grand Duke is highly regarded here…I’m sure I don’t have to tell you what that means…”

“Everything is understood.”

“May I have a look at your discussion topics and the likes?”

“Certainly.” Abiola opened his laptop and plugged in the USB adaptor that Edith handed him. The monitor came to life as he pulled up the presentation.

“Well it seems as if everything is in order. I’m sure your staff has been briefed?”

“We are all set.”

“Then I guess there is only one thing left…”

“Sir?”

“Good luck!”

Mr. Hounsou left Layarteb City International Airport at 08:00 hours on the morning of the 17th. It was a flight of 7,850 miles with one stopover, in Cape Verde, a stopover that was going to be negotiated with the Commonwealth of Hirgizstan. It would be a required stopover, for refueling. Mr. Hounsou's aircraft was a new jet, brand new, a C-28A Gulfstream VI, built new for the government and was now being allocated for Mr. Hounsou. It cost $48,000,000 and it was a modification to the Gulfstream 550, one of the premier bizjets in the world. It had a range of 7,750 miles, unrefueled and that was just 100 miles too short. They wouldn't be flying on fumes when they landed so they would make a stopover, in Cape Verde, roughly half of the way to Cape Town, South Africa. They would fly at a cruise altitude of 43,000 feet and 525 miles per hour, which was 60 mph less then its maximum speed. Its maximum altitude was 51,000 feet. Painted white with Layartebian markings, Mr. Hounsou climbed into it on the tarmac at Layarteb City International Airport. He was wearing a beige suit jack and beige slacks, a black turtleneck shirt, and well shone black shoes. "Good morning. I am pleased to meet you. My name is Djimon." He held out his hand to the pilot and the copilot.

"Colonel Louis Anderson. Imperial Layarteb Air Force." The pilot shook his hand.

The copilot followed, "Lieutenant Colonel James Astin. We're pleased to meet you Mr. Hounsou."

"Please. Call me Djimon. I imagine this will be a long flight?"

"Long is an understatement." They laughed. "If we flew straight through," the pilot continued, "we'll be there in fifteen hours. However, we have to land in Cape Verde for refueling so tack on another two hours to that trip. So seventeen hours in the air. That puts us in at 01:00 hours, here. There it will be seven hours more so we'll be landing at 08:00 hours. Twenty-four hours, the cheap way."

"Pleasurable. I am glad to hear it. What is your history? If you are to be my personal pilots I would like to get to know you." Two aides stepped onto the plane, which could hold up to eighteen plus the two pilots. Djimon would be flying with seven aides, four bodyguards, and his family, which included his wife and their three children, two boys and a girl. They were already seated in the back and the plane was packed with luggage, only the essentials though. The rest of the luggage that they needed was already in Cape Town. The government had already scouted out ahead and bought comfortable living quarters for Djimon and his family and they wouldn't need anything else. Everything else was there already, set and waiting for them.

"Well Mr. Hou...Djimon. I started out as a pilot in the air force in 1985 as a fighter pilot. I saw considerable action over Venezuela and Colombia as well as over Central America. I've got 17 air combat victories and I've been shot down twice. Other then that, it's been a boring career." He laughed. "I have a wife and son, my son will be graduating high school next year. My wife and son will come after he graduates. I cannot take him from school just yet. It would be detrimental. I am sure you understand."

"I do Colonel. I am glad to hear that you are such an accomplished fighter pilot and I am glad that you have been shot down. Not because you were shot down but because you lived and you survived the ordeal. That is something that speaks highly of a man."

"I am thankful to hear that."

"Well. I guess that is my turn. I've been in the air force since 1990 as a logistics pilot. I've flown a number of strategic transports. I am, recently," his voice lowered, "widowered. My wife died last year of a stroke. We have no children together."

"I am sorry to hear that Lieutenant Colonel."

"It's alright sir. We're going to be pulling back soon though. You might want to be seated."

"I shall. I hope we can talk later, on the flight." They closed the door as the last aide stepped onto the plane and the bodyguard followed. From there, the Gulfstream taxiied away from the tarmac and began to head down the taxiway, towards the end of the runway. It would be off the ground in minutes, taking up 5,910 feet along its run. It would be landing 17 hours later, just after 08:00 hours, local time. The Gulfstream wouldn't need military escort for its flight and there was no reason to believe that it would be engaged at all. From there, it was simple. The Empire had a consulate already set up in Cape Town, which was beneficial and because of the strong friendly relations between the United States and the Empire, things would be smooth.

The Jetstar III sat squat in the grey steel hangar that seemed to dwarf it. There were usually three other Jetstars in the hangar, but all were being used. Zachary Perez sat in the office at the left side, lounging in a leather chair in front of a silent computer. A team of civilian airport workers bustled to and fro outside loading fuel and supplies into the plane. The crew were also inside doing their pre-flight checks.

Perez was waiting for his wife and baby son to arrive, as well as his assigned bodyguard who was with the family. The HirgiCorp Air Fuel tanker had just pulled out of the hangar into the baking sun under the brilliant cobalt blue sky when a black INDIAN Elder limousine pulled in. Zach jumped up and ran outside as the powerful engine shut down and the front passenger door opened, Mitch, the bodyguard, stepping out. His 6ft frame and 300lb body loomed over the sprightly Zach as they shook hands. He walked to the back of the limo, Zach in tow, and opened the door. Zach's wife, Maria, stepped out with the 6 month old Benyamin in her arms.

Maria beamed at Zach, they were both so proud of their new child, and to have been priveleged with Zach's new position at the ITC was a double bout of amazing happenings in just a few months.

Zach was only a first generation Hirgizstanian, the son of Immigrants from Cottish Israel. But his Ph.D work at the Tripoli School of Economics (TSE) had caught peoples attention, and he had been groomed for a new spot in world finance and economics.

Zach, Maria and Benyamin all waited in the office, Mitch standing outside, as the ground crew finished up and left. The Captain of the plane, an Air Force Colonel, stepped outside and waved to the office. Zach, his family and Mitch moved out from block toward the plane. They were busily securing themselves and chatting about the trip when a black INDIAN Chief XL screeched into the hangar. A wiry African with black close cropped hair and sunglasses shielding his eyes stepped out of the rear of the SUV. He wore a black suit, bespoke by the looks of things, and carried a small leather brief case. Zach knew the man was coming, he'd told Mitch and his wife not to speak to him, as he'd be instructed to do.

The black clad man simply got onto the plan and sat at the front. He nodded back to Mitch, Zach and Maria before looking forward again as the plane began to taxi. He was a spy, NIA. He would act as an aide to Zach but his real purpose was to seek information about other delegates. Not so much the Russians or the Soviets, there were detailed files and spies already in place in Cape Town for those matters. Instead this man was going to look at Koryan, a small Middle Eastern nation the Commonwealth was 'researching', to see if it warranted recognized status, and perhaps a trade agreement. Not only that, but as an aide the NIA would have its own ear at the ITC.

Soon the little executive plane would be in the air over West Africa, heading south toward Cape Town.

The Boeing 767 from Scandinavian Air Services (SAS) climbed rapidly after having cleared the runway at Gardermoen international airport outside Oslo just a few minutes prior. It moved through the mild snowfall rapidly, climbing above the cloud coverage rapidly. It wasn't long before the sunshine replaced the gray clouds the passengers could see through the windows as the aircraft climbed higher and higher. Eventually, it levelled off at 11,600 meters and headed southwards, towards Cape Town. For most of the journey, the aircraft would fly over friendly territory, heading down to fly over most of the Germanian Eastern Europe with the destination being Cairo International where the aircraft would refuel to be able to make it the final leg over Africa and down to the southern tip of the continent, its final destination being the United States of Brink.

The aircraft had been especially chartered and given special permissions to go before any other aircraft in the waiting lines over Cottish territory due to it having the trade delegation the Realm was sending to represent the Realm at the International Trade Commission aboard.

The Cottish representative to the ITC was the fourty year old Ulf Granmo, a man with extensive experience in private businesses before he started working for the Commerce Ministry, securing more profit for the Realm. As a thank you for his committment to the nation and as a new challenge for him, Ulf was nominated in the Cabinet to be the Cottish representative by the Prime Minister himself, and decided to be the most qualified person the Realm had available to send. There had been a small reception at the Palace the previous night, with the King and Queen offering the delegation success in the new posting. After the speeches, there had been a little banquet with fine foods, good conversations and strong drink. Therefore, most of the people that sat in the first-class section of the aircraft declined the offer of food, drinks or movies, choosing instead to try to sleep a little. Fortunately, the United States was only one hour ahead of Oslo time so there would be very little jetlag, but being on an aircraft for the better part of a day was exhausting in itself.

The delegation consisted of Granmo, his wife and their two teenage daughters, nine aides, eight security personnel and two intelligence officers under the guise of being aides to Granmo. Their task was to find out as much as possible about the other nations, and especially about those of Kreynoria, Koryan, the Soviet Republics, the United Eastasian Republic and the Russian Federation, since those were of particular interest to the Cottish intelligence services. Their presence was completely unknown to anyone but the higher echelons of the Cottish government, Granmo and the station chief at the Cottish embassy in Cape Town though.

The Cots expected the ITC to be a successful place to make trade, simplifying matters more when deals could be made at one spot in the world instead of constantly having to travel throughout the world to make deals. The Cots hoped to improve their trade relations with the Russian Federation, the UER and Saint Lazare through the ITC.

I do not recognize anyone else and people who are not recognized may not fly over sovereign Commonwealth airspace. So, those who I do not recognize- make sure your planes travel on routes to Cape Town that do not fly over the COH.

Edith was frustrated. Of course, of course this would happen! She shook her head and grinded her teeth, something that had become routine for her now. Her heels clicked with heated pressure against the hard ground of the hallway. Ignorance…that’s all it is, ignorance. Her face was red and she was visibly flustered. When she heard the news, she took off instantly for Baruti, though she knew he was most certainly already in motion. She cursed gently under her breathe sighing all the while. She turned a corner cutting between two office workers. She thwarted any attempt they might have made to question her with a fiendish glare. Baruti’s office was the next door and she stormed in.

At once she regretted it, knew she had pushed to far. Baruti was seemingly napping in his chair, obviously shaken by the rude awakeing. Edith felt embarrassed now, her face turning red. Of course, he probably hasn’t slept in days over this, working behind the scenes. Her face was now red with discomfort, damn myself, why?! Yet Baruti’s face remained as friendly as it ever did, he had a gift for calming any situation. Nevertheless the deep lines that traversed his face gave proof to his exhaustion. Thank you she thought.

“I’m sorry, I shoul…”

“Don’t trouble yourself I was simply catching some sleep, well at least as much as my staff would allow.” He let loose a small chuckle.

“Have you heard…about Hirgizstan?”

There was a sigh from Baruti, “Yes I have. Though I admire their strength they are a nation with deeply rooted…” he searched for a word to dull the hit.

“Ignorance’s…sir?" Again she regretted it, was too flustered still, knew it was too much.

“A strong word but a true statement nonetheless. Their government has a stubborn mind I have always thought.”

“This is a peaceful endeavor, one that could do well for everyone, surely you…we will do something?” Her voice was rising and her hand trembling. For all the anger she felt inside, she did well to keep it in check.

Baruti nodded had already written up a telegram. “Indeed.” With that he handed her the telegram, “Read over it and get it back to me.”

Meanwhile a private jet was already fueling up and preparing for the long journey ahead of it. Accommodations where being made for a refueling stop along the way as the trip was not going to be short.

Edith read over the telegram with mixed feelings. Of course, she thought, written by a diplomatic tongue. At this point more anger was futile though she had hoped the letter might be more…icy. No, no these are our allies; we can only grind our teeth and say tisk tisk. Politics, you can’t escape it, thought, it is why he is leading this country and not me.

The note of course was a firm protest, and angry parent yelling at a teenager and with the same effect…nothing. It might rattle some heads sure, but nothing would change. The quarrels over Russia were deeply seeded. Stability never really taking effect in that region. Bitterness still remained, that would probably never change because nobody would allow it. If only they could see that they create the problems, everyone is to blame. Perhaps though, perhaps that letter might do something, might get some heads rolling. Why bring your quarrels in the way of global prosperity? Why flaunt your prejudices?

She handed the letter back and shook her head, a silent resistance. Baruti smiled, said, “I know. Words are so meaningless here though. This is the first step though to breaking down barriers.”

“Sir?”

“The Commission. You thought I meant the paper…by no means this little letter won’t even make it to the trash bin.”

She nodded, “I hope so.”

A Gulfstream G100 would be taking off from Somalia momentarily. It would have to make a brief stop in Astra, Kazakhstan to refuel. It was assumed that the Fourth Reich would allow this but a telegram was sent cable was sent nonetheless. It when then proced to pick up the delegate making a return stop in the same location, followed by one in Somalia, and the finally arriving in Cape Town.

"When they arrive I want some sort of welcome party, they may not be important but their pilots of a very influential nation and I want them treated with respect." Delegate Victor Ismony stepped back to sit into his leather chair, his secretary taking down every word he said.

"Now then, its good to see that some nations aren't as hard headed as others. I would consider Hirgizstan's move rather careless what about you."

"Oh well...I don't usually get asked those sort of things. Personally I might have done the same thing, the USR hasn't exactly been born on great terms with the world." The secretary replied batting her eyes with confusion on her face.

"Yes, yes. Well no matter we will get to this commission some way or another, good thing the USB hasn't lost it's wits and is willing to transport me there right." The Delegate said with a chuckle.

Their conversation continued on and as the secretary left the room Victor turned his chair toward the window which overlooked a vast cold plain of dead grass and tree's. His memories flooded his mind as he sat and stared with a blank expression like a simple zombie. He suddenly awoke to his heavy breathing, this endeavor could be the most important thing for him to do. He wondered how it would go, what he would say things a teenagers might think of during prom which he shuddered to think his mind was reverted to a younger age. He began to write down same random idea's nothing of importance just things he could do around his home, waiting alone and being very tired would taking effect and finally he dropped his head into a deep sleep waiting for someone to come in and inform him of his transports arrival.

Meanwhile at Tomsk Airport arrangements were being made to give the pilots of this plane a welcome deserving of a national delegate, though they would be there only for a short while they would definitely not forget this plane trip. Though Tomsk was small it was preferable to the larger airports not only because the delegate lived in Tomsk but because it would be secluded and away from public eye, it would seem weak of the USR to rely on outside sources for a simple plane ride and weakness was something the Soviet Republics could not show for fear of a revolution or even a simple uprising.

The brief visit to Russia was pleasant and without incident. The pilots enjoyed a wonderful meal and a much needed rest. It was to much regret however that they would have to wait until they returned home before uncorking their gift of vodka. This small gesture would not go unnoticed, had already been relayed back to Windhoek and Cape Town.

The Gulfstream touched down as the night was falling over the city. The ocean breeze stung gently as the passengers exited into the thick African air. The stars started to come out, first slow, then overwhelming highlighted by the gold reflecting off of the moon. A small entourage was waiting with a small convoy. The diplomats were meeting local friends in the area for dinner before retiring for the night. Tomorrow most of the dignitaries would be on arriving and the Russian delegation would be ready.

It was a new acquisition, a purchase from Layarteb. The VC-30B was touching down, after having cleared its flight plan to all those concerned with it. It landed calmly, and the two delegations quickly went out to their respective transportation modes. The Grand Duke's delegation - led by the Minister of Economy and Industry - and the Bank of Saint Lazare delegation - led by the chief of the ITC Branch. They then went out to the conference, and came with little trouble.

It was one of the largest; if not the largest, gathering of world leaders and dignitaries in one place in recent memory. Though the surface of Cape Town looked pleasant and easy going, behind the scenes told a much different story. With so many big names in the area, Cape Town was on lockdown as was surrounding suburbs and coastline. The United States did not want a massacre on their hands, nobody would stand for that. However, Baruti wanted the visit to be as relaxing and friendly as possible something put a strain on security. Nevertheless their goal was accomplished, much money had been sacrificed, but the line between safety and serenity had been met with precision.

The tour was set for 1pm, allowing for Baruti to hold in impromptu lunch at this favorite restaurant in Cape Town. It was a high-class mock up of the ‘Café America’ from Casablanca, which happened to be his favorite movie. He wasn’t sure if anyone would come, but he hoped it would allow for a more intimate setting, perhaps even put politics aside for a moment and simply talk. He was friends with a lot of the dignitaries coming and before he went into diplomacy mode he wanted to catch up on some things, ease tension, and lighten the mood. He knew then when the tour began and the discussions afterward started he would be able to show no favoritism, could not allow for any breach in etiquette.

Meanwhile at the complex things were being buffed and polished, and then polished again. The offices were already a buzz of activity. Employees, some from the United States of Brink others from Saint Lazare, working furiously setting up new systems and putting the final touches on their software. The building was strikingly beautiful, was built to accommodate the building’s surroundings, the ocean, the cliffs, the cosmopolitan streets around it, not to mention the vast amount of money pumped into making the complex a Mecca of technology. The walls and floors were snow white and bright, allowing for the sun to light the building with unparalleled exquisiteness. The ventilation system was by far the employs’ favorite. Because of its location a soft sea breeze flowed through the building as if it were a balcony overlooking the coastline. The World Pier was alive with shows of all sorts. Families from around the globe were enjoying the mixture of cultures that made the famous pier what it is. Street dancers, painters, and comedians were a common attraction, despite the day being so young. Everything was set and perfect.

Is it possible that you can condense your list of "major ports" into a smaller list of really important ports in your dominion, because it's kinda hard for me to put them all into a compiled list to determine possible trade routes. Besides that, it'd be kinda hard on you if all of those ports were equally major ports, understanding that you do have a lot of territory in the first place. Nonetheless, if you could condense that list into at least 15 major ports, that would be really great!

I'll have a preliminary listing of details ASAP, once I get more details.

The Main Hall was glowing, a gentle breeze caressing the soft white walls. The flashes from the cameras reflected sharply adding even more light to the room. Only a small percentage of press was allowed to attend, for only the reason as to allow the guests safety and room to explore. Speaking of which, they had all arrived in their finest attire, gathered up in a messy circle, talking quietly amongst themselves. Many knew each other, their nations and friendships dating back for many years. Then there were the tensions, the nations that, for lack of a better phrase, didn’t get along. Though, everyone did their best to make this flow as best they could, each knowing the prosperity and peace this could create. It was, possibly, one of the only events that could bring such a gathering of power from the world. The separation of nations usually created a divide for which only certain events could break, this of course being one. Everyone had been in Cape Town for at least a day, many two to three. The city had responded wonderfully, many of the diplomats offering nothing but praises. It was unfortunate, Africa had so long be overlooked for vacation spots save the rogue traveler. Now, it was one of the World’s foremost travel destinations, and Cape Town was no exception.

Baruti would be attending, take a break from his campaign duties for the moment. His lunch had not gone nearly as well as he would have liked but a few diplomats did come, old friends and such. Nevertheless it was the relaxation he needed to present a youthful and exuberant front for this presentation. Of course he would not be the one giving the tour, he wasn’t the expert. It would give him a good chance to display South Africa’s coming of age, presenting himself and his government as a powerful, albeit young, force. He would spend much of the time mingling with the crowd, talking, answering questions but at times he would be up next to the tour guides who he trusted without question.

The guides weren’t actually guides at all. They were, rather, The President of the Commission: Edith Apollinariya, the Vice President of the United States of Brink: Jackro Abiola, and the President of the International Trade Branch of the Bank of Saint Lazare. You would be hard pressed to find a better three to present this complex and its ideals in the entire world. Edith would be giving the majority of the tour, explaining its workings, construction, security, and subject along those lines. The Saint Lazare representative would be detailing the systems used and most of the technological programs. Finally Jackro and Baruti would be tagging along to answer any questions that might be thrown their way as well. They had a different purpose though, a more formal one. With so many important people, Baruti and Jackro simply had to be there, not as if they minded though.

Edith walked calmly to the front of the pack where Abiola and the Branch President stood. Seeing Edith take her position, Baruti made his way from the crowd and took his position at Edith’s side. He room quickly quieted noting the change in atmosphere; all eyes were now on Edith. She eyed the room, her head high, projecting confidence. “I would like to thank you all for taking the time to attend this grand opening. This is a simple, yet innovative new concept. If everyone can see the future that this facility has to offer the world, we can bring about an unparalleled level of prosperity and peace.” Her voice was rising, confident and excited. “But first let me introduce the gentlemen standing beside me. The Saint Lazare President of International Trade Raphaël Sébastien. Vice President Jackro Abiola. President Ngozi Baruti. They will be joining us during the tour and answering any questions or concerns you might have.” She waited for the applause to dim down and continued, “Now if you would all be as kind as to follow me, we can begin!”

Ulf Granmo (http://marinenorway.etp.no/marinenorway/bilder/slide0003_image038_28.04.jpg), dressed for the occation in a charcoal pinstriped suit with a matching shirt and tie underneath and black leather shoes shined to perfection, was among the group of foreign dignitaries and officials that were to form the International Trade Commission, talking with the diplomats and other dignitaries, mingling with the crowd, discussing various topics with many different people. Later that day, when the ITC was officially opened, he intended to do as the Government had instructed him to and seek out the Eastasian delegation with the hopes of brokering a Free Trade Agreement between the Realm and the UER. He also intended to go see the representatives for the Twin Cities of New Orleans and for the nation of Koryan in the first couple of days of operations to hammer out some deals with both nations, just as he had been instructed to by the Government. For now though, he paid attention to the opening ceremony.

Djimon Hounsou fit in well with the crowd of intellectuals. He had greeted the various representatives from The October Alliance and he was making his way through the FTA partners, particularly Rome, Eastasia, and Eurasia. He was a savvy man with more intelligence than anyone knew but he also had the gift of gab and he could easily work his way into just about any conversation with a smile and a handshake. He looked over the two men and the woman standing in front of the group. He sized them up pretty well and fit them all for intelligent individuals who probably knew a lot more than they would let on in any conversation. Still, he followed the crowd, awaiting what was next.

Zachary Perez had spent the better part of the morning chatting with October Alliance representatives and President Baruti about the new trade commission and what it would mean for trade. Once finished with them he sought out other delegates, most importantly the Eurasian and Roman ones. Later in the day he'd seek out the delegation from Saint Lazare, a relatively new but invaluable trading partner, and finally at some point he hoped to catch the delegation from Koryan, a nation being looked at for a new trading agreement. Every now and then Zach caught sight of Mitch, his bodyguard, hovering nearby. He didn't need to stand too close, the United States security services were top notch, so he could relax. But he still felt awkward when Faisil, the NIA man was at his side, smiling and chatting with delegates as if he was anything but a well trained spook.

Qiantan Wei carried himself with impeccable politeness when approached by other delegates, making small talk and introducing Bhaskar Prasad to the international community. Prasad himself was a little daunted by the setting, allowing Wei to do most of the talking; the Finance Minister could talk for hours on any subject.

As far as the conference itself, the Eastasians viewed it as a way of expanding their contacts. The continued opening up to the world was going well, with the ITC being seen as an excellent way to forge new agreements and relationships.

The crowd walked along the beautifully decorated contemporary halls, large elegant windows giving a wonderful panoramic of the surrounding city and ocean, and the overpasses that allowed a glimpse of almost the entire facility. The building had been the brain child of the United States’ most famous architect, Nia Zola of Mozambique. Nia had been asked, about two years ago, to come up with a design that would incorporate not only the Cape Town atmosphere but a brooding, cosmopolitan country. It also didn’t hurt that her only restriction was…unlimited funds. What resulted was one of, if not the, most stunning buildings in all of South Africa.

They shuffled along the complex, Edith and company stopping at certain parts, explaining the functions and reasons behind the offices and workers in that area. Offices lined the walls, meeting rooms, computer stations, media rooms; even a stock exchange filled the huge facility. Security checkpoints, both hidden and obvious, dotted the hallways at major intersections.

Edith stood now, it had been a couple of hours since the tour started, a lot of time had been consumed during demonstrations of systems, in an attempt to get everyone involved and create a better more informed understanding. The crowd grew silent again, realizing something different was coming. “Before we begin the final segment of our tour, which isn’t long, will you all accompany me to lunch?” There was a jumble of agreement nobody outright saying yes or no, understanding it was a rhetorical question. Though the food was actually quite good on a usual basis, special attention was given to today for obvious reasons. The congregation sat down, no seating chart needed. It gave them a break to eat, talk, and ask any questions.

The final segment of the tour would begin when everyone was finished. It would include a tour of the World Offices and a final meeting in the Main Meeting Hall.

Finally getting back to this, my fault for letting it go so long.

She was looking among the crowd, all eyes on her.

“Now if you follow me, we will proceed to the final leg of out tour, the World Offices. The World Offices are, as they name proceeds, a complex within the complex dedicated to each members own private doings. Though each office will focus on their countries trading matters, they can also serve dual purposes for whatever the said country needs…so as long as it remains legal.”

She laughed it bit to signify that it was a joke, however small. Yet her tone conducted that it was in all seriousness as well.

Ic: It wasn’t a very long walk, they only visited a select few sites. The offices were as beautiful as the rest of the facility and tailored to meet each individual country’s needs. Road signs with country names on them pointed you in the right direction. Keeping with the style of the complex, a gentle sea breeze wondered its way through the halls alongside the delegates. When they reached the Main Hall, the place from which they started, Edith gathered them back together.

“That concludes our tour. I hope that you enjoyed what we have worked very hard on and poured many hours into. If we can utilize this, if we can begin to share the world’s resources for the betterment of all, if we can work together…we can bring peace and happiness to the world.”
