Say, doesn't that mean that your ships are fair game for any navy, at war or not?
You've essentially advertised Hataria as pirates, and due to the nature of 'Jolly Rogers' almost everyone will just give orders to shoot on sight, citing piracy. On the other hand, most shoot your ships on sight anyway, so it's not too much of a change.
Of course, you're opening yourself up to fire from civilian ships and media strikes nonetheless.
