With the recent success of several new businesses in Altanar (most notably, the Santé chain of restaurants, among others), our government has decided to solicit further foreign investment in our nation. We request that interested businesses submit a proposal to the Ministry of Infrastructure, which will be reviewed to ensure it meets certain standards, most notably the healthcare and minimum wage requirements of our nation. We look forward to any and all responses.

"Lichencrest Industries to make the world a better place"

Lichencrest Industries would like to set up shop within the Kingdom of Altanar. We have recently taken control of the nation of Rastoria through a massive corporate takeover. Lichencrest Industries needs to expand our market outside of Rastoria to finance our endeavors within Rastoria and as such we would like some information about your nation to best serve the consumers.

Skyetech Industries is a heavy industry corporation. Our focus was initially weaponry, vehicles and heavy industrial equipment, however our focus has changed and we now work primarily in the chemical and material engineering industries. We would like to know what resources you have.

Our subsidary corporation, Tactical, Logistical and Industrial Solutions (TLI) was orginally created to manage security transporation and some of our larger construction projects (Skyetech prides itself as being almost completely vertically integrated). TLI has since expanded into the consumer market, and handles large infrastructure projects, ranging from highway and rail construction to waste and even prison management.

Before we continue discussion, would you please tell us your minimum wages and pertinent healthcare requirements. Our lowest paid laborers receive slightly above the Siapian minimum wage (Usually $7.45 plus profit sharing).

We look forward to doing business.

The Aliastor Military Force Contracting Agency, or AMFCA, is interesting in aquiring land within the Kingdom of Altanar for use as manufacturing and deployment of contracted units.

We require an air base with atleast one 15,000ft runway for our own use, plus atleast 2 square miles ajacent to the airbase for hangers. If these facilities arn't available, we are able to construct our own on an area of atleast 20 square miles of flat and open terrain.

Also, we require an area of 2 square miles near the airbase for the construction of manufacturing facilites to construct our units.

For compensation we are willing to provide you with 10 Million USD upfront, plus a 2% royalty on all units contracted from the base provided. Also we will give you preferential treatment and a 4% discount when hiring the units deployed from said base.

Employies will be shipped in from Aliastor and payed Aliastor wages (3.59 USD per hour), if this is a problem we are willing to negotiate.

Kanti Naval Yards (KNY) is the premier ship-building corporation in and based in the Republic of Groznyj. We focus on the construction of high quality ships anywhere from military warships and submarines to cruise liners and police patrol craft. We are closely affiliated with Markhaz Heavy Shipping Corp. (MHS) which supplies us with the materials to build the parts of our products. Our primary focus is in the construction of larger tonnage ships (ex: oil tankers).

We hope you take this opportunity to let us set up shop in your nation and we look forward to doing business with you.

--Please further explain your country's minimum wage and health care/safety requirements as I am sure they will not be an issue.

Anza Industries would be interested in talks with you in opening several kinds of stores within your nation.

Anza Industries is a conglomerate of several companies of different purposes, namely oil, hospitality, manufacturing, retail and the like, and we'd like to discuss some of these industries to your country, provided we agree with each others terms regarding minimum wage and healthcare.

Information on our standard policy on minimum wage and healthcare:

Minimum wage: Our lowest paid workers in any given industry is $12.50 per hour, with our more skilled workers earning as much as $45.25 per hour. Additionally, each employee is given a bonus based upon their performance and goals we set out for them. These bonuses usually include 75-100% hourly pay raise for the entire week, or more vacation time.

Healthcare: Four free dental visits per month, two free eye glass prescriptions per year, eight doctors visits per month

misc: A life insurance policy worth twice your annual salary ($52,000-$188,240)

As well, for every year you work for us, we deposit a matching 1/4 of your annual salary into an escrow account which you are able to gain access to after 25 years of employment, or take as an entire lump sum if you decide to leave the company any time before that. So basically if you're earning the standard $26,000-94,120 annual salary, and you're with us for 25 years, you'll have earned $162,500-$588,250 in that period.

However, if you were to stay with our company for 40 years, you'll receive the $260,000-$941,200 plus 3/4 of your previous income every year - for life.

We hope this is satisfactory to you - as we believe it will be - and now we'll detail our plan:

Anza Industries would be interested in opening five of its premier hotel chains within your five most major cities. These hotels boast 20,000 rooms each, and have a total staff of 2,800, each of which will bring approximately $127,296,000 to the local economy, for a total of $636,480,000 annually.

Anza Industries would like to inquire as to if it could possibly purchase oil fields within your nation. We're willing to pay as much as $100 billion per field, and will give you 45% of all profits made from said fields. If this is possible, we'd like to purchase land to also construct a regional Anza Oil headquarters in the region, which will employ more than 11,000 individuals.

Anza Industries would also like to build 10 Anza Motors car manufacturing plants. These high tech manufacturing plants will employ 75,000 each, and will boost the local economy by $19,500,000,000 annually, as well a produce 30 million cars per year.

We Buy It Incorporated

We Buy It Inc. has been analyzing your offer with great interest, we are a international conglomerate of nearly two dozen different corporations.

Our board executives is made up of companies like Silver Sky National Armaments, Shiny Metals Inc., Black Gold Corp., Kid Stuff Inc., We Get It There Shipping Ltd., Zoom Zoom Auto Corp., Zap! Zap! Power Ltd., Zero G Inc., We Make It Industries, BioReasearch Ltd., and ElectronicTech Industries.

Several, if not all of these industries have expressed interest in building infastructure within your fine nation and providing good wages to your people. However, we would like to inquire about these healthcare and minimum wage requirements.

Also, we would also like to note that should you allow our companies to do tariff free trade you will earn a 5% discount on all goods produced by We Buy It Inc. Subsidaries.

Altanar

We apologize in advance to all interested nations for not outlining our requirements for investment more clearly. Please allow the following outline to serve as a sort of prospectus.

Minimum wage requirements: The minimum wage in Altanar is 10 solaris/hour, roughly equivalent to $10 USD per hour. Some municipalities require a higher minimum wage. For example, the capital city of Ael Khalas has mandated a minimum wage of 12 solaris/hour due to the higher cost of living there.

Healthcare: National healthcare is provided by the Altanari government, so no healthcare investment is required by employers, beyond the standard tax rates charged by our government to business. We feel the lack of a healthcare cost burden to employers is a major plus, and offsets the minimum wage we require to a large extent.

Other benefits: There are no other benefit requirements, but companies that offer a strong benefits package to their employees here are given priority.

Workweek: Altanar follows a standard 40 hour workweek. No employer in any industry may mandate hours beyond that as a condition of keeping one's job. Employers are also required to pay 1.5 wage overtime for any hours beyond 40 per week.

Other requirements: Depending on the business, some employers may be subject to additional requirements (for example, restaurants are required to purchase at least 50% of the food and supplies used from Altanari sources). In addition, all businesses are required to provide a safe working environment, meet the minimum standards set by the local municipality for environmental stewardship, and abide by non-discrimination laws.

If these terms are acceptable, please present your proposal and we shall give it the utmost consideration.

Sincerely,
Edan Morelevey

Skyetech Industries wishes to know what natural resources you posess in yur nation.
Altanar
09-01-2007, 19:50
Dear Skyetech Industries:

Altanar possesses the following natural resources:

metals - iron, aluminum, titanium, magnesium
fossil fuels - coal, natural gas, oil
industrial minerals - salt, sulfur, phosphate
construction materials - stone, sand, clay, gypsum, gravel, cement

In addition, some areas of our nation have rich soil suitable for farming and access to abundant water supplies.

Regards,
Edan Morelevey, Minister of Infrastructure
Praetonia
09-01-2007, 19:52
Numerous Praetonian companies wish to expand into Altanar. The largest of these are:

Imperial Oil & Gas Plc. (natural resources, fuels, engine manufacture, engineering, vehicle manufacture)
Imperial Central Bank Plc. (banking, investment)
Imperial Electronics Plc. (electronic manufacturing, software, networks, internet)
Warburton Coal Ltd. (coal mining, power generation)
Imperial Praetonian Shipyards plc (civilian and military ship building, components, artillery)
Randolph Shipping Ltd. (merchant shipping, civilian shipbuilding)
Imperial Atomworks Plc. (nuclear power generation, reactor production)
Royal Ports Ltd. (ports operator)
Imperial Metallurgy Plc. (mining, mineral refining)
Uxbridge Agricultural Ltd. (farming)
Larsdon Munitions Plc. (defence, vehicle manufacture)
Kingston Shipping Ltd. (merchant shipping)
Home & Colonial Investment Bank (banking, investment)
Farthington Ltd. (retail department stores, supermarkets)
Uxbridge & Royal Bank Ltd. (banking, investment)
ExpressNet Transport Plc. (airports and airlines, railways, toll roads)

All of these companies will offer what they consider to be the market rate for labour in any particular position. If this conflicts with domestic law, they will ammend their offer in order to comply with the law. As I don't know what sort of labour force Altanar has, many of these businesses may set up training centres or even universities if education is of a poor quality and fly over Praetonian staff if necessary.
Altanar
09-01-2007, 20:07
The Praetonian companies that you mentioned are welcome to set up shop in our nation. As long as they comply with the requirements previously cited, they should not have any issues.

In regards to the question of education, Altanar prides itself on the quality of its primary, secondary and tertiary school systems. You should find that the quality of the Altanari workforce is as high as you will find anywhere. However, you are welcome to bring in the staff you desire to ensure that product quality is up to the standards of your respective companies.

Thank you for submitting your proposal. We are pleased to accept your offer in regards to the automotive and hotel ventures you wish to establish. However, after review, our King has declined to accept the offer in regards to selling oil fields in our nation. His Majesty feels that it is crucial for any nation to retain control over its natural resources. However, if you would like to further discuss possibilities for joint ventures in regards to oil and natural gas, we are more than willing to discuss terms that would be mutually acceptable and profitable to both of us.

After review of your offer, it is with regret that we must decline. The Kingdom of Altanar has a strict policy of military neutrality which we find incompatible with the product line of your business. In addition, our Defense Minister and Royal Altanari Defense Forces commanders are adamant that no military forces should be allowed within our borders at any time except for our own. However, if you wish to negotiate deals for the sale of natural resources which we possess that could be useful to your business, we would be willing to discuss such deals.

We Buy It Inc. finds all of your requirements acceptable, and notes that the minimum wage given by WBI is $15.50 USD/hour and we offer 1.75 wage for overtime.

Also, we would like to discuss rights for some oil, coal, and natural gas deposits, as well as metal, industrial material, and construction material deposits, and making joint ventures with your government to find more deposits within your nation.

Also, we would like to note that Hostile Takeover Inc. is a mercenary/security force that is for hire, besides being a very prestigeous legal agency. We would like to place a brigade of airborne troops to protect our new Corporate Headquarters in Altanar, we would like to make sure this is ok with the Altanar Government.

Also, being a mercenary company HT Inc. would like to know if it is allowed to advertise and hire Altanar Nationals for it's expanding force.

We're happy to see you have accepted the main part of our proposal, and completely drop the portion you have rejected, and just go with the rest.

Additionally, we'd also like to open 5 Anza Electronics manufacturing plants, which will produce TVs, DVD Players, MP3 Players and the like. The manufacturing plants will hire approximately 50,000 people each, and produce 4,000 items per day, and will bring in $6,500,000,000 to the local economy annually.

Also, we'd like to purchase 16 acres of land or office space in one of your major cities to construct an Anza Construction regional headquarters, which will consist of approximately 16,000 employees and bring $1,760,000,000 to the local economy annually.

Last, but certainly not least, we'd like to open 10 test Anza Foods stores in your nation, which will employ 3,000 each, and bring in $780,000,000 to the local economy.

We hope you find our further proposal acceptable in addition to the original, as this venture will certainly bring economic stability to your country, as well as give us more resources to expand and better our company.

Sincerely,
CEO Stephen D. Norris

To: CEO Steven H. Miller, We Buy It Inc.

We are willing to discuss possible joint ventures in regards to oil, gas and mineral production. We can discuss terms under which your company could harvest those resources in cooperation with our government, and arrange for a fair and profitable split of the proceeds from said efforts.

In addition, we welcome the businesses you have previously mentioned as wanting to locate in our nation. However, the matter of Hostile Takeover Inc. will require further discussion. While we do understand the need for security, we are not sure as to why an entire brigade of troops is needed to secure your headquarters. As I am sure you can understand, any nation (with common sense) would be wary at a large number of soldiers not under its control establishing themselves within its borders. If you are concerned with security, I can assure you that Altanar's law enforcement and military personnel are ready to address such concerns. We can also discuss security arrangements further. As to your question about hiring Altanari nationals, we do not place restrictions on who our citizens can work for as long as they abide by our laws while doing so. Therefore, you are more than welcome to hire Altanari citizens as mercenaries if you wish to do so. They will not be allowed to conduct operations within our borders, but are more than welcome to do so elsewhere if desired. Please let me know if you have any further questions.

I would like to point out that, although I am also the president of Aliastor, the AMFCA is not part of Aliastor's regular military, they are strictly Mercinary forces. The Airbase in we require would serve as a refuling point for units moving to other areas of the world and a launch point from which new Dragonbirds, bomber or transport versions, will be sent to other parts of the world. No actual units will be sationed at this airbase unless under extream circumstances.

As to your offer of Natural reasorces, if we are unable to have an airbase from which we can land our Super-transports, we are unable to do trade with you. It is too costly for our buisness to import materials and send them to our manufacturing plants overseas with anything other then the Dragonbird Transport. These planes require special runway requirements that is too costly to biuld unless we use the runway for other purposes.

OOC Summary:Does your nation allow loggers in your country, and are there any special requirements for logging in your nation? Do you allow people too tax the profits of these companies from other nations (say a 0.2% tax on a company that started in my country each year). Do you ever need to bulldoze trees to make land for new places of infrastructure.

The logs, if they are cut down will most probably be sent to the isle of Sarmont, an island that is part of the nation of Havvy. There the trees will be turned into lumber or paper, and will be sent to a buying company in the world.

Some of the buying companies will be paper by notebook and legal pad making companies in Trazic (the main island of Havvy) or be bought by a company in your nation. They are sold to the highest bidder (and that could be another company).

Message: Business Proposition from CutYouDown Inc.
Body:
My formal apologies for not sending this too you as soon as I could. We have heard that you are currently looking for foreign business in your country. We are currently looking to branch out and become an international country. Our company deals with the logging of forests so that there is lumber and raw goods.

Before we can do business with your country though, we would like to know whether you allow logging in your country, and if so, what types of trees do you have that are allowed to be logged. We also need to know if there are any restrictions.

Once we become an international company, we will have to pay a tax to the government that our country started from, as it is part of there laws. A payment of 0.2% of our profit will go to their taxes, and we would find it best if we gave you 0.2% of any profits we made in your country.

Once we have our logs, we shall export them to an island in Havvy called Sarmont. There, we sell our logs to two businesses who turn them into either lumber or paper. From their, our supply ends, and we don't really know where it goes.

Since we are going global though, we shall allow anybody who wants to buy logs from our company to do so as long as they are the highest bidder for them. Well, actually, as long as we make about the same profits or more from selling our product to them.

Reply ASAP, and just call me chuck.

Perhaps we can work out a compromise that will satisfy both your business and the powers-that-be at our Defense Ministry.

While we would not be able to sell you military facilities or land for such facilities outright, we do have a large airbase in the northwest of Altanar that is currently underutilized. We could allow you to use this base for the purposes you outlined. The base would remain under the control of our Defense Ministry, and would be subject to monitoring to ensure that there was no threat to the Altanari state inherent in its use. Logging is allowed in certain areas of Altanar, with certain restrictions:

- All trees cut down must be replanted by the logging company in their original location within three months of their being cut down.

- Municipal, provincial and national parks, wildlife refuges, greenbelts and other preserved areas are barred from all logging activities.

- An environmental impact statement must be prepared by the logging company and approved by our Subministry for Environmental Stewardship before logging takes place.

Other than that, we are open to the possibility of a logging venture. Standard Joint Venture Guidelines for our company is a 70-30 split between WBI Inc. and the host government for already tapped deposits and 75-25 for deposits discovered by WBI Inc., not counting some amount of resources that may find themselves back into the Atlanar economy through We Buy It Inc. subsidies or other companies operating in Atlanar that buy from We Buy It Inc.

We would like to assure you that Hostile Takeover Inc's presence will be kept small in Altanar. We would like to keep a garrison of only 1,740 Troops, 40 Helicopters and 40 LV-08 'Raptor' Armored Light Patrol Trucks. These troops will be restricted to our National Corporate Headquarters, which we would like to built on 250 acres of land in Narraskath, which will need 20,000 employees, giving back $2,704,000,000 to the local economy at an average wage of $65 USD.

We would also like to talk about our intial plans for our incursions into the Altanar economy.

We want to build Six (6) Sky-Tech (Not Skyetech) Electronics and Appliance Manufacturing Plants, producing anything from MP3 Players and computers to refridgerators and washing machines, even military grade devices. Each factory is going to need 60,000 employees, producing 5,750 items per day. This amounts to $8,100,000,000 USD going back into each local economy (counting no overtime and two week paid leave, and average wage of $65 USD).

We would also like to purchase 10 acres of land/office space in each of your major cities, each employing 750 people, and contributing $117,000,000 USD to each local economy.

Also We Get It There Shipping Ltd. and North Point Naval Works would like to build/buy 50 piers for shipping and build 10 slips for ship construction in Kyrinia and Isilkara, hiring 25,000 employees each, contributing $3,510,000,000 to each economy. While Zoom Zoom Auto Corp. and Union Heavy Industries would like to open Six (6) Vehicle Factories, each employing 30,000 employees, and paying $3,744,000,000 in wages.

Zero G Incorporated and BioResearch Limited have no official plans for ventures into the Altanar Market, but we have unofficial word about Zero G Inc. wanting to built a 550 acre Space Launch Facility with tandem 250 acre Research/Production Buildings near Staria and BioResearch wanting to open two 400 acre zoos a 5 hectare Biological/Game Preserve, and two 250 acre research campuses, although location and other details have yet to be fleshed out, we shall keep you updated.

We would need to make some large ajustments to the runway, both out of nessessity and safety. I will outline such changes below. We would also need the factory facility and a refuling facility, both of which require special adjustments for use on a Dragonbird and other AMFCA aircraft.

The Factory would be off limits to outside personal, unless they sign a non-disclosure form, due to the senstive nature of the Dragonbird construciton prossess. Effectivly your inspectors would only be able to inform you if we are up to your standards. Outside the Factory, non of your personal would be allowed onboard a Dragonbird. All other facilities would be open to you.

Runway adjustments:
Extra-supports and shock absorbers added both under and around runway
Multipule giudence devices (flashing lights, Radio beacons)
Runway heating system
End runway breaking system
26 solar powered generator to power all systems

We are willing to make these adjustments ourselves, but it will require the runway be taken out of servise for 3 months while the supports set.

Harsher than the rules back in Havvy, but the terms are agreeable. It is already part of our plan to replant any and all trees we cut down, only so that we may cut them down when they mature. This plan takes many years though, so anyways, on to business.

What types of trees to do you have in Altanar? What are the easiest to cut down, and if possible, a map showing where my company can currently log would be most useful.

Also, it would be most wonderful if you would share with us how you tax logging companies in more detail.

Thanks for the speedy reply, Chuck.

OOC Nonsense: I am personally a person who favors the environment. So does the current leader of my country. None of this resembles any thought of my government, and as such, anything the company does, will not be a direct result of Havvy.

The nation of Havvy does collect 1% of all raw goods made by a company of Havvy. This means the Havian government will have 1% of the trees that the company cuts down.

Our national minimum wage is $6.50 USD. Those corporations all offer various welfare programs. All of our goods are made here, and we have plenty of recourses, so there won't be any pollutive factories in your nation. They shall begin opening in your nation immediately.

Juan Quantos
Minister of Economics

Before the businesses open, please remember that any employees you have in Altanar must be paid the standard minimum wage of $10/hour, not the prevailing rate in your home country. This is a binding requirement on all businesses in our country, both foreign and domestic.

These troops will be restricted to our National Corporate Headquarters, which we would like to built on 250 acres of land in Narraskath

Please be advised that under Altanari law, the required split for joint ventures is 50/50 for already tapped deposits and 70-30 for newly discovered ones, which takes into account the cost of resource exploration. In addition, after consultations with our defense ministry, we are prepared to make an exception and allow the Hostile Takeover, Inc. forces you desire at your HQ, with some modification:

- maximum cap of 1,000 troops, 20 unarmed helicopters and 20 armored vehicles
- forces subject to unannounced monitoring to ensure they remain restricted to your HQ grounds
- an office set up to coordinate their security efforts with the local substations of the Royal Altanari Police

As many countries would balk at any foreign forces on their soil, we feel this is a reasonable set of restrictions.

All other proposals you have made are acceptable. If these modifications to the agreement are acceptable to you, please respond at your convenience.

As the base is not currently being used, we have no problem with the facilities being out of service while you make the needed adjustments. In regards to control and monitoring, Royal Altanari Defense Forces personnel would remain in control of the base, except for the buildings you are using. All of our soldiers on base will sign the required non-disclosure forms, and will only enter the buildings you use for routine monitoring to ensure the activities there do not pose any kind of threat to our nation.

What types of trees to do you have in Altanar? What are the easiest to cut down, and if possible, a map showing where my company can currently log would be most useful. Also, it would be most wonderful if you would share with us how you tax logging companies in more detail.

Depending on the area, available trees are oak, pine, walnut and palm. In regards to taxation, standard tax rate for logging operations is 45%. However, since you are new to Altanar, we will reduce that to 35% for the first year. Most of our trees are to be found along the central river valley and around the two major lakes we have. A map of Altanar can be found here (http://i141.photobucket.com/albums/r56/smurfie_bucket/altanarmap.jpg) for your convenience.

These requirements are reasonable, she shall keep our heavy transport helicopters to our selves and deploy ten[10] helicopters and ten[10] armored vehicles and 390 troops, troop levels may increase up to the maximum allowed of 1000 if we see fit. We also will alert our forces to stay on our HQ grounds.

Lastly, additions to the floor plan for the HQ will be made to allow coordination between Royal Altanari Police and our forces.

Also, our home government of The Silver Sky has contacted us after hearing of our plans, they would like to open an Embassy on our grounds, consisting of a walled compound, several decently large buildings, a helicopter pad forty-five[45] Skyian Government Security Troops, five[5] LV-08 Armored Patrol Vehicles, 2 UH-4 'Rabbit' Helicopters, 60 Embassy Personal, and an Ambassador[To be choosen at later date] and his/her family.

We hope this is acceptable.

Your best bet would be to see if you can supply raw products from the logging, such as paper, to the bookpublishing industry. We have several companies you may be able to approach for this.

If its your nation I suppose it's your rules. They will be in your nation, but they would be much more expansive to your economy if they didn't have to pay such a high wage.
