The 1920 Rio de Janeiro Summit for Rubber Exporting Nations.

With the quickly increasing demand for rubber on the world market, rubber has become a necessity of every modern nation, from the general public to state militaries. However, following WW1, a glut in the market prevented rubber exporters from fully reaping the benefits of the rising demand. The Brazilian Government, in 1920, requested the attendance of all rubber exporting nations to create an international rubber cartel with the hopes of producing and maintaining a high, stable price for rubber.

OOC: Its already been RPed by the moderators that in 1920 Belgium joined the cartel and it can't be reversed. The Cartel formed in late 1919/early 1920.

I'm sorry, allow me to clarify, in 1921, Belgium agrees to drop out of the Cartel after some closed-doors negotiations with the US
