OOC: I don't know if I posted one during my 2004 period in NS, but I've been back for a few months and am ready to hit the big time.
IC: The United Socialist States of Wagdog, would like to issue the following profile, courtesy of the State Department. First, because we're in the undead region of Lazarus, we are a combination Modern/Fantasy tech nation; erring towards the modern side since our magic is limited to what our supernatural minorities (notably Elves, Vampires and Werepeople) need to exist at all.
Our government features a Revolutionary Command Council as its supreme executive organ, headed by a General Secretary elected by the people from the ruling Wagdog Revolutionary Party's ranks; and also including appointed secretaries for the normal government Departments, from either the ruling party or others as the General Secretary sees fit to nominate for National People's Congress approval. (Defense, Healthcare, &c.) General Elections are held annually, but the General Secretary can only be challenged to a vote if the Revolutionary Command Council passes a no-confidence vote against them first.
Legislation is the responsibility of a unicameral National People's Congress, annually elected without term limits; first according to various parties' victories in winner-take-all State elections, and then according to simple yes/no ballots regarding individual candidates chosen by those parties and approved by the ruling Revolutionary Party to run for the seats contested. If a challenger loses, the incumbent simply continues in power until next year's election. Formerly, the Revolutionary Party was guaranteed 50% of all seats by statute, to which delegates were simply appointed; but now the procedure used in State People's Congresses is followed, and all seats are in proportion to electoral winnings by individual State only.
There is also a Supreme Court, with justices appointed for life by the General Secretary and subject to the National People's Congress' approval. Powers of constitutional review are recognized, but split with the People's Political Consultative Committee (see below). The court system follows Napoleonic precepts, with no juries and all parties (judges, prosecution, defense) actively investigating a dispute or trial to find the simple truth of the matter. In spite of this, however, personal rights are quite high: juvenile crime isn't recognized as crime, but as simple misbehavior falling into the family sphere instead; criticism of the government is fine provided no libel, slander or sedition (defined as "incitement to unlawful demonstration or violence") is involved; and even most recreational drugs are legal for use in Wagdog, provided their use (including smoking) stays strictly at home. Capital punishment and Proscription both exist, the latter to provide a legal source of prey for Wagdog's Vampire and Werepeople minorities, but are not universally approved of by any means; least of all among Elves, human Greens and those inclined towards the Social Democrats. The killer must submit to arrest while law enforcement officials verify their claim, and if the victim was indeed legally proscribed they are released without charges; if not they are charged with murder as normal.
Lastly there is the Wagdog People's Political Consultative Conference, an advisory body which proposes constitutional changes (if needed) and acts as a watchdog on Revolutionary Party rule. They consist of delegates from the five legally-tolerated political parties or blocs allowed in the Congress, again in proportion to party standing in the recent elections; but with a minimum of two delegates per party in case of any electoral shutouts, to prevent complete disempowerment of any party. These parties include the ruling Revolutionary Party (reformed Bolsheviks, much like China's current ruling party), the Noble Revolutionary Party (choice party of Wagdog's 2% Vampire minority; philosophically based on Nicolae Ceaucescu's 'systematization' policies and North Korean Juche ideology), the Greenwood Coalition (choice party of Wagdog's 1% Grey Elf minority, arrived after some Middle-Earth elves mysteriously washed ashore on losing the Straight Road to Valinor, and grown to its present proportion by their decision to live on here since return to Valinor seems impossible. The Coalition began as the prosaic Wagdog Green Party, but revitalized when the Elves took over to save a failing group), the People's Revolutionary Party (neo-Maoists, favorite of Wagdog's 5% Werepeople minority, and frequent allies of the Noble Revolutionaries), and the Social Democrats (Menshevik-style liberals, usually allied with the Greenwood Coalition; and often called "the Elves' pets" because of this). The 92% majority of Humans are decisively predominant in the ruling Revolutionary Party and the Social Democrats, and merely a 'silent majority' in those others dominated by their respective minority interests.
The economy is actually market-based, but State-Owned enterprises are favored, notably by 5-20% annual tax breaks dependent on profit and automatic Revolutionary Party membership perks for staff, and thus usually dominant competitors in terms of market share; except in transnational industries such as Information Technology. For example, Arms Manufacturing is dominated by State industry, usually for indigenous production of various Warsaw Pact or Chinese designs; while Automobile manufacturing is split between State and private sectors, and legalized gambling is one of the few local industries where private concerns trump the State's market share, which they do handily. State or Private status for enterprises is not fixed; poorly performing State businesses can be "cast into the marketplace" and lose their benefits, while particularly outstanding private enterprises may be granted a State charter and all the attendant perks. Both trade and corporate unions are completely legal, either with or without party affiliation. Naturally, however, those with political affiliations gain progressively greater wage benefits the more orthodox Socialist the party they affiliate with is; generally 5% for the Greenwood and Social Democrats, 10% for the Noble Revolutionaries and People's Revolutionaries, and fully 20% in wage incentives for the ruling Revolutionary Party's unionized workers.
Holidays are many, and include: most religious holidays for the Human faiths, and notably an annual commemmorative Feast of the Valar overseen by the Elven community elders; the anniversary days of just about every major revolution in modern history: notably Paris Commune Day on March 18th, May Day on May 1, Paris Commune Memorial Day on May 28th, America and Wagdog's shared Independence Day on July 4th, Bastille Day on July 14th, Moncada Barracks Day on the 26th of July, Nanchang Uprising Day on August 1st, October Revolution Day or 'Red October' actually on November 5th, and Bolivarian/Cartagena Manifesto Day on December 15th; and some purely civic ones as well, such as the usual Veterans' and Memorial Days.
Official languages include English, French, Spanish, Romanian (at Vampire insistence), and Sindarin. Latin and Quenya are also used as ceremonial languages in State matters, such as during legal discourse or on the Feast of the Valar. Support for speakers of unofficial languages is mandatory for all public capacities, and provided free of charge by the State.

Diplomacy of the USSW

USSW Policy Positions
Trade?
The ruling Wagdoggie Revolutionary Party believes a free and fair market, foreign as well as domestic, does not necessarily contradict proletarian control of the means of production. The market provides incentives towards efficiency and choice, and can be made amenable to the people's interest as long as State interests are able to compete fairly with the private sector. Appropriate domestic means to ensure this include measures such as corporate tax benefits reserved for State businesses, and wage benefits for trade or corporate union and political party membership. Foreign trade should be on as free terms of market as possible, out of respect for other nations' sovereignty. ("Market Socialism")
Religious Rights?
In favor, so long as terrorism or discrimination does not result. Religious discrimination, violence and extremism have no place in Wagdog; and we do business carefully with those nations they are present in, depending on the degree of such. ("Socialist Spiritual Civilization")
Slavery and the Slave Trade?
Utterly Opposed. Slavery is the most base and vulgar social system, and has no place in a modern nation except as a sadistic tool of reactionary oppression. Wagdog condemns such oppression unconditionally; any persons in bondage reaching our territory shall be freed, and granted our full protection. Any attempt to recapture them shall be resisted, and regarded as a hostile act upon our sovereignty. ("Freedom of Person and Labor")
War?
Justified in defense or liberation, including preemptive defense and support of revolutionaries. Never else. "Preemptive Defense" is only justified if intelligence indicates operational (logistical and force mobilization) as well as strategic (intent to strike) warning. Revolutionary movements only qualify for Wagdoggie military support if such support is explicitly requested, if the former government has been effectively displaced from power whatever means, and if the threat of reactionary counterattack is sufficiently grave. ("Revolutionary Self-Defense")

OOC: Army uses 1 formation/15 million rule and Red Guard uses 1 formation/5 million rule at present; both "Field Armies and "Red Guards Corps" actually being Division/Brigade-sized units in most other nations' terms, as well as mostly low-tech. As each formation modernizes with the equipment listed below, this is rising to 1/20 million and 1/10 million, respectively.

IC:
Wagdoggie Red Army
End Strength: 300,000 authorized actives (counting Field Army integral and GHQ-level non-integral personnel), ~150,000 effectives; 300,000 ready reserves (1 year's discharged personnel, see Red Guard), 900,000 inactive reserves (3 years' discharged personnel, see Red Guard).
Seven Field Armies, each some ~10-25K strong on average, and containing a "slice" of every branch specialty under a so-called "Branch Corps" (abbreviated as simply Corps, and commanded by a Colonel); sharing the Arabic-styled Army number, but expressed in Roman numerals instead and with Commonwealth-style Regimental titles appended (e.g. I Infantry Corps, "The Tailville Rifles"). Theoretically, as many individual Battalions (Under Majors) of a branch type as desired can be raised under these Corps, although seven is the typical maximum. Each Battalion also has a variable number of companies (under Captains as usual), the absolute maximum being 26 (24 line companies, plus one Weapons Company 'W' and one Headquarters and Headquarters Company 'H').
At the skirmish level, each of these Companies has between one and seven Series, each commanded by a Master Sergeant and composed of two platoons plus a HQ section; platoons (under Staff/Gunnery Sergeants) themselves having two sections and sections (under Sergeants) likewise two squads (under Corporals). Fireteams generally aren't recognized because the squad is trained to act as one entity with one objective, although heavy weapons' crews and suchlike "buddy teams" are informally respected for reasons of morale and effectiveness.
Note that in actual combat, the administrative structure is only used for massed, Army-level fighting in broad operations. More typically, individual battalions, companies and series are attached to Combat Teams (company sized combined-arms units, composed of attached series), Task Forces (battalion-sized combined-arms units, composed of attached companies), and/or Battle Groups (regiment/corps sized combined-arms units, composed of attached battalions). When paired with its corresponding and co-located Army Air Force, a numbered army becomes known as an "Army Group;" a massed force suitable for full-spectrum operations in combined-arms, air-land combat.
First Army (Tailville DR, Tails Islands)
Second Army (Sharon, Pilot Islands)
Third Army (Port Butsky, Revolutionary Guinea)
Fourth Army (Nealea, New Coledonia)
Fifth Army (Aigletia, Shoenesia)
Sixth Army (Motss Motss, Red Stanleya)
Seventh Army (Modera, Crossfire Islands; Currently deployed to southeastern Strator)

Wagdoggie Red Guard
End Strength: 300,000 active/ready reservists, counting field and administrative personnel; 900,000 inactive reserves.
Thirteen "Red Guards Corps," organized on a territorial basis of one per each of Wagdog's thirteen States and in miniature parallel to the Army's style. In this case, independent Corps (under a Brigadier General or Colonel) with their own Regimental/Legion titles are authorized to raise from 3 to 26 lettered Companies (commanded by Captains, counting 1-24 line plus Hotel/HHC and Whiskey/Weapons companies) under a numbered "Branch Division" (abbreviated as Division, and commanded by a Major) for each service specialty. Generally speaking, the Red Guard fights much more according to its administrative structure than the Army, given its nature as a garrison and training force. However, task forces may be formed if so required; and the appropriate training is scheduled in bi-monthly weekend and annual two-week combined-arms exercises alongside the Army proper.

OFFICIAL DIPLOMATIC TRANSMISSION
TO: Wagdog Embasy Exchange Office
FROM: Mr. Larry Williams, Minister of Foreign Affairs

We would like an exchange of Embasies with your nation. Any location will surfice. We do though want enough space for 2 Armored SUV's, 2 WH-03 "Troop Transport" Warthogs, 4 AT-01 "Jackhammer" All-Terrain Vehicles, and 1 Armored Limosine. We also inquire as if your nation sells 100% Pure Ethanol fuel or if we have to have our own imported to your nation as our vehicles require this specific type of fuel.

If you wish for an Embasy within the Dark Empire of Shazbotdom, please see the thread HERE (http://forums.jolt.co.uk/showthread.php?t=466717).

The Amazonian Dominion would like to offer the Wagdog foreign affairs department the construction of a Wagdog embassy in the administrative Dominion capital of Amazonia Central.
In addition, should Wagdog be interested in any sorts of economic or military transactions potentially with the Amazonian Dominion, we would be happy to open deals for mutual benefit.

OOC: Cool. More than just me edit/bumping this endlessly to revise my ORBAT and stuff...
Dear Supreme Commander Stone,
Our thanks for your official extension of friendly-nation status to us. We shall do our best to live up to this, and will exercise our options immeidately since our embassies always remain under possible threat of attack in our eyes.
Sincerely,
Rilir Alárion nós Carthir
Secretary of State, United Socialist States of Wagdog
Dear Secretary Andolor,
Our thanks for this olive branch extended our way. 1925 Aurora Avenue is ready for your use, under whatever conditions you deem fair provided no more weaponry than a reasonably-liberal definition of 'small arms' (maximum assault and sniper rifles allowed) and the usual unarmed-but-armored consular vehicles. We of course wish our friends to have the same protection against terrorists or suchlike ruffians for their embassies here that we request abroad, and are quite flexible towards what Mr. Dover should request in that or other regards. We shall make inquires at your own embassy exchange for more information on what conditions you have for us, as soon as urgent matters of our own defense allow.
Sincerely,
Rilir Alárion nós Carthir
Dear Minister Williams,
Our thanks for your offer, and we shall make the requisite inquiries at your Foreign Ministry as soon as our circumstances permit. Several of our main States have substantial agricultural areas, so refining ethanol here for your use shouldn't be much trouble. However, agriculture is still a minor industry compared to our others and you probably should import your initial stocks as a precaution. Your vehicle requests are accepted without any problem, and 1926 Aurora Avenue is ready for your use.
Sincerely,
Rilir Alárion nós Carthir

To the Dominion Foreign Affairs Department,
We will construct said embassy at the earliest possible date, as soon as we can make the proper inquiries. 1927 Aurora Avenue is yours to use. We would definitely be interested in such transactions, but cannot speculate more precisely as yet given our delicate current situation against New Nicksyllvania.

Forgive us, but we have had difficulty finding the precise venue in which to request an embassy in your country and fulfill our end of the bargain. Where might we do this, or do you have a facility and conditions already in mind perhaps?

Hello comrade! may i put a embassy on your great nation?
OOC: Sure, but try to keep this thread mostly IC in future, OK?

IC: We are pleased to welcome any Calaveran delegation to 1931 Aurora Avenue in our capital. Rules are few, but as follows: maximum of 100 security personnel, and preferably less; no weapons heavier than assault or sniper rifles, and no armed vehicles although armor is unrestricted. Our best wishes for your delegation, and apologies for our tardiness in noticing your request due to our massive workload. Might you know where we would apply to place our own embassy in your nation?

IC
We have already applied, and you are approved for an embassy at 1932 Tailville DR. Note that although Mr. Cotton and his entourage are well within the rules, you may wish to expand your representation here without problem so long as we are served proper notice. Our best wishes to our UFAN and Dominion Commonwealth brethren.

We are pleased to welcome you to 1933 Aurora Avenue, Tailville DR, which will be your embassy here in Wagdog. There are no problems whatever with your application, and you may expand to our full rules (200 total personnel including 100 security, assault and/or sniper rifles max for weapons, and armor only for any vehicles used) if you deem it necessary. Might you know where we could apply to establish our own embassy in Greater Honakon? Our thanks in the meantime, and hopes for even better relations between us in future.
