Has anybody calculated the CO2 foot print of a telegram?

the portion of the ISP, wires and comms sending it
The portion of Nationstate's servers to store the message
The CO2 used turning recpient's machine on
the portion of the ISP, wires and comms sending it when the recpient logs on.
Tiny? maybe. but significant when mlutiplied?
I think The UN - which i am not a member of (generates way too much hot air anyway) - should debate the enforcement of telegram and forum posting rationing! A kind of message allowance which could be traded between nations - thus placing a kind of tariff on opinions and potentially generating an improved message to noise ratio.
This tarrif would of course only apply to member states
