His Excellency, Chuck D., Dictator of The Armed Republic of Public Enemastan (http://www.nationstates.net/public_enemastan), inquires if the estimable leadership of the United Socialist States of Cortellen (http://www.nationstates.net/cgi-bin/index.cgi/page=display_nation/nation=cortellen) have determined a need for soldierly manpower that the Armed Republic, with our mandatory armed services training for all citizens and permanent, standing military ground force, may satisfy?
His Excellency's armed services are ground forces of the highest, er, caliber, especially adept in jungle warfare (http://www.nationstates.net/67820/page=display_region/region=the_hardcore_jungle).

For two simple reasons. 1, anyone to accept the first bid for things like this is a foold and 2, we find your package deals too small.

LESS THAN 50% of your budget!!! ^^^
This package (Corps) would take about 58,800 combat soldiers to man and represents a mainly mechanized force. You could split the contents of this package amongst 2 or perhaps 3 army divisions. The purchase of two of these packages would give you an "Army" and more than 2 would make an Army Group (by US military organization) but regardless of your military's organization, this would be a good starting point.

[OOC: Just for the record, the definition of MT will likely never be unified. Some say MT is anything present-day 2007 to 2010, others say that it's from World War Two to 2020, et cetera.....rest assured, it won't be unified. As outlined here in Illior's thread (http://forums.jolt.co.uk/showthread.php?t=494339). At the moment we will decline.
ICCD has a wide variety of equipment, and will take tenders for filling specific needs as well.
We have standard stock multirole assualt rifes, apc's helicopters the whole shebang. Not all our items are in our export office listings.
Our technology is TOP of the line for the value. If you have specific tenders such as arms equipment.. our latest steal is our multirole combat boot.. for $250 you can have an impact resistant, fireproof, orthapedic, waterproof and expandable boot. No worries of boot soles wearing down, these things have a guarenty for lifetime warrant, these boots will outlive your soilders.
Our standard stock assualt rifle is expandable to be used with computer system, and assignable automated mounts and targeting systems, it features two magazine loading points emergency survival butstock, pristine weighting and cheap manufacture via 'liquid metal' alloy lighter harder and less expensive than steel. $500 for the basic stock (rifle without any accessories)
Our body armours are made from only the best, don't trust lives with kevlar when you can have newer and better armours including exposure meshing to reduce danger points while still keeping mobility and agility. body armour rangers in price depending on type, inquiry for more specific info as with anything else. There are a number of generations of this body armour each picking up where the last one left off.
Our major vehicles ships, aircraft tend to be expensive.. but we have two very good economic models...
one is the warbuggy. This is a very fast life and reasonably armed combat vehicle.. it has meshing and point defence including a mortar tube and machine gun slot, as well as chaff/grenade ports, room in the back for two including wounded or extra equipment. These things are for fast mobile attack. these things are likely the fastest ground military vehicles out there with the newest models pumping out engines approach very high cost racing vehciles such as the Bugatti Veyron, although not as fast these things can approach 200 MPH onroad, and far too fast offroad.. with huge initial accelleration 0-60 times. and for a much cheaper cost. These vehicles can also be used for in person communication behind the line, police/paramilitary patrols or as ambulaances, the Morta system and gun mount may be removed but there is a computer guidance system, any weapon system with the correct PNP and cording can be mounted on the automated system, these vehicles can also be controlled by drone or used with other robotic UMV systems includign ICCD medical drone able to retreive bodies off the feild and load them. The back end includes a ramp. The meshing is fully small arms proof, and overbody counter ballistic plates can be attached to the meshing. Although Not designed for AT and ATmine roles a a light front end attachment can be attached to the frunt. The engine can also be countered for wheel to troque roles, to be used as a light winch with a tower raise or movement of other vehicles. The back end features compression pillons, the wheels blastproof hardened and tires which can take the high friction and advanced eased breaking requirements that a fast paced vehicle requires NS$ 100K. (comes with computer software the internal robotics system (standard is for dian methane/oxygen/hydrogen fuel but the fuel system can be converted to global standard gasoline/diesel. freeing up some space or allowing a larger fueltank.Note this vehicle does not have chemical exchuasts but may have heat exhaust.. cooling systems can be including on stealth models, stealth models cost more but have quieted engines thermal paint and advanced cooling systems to reduce heat and signature for NS$ 150K These vehicles are fast.
The Dian SU-47 varient sea modified aircraft is an idea cheap SU-37/47 variaant that is modified to word with dian magentic catapults and legacy steam catapults. It also features an EM stealth system (not plating as some stealth aircraft) 25 Million (you wont find a lower price, except by an incrediby resource and technology abundant nation, as these sales see a very small profit margin.. ICCD is practically giving them away.
The other economic item may be ICCD mass produced stealth frigate. Can take one helicopter or VTOL aircraft. Good for a variety of roles, including mine laying and cleaning, can operate brownwater or blue water as required has advanced hull for increasing max speeds especially in low wave zones or operating on a wake such as larger fleet ships, and comes with advanced missle launch and computer operated systems. has side mounts which are also internally automation capable useful for coast gaurd or other roles. Operates on a methane/hydrogen turbine engine with a gausing mechanism, electrical armour and hard shelling. Although these ships arn't designed to take on big ships on their own they are useful in a variety of fast patrol roles, coast gaurd duties, and as missle frigates in support of a larger fleet, comes with fleet communications systems allowing fleet combat computers including once again automated piloting. Put in a bid for pricing. ICCD builds 100 or more of these annually as part of it's state ship building program. We are willing to sell retired/decomissioned, models for the right price, currently they are often sold off and refitted as yatchs for formal navy officers since retired from the navy.
You name it we make it. Although many of our systems are incredibly expensive such as our Blackhole/Quasar aircraft or Star Class Submersible Carriers we also have a variety of great value items that can fit into any militaries arsenal, from arms to tanks.

Ok here is my first proposal it is quite long winded and only concentrates on the army so far the formatting will likely be messed up but i have it in a word doc if you want to see the nice looking version:
Costing and organisational structure bid: Army
Population: 130million
Defence budget: $52.58billion
As a rule of thumb a nation’s defence expenditure can be split in the following way:
Maintenance and operational costs: 25%, Personnel costs: 25%, Procurement: 20%, research: 20% and finally construction/nuclear capability: 10%.
So total personnel budget: $13.148billion
Procurement budget: $10.516billion
Assuming you want US/western equivalent troops you need to be spending say $75,000 on each member of the armed forces
So total Military personnel number: 175,306
Now we need to split this up amongst the services and we shall assume the following split:
Army: 47%, Navy 28% and Air Force 25% (these can of course be adjusted)
To give us the following numbers:
Army: 82,394
Navy: 49,086
Ari Force: 43,826
Army structure:
Assuming that about 40% of your total army staff numbers are support and logistics personnel you have about 50,000 troops available for your combat formations, the remaining 30,000odd troops would be part of actual formations but we can leave them aside for now.
50,000 front line troops gives us enough personnel to form 2 “western” division plus 3 Brigades
For these formations I would advise the formation of
1 Armoured Division
1 mechanised Infantry Division
1 Marine brigade
1 Airborne/air assault brigade
1 Army Aviation brigade
The Structures of these formations are as follows:
Armoured division:
3 signals regiments
1 Armoured Recce regiment:
3 Recce Squadrons: (2 Jager CVs, 12 Jager Rs, 4 Kudu IFVs, 4 Kudu AT)
1 HQ Squadron: (4 Jager CVs, 4 Scoundrel LA, 2 Kudu command, 1 Kudu APC)
1 aviation regiment:
16 Goth attack helicopters
8 Vandal utility helicopters
3 Armoured Brigades:
2 Armoured regiment (58 T-14 Hectors)
2 Armoured Infantry Battalions (6 Jager CVs, 60 jager IFVs, 6 Scoundrel LA)
1 Artillery regiment (24 Scoundrel SPGs)
1 Aviation detachment (12 Goth gunships)
1 Engineer squadron
1 ATGM troop (4 Kudu AT)
1 AD detachment (4 Jager AA)
1 logistics squadron
1 REME workshop
1 medical squadron
1 Recce squadron (2 jager CVs, 12 Jager Rs, 4 Kudu IFVs, 4 Kudu AT)
1 MP Company (4 Kudu APC’s)
1 Divisional Artillery group:
4 Close support regiments: (32 Scoundrel SPGs)
1 AA regiment
2 Light batteries: (36 Jager AA)

Kudu AT: 24
Scoundrel SPG: 240
SAM8L batteries: 9
Other Vehicles: 500
Goth gunships: 52
Vandal utility helicopters: 8
Large stock of small arms
Total cost: $6.5billion
Mechanised infantry Division:
4 mechanised Brigades:
Armoured regiment (58 T-14s)
3 mechanised battalions (52 Jager IFVs)
1 artillery regiment (24 scoundrel SPGs)
1 REME workshop
1 engineer squadron
1 ATGM troop (4 Kudu AT)
1 medical squadron
1 AD detachment (4 Jager AA)
1 MP platoon (4 Kudu APC)

3 Field artillery regiments:
4 batteries (8 Scoundrel SPGs)
2 Engineer regiments:
2 Logistics Support regiments:
1 REME support battalion
1 medical regiment
1 MP Company:
12 stoat APC
T-14 Hector MBT: 232
Jager CV: 10
Jager IFV: 624
Jager R: 36
Jager AA: 88
Kudu CV: 2
Kudu IFV: 12
Kudu APC: 29
Kudu AT: 28
Scoundrel SPG: 192
SAM8L batteries: 9
Other Vehicles: 500
Goth gunships: 16
Vandal utility helicopters: 8
Large stock of small arms
Total cost: $5.2billion
Army aviation brigade
2 Anti tank/attack regiments
16 Goth gunships
8 vandal utility helicopters
2 Medium transport regiments
24 Hun medium transport helicopters
1 Heavy lift Regiment
16 Hun medium transport helicopters
8 Super Roc Heavy lift rotodynes
Total cost: $1.5billion
The Airborne and Marine brigades don't need much apparent from light vehciles and small arms which when added to the above costs and additonal spares and ammuntion production rights fees would bring the total package price to approxiamtely $14billion.
It is quite clear that just the army procurement price vastly exceeds your procurement budget but it will also take time for you to biuld the facilities to support and train men to operate this equippment so we would propose that you pay by means of 7 payments of $2billion and we will stagger delivery over that time.
I addition the Crookfur Armed forces are also willign to send advsors, trainers and support staff as well as offer spaces and facilities within our defence trainign establishments in order to bring your army up to scratch as quickly as possible.
if that soudns good i produce a similar plan for your navy.
