I once had a nation in which my first issue decisions were "Elections have been outlawed and voting is compulsory." I could just imagine it:

'GO VOTE! NOW!'
'Yes sir'
'Officers! They're voting! Take them away and shoot them!'
'Butbut...'
'Protesting? Does that count as voting?'
