A message began filtering about the Webways, the hyperspace routes, the HoloNets, and pretty much any form of comms in the universe.

Greetings. I am Lady Imperatrix Funaho Murasaki (http://img.photobucket.com/albums/v630/Senor_Nb3/lh_tsuruko008.jpg), Governess of the Dominion of Hailung, Commander-In-Chief of the Hailung IV and V Planetary Defense Forces and of all Imperial Guard in this region, and Humble Servant of the Immortal Emperor.

I send this message out to establish contacts, potentially, with other servants of the Emperor as well as any other groups and Human factions that exist in the Universe, so that we may gain allies in the fight against those who would threaten the Emperor and His Servants--in this case, the Dominion. We seek to broaden our horizons, and hopefully establish peaceful relations that may bring the Light of the Emperor to further places.

Any xenos who reply to this message may enter our space. We have items to trade, and any Xeno that is not opposed to us is may yet be considered a friend and a potential ally. Be aware however, that we are prepared to defend ourselves.

So, as we like to say in Hailung IV--Come on down. The Water's Fine!

A message was sent to the stars, once more from Hailung V--

Seeing as how not many people were responding to her message, Lady Funaho decided to approach the peoples of the universe on her own terms.

A proclamation was issued to Rogue Traders, Imperial Diplomats, Guardsmen, and Adeptus Mechanicus agents alike:

"Humble Servants of the Emperor--

In His Name, I have decided that the People of this sector must be encouraged to explore, and bring the Light of the Emperor to others. To this end, I am calling for the organization of Great Expeditions to uncover more of the universe. In addition, those Rogue Traders, Agents of the Adeptus Mechanicus, and Military Officers based in Hailung will be conferred the title of Acting Ambassador, and will be given a Member of the Inquistion to assist them in their efforts and ensure that their efforts stay true to the purity and the ways of the Emperor.

All those who participate will be rewarded with the spoils of their efforts.
