I am aware that a battlemech is a poor design for the anti-tank role, but how about AA? If armed with miniguns and homing missiles, could they be a potent anti-aircraft platform that can also double as a low-grade ant-infantry/anti-tank weapon?

All the same disadvantages and no advantages. Just use an IFV for AD work.

No. While it would certainly be possible to do so, the tradeoffs make such an endeavour patently unreasonable.
If you shrink it down to be able to navigate rough terrain, you could have done the job better with a squad of infantry.
If you scale it up to tower over everything else, you could have done better with a heavy emplacement.
If you make it middle sized to lower its size, you could have done better with a missile launcher taped onto a tank.
The trouble with mechs is not that they have too many disadvantages. It is because whatever they can do something else could do at a far lower cost and with many more advantages.
Then again, if you're just going for flavour, then be our guest.

that's what I always believed the mechs were for, something to look cool, but aren't really that efficient, it's the American dream.
