^^
What that cool guy said. How long IRL time is a NS month or year?

Time in NS is fluid. An RP can last 20 days IRL but only be 1 NS one, but an RP can be 2 days IRL and be 1 ns year.

So lets say I wanted to advance a year right now. Could I do so?

It's left to interpretation, but generally (for me):
In wartime: 1 RL day= 1 NS day
In peacetime: 1 RL day= anywhere from 6 months to 2 years
But it's really meaningless since time doesn't really pass at all. Does that help?

Sure. However, when you're buying from a storefront the formula is 1 NS Year=1 RL Day

I use one RL month = 1 NS year, always, no matter what, and have done this with several nations since I started playing in early 2003.
I've found this keeps things at a pace I can keep up with.

Corny, but so true..I've seen rp's that have taken weeks to get a few hours to pass, in game..

Nope. That has never been a concrete rule and as far as I am concerned it never will be. It is up to the receiver and deliverer of the goods to work that out between themselves and perhaps between anyone involved an RP where said goods will be used immediately against them.
Welcome to freeform RP.

Not during character RP, it just makes things not make sense if a conversation between two people at a bar lasts 2 months or more...

I think he meant regular, nation-based RP...

If that were the case, then it would have taken months for Blake the Arms Dealer to sell the first guns used by Drow Elves to the Matron Queen.

ah yes, but he said, "always, no matter what". I am negating that part of the statement by giving examples where it does not necessarily work
