Over the last several years Her Majesty's Commonwealth Government of Bautizar has come into contact with several of its neighbors, under diplomatic situations that would be considered less-than-desireable. To allow for the correction of any negative impressions left by these situations, the House of Administrators today passed BHA #2219: "On the Question of Establishing Permanent Diplomatic Relations."
Under the terms of this bill the Commonwealth is opening space aboard Sheffield Station, in homeworld orbit, for foreign representatives. Each embassy will be allotted space to the amount of 80 acres aboard the facility. Nations applying for the right of diplomatic representation in the Commonwealth should be prepared to supply the following information:
Nation name
Name of the ambassador
Number of diplomatic personnel
Number of security personnel
Number and type of vehicles that will be at the embassy (privately-owned and government)
Special requests
In line with past diplomatic precedent the Commonwealth will hold embassy grounds to be the physical territory of the nation occupying it, thereby allowing for the exercise of immunity and all other rights and privileges that are inherent. That being said, foreign citizens and/or diplomatic personnel found to be engaged in activities detrimental to the national security and territorial integrity of the Commonwealth will be declared persona non grate. All foreign nationals will be subject to local laws and regulations when not inside embassy grounds.
Weapons that cannot be transported by a Commonwealth marine in average physical condition will not be allowed into the embassy. ("Weapon" is defined here solely as rifles and sidearms: any weapon heavier than that will not be permitted.) Diplomatic and embassy-related vehicles should not have armor that exceeds three inches thickness, and may not be equipped with pintle- or otherwise-mounted weapons. No more than 40 security and 75 diplomatic personnel will be permitted inside the embassy.
This figure does not include dependents of embassy staff.
Any requests for special circumstances must be submitted at the time of application. At this time the opening of consular offices on Solstheim VI and Gorjen IV will not be allowed. Requests for the opening of regional and non-governmental organization offices, excepting those that HMG currently belongs to, will be denied at this time.
