As winter begun, a somber feeling began to arise in Chellians, as it usually did. It would be another cold season, and the skies would be grey.

"Has the council come to an agreement, yet?" The president raslin asked, as he looked at a portrait of his late wife. "Yes sir, they have given their approval for an embargo..." The aid said, then continued. "Sir, why are we going to embargo Laquasa Isle?" The aid asked, as the president continued to observe the painting. "Tom... there's a lot involved with politics. But really... its just a chance for us to show that we aren't a dead nation. Obviously, this small country has no way of fending us off, but its just a stepping stone. We show we aren't afraid of conflict, then we move to larger and larger nation's. We stop when the next country up is one that might beat us. Then, that country might be afraid they're next, and worry about defense, not attacking us. Does that make sense?"

"Yes sir. Shall we announce our embargo now?"

This morning, after long deliberations in the Council, It has been decided that Chellis would begin an embargo/blockade on Laquasa Isle. We have already stopped trading with them, due to their stance on women's rights, but that led to us finding out about their aggressive moves on the international scene, as well as claims of terrorist activity arising from Laquasa. We feel that somebody needs to take action in this case.

Laquasa Isle, you must reform your ways. Chellis will end its blockade, which is to stop all trade coming in and out of the nation, only when Laquasa Isle does the following:

*Makes an honest attempt at routing out terrorists in the nation. Chellis will have observers come in to make sure a real effort is underway.
*Stop its warmongering ways in the international community
*Allows its citizens the right over their own bodies, which includes the right to an abortion, at least in the first trimester.

If Laquasa Isle makes an honest effort to do these things, chellis will end its embargo upon Laquasa Isle.

If any other nation wishes to aid in this embargo, we don't really care. If you come to assist us, we will accept it. If you try to stop us, we will make sure this operation goes as planned. There will be no negotiations here. That is all.

"That will do for now. I want to get more of them over there, though. Whatever we can spare from the new navy. Get those taskforces over to Laquasa Isle, right outside their territorial waters. I want satellites looking for any inbound ships to Laquasa, as well as aircraft scouting. Have the four taskforces spread out evenly, for maximum coverage. If they are idiotic, and decide to attack our ships, we can regroup, and obliterate them. Any questions?"

The Britannic Commonwealth shall support Chellis in their endeavour to blockade the nation of Laquasa Isle, and our Royal Navy is currently en route to assist in the embargo efforts.

It did not leave our notice that a small disspute between Laquasa Isle and Chellis might turn into an all-out war. We inssist that negotians between these two nations begin and find a reasonable solution to the problem.

The Britannic Commonwealth demands that Laquasa Isle stand down its military forces forthwith.

Laquasa will not give in to such a ridiculous demand, especially from a weaker nation.

The Peregrine Falcon was one of the the Merchant Marine's latest toys. She was an Armed Transport - capable of carrying 30,000 tons of munitions, but could travel at 35 knots, outrunning most traditional warships, and was armed. Armed to the teeth in fact, with CIWS, SAMs, more chaff than an aluminium cutting factory, and even a main battery of six inch guns. She was indeed large, yet formidable - the perfect blockade runner.

And she was armed with the best weapon of all. A masterful Imperial Navy adviser who had a generous hate of communists.

The Peregrine Falcon arrived on the outskirts of Laquasan waters and picked up the Chellian fleet on RADAR.

"Bosun, you're absolutely sure?"

"Aye sir." the Bosun replied.

Captain Hamper was not a military man. He was not particularly heroic, either. He had a good sense of patriotism but one thing he did lack was the suicidal fervour that you were somehow given when you enrolled in the Officer Academy. He scratched the back of his head.

"Hail the fleet and tell them that we're coming through with Red Cross goods."

"No." Commodore Terrence, the Naval Advisor, demanded.

"Right. So, your plan of action?" Hamper sighed.

"I'm going to inform them who we are and what we are doing, and tell them the consequences if they don't let us through."

"That's crazy." Hamper said, but realising that Terrence was fully serious.

"No. We're not Communists Captain. We don't lie."

Hamper sighed. "This is suicide. They have a whole fleet. Battleships and carriers. You can run but you can't hide Commodore."

"La'tenant Rusonagi?"

"Aye sir." Rusonagi stiffled snapped to attention and saluted.

"Escort Captain Hamper to the brig where he will stay until we make berth at a friendly port."

The ensign was completely baffled, but followed his orders.

Captain Osolov got a grin on his face, which for those who knew him, was a scary thing indeed. Osolov was not a happy man. He didn't find much joy in many things.

What he did find joy in, was having people rue the day they met him. And they would rue the day indeed.

OOC: I didn't really give a fuck if BL came or not. But BL and LI works to our advantage more than BL assistance, so we just wanted LI to know we won't help BL, which we never claimed we would in the first place.

The Peregrine Falcon slipped straight through the Chellian blockade, cruising past their ships at a leisurely 17 knots. From the stern and the bow flapped the Union Jack and the Anti Communist Treaty Organisation ensign, as if to say Fuck you, commie bastards!

The Peregrine Falcon was the first ship to arrive in Laquasan waters. She had literally walked right through the blockade.

"This is Commodore Terrence, His Majesty's Questarian Imperial Navy, requesting permission to dock. If possible I would like to see the Emperor himself at the docks."

"Permission granted. Over."

Emperor Alejandro, wearing body armor and surrounded by guards, awaited the docking of the Questerian ship.

The Peregrine Falcon slipped into port flying its flags. This was a marvellous propaganda victory; one Questarian merchant had made an entire Communist fleet move out the way for it. Slowing down to six knots, the Falcon came in at its allocated dock and made berth. Already people were waiting at the dock, ready to take off its munitions, but most importantly, Terrence could see the Emperor. He had set aside a little bit of time making himself look presentable while the ship was coming into port and he walked down the gangplank in full Questarian military uniform, medals and all, to greet the Emperor.

Tonnage/weapons arrived as of date:

3,000 Javelin Missiles

Meanwhile ten more ships of the class set out from various colonies and Questers mainland, alltogether with 300,000 tons of shipping bound for Laquasa. Hundreds more ships were being prepared to bring supplies to the nation.

A small bead of sweat fell across his forehead, a part of him was very nervous. He was a nervous man, he had been thrust into power at age 20. As the Commodore drew nearer, he cleared his throat.


"Welcome, Questers. Commodore, my fine man, what is your business here today?"

As was customary with Questarians, long used to the manners of an Imperial nation, the Commodore knelt before Alejandro, noticing his youth, and addressed him formally.

"Your Majesty, I have docked my ship here with a warrant from the Imperial Questarian Government to hand over the weapons onboard my vessel, for no cost whatsoever, in preparation for a fight against the Communists."

IC: *~10 Nautical Miles from Laquasan Territorial Waters, 32nd fleet, CHN Atashi*

Captain Monroe stood on the topside of the Atashi, one of the new Chellian Agamemnon-class Battleships from Dartia. He had been commanding the ship for about a year now, having transfered from an older Chellian made BB with his crew. He enjoyed the ship; Chellis didn't appreciate naval power nearly as much as Monroe wished, but he was happy they procured the new ships from Dartia. They did a good job.

The mood was pretty light on the ship. While official orders were to be on alert, for all ships, most merchants weren't trying to push they're way through the blockade. The Peregrine Falcon had done so, which had led to the current mining of waters around Laquasa Isle. This, incidentally, was what the Atashi was over-seeing: the deployment of mines in an area that chellian ships weren't covering very well.

Monroe watched as a few men played catch with a baseball. Simple delights were all some could hope for at times like this. The Captain knew that things could turn ugly any moment. Laquasa was unstable, thats what the Council had claimed, and he knew they didn't lie. Questers was trying to provoke conflict as well. But Chellis was so powerful, how could anyone even dare try to start a conflict? It was insanity.

All Monroe really wanted was a drink, but his tolerance wasn't high anymore, and being a drunken captain during a time like this was a bad idea. Still, some grog sounded so good.

"Sir, sensors failing!" Yelled an ensign over the Captains radio. He quickly rushed for the bridge. "Status report, now ensign!" The captain yelled, as he ran. "Sir, all contact with the fleet has broken off. Our sensors are down, and we are having trouble controlling any of the ship's functions."

"Jamming?" The Captain said, as he stepped into the bridge. Nobody took their eyes off their stations. "Can't tell, sir. Everything is just... unresponsive." Someone took the time to say, as they tried everything they could to re-establish control. "What the fuck is going on!?" Yelled the Captain.

It didn't matter at that point.

At the edge of the 32nd Fleet, the CHN Torlsi had regained some sensors. Nobody noticed though. Anyone who had managed to stay conscious, saw the carnage. They didn't need any visual confirmation though; it was pretty obvious what had just happened.

A nuclear blast had just struck the fleet.

The outlying ships began trying to make contact to the lead chellian fleets, though chellian satellites had already seen the blast occur.

Reports flooded the comm station of the CHN Mobuto, in the aftermath of the attack. The Mobuto was the lead ship in the blockade, heading up the operation. It has direct links to the Council and the President Raslin, and it was handling all command aspects.

Rear Admiral Zachary Judovich was mortified. The main critique he had faced when he was being promoted, was being too emotional in some cases. The knowledge that the Atashi was obliterated was bad enough, but he could hardly bare to think of the others in the 32nd, who were suffering from intense radiation poisoning. However, he didn't get stuck in grief, he got angry.

"Get me the President Raslin in my room. Now!" Yelled Judovich, as he stormed into his quarters. He popped open a bottle of vodka, poured himself two double shots, and downed them. Better to be seen drunk than emotionally unstable, he thought. After a couple minutes, the secure satellite link was made, and the President Raslin appeared on the main screen.

"Judovich, what the hell is going on down there? I must be hearing wrong." President Illoyich said, looking at the distraught, slightly inebriated Judovich. "Sir... About five minutes ago, the thirty second fleet was destroyed by a nuclear weapon. We believe it was an underwater nuclear torpedo, maybe 15 kilotons judging from the blast radius and extent of damage on outlying ships." Judovich said, doing his best to maintain his sanity.

"We've sent out ASW aircraft. None of our ships carry nuclear torpedo's, and we had no submarines in the area, so there's no possible way this could have been on us. We've had ASW aircraft patrolling near chellian fleet's anyways, and ships have been on alert, so we are quite certain it didn't come from outward. However, if it wasn't Laquasa Isle, we will find the culprit, which could have only been a submarine."

"If it was Laquasa Isle?" Asked Gregov, with a very bleak expression on his face. "Mr. President, we've not entered sovereign Laquasan waters, to make sure we could not be accused of provoking a war, or violating the sovereignty of Laquasa Isle. If a Laquasan Submarine fired the weapon, from close to their shore, the only indicator would have been the direction the torpedo approached from..."

"But?"

"The 32nd didn't report anything before the attack. We have no idea why, its standard protocol for automated messages to be sent when an attack on a fleet is coming in. Our best guess is that the fleet was somehow being jammed. Either way, there's no way we will be able to tell for sure where the torpedo came from."

"Can we prove Laquasa did it, though?"

"We can rule out everyone but Laquasa. Again, we will be hunting for any possible submarines that could have come from away from Laquasa. We have the manpower and the equipment. If it wasn't Laquasa, we will find whatever the torpedo was fired from. If we don't, there's no one it could have been but Laquasa Isle."

"Good. Get on that. What about casualties? Are rescue operations being mounted?"

"Yes sir. We already have a helicopter filled with medics in NBC suits headed for the 32nd. We'll do what we can, but we expect a ninety nine percent death rate, at least. The ships are too spread out to get a quick response there."

"I have an announcement to make. Admiral, do what you can." Gregov said, as the screen went blank. Judovich took another double shot. It was going to be a long day.

Members of the international community, I'm going to make this brief. Today, at four thirty, Chellian Central Time, the Chellian 32nd naval fleet was struck by a nuclear weapon. The 32nd was a part of the Chellian naval blockade of Laquasa Isle, and was in the process of watching over Chellian logistical ships when the attack occured.

I have talked to Rear Admiral Zachary Judovich, head of the naval forces blockading Laquasa Isle. He has assured me that chellian ships, who have not entered into Laquasan waters, are on a hunt for the culprit. The attack could have only occured from a submarine, with a nuclear torpedo, as we would have easily detected any other sort of strike.

However, the Admiral does not believe this was done from outside of Laquasan waters... and I agree. We have been constantly watching outward of Laquasa Isle, to make sure no ships get through our blockade. We would have likely seen some trace of the launch platform. But we didn't. We are looking, however, to make sure we are not mistaken.

There seems to be no real conclusion, except that the attack originated from Laquasa Isle. We have left their waters sovereign, and hence, we have had little way to watch for such cowardly attacks. The oppertunistic Laquasans have taken advantage of our lee-way, and used nuclear weaponry against our ships, our people.

Laquasa Isle, you have forty eight hours to unconditionally surrender to Chellian Forces. If you do not, we will make sure Laquasa Isle can never mount a nuclear assault on Chellian Forces again. Do not take this lightly. You have awoken a giant, and begging is now your only viable option.

OOC: Doesn't work that way, exactly. I'm a communist dictatorship, I choose where funds go. I spend about 40.75t dollars on my military budget. I have about 215m men in my armed services, with only 43m or so professional, volunteer forces. The rest are part of chellian national service, which doubles as police and working on national works, so they save a lot of money on themselves. It works out to about 50k per soldier, equivilent to most modern militaries(United states wastes lots of money, trust me...).

IC: "Permission to dock granted."

As the Laquasan ship docked, a small contingent of eight chellian marines stood to greet the Laquasan Diplomat. Their guns were pointed up, and they showed no sign of planning to fire them. Chellis wasn't evil enough to kill diplomats.

Christopher Comul, upon docking, was led to a private quarters by one of the ships staff, with two marines following behind. Soon enough, they arrived, and the Laquasan diplomat was told to enter.

Before Comul stood Mikhail Reed, an Ambassador of the Chellian Council. "Could I interest you in something to drink?" Reed said, as he slowly worked on a jack and coke. "Or maybe you just want to get to buisness. My name is Mikhail Reed, I work for the Chellian Council. Its like our parliament, in a way. Regardless, I have been granted the power to make negotiations with Laquasa Isle on behalf of Chellis. May I ask your name?"

"Dr. Chris Comul. You can call me Chris. Have any Chellian vodka? As for negotiations, we're not sure exactly what Chellis is after. We've already banned guns."

So, I've been granted the ability, by the chellian council, to make this offer. Its yes or no, Chris, so think carefully. You can get back to us on it if you wish, but it will have to be fast.

The offer? Laquasa Isle admits that a nuclear weapon was stolen after a terrorist attack on one of your facilities. Chellis moves in some special operations teams to, in conjuntion with your troops, take out terrorist infestations. We mock some destroyed terrorist camps, everyone is happy. Also, we'd want your leader to say something about not starting aggressive wars in the near future, though we really wouldn't give a crap if you did.

Now. What we want. We want a naval base on your shores. Doesn't really matter where, as long as its able to be turned into a capable naval port. We'll do the work. The land would be considered sovereign chellian land, but we wouldn't need much. Fifteen by fifteen miles, maybe. We say we're there incase terrorists start getting free reign again, or whatever. We can work out the specifics.

Two Squadron's of C/F-4E descended opun what Laquasan Intelligence had told them was a Mafia base. They didn't really care if the Laquasan's were right or not, but they had their buildings to hit chosen by them, so it worked out.

The bombers were just the first strike. Closely flying behind were five W-26 helicopters, each carrying 50 chellian Spec Ops soldiers, and ten gunships. When the bombers had finished hitting every building suspected of being part of the mafia base, the W-26's began to land troops under the protecting of the gunships.

The troops had the standard equipment, their rifles and all. Then they had their all-out weapons. The automatic grenade launchers, thermobaric rocket launchers, plenty of C-4, etc. This mafia base was coming down, and not one chellian was dying from it.

"They do a good job, the Chellians." muttered Chris. The LIA had planted some nukes there earlier.

"May I ask when you plan on dismissing the fleet, along with the mines?"

IC: "The mines are already being picked up. Our ships are now located in three locations around Laquasa isle, preparing to move out, except for one, where the marines are operating off of. Ships are being allowed through now."

"Good. Now this whole bloody mess is over. Nice talking to you Commodore." Chris began packing up various things he'd brought along- a distress signal, GPS locater, some maps, papers, and other things.

General Lowe said. "We outta tell them now! Probably but a nuke tracker in the missile, incase they want to launch at us."
