"Have the necessary bills passed through the lower houses?" President Igor Chalko asked as he starred through the primary window overlooking the Presidential Palace's expansive green garden.
"Yes mister President. The barriers erected by previous administrations against the progress of science have been torn down completely." A young aid replied quickly.
"Good, good. Dismissed Olav." The president said as he moved towards his leather office chair and the black phone built into his desk.
Olav left with the soft sound of oaken door echoing in his wake, leaving the thirty year-old black-haired man of imposing stature alone in his presidential office, which was beholden to the same over-elaborate Baroque architecture that made of the interior and exterior of the entire palace.
"Hello, Franak. This is your President Chalko; I have just received word that the Parliament has just finished passing measures that the global scientific community might be very interested in. You have the brief I trust?" Chalko said into the phone with a jovial voice to his Media Minister, Josef Franak.
"Indeed Mister President. I'll have the straws ready in about an hour, broadcasting on every channel, you can count on it." The hoarse voice replied.
"Good, I'll be looking forward to it Franak. Good day." Igor said, hanging up the phone and then walking back over to his window to look at his nigh-immaculate garden full of tall pine trees and shrubby from lands with names almost impossible to pronounce.

Presidential Press Conference Room
Franak was a heavy-set man entering his sixties, with hair receding like a tide of ashen snakes; forming a widow's peak over a pair of piercing hazel eyes. He stood in front of a modest conglomeration of various press representatives, both public and private in a solid suit as black as a moonless night. He made sure to look into each and every camera lens at least twice throughout the announcement, hoping to convey his message fully with eye contact without flitting about too much.
"Welcome, welcome. We, the Government of New Slovakia, have glorious news in which to share with the scientific world! After a vigorous serious of legislation in the Parliament led by Prime Minister Fedak, all laws that have hitherto needlessly hampered progress in the realm of science have been completely abolished. And several new programs promoting scientific achievement have been passed by both houses as well.
"Scientists from all over the world are now more than welcome to our glorious country, to pursue whatever scientific ends they so desire under the supervision of our government. We shall also provide the necessary funding and proper facilities to those of the intellectual community who agree to share their work with us first, and whose projects warrant special attention due to their unparalleled importance.
"No longer shall political special interests of binding societal morals bind the scientific community any longer; such restrictions no longer exist in our fine country, and we invite every scientist in need of a home to come to our glorious country, where we provide an environment that places the idea of scientific achievement and all the gains therein, ahead of such stupid restrictions. Thank you."
