With the recent admission of No Endorse into the APOC, and several minor incidents including the (I hesitate to say) "nations" of Rophear and Fuggalania, as well as a minor crisis pertaining to Laquase Island, it has become painfully clear that No Endorse needs to reinforce its armed forces. My generals have been clamoring for expanded orbital assets for some time now. (Though they argue over which branch they should fall under incessantly) Unfortunately, according to my advisers, we lack the domestic production capabilities and expertise to initiate the relevant programs on No Endorse soil and get the necessary returns in a reasonable time frame.

As such, I would like to inquire as to the availability and pricing of Izistani built orbital weaponry. My advisers assure me that your technology is rather more advanced than ours in the aforementioned fields, and they claim it will be invaluable in our efforts. I would also like to inquire as to the possibility of Izistani scientists coming to train and educate their No Endorse counterparts, or No Endorse scientists going to train under their Izistani counterparts, in order to advance our program enough to maintain and eventually upgrade any equipment we purchase from you. (Honestly, it is very likely that this equipment will see an extremely long service life, and we need to ensure that the necessary expertise is in place to install various add-ons as technology progresses) We are willing to pay rather substantial sums of money for these numerous items.

I was presently surprised by the scones (and you are very correct, they go excellently with tea and strawberry jam) as was the rest of the Directorate. Please give my regards to Violet.
But on to business. Price wise, we can let four vessels go for twenty billion; two new builds and two units that saw action (INECV Heinlein and Haussman ). We'd offer Pournelle as well, but it regrettably smeared itself over Mare Imbrium during the dark days of the lunar war. As we are planning to replace these units as the Flight II model comes into service, we have no problem with transferring them to Endorsian control with fully operational weapons systems, including nuclear systems.
As we have seen, we of APOC are not liked on the world stage. From the lowly Bolshevist kleptomancy to mighty Gholgoth, we are viewed with suspicion and resentment. We must take measures to safe guard the integrity of our alliance, and by this we will take the high ground.
