In the antique lighthouse of Port Townshend, which was, for some reason, still manned and used, a man browsing the great seas with his binoculars saw a large fleet approaching. No, make that two large fleets approaching - The Silver Sky fleet as well as the Imperial expeditionary fleet. The ports of Port Townshend wouldn't be able to handle quite this many ships all at once, so the fleet stopped a few kilometers off shore and the troop-ships pulled up to the dock, being guided in by small tugs.
The boarding ramps hit the dock, and thousands of marines marched out, heading to the Townshend base, where they would be deployed all across the island. Overhead, several SuC-1 transports cruised over Townshend, on their landing run to the Cthulhu Airbase. They contained several infantry divisions, as well as two heavy armour divisions. Given that these gargantuan transports were barely armed, they were escorted by Whyatican naval air assets, as well as air superiority fighters launched along with them.
Four Imperial military bases were planned, along with smaller bases inside every major city. Also, two Skyian zones of control had been approved, and placed on opposite sides of the island. The smaller island, nicknamed Arrakis because of the small, but thriving heroin industry, would be allowed to continue as is, as long as they pay their taxes to the Empire.

"When is the first payment being sent out?" a partner of the privatized Central Bank said to an operator.
"In six hours, sir."
"Cancel it. I've just got an order from higher-up that all payments are to be frozen." the partner said.
"Why?"
"Don't ask why. Just do it." the partner said, remembering the insubordination of the operator.
"Right, yes, sir."
The operator punched a few keys, authorized the deal using his partner's code, and thereby froze any money from heading to Laquasa Island banks, effectively screwing them out of four and a half trillion Credits.
