Peace! Freedom! Humanity!
For too long, the world has stood by as nations commited horrible attrocities. Genocide, imprisonment. Our purpose is to spread those three elements throughout the world.
Constitution:
Article One:
Clause
A. Nations must be willing to spread the three key elements throughout the globe. Nations should be free, though communist, militaristic nations, are allowed. Nations with such evils as slave trades, nation socialism, are prohibited from the alliance.
B. Nations will respect other nations laws, in the exception of
a)genocide.
C. Nations are preferably democratic, left-wing, and either Capitalist or Socialist economicly. This is not a requirement, however.
D. The GTO does not tolerate occupation. After an invasion, nations who participated may not keep troops there and should replace the old government with a democracy, and help rebuild economies. Nations who occupy or annex over 1/4 of a nation are to be expelled.
E. Nations seeking membership must have some form of the freedoms of: a)press, b)speech, c)religion, d)sexuality.
Article Two:
Military
A. Should a nation that belongs to the GTO be invaded, nations must help with military assistance, unless help is deemed "needless" by the council, though this cannot be declared unless the sum of all troops and defence budget of invasion forces are more than the nation being invaded.
B. Should a member invade another nation, help is optional, unless deemed "neccesary" by the Council. National invasions that are occuring in nations conducting genocide is optional unless deemed neccesary by the Council.
C. If two member nations go to war, the original nation to provoke the other via military action shall be expelled.
D. If a nation in the GTO is to engage in a nuclear, biological, or chemical excahnge, they must a) have been attacked first or a petition to council shall go out to expell the nation. Participation is optional, but Council may declare the war "neccesary" to nations with weapons of mass destruction and nuclear capabilities, but only if the member nation/s is facing an opposition force with a) a larger defence budget.
Article Three:
Council
A. The council will be made up of all members. Council will be headed by a President, which is elected every sixth week. The council will pass a vote to be either approved or vetoed by the President with a vote of 1/2. If the President vetoes, the Council may still bring it into effect if a 3/4 votes, and if the President accepts it automatically comes into effect. Council laws can: a)alter the constitution, b)eject members, c)declare war "needless" or "neccesary", d)impeach President with a 9/10 vote, and e) make the alliance itself declare war on another alliance, nation, group of nations, etc., etc.
