The whitewashed steps of the Parliament Building in downtown Dar Al Haq were broad and followed a gradual slope up to the slender, Arabesque pillars, white and off-tan plaster fringed with gold paint lining the building's facade in an old Roman style, characteristic of the city's Islamic and Western influences. Capping the squarish edifice was an onion-shaped dome of burnished gold, flashing in an afternoon sun, a currently unadorned flag pole emerging smoothly from its peak.
The stately structure, built by British Imperials at the start of the first World War, was dwarfed by many of the city's more modern buildings. The glass office buildings of the city center in particular towered in place of mountains, absent from a hazy desert horizon. Beneath the cool steel and glass peaks flowed distinguished white walls of older buildings, the old and new intermingling freely in the city. Looking in the distance, one could see what had once been the city's walls in medieval times, crumbling sun-dried stone lined with open-topped towers marking every facet. A gleaming and modern railroad now ran directly through an old archway in the wall, the city long since grown out from its old walls.
However, the attentions of every man, woman and child in the city were on those unadorned, dusty steps today. Someone had set up a wooden podium at their foot, and behind it in a long, darkbrown suitcoat and checkhered ghutra, Fahad Rumi addressed the public.
He was the hereditary Emir of Dar Al Haq, and so the House of Rumi had been for three generations now, from the end of Ottoman domination. Young, barely thirty, he was a strong-figured, good looking man who usually hid his piercing eyes behind a pair of trademark John Lennon-style sunglasses. Today though, he bared them to the crowd and addressed them with the voice of a trumpeteer.
"People of Dar Al Haq, Peace be Upon You and good afternoon. I am pleased to announce the Parliament has just adjourned its final meeting. A new constitution for our city has been drafted, and it is my privelage to announce the beginning of this new age." He smiled he smile that had graced the cover of so many magazines and earned the sneer of leading Imams who branded him a "playboy." Rumi suddenly shot up his right hand and extended two fingers in the sign of Victory. "Our City of Dar Al Haq is independant, a nation of its own, as of today!"
The crowd before him, level with their Emir, was a throng in the tens of thousands, stretching back through avenues and streets in a great bobbing ocean of humanity. The roar that followed this announcement threatened to crack the walls of that august establishment. The mob rocked back and forth as men embraced, waved their hands and hollered, a chorus of car horns wailed over a hundred city blocks. A thousand more citizens, watching TV in their apartments, listening to the radio in their cars, hearing the news shouted through the doors of their clubhouse, stood up and cheered.
When his city had quieted, Emir Rumi wiped his brow and the twelve august men, draped in black thobes and the wound turbans of Parliamentary ministers, the burly suited bodyguards flanking their assembly in two lines, all politely applauded.
"Our labor is ended, and our kingdom is born. Let this be a day of celebration, a holiday to unite all the people in our city! I declare this new Kingdom, Badr Al Ummah---Moon of our Land, beautiful as our city is beautiful. Let the celebrations begin!"

It was eleven PM that night. In his fourth-story office, Fahad Rumi could still hear the roars of celebration in distant, unseen streets below. They would continue throughout the week as citizens feasted, parades marched, and Bacchus reigned throughout Dar Al Haq.
The Emir--who would be officially changing his title to King once the proper forms were signed and ratified--had attended the bare minimum of festivities required by propriety and then slipped back into his almost-abandoned Royal Office.
Now he sat in a black leather chair, a scoop-shaped piece of modern deco furniture behind a desk of amber wood with coarse, black grain. Its sleek finish mirrored the polished floor, grey marble with black spots. The office was shaped like a long hall, with solid black walls sliding up together into a curving archway, the foot of the wall naked slate carved with flowing calligraphy in stylized Arabic.
The whole thing led up to a raised platform that lifted off like an offer behind Rumi's desk, narrow steps of grey stoned with swooping steel rails to either side, leading up six feet to a platform big enough for two men to stand comfortable. A mini-bar stuck out of the wall, withcabinets in coal-black ebon wood beneath its grey marble countertop, set into which was a steel sink. Over that, out of the black wall, was cut a long and thin window resembling the archer slit of an old castle, an arabesque peak capping the frame. During the day, sunlight would flow in through this sole opening and frame the Emir at his post in a corona of gold.
It was certainly an unconventional office, and the Emir had designed it himself. A modern office, spartan yet stylish, the perfect symbol for the energetic young leader.
Right now, though, he felt neither energetic nor young. There was no computer on Rumi's desk--the Emir despised them, and most modern technologies. A single sheet of notebook paper was pinned under one elbow, his chin in his hand. The King-to-be had removed his heavy overcoat and was wearing only a white collared shirt, loosened and more than a little ruffled, over his tan slacks. His longish, raven-black hair, usually the epitome of gelled perfection, was dissheveled.
He considered the paper, touching the tip of a pencil to his lips. And finally, he signed it, a last few scratches marking the beginning of a new era for his city---his kingdom. He'd have his secretary type it up and distribute it soon.

OOC: What this is, is an open invitation to any nations who wish to open diplomatic relations with Badr Al Ummah. It is a young nation, but I intend to be active. To see if your nation would "blend well" with ours (although I welcome diversity and will recognize just about any partner whatever their cultural setup), here is a brief rundown on the Kingdom.
-It is an Islamic city-state that uses Shariah law as the basis of its constitution.
-It is a Monarchy with a Parliement of Representatives elected by the citizens. The Parliement proposes, drafts and approves laws, but the King can countermand them at anytime, and it is the King's perogative to appoint judges (most of whom are Islamic clerics.)
-Freedom of speech is outlawed, but human rights are very good. Most people are employed and crime is low. (Don't believe me? Check my profile.)
-There is no military except a small Honor Guard which serves ceremonial functions.
-Major productions are in handicrafts, although the Kingdom currently has no trade ties they are self-sufficient. The Kingdom's territory extends outwards many miles into open desert, which is populated by Bedouin bands who live in the centuries-old nomadic way.

Since you were so kind as to give OOC info of your nation breifly, I shal do the same.
To start, despite the account name of Dostanuot Loj, I RP as The Dictorial Republic of Sumer, based off that ancient civilization of the same name. Geograpically I occupy the middle east, parts of Europe and Africa, and parts of the Americas, but as NS Earth has unlimited continents, this is little more then a refrence guide. And that our two nations would have simmilar climate and geography I think.
The Dictorial Republic is simmilar to a Constitutional Monarchy in some ways, but has many differences. Despite this, there are elections, and freedoms of many kinds, including freedom of speech. The major religion, by a wide margin, is the polytheistic Sumerian religion. Some other religions are represented in minority, including Islam (Probably the largest minority). And last but not least, it is a militant, nationalist country that is fairly isolationist most of the time.

They may not be very skilled nor well equiped, but they will fight if we are invaded, surely you saw the Bay of Pigs incident (195?)

But, due to the fact that you're a city-state and that fact that you're a Kingdom, we only wish to open a small Consulate with only 10 soldiers as security. We are not sure if you can handle an Embassy due to you being a city- state and we also wish to make sure that this Kingdom is not... to be frank, mentally insane.

Deep within the marble walls of the Foreign Office in downtown Imperium, Howard Winchester sat alone in an office, quietly eating his ham sandwich away from the pressures of politics. Prepared by his wife, the sandwich symbolised hearth and home, a welcome reminder for any caught in the ruthless and red-in-claw nature of Oceanian politics. Those politics had, of course, descended from the days of British rule for the now United Kingdom of Oceania had itself once been a proper colony and dominion of Great Britain and its own Parliament and Government had inherited their politics from London.
As Winchester nibbled on the wheat bread crust, however, his mind thought not of the fact that long ago had the new United Kingdom outstripped its parent in power and prestige and politics. He thought not of the ever-growing, insatiable appetite of Oceanian businesses always looking for new markets and new labour pools with which to produce goods and services. Instead, his mind thought back to the previous night’s disastrous showing for the Imperium cricket team, which had lost rather pitifully to their rivals down the New Thames in Thamesport.
Finally, however, Winchester finished his meal and with thoughts of sports now in the back of his mind, worked his way up to his real office, where upon his desk he found a simple letter forwarded by the receiving department of the Foreign Office, through which all foreign correspondence to the Prime Minister and King George were officially routed. “What is this?” he asked nobody in particular, pushing back a rogue strand of his hair back with the rest of the mess.
He opened the correspondence, apparently from some Arabic emirate that Winchester had never heard of before. Unfolding the carefully typeset letter, Winchester found his seat and called his secretary to bring in a cup of afternoon tea, Oceanian-grown red tea no less. He worked his way through the emir’s letter and when complete found the silver platter of tea and tea sandwiches waiting for him at the corner of his desk.
Taking the small china cup in his fingers, he dug with his free hand through the clutter in the desk drawers until he came upon a small stamp and an inkpad. He opened the inkpad and pushed the stamp hard to soak up some of the India ink only to place a small mark on the envelope: Forward to the Foreign Secretary.
The following day, the envelope and its letter found itself no longer in the Foreign Office but the halls of the Citadel, the colonial fortress that had once housed the British garrison and the colonial government, but now was home to the United Kingdom’s Prime Minister. The letter was in the hands of Geoffrey Blaine, personal assistant to the Prime Minister, who when Blaine entered the room was sitting with the chiefs of staff of the Royal Armed Services—but of course the letter knew not the words being spoken about strategies and outcomes.
Instead, it waited patiently until the officers were dismissed and the Prime Minister picked up the letter, carefully—though quickly given his busy schedule—reading through the contents. He picked up his phone that connected him to his staff and asked the Office of Communications to draft a response; he then handed the letter back to Blaine before removing his suit coat from the back of his chair on his way back to the House of Lords for the afternoon session of Parliament.
Several hours later, the Prime Minister returned to his well-appointed office, though the sun that had once been streaming in through the glass windows had long ago set. He readjusted the titanium frames of his glasses that constantly sat upon his face and settled down to read the response.

OOC: Mind if I go to war? I mean it's just an idea at this point. No quarenteed going to happen, but just wondering. Well, in NationStates the most high allowed ammout of your populace allowed to fight is .05, not to mention logistics train which are about 1.5 a numeraous as your troops.
Actually I'm going to be doing a war with a friend of mine at some point.... it'll be a mostly open thread though, so you can feel free to join in the festivities if you like. =p

He was a tall, dark-haired man in his late thirties, but could easily pass for being in his twenties in most circumstances; however, as he looked over the letter, for some reason, his experience and age began to show itself.
Then again... I could always use some new furniture...
"Hmm... a country around that area... Ah well, I suppose theres no harm in responding. It has been too long of a time since we've contacted another foreign entity outside of the Eternal Empire, and we would be more than honored if our two nations could open economic, or perhaps even diplomatic ties!
It just so happens that we have a large lack of luxury goods, along with wooden furniture and other objects.
