Background/Emergence

It is a somewhat curious state of affairs, that of the Kolvokians. There are two types. The Low Kolvokians, who were more or less normal humans, served as the work force, the manual laborers, and the great majority of the of population, at approximately seventy percent. Then there were the High Kolvokians. At only twenty percent of the population, they were the government, the police, and the commanders of the military. The High Kolvokians stood about seven foot tall on average. Their skin was olive, as opposed to the rather pale Low Kolvokians. They tended towards black hair, usually worn long.

The High Kolvokians were the result of several generations of state of the art eugenics, preceded by endless generations of more simplistic selective breeding, and were the epitome of what was desirable in a Kolvokians. They were indoctrinated since birth in loyalty to the state, honor in battle, and, of course, their general superiority over the Low Kolvokians.

The High Kolvokian philosopher, Elli Mǽ summed up the general situation nicely in his ‘Doctrines’. “The Lower Kolvokians do not revolt, nor is there any danger of their revolting. The reason for this is simplicity itself. They are not oppressed. They take the jobs they are best suited for, and are proud of their part in the greater scheme of Kolvokian life. In fact, biannually, they express this through their votes, recognizing that High Kolvokians are better suited for positions of governance, though they hold the majority, they have not in human memory, elected a Low Kolvokian to a position in the Assembly. This is the natural order.”

The Kolvokian military is a proud tradition, of both the highs and the lows. Many volunteer, so there is seldom need for a draft. They undergo harsh training, and far less than volunteer become full fledged members of the military. Both men and women join, and fight side by side. Though the High Kolvokians primarily serve as military officers, there are exceptions both ways, with Low Kolvokians serving as officers, and High Kolvokians serving in the ranks.

The primary strength of the Kolvokian military is their army, which makes sense, being, as they are, a landlocked nation. The navy consists of a few destroyers docked at a leased naval base from a friendly neighbor, designed to safeguard the planned trade fleets, a number of troop transports, and a number of outdated Lake Battleships, built in the 1980s in response to an increasing amount of piratical activity on the huge Lake Scaar.

Message to the world: I, Melliuf Hirius, Archon of Kolvokia, hereby announce that my country is planning to end its decades of relative isolation. Therefore, Kolvokia is hereby open to trade and immigration. However, we announce neutrality in the various conflicts presently ongoing in the world, and plan to trade with anyone who wishes trade with us, regardless of their alliances. We respectfully request that this neutrality not be violated.

OOC: There, now that that’s out of the way, anybody about my size interested in having a border with me and having a smallish war?

OOC: Well, thanks, but with a signature like that, and our comparitive size differences, I think I'll pass for now. I'd like to start out fighting someone about my size.

OOC: Nah. Puny navy, remember? I'd stink at fighting an island nation. I'll keep you in mind when I build up my navy though.

Official Kolvokian Proclamation

We, of course, welcome foreign investment in Kolvokia, but, regretfully, must inform you that as part of our security precautions, any building operated by the Royale Group would, as all buildings operated by foreign entities, be subject to searches at the discretion of the Kolvokian Security Service, in order to ensure that it meets criteria for not being razed to the ground and thoroughly salted for illegal activity. Such activities include the use of foreign nationals in any but limited management roles, handling of illegal drugs, production of NBC weaponry, or irrational military build-ups. If you do not have any issues with these limitations, you are welcome to set up a corporate branch.

OOC: Just thought of something. You could have a colony that shares a border with me maybe?

OOC: What kind of natural resources do you have?
Kolvokia

OOC: Still working all that out. For the time being, I'm thinking self-sufficence in most areas, most notably dealing with the fact that the only oil I have would be very costly to extract and refine, similar to the oil flats in Canada. As a result, my nation mostly uses bio-diesel, as well as wind, solar, and hydroelectric power, and (once I get my budget less insane, and actually start taxing my people) I'm going to put a lot of research into nuclear power.

Regarding most other resources, I have modest amounts, so I'm not likely to need to invade anybody for resources soon, but I'm nota terribly juicy target for invasion either. Oh, except trees. Got a lotta trees. Sizable uranium deposits, as well, but those haven't really been opened up yet, as I've gathered that a month of existence is usually required before gaining nuclear power.

In other news, can you point me towards someone whom I could contract with for the development of my armed forces once I get my budget sorted out?
