After discussing the possiblitlty with a few people, I have finnaly got around to this.

This will be set a research station on a planet with out a breathable atmosphere. A ship will crash there, it will have a number of soldiers on it from the first nation that asks. no super soldiers that are some how immune to the flood. You can decide how many are on board. I will control the flood, and the personnel that are creating the flood. After 72 hours RP time(I will decide when the time is up) My fleet will jump in and destroy the planet from orbit.. there are 2 Acclamator transports on the surface, and if you get to them, you will have a choice, cleanse the ship, or leave right away, releasing the flood possibly destroying the galaxy. Other nations that send a force to investagate. The will problably be a follow up thread. you may also be a person stationed at the site.

The Commonwealth is sending out a number of heavy cruisers (Carlisle class, see the military entry for further details) for exploration of the space around its borders. One of the ships could come across the Halo.

It isn't gonna be on a halo. it is gonna be on a research planet where my Scientists have created them.
