~UCN Restructuring Announced, Direct from Reich High Command~

It has been decreed from Reich High Command that a change in the Union of Communist Nations is much needed. A change of not only policies, but face as well. The UCN has garnered a bad reputation, we believe, as nothing more than a militant alliance hell-bent on world domination, much like ACTO or CA.

Therefore, the Reich, as the leader of UCN hereby declares the old UCN charter from this moment forth, null and void. We shall draft a new charter as soon as possible.

The 'new' Union of Communist Nations(Though a name change may also happen, depending on if members support it.) shall be more of an economic and defense alliance than anything. It will be an alliance that promotes civil and political rights, secularism and free-thinking. Of course, they will still support Communism and Socialism on a large scale, but this does not mean we want to rule the world and would support toppling of existing Governments, much like ACTO does.

We hope that are allies will support this move, as it is for the best.

The "Liberal Neo-Bolshevist Reich" of Tocrowkia, which has recently been widely accused of launching a gas attack on her own citizens in order to try to frame the Anti-Communist Treaty Organisation, of which Praetonia is a member, has unilaterally declared the Union of Communist Nations (UCN) charter null and void in a move that has met a sceptical response from the free nations. The move, which UCN founder and de-facto leader Tocrowkia described as being intended to provide a "change of face" for the embattled alliance, was described as a "miserable rebranding exercise" by Foreign Secretary Sir William Farthingdale.

But political analysts have expressed confusion at the statement announcing the change, which described the Anti-Capitalist Treaty Organisation (ACTO), which has never engaged in any kind of military action, as a "militant alliance hell-bent on world domination", and compared it with the Corporate Alliance, home to some of the most heavily state-controlled economies in the world. The statement claimed that the "rebranded" UCN would "promote civil and political rights", at the same time as supporting communist political systems which remove the rights of individuals to own property, keep the products of their labour or set up private broadcast or print media companies.

When interviewed by The Herald, Dr Reginald Fletcher, head of Political Sciences at Imperial College Uxbridge, said that he was especially befuddled by the "bizarre interspersion of fascist symbolism and imagery such as ravens and iron crosses with rhetoric proclaiming the virtues of communism". He described the UCN as "an increasingly irrelevant institution, rendered crippled and impotent by readily apparent hypocrisy, unwarranted militarism and an astonishing disregard for constitutional process" which he said was "perfectly illustrated by Tocrowkia's unilateral abolition of a treaty that gave it no right to do so and declaration that they will create a new treaty, which everyone else is implicitly expected to be bound by without ever having signed it or even seen it." He described the "Liberal Neo-Bolshevist Reich" itself as a "schizophrenic mess" that "demonstrates perfectly how not to run a country."

Speaking in the House this morning, the Prime Minister echoed the words of his Foreign Secretary by calling the new announcement a "superficial transformation only" and said that his government would continue to work with ACTO in order to encourage the eventual collapse of a system of government he described as "totalitarian and evil". He called upon the countries of the UCN to take this opportunity to reassess their direction and move towards a more liberal system where "redistribution is a voluntary exercise of personal choice, not the enforced diktat of government mandarins", citing the exceptional economic performance and growth in the standard of living of Praetonia as witnessed under his Liberal-Tory Party's laissez-faire economic governance.

He also echoed the comments of Dr Fletcher in questioning the constitutional basis of the changes, pointing out that "Tocrowkia has neither the right to unilaterally disband the treaty, nor to rewrite it. According to the existing treaty, a vote must be passed unanimously by the UCN Security Council for such an action to be taken, and this has not happened." He added that "legally speaking, the old treaty still exists in its original form." He finished by question whether the other UCN states would accept Tocrowkia's proclamation, saying that it would be a "dangerous constitutional precedent" for the UCN if the newly imposed treaty was simply accepted without a vote.

While we think nations still interested in an alliance should come together to discuss the new charter instead of insulting the UCN, we would still like to be involved in the UCN.

The World Soviet Party supports these changes, but would like the Council to vote each amendment individually before passing them, plus allowing any other nation willing to propose changes to make them, have them debated and voted.
