Regarding British Londinium's last post, considering this was an open announcement, I don't think he's worried about keeping it secret. He is, as far as I can tell, openly announcing this, and possibly (although this is just conjecture) assuming that you won't attack foreign nationals legitimately in the country, especially if that country is as much larger than you as Siap.

If by peacekeepers you mean armed troops inserted without the permission of the governing body (you didn't even bother to get the consent of the government they seceded from), than yes. That one.
