Democratic Elections Complete, Conservative Party takes Power

CIINN - Imperium City, Conniferus Imperium: Following the first legislative elections in the history of the Imperium, the Conversative Party has taken control with a landslide majority.

Kevin Holmes, leader of the Conservative Party, was summoned to the Imperium Palace earlier today and formally requested by His Most Imperium Highness Emperor Charles Conniferus VI to form a Government.

Speaking at a packed Press Conference today, Prime Minister Holmes spoke of "a great step for the Imperium in moving towards acceptance in the 21st Century."

The Conservative Party won 157 of the 300-seat Senate of the Imperium, with the Liberal Democratic Party coming in second with 63 seats, with the remaining 80 seats being divided between the Social Democrats, the National Imperium Party and the Environmentalists of the Imperium Party.

Prime Minister Holmes promised to continue government on his parties campaign pledge of "Imperial Paternalism." Essential services, such as mass transit, healthcare, water, gas and electrical utilities would remain in Government hands as the current National Corporations of the Imperium (NCI). Domestic Arms manufacture would also, Holmes added, by brought under the umbrella of a National Corporation, although with contracts available in part and in whole to private contractors working with the NCI. Holmes also promised to remove several restrictions of private business to increase the number of companies starting within the Imperium, whilst maintaining the current tax levels to continue payment for the NCIs. On Foreign Affairs, Prime Minister Holmes also announced the opening of the Foreign Office of the Imperium to deal with foreign affairs, momentously ending the diplomatic self-isolation practiced by the Imperium for the last 30 years since the Imperium Civil War.

History

The Imperium, founded 200 years ago this year, spent a tumultous time as a loose organisation of city-states that resulted in a 130-year period of strict Autocracy by the Imperial Family. This resulted in the Imperium Civil War 30 years earlier when pro-democratic forces rebelled against Imperial rule and were ultimately defeated. However, conceding to popular demands, His Most Imperium Highness Emperor Charles Conniferus VI announced a restructuring of government to a Constitutional Monarchy with an elected Legislative body and Executive office. The Senate and the Office of the Prime Minister hold these powers, whilst the Imperial Throne maintains executive authority over military action, and final assent or dissent on legislation.

As the population celebrates its first elected government since the formation of the Imperium, political analysts are watching keenly to see whether democracy stabilises in the Imperium and whether Emperor Charles VI, notable for his popularity among the populace since coming to the throne after the Civil War, acts to maintain the Constitutional Democracy or tries to return to full power at the first disagreement.

An Act Concerning Governmental Usurpers and Dispositions of Just Laws hath plagued this your state, the Imperium of Conniferus, which now hath the mobs wrested from you. His Majesty, the Most Potent, Most Serene, Most Christian King, King William Salisbury V, to whom the Divine Providence hath granted the realm of Cotenshire in a divine mandate, is concerned for the weal of your state, seeing as Our Lord God favors the rule of monarchs.

Be it in the spirit of God’s Kingdom and towards the benefit of God’s Christiandom, or, rather, in the spirit of God’s Christiandom and towards the benefit of God’s Kingdom, that is, being the Kingdom of God here on Earth, that the Most Splendid, Most Potent King urges a restitution of the rights and majesty of your monarchy and the voiding of whatever the treaty your usurpers made you sign in humility.

If this is an instance of insurrection, the Most Serene, Most Potent, Most Christian King shalt aid this your empire with one or more Royal Expeditionary Forces as needed. The Most Potent, Most Serene King hath would like, with consent from the Divine Providence and His most Holy and Undivided Trinity, Father, Son, and Holy Ghost, that the powers granted to this your crown shalt be restored in their most full and just form and not ceded therewith to the rule of mobs.

To the Office of His Majesty, the Most Potent, Most Serene, Most Christian King, King William Salisbury V, of the Kingdom of Cotenshire

I thank your Majesty for the concern voiced on the behalf of my Family and my Rule in the Imperium, and I personally wish to address your concerns as one rightfully God-chosen ruler to another.

In a time of increasing prosperity and vocal opinions within the Imperium, it has come time to take controlled steps towards securing the legacy of my Family and my Successors. The Conniferus Imperium, under my family's dynasty, maintained an autocratic rule for over a century, for which we are deeply proud and unapologetic, for our position was chosen by God and as such was just.

However, as the rightful Ruler of the Imperium, I have a duty of care to my subjects. The Imperium Civil War, brought about 30 years ago shortly before my succession to the throne, was as a result of corruption and lethargy within the activities of the Imperium government as appointed by my most Holy and Revered Father (God rest his soul among the Angels of Heaven.) I have therefore sought to reach out to the changing opinions of my subjects to show that the most beloved Throne still has a major part to play in the politics of the Imperium.

Utilising my power as Imperial Monarch, I therefore sought to reduce the corruption associated with government officials and quell the dissent among my subjects by providing them with a say in their own matters - a method that is most efficient in the procedure of government business, and excellent in the venting of anti-Monarchical feelings (such as they are occasionallly expressed in my realm) in a non-violent manner. The Constitution of the Imperium entrusts the throne with total immunity from dissolution and the full range of powers availiable to the Executive of any state.

I'm sure you understand as a fellow rightful leader of a state that changing times must bring about changing perspectives, less our positions go the way of our spiritual cousins in Russia or France out of the lethargy of others moreso than unjust actions of ourselves.

(OOC: Thankyou for the compliment and the welcome. I have attempted creating a nation in the past a while back on NS, but schoolwork constraints led me to inactivity. However, I do a lot of writing for both my own interest and have done Roleplaying on other sites before, so the principles effectively stand the same.)

After the King had received the response from the Emperor, he called for a meeting of several of his advisors of the court. The meeting was held in a library within one of the King’s residences.

“The document sent to me by Emperor Charles Conniferus VI brings up an important issue that must be decided,” announced the King. “He is saying that he is installing these new measures in his government out of his own principles. And he does it for just and noble reasons. But is it still right for a monarch to cede some of his power to the mobs?” The King let his question hang for a moment. “I am of the opinion that power should never be granted to the peasants and knaves. Even though the Emperor says that he is doing this for his people, I honestly can not fathom how this will make the situation better for them. Royal Theologian, what say you?”

Roger Benpolt, the Royal Theologian and Master of the Sciences, took out of a bag that he had brought a large tome. “Well, your majesty, I have cited for this occasion a few passages from the Book of the Royal Theology, to which I have made several additions and amends while you have reigned.” He opened the tome to a section that he had bookmarked. “It says here, in the middle of page 2591, ‘The King’s rule is absolute, and whatever the King shalt sayeth, shall become law of his realm as if ordained by the Divine Providence.’ So, according to the Royal Theology as dictated by the House Salisbury, the Emperor may lawfully govern his realm however he pleases. If that includes ceding some power to the peasants and knaves, then that would also be lawful.”

The King was shocked. “Which of my family dictated that?”

“You did, my liege,” replied the Royal Theologian.

Appalled, the King started into a fretful diatribe. “Well, then, you obviously need to study theology more, for that is not the correct theology. I do not keep you around here so you can just cite me lines out of books, Roger. You need to increase your hours of study drastically, and be able to cite the correct passage of Royal Theology next time, or you shall be released from your duties.”

“Yes, my lord King,”

After the meeting, the King wrote another letter to the Emperor.

To the Honourable Emperor Charles Conniferus VI of the Conniferus Imperium,

The Most Serene, Most Potent, Most Christian, Most Majestic, Most Righteous King, King William Salisbury V, King and Lord of all the Realms of Cotenshire under a covenant with the Divine Providence, advocates the lawfulness of your recent actions. The Most Noble, Most Potent King agrees that as the time changes and the seasons pass through the grace of our Lord God, there must be amends made to the governments of Earth’s monarchs. The state is fluid, and as such must compliment the wills of the various nations that within it reside.

The Most Just, Most Serene, Most Christian King, however, in an effort to further the coming of the Kingdom of God, and His Holiest Components, Father, Son, and Holy Ghost, on this our Earth, completes to you, the Most Just Emperor of your Imperium, these warnings, the tenor of which is as follows:

Through the Art and Profession of Administration, Governing, and Particulars of which the Most Potent, Most Serene King hath laid down for Things, the Most Extraordinary, Most Christian King hath knows, that whatever quality or condition they soever be, the codes of a realm require in their formulation and execution skilled advisory and education. The commoners and knaves of the aforesaid realm have that not, as they are carrying out their duties to other things.

The peasant must tend to his fields, care for his animals, feed his wife and children, and not having time for educating himself on what laws need to be established in the realm and meeting with a council of knowledgeables, and then going off to a courthouse to pen and decide upon laws, why, it would be a burden and he would not fulfill his duty to his King and his God by tending his fields, caring for his animals, and feeding his wife and children.

And the lumberworker, he has to find fresh trees to cut, as it is through selling his lumber that he earns the money for or trades his lumber for the food that he eats every day. Imagine the horror that would befall such a knave, when he finds the conclusions nailed upon the door of the church that it is required of him to go off and make laws and tend to other bureaucratic duties instead of working to feed himself. The peasants of no realm under the Divine Providence would stand for this for any length of brevity.

In the new policy of this your realm, the Most Noble, Most Righteous King hath another concern, which also brings anxiety to the Divine Providence, who takes note to the sacrileges of the lands of Kings as much as to their glories. The fundamentals of this concern lies in the will of the commoners and knaves, who run around with their heresies, the roots of which lie in the Evil One, and will spread these into your laws should they lay their hands upon them. It is of occurrences such as this of which you must be wary and to which the Most Potent, Most Holy King, eternal Shepard of Christ Jesus, wishes in to general oblivion. This is not in any instance to be construed as a criticism of the holymen of your realm, as it is to remind you of the tendencies of such knaves.

It is with holy countenance in sincerity that the Most Splendid, Most Faithful, Most Excellent King now concludes this correspondence with due vigor, as there are many matters of the realm to which the Most Wonderful, Most Potent King shall attend.
